CORRESPONDENCE
CASTLE-GREEN
February 8, 2024
Honorable City Council Members,
Castle Green residents and homeowners were recently informed of a proposed name change of Dayton Street between Raymond and Fair Oaks, and the City Council meeting on February 26th to approve the change. Our hope is that a different path can be taken to honor the legacy of the R&B band "Troop." Dayton Street is part of the historic landmark block, including Castle Green and Hotel Green, and included in the historic Old Pasadena landmark area. In addition to being important for the Hotel/Castle Green block and Old Pasadena, Dayton Street was the location of Pasadena's first firehouse and first library, as well as many other historically significant venues.
Street name changes are rarely the appropriate measure taken for these types of commemorations.
Over the past several decades, it has been rare that the City of Pasadena has changed street names for this purpose. Once was to honor the then CEO of Parsons, who tragically died in a plane crash while on a mission with the U.S. Chamber of Commerce to the Balkans after that part of the world had been destroyed by war. The section named for him was the porft'on of the street in front of the Parsons building. Of course, there is the portion of Ramona named forThurgood Marshall after his death. Then there is the La Loma Bridge, renamed for longtime Pasadena resident and former California state attorney general, John Van de Kamp after his death. Historically, the city has honored other Pasadena persons or events with a plaque of some sort referencing the part of Pasadena where that person was born or lived or created the culturally or historically important time period for which they are being honored. The City's Public Monument Policy makes it clear that such a City-wide honor must not only be reviewed for its significance, but it also states that the honors should be posthumously by at least five years.
The Castle Green's constituency has no issue with honoring Troop or anyone else, but the standard to change a street name, particularly one as historic as Dayton, should be very high. We hope that you will consider leaving Dayton Street as Dayton Street and seek another way to honor the request. Thank you for your consideration.

Several months ago the Castle Green HOA was informed that there was a petition to change the name of Dayton Street (one of our access and delivery streets) to Troop Way. Given that the proposed portion of Dayton Street is included in the Old Pasadena Historic District registered National Landmark, we objected, along with a few others including Pasadena Heritage, and the item was removed from the City Council Agenda. Now we have been informed that it is the subject of a public hearing in less than two weeks. Given that there are two options, and the other one is not part of a nationally registered historic landmark, perhaps we can remove the option of changing Dayton to Troop.
Additionally, it is concerning that just because our section of the street does not have a postal address, the City believes it should change the street name without a named standard for changing National Landmark street names (or any street names). This name change petition does not appear to be within the City's monument policy. Even if the Council votes for the other option, our HOA and the historical preservationists community would like to understand what the standard would be to change the Dayton Street name in the future as we are liketyoneof very few portions of streets in the City with no postal addresses.
I am attaching the letter we sent in February for your review and consideration. We urge the Council to reconsider using Dayton as an option for a name change. Thank you for your consideration.

As a longtime resident of the Castle Green (since 1994) I am writing my objections to the proposed name change to Dayton St.
The Castle Green and block are on the National Register of Historic Places, within Old Pasadena and also a Pasadena Historic Monument and these street names like Dayton have long standing, direct historic context and relevance tied to that history - not to mention Central Park - whereas the musical group has zero connection to Dayton Street nor this historic, protected area.
What value are those designations to this important historic site within Old Pasadena if not to protect the complete integrity of the heritage assets?
I read an item on the proposal from a Keisha Wilkins, the marketing manager at the Canyon in Montclair and associated with Visionary Media Entertainment, so perhaps this proposal is possibly driven by marketing values? Nevertheless, there are.... no doubt... many other worthy groups and people to honor, too and if Troop does warrant such major recognition, there must be some other method and/or more relevant to them and appropriate place to do so without co-opting the heritage of the Hotel/Castle Green block and Central Park setting and context for the sake of expediency?
Respectfully,
Henry Galas

