Approvals of Agenda Items 2 & 3 fora power purchase agreement with CalWind Resources and an energy storage contract with Glenarm BESS are important steps in securing a clean energy future for Pasadena. These actions are critical to achieving 100@% Carbon Free Energy by 2030, the goal of Resolution 9977.
Item 1. PWP Credit and Collections Update, Slide 1 0 shows a 16% increase in low-income household enrollment for Electric Utility Assistance Program (EUAP) accounts in the 2-year period May 2022 to May 2024. However, the EUAP program still provides only $10 per month for qualifying households, an amount that does not reflect the large percentage increases in electric bills during the same period. The current Electric Cost of Service Study must include rate structures that prioritize both equity and conservation.
The punitive water rate increases approved by City Council on June 3rd have no corresponding program to provide Water Utility assistance for low-income households. please vote YES for Agenda Items 2 & 3.
with respect to Agenda Item 1, please require PWP to provide equitable financial assistance to low-income households for both water and electric service.
