Dear Mayor Gordo and City Council Members:

I am elated to see the recommendation for funding for a feasibility study on N. Mentor Avenue which would be the the first step in the process to return this street to two-way traffic. Ultimately, completion of this project will address significant safety issues which we've all seen with wrong-way vehicles on the street and it will enhance visibility and access to venues in the area and ultimately pave the way to transform Mentor into a vibrant Entertainment District.

This project has been a priority project of the Playhouse Village Association since I joined the PVA Board of Directors in 2018, and I am thrilled to see that it can move forward.

This project upon completion will greatly benefit the entire City and create an exciting entertainment district anchored by The Ice House and Boston Court Pasadena that wilt transform this area in Playhouse Village and stimulate economic and community vitality.

Thankyou!
Marjorie

Mark:

Please forward to the Council for today's meeting. Thank you, Tom Seifert Dear Mayor Gordo and Members of the Council:

I completely and totally agree with the majority of the Planning Commission that the projects as described for the Arroyo Seco
are inconsistent with the General Plan. Widening the road into the Lower Arroyo is not necessary as the existing road works
just fine. Cars pass one another consistently with the drivers, for the most part, being courteous and respectful of one another.

Additionally, we do not need to sacrifice more parkland dedicated to accommodating vehicle parking in the Lower Arroyo. We have
already devoted enough of our open space to parking cars as it is. We need more natural areas...not fewer. And as far as
additional pickle ball and tennis courts are concerned, let's utilize areas that are already paved and avoid any more new paving.

I have served on practically every City committee and commission that is dedicated to the safety and well-being of the Arroyo,
have lived practically in the Arroyo (436 South Arroyo Boulevard) for 45 years and am currently the Board Chair of the
Stewards of the Arroyo Seco. The Arroyo needs more love and care, not roads and parking lots.

Thank you,
Thomas Seifert

Dear Mayor and City Councilmembers,
Playhouse Village Association is pleased to support the budget as presented for the 2025-2029 Capital Improvement Program. In particular, we are supportive of the use of Traffic Reduction Fees towards the first phase of a Feasibility Study for the Mentor Avenue conversion to two-way traffic. As we have stated previously, we feel that this project will:

Address longstanding safety issues, with frequent wrong-way traffic, collisions, and pedestrian conflicts created by the confusion in the direction of the street and design for high-speed through traffic
Increase visibility and access to regional venues including Boston Court Pasadena and The Ice House, supporting Pasadena's cultural vibrancy
Enhance the viability and connectivity of adjacent office buildings, restaurants and independent businesses, promoting greater economic health; and
Provide the needed change to transform Mentor into a vibrant entertainment district to benefit the entire city
Thank you for your work to allocate funding for this important initiative and for your support of making Playhouse Village a more vibrant part of our city's economic and cultural landscape.

Nina Chomsky
Pasadena, CA
Mayor Gordo and Councilmembers,
I am writing in my individual capacity to urge the Council to fully consider and support the thoughtful recommendations of the Planning Commission with respect to the following two CIP FY 2025-2029 Budget proposals:

Lower Arrovo Parking Lot and Road Enhancements. This project apparently is now focused on inappropriate Road Enhancements which are not consistent with the adopted City General Plan policies. The discussion at the Planning Commission was much broader than the impacts on natural habitat. The views of the Commission majority focused on the nature of the Lower Arroyo as the most natural, unorganized and passive recreational Park area of the Arroyo; the character of the Lower Arroyo passive and natural recreational experience; and the appropriate continued deemphasis on vehicles in the Lower Arroyo Most importantly, no evidence at all was presented on the existence of a current public safety problem -just the assertion that vehicles may have trouble passing on the existing road. It was also observed that upgrading the road to some sort of standard street will require engineering and destruction of adjacent and surrounding landscape and habitat. In our view, such a project will permanently change the nature, character and charm of this part of the Lower Arroyo and encourage vehicle traffic in and out of the Lower Arroyo. Merely focusing on habitat devalues the discussion at the Planning Commission. Considering all the impacts on the Lower Arroyo and the views of the Planning Commission majority, this proposed project should be rejected and removed from the proposed CIP Budget.

Brookside Park Outdoor Basketball and Pickleball Courts. The Planning Commission recommendation is not to reject the proposed project, but merely to mitigate ongoing efforts to further pave over the Central Arroyo by locating the project on a previously developed and underutilized paved, concrete area of Brookside Park of which there are many. Such an effort is especially important in Brookside Park which historically and consistent with adopted City Arroyo policies is the primary "Green" recreational area in the Central Arroyo other than the Golf Courses. Area H, for example, is part of Brookside Park. Apparently, as indicated in the Staff Report, Staff now agrees to "prioritize" the use of an existing paved area in Brookside Park for this project as part of the planning effort, and the issue is whether the existing paved location should be required as recommended by the Planning Commission or prioritized as recommended by Staff. Considering the need to preserve Green Space in the Central Arroyo and the views of the Planning Commission majority, this proposed project should be required to be located on an existing paved area within Brookside Park in order to be found consistent with the General Plan. I urge you to accept the Planning Commission recommendation in connection with including this proposed project in the CIP Budget.

I walk the Arroyo often and oppose widening the access road. There have been few supporters of that project. It would be difficult and expensive and would diminish the natural and historic quality of the existing road. I am aware of no accidents there. If safety is a concern there could be better signage and possibly improvements to visibility.
