The city of Pasadena has raised the fees for trash collection and sewage in the last year to almost twice the fees previously assigned. And, now the fees are going to be raised again substantially. My rent is not enough to pay the city services fees.

Per the notice received, "If more than 50% of the City's residential refuse customers oppose the proposed rate adjustment(s), the City may not increase rates at this time". If this doesn't occur, the new rates will become effective 7.1.24.
The monthlyrateforatrash bin picked up Ixperweekwould increase 100% from $124.70 to $249.92. The rate for wheeled trash cans would go up 35% for 32 gallons, 25% for 60 gallons and 12% for 100 gallons. Both the trash bins and wheeled cans wilt increase approx 6.55% yearly until 7.1.28.
PLEASE NOTE THATWE OPPOSE THIS INCREASE.

Dear Honorable Members of the Pasadena City Council,
We are writing to express our strong objection to the proposed rate adjustments for the solid waste refuse collection fee. As residents of Pasadena, we believe it is essential to voice our concerns regarding this matter.
Our objections are as follows:
1. Affordability: The proposed rate increases, spanning five years from Fiscal Years 2025 to 2029, place an undue burden on residents. Many households, especially those on fixed incomes or facing financial hardship, will find it challenging to absorb these additional costs.
2. Economic Climate: While we understand the need to fund and cover the cost of integrated waste management sen/ices, the rate adjustments are not adequately justified by the current economic climate. We urge the City Council to reevaluate the necessity of such significant increases.
3. Alternative Solutions: We encourage exploring alternative solutions to address the city's budgetary needs without disproportionately affecting residents. Creative approaches, cost-saving measures, and a more equitable distribution of costs should be considered. 1 4. Impact on Smaller Containers: Residents are charged a lower amount for using smaller mixed- waste refuse containers (32, 60, and 100 gallons). However, even these smaller containers will experience rate hikes.
In light of these concerns, we respectfully request that the Pasadena City Council reconsider the proposed solid waste refuse collection fee rate adjustments.

I'm letting the City Council know that our household is protesting the rate increase. It's clear the City Council is incapable of governing after this rate increase proposal.
The fact that the majority of property owners are required to file a protest to stop the proposed increase rather than require the majority of the property owners to affirm the increase reeks of a corrupted government.

Dear Gentlepeople of the City of Pasadena,
I object to the proposed rate adjustments (increases) for refuse collection.
Specifically, I protest the unfair and unequal rate increases proposed for residential refuse customers.
Based on the proposed formula, residents paying for 32 gallon refuse carts now will be paying double that amount in four years, an increase of 100%, whereas 100-gallon refuse cart customers will see an increase of only 50% over the same 4-year period.
Residential customers who create the Least amount of garbage should be encouraged and rewarded for their conservation efforts, and not punished with a greater percentage of the cost burden! Customers who create the most garbage should be incentivized to create Less waste, not given a price break at the expense of others.

Dear City of Pasadena,
As a resident of Pasadena I write to oppose the proposed Rate Adjustment to Solid Waste Refuse Collection Fee, not because of the need to cover city costs, but because the rate increase disproportionately burdens the smallest trash producers, the 32-gallon residential cart users. The proposed rate increase for the 32 gallon cart is way out of proportion with the 60 and 100 gallon carts. The increase on the 100 gallon is only 14% in the first year while the increase on the 32 gallon is 52%!!!! A 32-gallon is less than 1/3 the trash of a 100-gallon, but would be more than half the cost of a 100-gallon under the new rates. This is grossly unfair and greatly disincentivize conservation and harms seniors the most common user of the 32- gallon carts. I switched recently to the 32 gallon cart as my personal effort to reduce my waste production and emphasize recycling. All the while, the biggest waste producers would get the smallest rate increase, riding on the backs of the conservers and many seniors. Therefore, I oppose the proposed rate increase.
The city should rebalance the rate increases to where the rates are proportional to the size of the container, or even lower on the smaller trash producers who are doing their best to conserve.

