The slide presentation and staff report regarding authorization to enter into a contract with NewGen raise a number of important questions.

Slide 2 lists Challenges, Trade-offs and Data-lnformed Strategy. Why is "Data to Support Decision Making" included under Trade-offs? Please Explain.

Slide 4 lists "Community Value Discussion" as part of Preparatory Analysis. Please explain what is meant by "Community Value Discussion"?
Slide 5 presents simultaneous schedules for the Optimized Strategic Plan and Electric Rate Study. Much of the Electric Rate Study would therefore be based on incomplete information from the Optimized Strategic Plan. How will incomplete information and unforeseen delays in the Optimized Plan affect the Rate Stud/? Please Explain.

Slide 6 points to NextGen's extensive experience with California publicly-owned utilities. • For which mid-sized Southern California Cities has NewGen provided consulting services?
A search of the internet found references to NewGen studies for the City of San Diego (San Diego spending up to $3M to weigh if city-owned utility better than SDG&E - The San Diego Union-Tribune (sandiegouniontribune.com), and the City of San Francisco (2022 SFPUC Power Rates Study) .
• Does the San Francisco study provide a general template for the "Electric Rate Study" proposed for Pasadena?

The lawsuit against PWP's transfer of funds alleged that PWP overcharged customers in order to guarantee that there is money available to transfer to the General Fund. • How will the transfer of funds be treated in the Rate Study? In recent PWP reports, the transfer of funds was incorrectly reported as Negative Income rather than Expense. • What are PWP's instructions to NewGen regarding the transfer of funds from Pasadena Electric to the City General Fund?
Thank you for your consideration of these important issues.

I urge you to postpone the Cost of Service Study until after the conclusion of the Optimized Strategic Plan to ensure that the Cost of Service Study avoids redundancy and takes into account the true cost of the Optimized Plan to achieve 100% carbon free electricity by 2030.

Sincerely,
Council District 2

Dear City Councilmembers,
My name is Jamie Scott, I am a resident of District 6.

I'm writing to urge you to postpone the Cost of Service Study until after the conclusion of the Optimized Strategic Plan.

This would ensure the Cost of Service Study takes into account the true cost of the plan to get to 100% carbon-free electricity by 2030 and avoids redundancy.

It makes little sense to undertake this expensive Cost of Service Study before having all of the relevant information that should be going into it. Without the full information, the results are likely to be skewed and thus uninformative, or worse, misleading.

Please recommend that the study be delayed until the optimized plan has been completed Thanks for considering this request.

Jamie