Mike Salazar, Architect for Castle Green Homeowners Association Re: Item 13, April 15, 2024 Pasadena City Council Meeting Proposed Street Name Change for Troop Way: Opposition to renaming of Dayton Street segment (Revised Letter to replace Original Letter from 2/26/24) April 13, 2024
Dear Honorable Mayor Gordo and City Councilmembers:
I was born and raised in Pasadena, and I am constantly amazed at the accomplishments of Pasadenans, too numerous to list, and those special examples of appropriate recognition granted. Jack & Mack Robinson immediately come to mind, as do Bill & Claire Bogaard, all of which are memorialized in Pasadena's Civic Center.
While no longer a Pasadena resident, I am an architect and presently represent Castle Green's Architecture & Design Committee for their hlomeowners Association. I have volunteered my architectural knowledge and extensive grasp on historic preservation and architecture in general to Castle Green for the past 24 years. I have learned quite a bit about the vast and significant history of the original Hotel Green and today's Castle Green. I would be before you on April 15th, but I am currently on vacation in Spain beyond the April 15th hearing date.
As a former member and chair of Pasadena's Design Commission and the now-adjourned Community Development Committee, as well as being a Library Commissioner, I have extensive knowledge of the Old Pasadena Historic District and the associated historic criteria that created and protects the Old Pasadena Historic District, the historic Hotel Green block, and much of Pasadena.
I am writing today about last month's last-minute and out-of-the-blue push (Feb. 26, 2024 cancelled City Council Agenda Item) by city staff to rename the Castle Green-adjacent one-block roadway segment of Dayton Street for a home-town musical group Troop, consisting of Pasadenans with a very accomplished musical career, and still touring. Three #1 hits and 10 top-ten hits and multiple albums sets this group apart and worthy of Pasadena's recognition, for sure.
My concern in no way questions the city's recognition in general of this talented group, but how city staff went about identifying a seemingly random choice of this particular historic Dayton Street segment, and that possibly more in-depth research remains warranted to give Troop its deserved recognition.
Identifying an Appropriate Geographic or Past-related Designation Site Now it seems that city staff is still proposing this historic Dayton Street segment as one of two possible roadway segments to honor Troop. Staff has identified this segment east of Fair Oaks as having no postal addresses, and a tie-in of Troop practicing at Central Park, and one member independently performing there as well. Staff also identifies a tie-in to Friendship Baptist Church on another 'west' Dayton Street segment, which I will suggest further research for this option.
The second staff option is to name another, albeit longer Morton Avenue segment adjacent to Robinson Park Community Center that also has no postal addresses currently on that roadway segment. But similar to the Dayton Street segment, staff has said that Troop held practice session(s) at Robinson Park as a possible connection for the Morton Avenue segment.
Mike Salazar, Architect for Castle Green Homeowners Association During my terms on the Community Development Committee and Design Commission I was involved with bringing a full-sized quality supermarket to Northwest Pasadena, as well as supporting historic neighborhood projects and designations in that neighborhood long only bestowed outside of Pasadena's northwest areas. The unrealized push to improve and elevate Robinson Park back then has finally been achieved with the Robinson Park Community Center, perhaps Pasadena's best community park facility.
However, the staff report also mentions Troop's original choice for changing a street segment, one with pertinent geographic tie-ins to a central Pasadena neighborhood location (where one member used to reside and where Troop rehearsed). Were other such specific locations researched (birthplaces, residences or performance venues) and ruled out?
Researching historic Dayton Street
One only needs to review early Sanborn Fire Insurance maps to learn that Dayton Street was not its original name. In fact, this Dayton Street segment was part of the early hlotel Green, and originally named Vineyard Street after the early and original "PWP," the Lake Vineyard Land and Water Company. LVL&WC lead the way in early Pasadena to establishing a credible system that fostered the significant growth of what is now Old Pasadena and the established vineyards and orchards that largely composed early Pasadena, leading into the transformative resort hotel era. To this date, a sharp eye can find in original sidewalks the few remaining iron pipe caps with "LVLWC" initials, access points to Pasadena's original water system.
This roadway segment of Dayton Street is contained within the National Register listed Old Pasadena hlistoric District.' It is one of four roadway segments surrounding its most historic block - considered the "heart" of Old Pasadena - that is the National Register listed Hotel Green/Castle Green block. Yes, it is the entire block that is also individually designated and recognized on the National Register of Historic Places. Vineyard Street was originally unpaved as a decomposed granite access road separating this historic block and part of what is now Central Park under Col. Green's oversight. However, Vineyard Street was then renamed Dayton Street after the Ohio city that an early Pasadena founder (E.F. Baker) and his wife heralded from.
Initially this roadway segment was largely controlled by Hotel Green, and it was at one point an early route for the Valley Hunt Club's Rose Parade, that actually ran on three sides (S. Fair Oaks Ave., Vineyard/Dayton St. and S. Raymond Ave.) of Colonel Green's Hotel Green Complex. The Tournament of Roses was established at the original hlotel Green on the east side of S. Raymond Avenue. Guests and dignitaries perched on Castle Green's Sun Room terrace and its hotel rooms facing Dayton Street, as depicted in Tournament history material and on historic postcards found today on eBay. The tie-ins to Hotel Green and Castle Green are quite strong.
In fact, Castle Green used to be granted full parking rights to exclusively use the street parking on the only Dayton Street roadway segment east of Fair Oaks Ave. up to the end of the last century. This fact was established in 2021 when the City of Pasadena and Castle Green came to a mutual and historic parking agreement for use of the Schoolhouse Parking Structure.
But what seems to be lost in this conversation about a Dayton Street option and glossed over in the city's efforts is that the other remaining Dayton Street blocks to the west of Fair Oaks Avenue have their own incredible Pasadena story that needs to be told. Remember that the Dayton Street at Fair Oaks intersection is offset, so the one recommended segment east of Fair Oaks is strongly tied to the historic
Mike Salazar, Architect for Castle Green hlomeowners Association Hotel Green/Castle Green, yet offset and somewhat disconnected to the historic Dayton Street segments west of Fair Oaks. (See Map Below)