I received your notice of public hearing on proposed sewer use fee rate increase and new rate structure as well as rate increase on solid waster refuse collection fee. I would like to indicate that I am opposed to such relatively drastic increases in both rates. Please know that these are essential services and that you are a municipal utility. Upkeep for the smooth running of these services is essential. A conservative increase in rate structure need to be reviewed and assessed every few years which does not seem to have been the case according to your letter (in the past ten years). The rate increase is too abrupt and drastic.

We need additional transparency as to how much the refuse collection costs Pasadena and how much is covered (or not covered) by the current fees before we can consider any increase in fees. I am writing to protest the rate increases proposed with a public hearing on April 8th, 2024.
These rate increases for the residential and commercial carts are highly regressive!! The increases are highest as a percentage for the smallest 32 gallon cart and lowest for the largest cart! In addition, the percentage rates for commercial carts have lower increases and the largest commercial cart rate actually goes down in price?!? This plan seems unfair.

We Protest the Proposed Rate Structure.
First, this lacks a category for multiunit residential
structures and uses; thus residential type waste should generate more consumer waste that is subject to recycling reimbursement than commercial and would adjust the
proposed rates.
Second, the rates under good management would not
require this steep increase and there is no way to project the increases proposed since we have no way of
knowing the mix of waste in the future nor what contract and equipment costs will be. In other words, look at the current costs to perform this service and adjust accordingly yearly or every two years.

Hello,
I am writing to protest the proposed refuse rate increase and I strongly urge the city not to increase rates at this time. Some of us have been greatly impacted in a negative way financially and physically from the COVID-19 pandemic and are still struggling to barely manage and pay our bills. The Pasadena low- income community was already struggling before the pandemic and our situation has only become worse with prices rising alt around in food, shelter, basic necessities...etc. We cannot afford another price increase and I strongly urge the city to reconsider and not raise rates at this time.
I'm a renter who lives in the back house with my landlord living in the front house. We are 2 single women who don't generate a lot of trash and only end up using one trash bin for each item: mixed waste, recycling, and yard waste. However, since the property has 2 different addresses I have been told by the city that we are required to have separate bins, even if we don't end up using them. Therefore, in the 9 years I've lived here I have continued to pay for refuse bins we don't use. I understand this is a citywide policy, but it's another policy that should be addressed at some point and possibly changed. This would give residents who are in a similar situation as myself more flexibility and cost savings on their utility bills.
In sharing my personal experience I wanted to call attention to the fact that residents like myself are already paying for bins they may not use and we certainly cannot afford a refuse price increase at this time.

I am writing to oppose this proposed rate increase. It is outrageous to me that the city council would propose increasing the cost of this service to its residents by almost 50% over the next five years.
It is especially difficult to understand when you are proposing to increase the sewer use fee rate at the same time. The combined effect could have a significant financial impact on your customers and residents.
I suggest you use the "Underground Surtax" to cover any actual increase in cost since that project seems that it will never actually achieve the goal described in its name. Thank you.

Pasadena Water is the third city department to propose utility rate increases effective July 1 , 2024. Although these increases are presented as separate proposals, the effect on ratepayers will be the sum of all three increases on July 1, 2024. Neither the Water nor Sewer fee proposals shows the combined effect of volumetric and fixed fee increases on ratepayer monthly bills.
Rates for all three departments (Water, Sewer and Solid Waste) would increase annually for a period of 5 years.
City Council must consider the combined Impact of rate increases for Water, Sewer and Solid Waste.
Lack of Coordination for Assumptions by Public Works and Pasadena Water & Power Public Works' (PW) Proposed Sewer Rate structure hides a critical assumption—that an average household's current usage is 13 hcf per month but will drop to 8 hcf per month for the 5-year period FY2025 -2029. At the Community Meeting on March 20, a PW staff member stated that current usage of 1 3 hcf is an average of all rate payers but 8 hcf is the amount PW estimates would actually be diverted into city sewers. Volumetric sewer rates apply to actual water usage which Pasadena Water & Power (PWP) estimates at 11 hcf per month for its Proposed Water Rate Increase. Charges for both Water and Sewer service appear on the same bi-monthly Pasadena Municipal Services bill. Lack of coordination for assumptions applied to proposed PW Sewer Rates and PWP Water Rates is inexcusable.
Sewer Rates should be calculated at 11 hcf per month (Agenda Report, S-Apr-2024, Table 2, p. 6 of 9).
Current. Increased and New Fixed Fees for Pasadena Utilities 1 Fixed Fees are regressive and have a disproportionate impact on lower income households.

