For the Council:

I have supported the Arroyo Seco for decades and have questions about the role of One Arroyo. It was initiated over 7 years ago as the Arroyo Advisory Group and has yet to perform any actual improvements or offer any definitive proposals (all have been limited as tentative).

It claimed to hope to raise $7 million for "demonstration projects/' but it has declined to provide to the public any accounting of its revenues or expenses in response to my questions or to explain its decision-making processes, and its well-advertised hopes for fund raising seem to have gone unfulfilled. I know it to be led by well-meaning Arroyo supporters and to somehow provide reports to the City Manager, but it seems to be opaque and unaccountable to residents. Maybe now a concrete proposal is ready, and that is presumptively constructive, even if there is no $7 million and nearly all of its funding has been through public grants rather than private donations.

Certainly reimbursing the City is positive, but consideration of the underlying issues as to the structure and function of the group could be beneficial in my opinion.