West Dayton Street
The west Dayton Street roadway segments (all west of Fair Oaks Ave.) contained many early businesses, including the city's earliest firehouse and early African-American businesses and residents that resided on W. Dayton Street portions all the way to Pasadena Avenue. It was a thriving early neighborhood as yet unheralded in Pasadena history. The lovingly restored Friendship Baptist Church led by Pastor Lucious Smith (a friend and former classmate at Muir High School) anchors these Dayton Street segments. My grandfather Dave Salazar, whose old neighborhood was razed in the 1960s for the Foothill freeway, was known to hang out at the popular club "Casa Blanca" on historic west Dayton Street.
The following link for YouTube is a video from the end of the last century on historic west Dayton Street that I hope you will all watch to learn the significance of this portion of Dayton Street:
httDS://www.voutube.com/watch?v=x9xJ9aLx6sY
Why are these equally significant Old Pasadena Dayton Street segments passed over? Troop Deserves Better
The real point of this letter is to prove that a little research goes a long way in support of officially recognizing the accomplishments of Troop (and all subsequent honorees). It is our hope that the City Council rejects staff Recommendation (2) of renaming the Dayton Street segment due to the strong and specific historic ties to the National register listed hlotel Green/Castle Green block. A more appropriate solution may be the recommended Morton Avenue segment or a requirement for additional staff research to consider one or both 'west' Dayton Street roadway segments in historic Old Pasadena.
Sincerely,
Mike Salazar, Architect

Dear City of Pasadena,
Thank you for the opportunity to offer my input to the proposal to rename Dayton Street to Troop Street.
I was in my 20's during the late 80's but was not aware of the band Troop so I googted them. I am, however, aware of Castle Green. I Live here (full disclosure). While I couldn't find a connection between the band Troop and Dayton Street,! certainly know the connection to Castle Green and Dayton Street, both physically and byname. In fact, Dayton Street was gifted to Pasadena by Castle Green. The name Dayton Street is historically tied to a historic landmark.
Surely there another street in Pasadena that can be used to honor the band Troop? Maybe even one that is tied to their history and thus, meaningful to their fans? Please do not change the name of Dayton Street.
Thankyou,
Amy White