Good day members of the City Council for Pasadena.
I address the April 8, public hearing, which I protest the proposal to increase sewer rates July 1, 2024.
The City collects enough from residents for Electric, Water, Sewer and Refuse. Please syphon from tax collected funds for low-income housing development or many other development funds like the 710 reclaimed land development proposals. Times are bad economically and this is another jab at home owners who worked hard to own and maintain their own homes. My makeup and hair union local 706 will not gain any ground in the present Studio negotiations, to increase our hourly minimum rates, as we are too crippled from the 2023 Writers and Actor strikes to protest. Film production has fled our city, state and nation for cheaper labor and tax incentives.
Please respect your Pasadena voters and residents. Burry this proposed adjustments to the Solid Waste Refuse Collection Fees.

I am writing this letter to express my family's extreme protest of the proposed rate increases described in the PWP letters received recently.
The letters I am referencing include the headings: Notice of Public Hearing to Consider Rate "Adjustments" for each Solid Waste Refuse Collection Fees and Proposed Sewer Use Fees.
Each letter outlines egregious and overly burdensome cost increases to be levied upon hard-working Pasadena citizens over the next several fiscal years that offer no increased benefit or additional services provided.
The letters describe that this email shall constitute my formal protest and will serve to count towards the majority of ratepayer protests seeking to end this proposal.
PLEASE STOP THESE PROPOSED RATE INCREASES.

I recently received a letter regarding a notice of public hearing on April 8th, 2024, to consider rate adjustments to the solid waste refuse collection fee.
I am aware that if more than 50% of the City's residential refuse customers oppose the proposed rate adjustments, the City cannot increase rates at this time.
As a longtime Pasadena resident and homeowner, please note that I do not support these proposed refuse rate increases.
The proposed rates from July 2024 through July 2028 are extremely high, especially during an economy where inflation is running rampant and many residents are just trying to make ends meet.
Therefore, please accept this letter as an official written protest of the proposed fee rate increases and new rate structure.

My wife, Gweneth and I both oppose any rate increase to the residential carts and bins.
The bin increase seems unfair with a 100% increase for one bin with one pick up per week.
The two bin picketed up twice a week increased 400%. This is too much. thank you again for the notice.

Dear Pasadena City Council Members,
I am writing to express my concern and opposition to the proposed refuse rate adjustments set for public hearing on April 8, 2024.As a resident of Pasadena, I understand the need for sufficient funding to cover the cost of solid waste operations, including capital expenses. However, I believe the proposed rate increases are notjustified and place an undue burden on the residents.
The proposed monthly rate increases for residential 32, 60, and 100-gallon containers are significant, and I am concerned about the impact this will have on our community, especially those on fixed incomes. The increases seem disproportionate and could lead to higher living costs for all residents.
Moreover, while I acknowledge the challenges posed by regulatory requirements such as SB 1383,1 urge the City Council to consider alternative solutions that would mitigate the financial impact on residents. I oppose the rate increase for refuse collection.
Your letter does not sufficiently explain the need for an increase. The increase is to cover the cost of service and I'm not sure what is changing as service will remain the same.

The Pasadena City Council will hold a public hearing on April 8, 2024, at 5:30 PM, in the City Council Chamber located at 100 N. Garfield Avenue, Room S249, Pasadena, CA 91101, to receive public comment regarding adjustments to the Solid Waste Refuse Collection Fees for residential customers as described below to become effective July 1 ,2024.
You are receiving this notice in accordance with Article XIII D, Section 6 of the California Constitution ("Proposition 218") because you are a customer or property owner that receives city residential refuse collection services. Proposition 218 law requires the City to notify customers so that they can participate in a public hearing regarding adjustments to residential refuse collection rates and charges. If more than 50% of the City's residential refuse customers oppose the proposed rate adjustment(s), the City may not increase rates at this time. The proposed rate increases adjust residential rates for the next five years, between Fiscal Years 2025 to 2029. The City charges residential customers one processing rate for all three types of refuse collection services provided - mixed waste, recycling, and yard waste/organics. This single rate is based on the size of the mixed waste containers) the customer uses, which ranges from 32,60, and 100 gallons. The rates will be adjusted to the cost of service in FY 2025 and will increase by 7% each fiscal year from FY 2026 to FY 2029. The rates are based on cost of service and residents are charged a lower amount for the use of smaller mixed-waste refuse containers. The reason for the rate is to fund and cover the cost of the City's integrated waste management services including providing residential refuse sen/ice, recycling, community outreach, operational and capital expenses.
The tables below show the proposed rates for both residential mixed waste collection services for containers (e.g. carts) and bins (e.g. dumpsters). The following table reflects the current and proposed rates for the next five years. The effective dates and proposed monthly rates are shown for the most common levels of service. These rates comply with Proposition 218 because the new rates are based on, and do not exceed, the anticipated costs of providing refuse services. I vote AGAINST this proposal. It places an undue burden percentage wise on people with the smallest carts. In the case of carts the prices for individuals and commercial are the same with is another undue burden on individuals.

The City is proposing the following:
1. 30 Gallon: 52% increase effective July 1, 2024 and a 7% increase for subsequent years
2. 60 Gallon: 33% increase effective July 1, 2024 and a 7% increase for subsequent years
3. 100 Gallon: 14% increase effective July 1, 2024 and a 7% increase for subsequent years I find it rather interesting that the residents contributing less solid waste are being hit with a higher increase.
I live on a fixed income and this rate increase is not acceptable.

As the property owner at Pasadena 91103,I wish to lodge a protest against the implementation of refuse collection fee rate adjustments currently being proposed.
Citizens have already been asked to separate compostable organic materials and yet the City has not provided a separate bin to do so. Instead, we are told to place compostables inside non-compostable plastic bags and somehow we are expected to believe these bags will be separated later and the plastic bags recycled somehow. Ridiculous! The proposed rate increases are excessive.These need further review and the City needs to do a better job handling what has already been allocated for these services.

I would like to state that I stand in opposition to both proposed rate adjustments (Solid Waste Refuse Collection and Sewer Use Fee Rate/New Rate Structure) being debated on April 8th, 2024.
Our city has one of the highest sales tax in the areas - so between sales taxes collected, and other fees collected by your residents, any attempts to pass on capital infrastructure or on-going maintenance costs to our citizens should not be considered.
Please keep our costs low and find savings elsewhere. Thank you for your time.

This letter serves as a written protest to the proposed rate adjustment to the solid waste refuse collection fee.
We understand that the rate increase is to fund and cover the cost of the City's integrated waste management services.
However, a 52% initial increase (using the 32 gallon container as an example), is too large of an increase. If the city could reduce the initial increase to about 7% (the same as subsequent yearly increases), we would be in agreement with this proposal.

To whom it may concern: My name is Gregory McDonald, and I have lived at , 91104, since 1982.
Please know that I protest the solid waste refuse collection fee rate adjustments. In my opinion, the city has allowed for too much new residential construction, which is now overtaxing the city's infrastructure. Better planning and assessments, including notifications of the current city property owners that additional resource costs will impact, must be done before these approvals are given.
In closing, I would also recommend better enforcement to prevent trash day scavengers from looting the "cash value" recyclables, which could help offset the need for this rate increase.

I am opposed to the proposed increase in refuse collection fees. Although some rate increases could be justified because of increased costs of equipment and dumping fees, the amounts suggested for residential carts shows too sharp an increase with annual spikes in fees. Please consider senior citizens on fixed incomes as well as low-income households when calculating increases.

I am opposed to the proposed refuse collection increase in fees because the city too often diverts fees for one service, such as refuse collection, into other funds. In addition, the resulting doubling of refuse collection fees in this proposal would be way too much.

Hello,
I'm writing in protest of the proposed increase of sewage and refuse rates. I think this is ridiculous along with a lot of other measures that the City has imposed. I am not in agreement with this. The cost of living in Pasadena is already high and the additional taxes we pay for a poor school district along with other programs is ridiculous. The city needs to better control their spending and money and not at the expense of its residences or businesses.