To whom it may concern,
I am a resident of the Castle Green. The suggestion of renaming Dayton Street is not a good idea in my opinion. You may not know this, Dayton Street sits at the back side facing south of the Castle Green... That is where our parking lot, Mail deliveries, deliveries of ati kinds. Catering, movie shoots, event personnel, plumbers, painters people moving in and out with moving trucks etc. are constantly referencing that location. To change the name could cause a lot of confusion. A sort of ripple effect. I think it should be left alone.
I might also add that the history of this building goes back 125 years and an R&B band has nothing to do with that.
Please don't!
Thank you for the opportunity to express my opinion Lesley 4/15/2024

With respect to the proposal noted above on tonight's City Council Agenda, I cannot speak to Hammond Avenue, but I do object to the change of Dayton Street for the stated purpose. Old Pasadena has considerable history and is a drawing card for the City of Pasadena economically. Dayton has a long history for Black residents in Pasadena's history, encompassing Friendship Baptist Church and Black music clubs adjacent along Fair Oaks. With all due respect to Troop, I suggest that the selection of a street which actually has some connection to Troop would be a more appropriate choice.
I would also point out that the name Troop is bound to be confusing no matter what street is chosen, considering that Amos G Troop (1811-1894) was the third mayor of Pasadena, and founded Troop Polytechnic Institute in 1891, which subsequently became CalTech. He had a much more profound impact on Pasadena than the subject of tonight's report.
It doesn't seem like this information was even considered in the staff report. ~Diana Britt

Dear Council Members,
As a Pasadena resident who lives in the historic Castle Green on Dayton Street overlooking Central Park my neighbors and I ask you to not to change the historic name of Dayton Street to Troop Way.
When I first heard of the proposed name change I wondered if "Troop" Way was a typo for "Throop" Way as the historic Throop University -- which later became Cal Tech -- began in the building between Dayton and Green Street that was later incorporated into the west building of the historic Hotel Green, after Throop University moved to the current location of Cal Tech. But it was not a type. The proposal was to name our street after a band from the 1980s that had nothing to do with our historic building or street.
Further the name "Troop Way" has the sound of a street that hosts military parades or is at the entrance to an Army Base.
Further our street has no context with an entertainment venue or a music studio that had an association with the Troop band. Maybe the entrance to a performance space historically tied to the band might have a context to be named after them. But our street already has an historic context: it fronts two of Pasadena's most iconic spaces: Castle Green on its north side and the lovely Central Park on its south side. Maybe "Central Park North" would be an appropriate name change, or something commemorating the historic Castle Green or even Throop University. But Troop Way has not context to justify changing the historic name of an historic street in an historic location. And the residents of this street don't want our street name changed.
Thanking for preserving the historic name of Dayton Street.
Sincerely,
David Woodbury

Dear Mayor Gordo and Esteemed City Council Members,
I hope this message finds you well. My name is Alien McNeil, and I am a proud member of the legendary R&B group Troop. For over 35 years. Troop has been an ambassador of Pasadena's vibrant culture, sharing our music with millions worldwide. Our recent recognition with a Lifetime Achievement Award from President Biden and a Humanitarian Award highlights our ongoing commitment to community and excellence.
Our roots run deep in Pasadena, a city we've always carried in our hearts through every performance and accolade. We consider ourselves modern-day Temptations, embodying the spirit and resilience of our hometown. The proposal to rename Dayton Street to Troop Way is more than a tribute to our group; it is a celebration of a shared history and a public acknowledgment of the cultural landmarks that have shaped countless lives, including our own.
Troop Way would symbolically link the heart of Old Pasadena with the vibrant memories of Central Park, a site of profound significance to us and many community members. Here, Rodney's family has fed the homeless, John John has delivered riveting performances, and our group has danced and competed, creating endless cherished memories.
Renaming the street where the Pasadena Jazz Festival once resonated with music would not only honor our contributions but also preserve the legacy of all artists who have contributed to making Pasadena a cultural beacon in California.
We are confident that this change would add to the city's rich tapestry, celebrating its artistic spirit and community values. We respectfully request the Council's support in making Dayton Street's transformation into Troop Way a reality, a symbol of pride and cultural heritage for Pasadena.
Thank you for considering this tribute to our collective history and for your continued support of the arts and community in Pasadena.
Respectfully,
Alien McNeil