To Whom It May Concern, I wanted to reach out to express my extreme opposition to any rate increases for either Solid Waste/Refuse Collection or Sewage and Sewage Management Services. These increases do not outline any additional infrastructure, system securities, reliability, or benefit of any kind to the residents of the City. Hello:
I have a 1 yard bin that is picked up once per week. I find it outrageous that the city is proposing to raise the rates on my bin by 100%. If this happens, I will just cancel my service. There is absolutely no way I can afford to pay $500 per billing cycle (2 months) for trash!!! Are you forgetting that people have electric, gas, and water also?
Please reconsider this because I feel that if this rate increase is approved, you will have other problems with people disposing of their trash. My neighbor has gotten rid of the 1 yard bin and has 11 cans lined up down the street...is this really a good alternative? Thank you!

Dear city of Pasadena. I have happily made this city my home since May 2022 after leaving Los Angeles. I am single and divorced and I rent a studio "apartment" that is a split floor of a single family house (my landlords live in the other half of the house at ._) Raising these rates to this extent would be devastating to me financially.
I currently have 2 bins that are scheduled to get picked up 1 time a week, but being a single person living alone I really only use the service 2 times a month (so every other week) I already feel like paying $170+ a month for this service is overpriced, but to raise it to $425?!?!?!?!?! That is absolutely crazy and two times more than what I pay for my health insurance.
There is absolutely no way I will be able to afford that and I think its completely unreasonable to raise the rates by more than 200%
Please please please reconsider. I'm 37 and have a masters degree and work a white collar job and I literally can only afford to rent a studio. My rent is $1600 a month, to have a $425 bill for trash collecting is absolutely outrageous.

This is my written protest to the increase in sewer and solid waste collection fees. The city needs to better manage its funds instead of simply taxing its citizens more. We are taxed on EVERYTHING and underlying fees exist for practically everything in this city. Raising rates is NOT the solution to this issue, the management of city funds is the issue.

Hello.
I am protesting the proposed fee increases for refuse collection for the following reason: it does not look to me to be an equitable increase, when I look at current and future rates for a 32 gallon cart vs a 100 gallon cart.
The fee for a 32 gallon cart will double in 4 years. The fee for a 100 gallon cart will increase by 50% in 4 years. Why? Looking at it another way - a 100 gallon cart is 312% the capacity of a 32 gallon cart. Right now, the fee for a 100 gallon cart is 250% of the fee for a 32 gallon cart, and it will be 188%ofthe fee for a 32 gallon cart in 4 years.
Shouldn't we be encouraging residents to generate less waste? It seems to me that with these proposed rate increases, the people who are generating less waste will be increasingly subsidizing those who generate more waste.

This is a PROTEST regarding your proposed rate increases to sold waste refuse collection fees.
I am Lynn Spanovich, ' Pasadena. I have owned this property for 40 years and am truly upset about your proposed rate hikes, as they are unfair.
The first-year rates are proposed to be raised at the following percentages: 32 gallon - 50%; 60 gallon - 33%; and 100 gallon - only 14%. I understand that raising rates might be a necessity, but see no reason why the City should basically financially punish those of us who use a smaller bin. Bear in mind that small container users are more likely single-family homes, and/or those with smaller "footprints". To give financial advantage to those who create MORE trash is backward-thinking.
PLEASE RECONSIDER YOUR THINKING AND REFRAIN FROM RAISING THE SOLID WASTE RATES.

I am protesting the increase in the refuse collection fees. I understand that prices are going up but this is a huge increase for homeowners, especially seniors as I am and Low income. I know that I could get a smaller trash container but it is too small for my needs right now. I do my best to recycle as instructed and reuse as I can. There has been so much apartment and condo building in the city that it is now affecting the long time homeowners by putting a strain on the refuse services.
I hope you will rethink this huge increase to at least a more manageable one. $1 -2 a month is much more affordable than $8.75 and in 5 years almost doublingwhat I pay now.

Please put me on the record to being opposed to any rate increases for either Solid Waste/Refuse Collection or Sewage and Sewage Management Services. These increases do not reflect any additional infrastructure, system securities, reliability, or benefit of any kind to the residents of the City. As a homeowner, I already pay the fees for these services in addition to property taxes, and there seems to be no real need to increase the cost to the consumer for any reason.

I am requesting that the proposed increase(s) do NOT occur as they are very steep. I am a disabled resident with income from Social Security Disability and I reside at Pasadena. The initial increase as well as subsequent increase amounts proposed are going to create greater difficulty in being able to afford the utilities that I am already having difficulty paying. Not having the ability to work, work over-time or take on a second job is very difficult in today's economy as expenses increase without missing a beat but social security income does not.

I am writing to object to rate increases proposed by the City of Pasadena for solid waste refuse collection services.
While recognizing inflation has increased over the past two plus years, the proposal put forth immediately increases rates anywhere from 14% to 100% above current rates (depending on the cart or bin size customers utilize). In addition, annual increases proposed at 7% annually equates to new rates of 75% to 260% above current rates over the nextfouryears.
Increases of this magnitude are completely unsustainable for residents across the City of Pasadena. Therefore, I protest the proposed rate increases and encourage the City Council to investigate the business model underpinning this entire proposal.

Dear City Counsel,
I object to the rate adjustment of solid waste refuse collection fee. While I support efficient, environmental practices for waste management, the rates proposed aren't reasonable for Pasadena residents.
The increases for the carts look okay, but I think the increases could be more gradual and spread out during the years. The bin increases are punitive - doubling, or more the rate in one year. That's just not right, or fair.
Please let me know what the outcome is for these rate adjustments proposals.

Ardelia M:. Wright. "'asadena, CA 91107-1306, Upper Hastings Ranch. I am in councilman Gene Masuda's District 4.
1 I have been a resident here for over 45 years and have paid taxes and fees on this property for that many years. The sewer sendee and waste management has not been upgraded since I have been here. When I was working it was not a problem, but now I am on a fixed income. I have to pay someone to bring my trash cans up and down. I have had to pay someone to clean out the sewer. The city does not cover any of these costs. It says these fees cover the cost of operating the system, ongoing maintenance and needed capital improvements. In whose neighborhood?? There have been none of these in mine, so what am I paying for??
When the city's tree damaged my sidewalk and bricks on my parkway, the first time the city paid to fbc the sidewalk. I had to pay to repair the bricks. The 2nd time a few years ago, they said "we don't do that anymore and you have to pay half." Half was over $900.00.1 had to remove the bricks and put in rocks because the roots are already coming back and I had to pay for that! ! I asked them to remove the tree, because over time this is going to happen again. I was told that the tree was healthy, so they wouldn't remove it. I noticed another crack and they have just filled it in with black asphalt causing a bump that someone could trip over and who would be responsible??? What am I paying taxes for?? If they are going to increase the rates on the sewer use, then I want the sewer checked for cracks and cleaned out. That is what we are paying for right?? And if the waste collection fees are going up, I want new trash cans with my address printed on it, so I can find it when the rain washes it down the street. Also trash cans that don't have bear scratches all over them.
They are over 20 years old. I am already paying for them!! I DO NOT AGREE WITH THE INCREASES ON EITHER PROPOSAL!!
I AM PROTESTING THE RATE INCREASES ON BOTH PROPOSALS!!

I protest the rate increases for the Solid Waste Refuse Collection Fee. The increases are excessive. For example, the 100 gallon cart rate increases 13.7percentforthe firstyear(July1, 2024) and the Residential Bin pickup for one bin pickup per week is a 100 percent increase from $124.70 to $249.92 for the first year of the increases. The notification letter to residents did not specifically state what expense accounts increased to warrant the fee increase. I hope this will be addressed in detail at the public hearing.

I strongly protest the proposed implementation of Refuse Collection Rate Adjustments.
As a senior on a fixed income these continuous rate hikes on everything from refuse collection to utilities to insurance and beyond are very challenging to keep up with. I'm not Low income so don't qualify for assistance, but feel like I'm heading that way because of the increase in costs for basic needs.