Hi, Kris I would like this submitted for posting on public Comments for tonight's item. (TROOP WAY) And please forward to city council...
Dear Mayor Victor Gordo and Esteemed City Council Members, My name is Steven Russell Harts, one of the Lead singers of the legendary R&B group Troop. I come before you with a proposal deeply embedded in the narrative of our community and reflective of our shared history in Old Pasadena.
Throughout my career with Troop, we have forged a bond with the area around Dayton and Fair Oaks, where we have not only performed but lived and breathed the cultural heritage of Pasadena. This place has witnessed us dancing through our early days, and our connection here is enriched by significant contributions: one of our members performed at the Pasadena Jazz Festival, and another member, along with his mother—who is also our founder—has been actively involved in feeding the homeless.
Beyond Troop's notable music achievements, including three number-one and ten top-ten singles on the Billboard R&B Singles chart, my personal journey has also contributed richly to the city's culture. As one of the best-noted Michael Jackson impersonators as a young child, I captivated audiences and later earned a Grammyformyworkas a writer and producer, proudly carrying the essence of Pasadena in my music and public life.
This past month has been particularly momentous for us, as Troop was honored with a Lifetime Achievement Award from President Biden and received a Humanitarian Award. These accolades not only recognize our musical legacy but also our commitment to making a positive impact on the world.
This request to rename Dayton to Troop Way, spanning from Fair Oaks to Raymond, is more than a tribute to our musical legacy. It's a recognition of the significant personal and collective contributions we've made to the fabric of Pasadena. It would celebrate the site where Troop has made musical history and where I, alongside my bandmates, have helped to foster community spirit.
Renaming this street would be a testament to the city's rich cultural history and its ongoing celebration of local artists who have impacted the world. It would not only honor our past but also inspire future generations of Pasadenans.
We are deeply proud of our roots here and believe that renaming Dayton to Troop Way would be a fitting honor, not just for Troop, but for a city that prides itself on nurturing talent and embracing its cultural icons.
Thank you for considering this tribute, which would undoubtedly mark a new chapter in the vibrant story of Pasadena and its dedication to celebrating local heroes.
Warm regards,
Steven Russell Harts

My name is Mary Freeman, a resident of Sunset Oaks. We were told the city is in the process of changing the name of Morton St to what ever??? We never received anything regarding this change. We oppose changing Morton, it is not cost effective.
There are other things in Northwest need to be done than changing a street name.

Dear Mayor Gordo, City Council Members, Public Works Department, City Staff, and City Manager, I'm reaching out to urge your consideration in renaming the Dayton street segment next to Central Park to "Troop Way." As a lifelong fan and supporter of Troop, I believe this gesture would honor not just a music group, but a legacy that has resonated with people worldwide.
Growing up in Pasadena and surrounding areas Troop's music was the soundtrack of my life. Their hits filled the airwaves and brought our community together during tough times. Whether it was cruising down Colorado Boulevard or hanging out at Central Park, Brookside Park, or Jackie Robinson Park, Troop's melodies were always there, providing comfort and joy.
But Troop's influence extends far beyond our city limits. Their music has touched the hearts of fans across the globe, uniting people from different cultures and backgrounds. Renaming a street after Troop would be a global recognition of their impact on music and culture.
Additionally, Troop's presence in Pasadena embodies the spirit and pride of our city. Alien, a member of Troop, coined the acronym "TROOP," which stands for Total Respect of Other People, reflecting their commitment to spreading positivity and unity through their music.
Moreover, Troop members have made significant contributions to the music industry. Steven, for instance, has earned several Grammy awards for his exceptional work as a producer and songwriter. His contributions to hits like "No Air," "Take You Down," "Gots Ta Be," and "Sorry 2004," among others, highlight the talent and versatility within the Troop brotherhood. Each member of Troop is not only a phenomenal performer but also a skilled songwriter and producer, showcasing the depth of talent within the group.
I am a supporter of "Troop Way." Please submit this for public comment. Let's show our appreciation forTroop's contributions and ensure their legacy continues to inspire generations to come.
Thank you for your consideration.
Sincerely,
Candy Fields
