4 Department of Housing
Background – Project Funding
Request
• Delays in release of AHSC award have resulted in increased project costs
• HHP is drawing down its conventional construction loan to cover construction (current prime rate is 8.5%; was 4.0% when HHP closed loan in late 2022)
• HHP would provide six (6) additional Moderate Income units if additional funding is approved
• Total of thirty-four (34) affordable units at the Project:
 25 Low Income (50% to 80% of Area Median Income)

households in the tri-cities region
• The Governor’s approved 2022-2023 budget includes a $23 million funding appropriation for the BGPRHT
6 Department of Housing
Background – BGPRHT
• In September 2023, BGPRHT Board (Council Member from
each member City) approved a Trust Project/Program
Funding Policy
• Funding Policy allocates $6.9 million to each member City for project/program funding
• Each member City must have Council approval to submit funding requests to BGPRHT Board
• Board approved the first funding request ($3.45 million to Burbank for their Homeless Solutions Center) in May 2024 • Funds lent from this initial allocation are repaid directly to member City rather than to BGPRHT
5 Department of Housing
8 Fiscal Impact
• Approval of the recommended actions will have no
fiscal impact on the City’s General Fund. If the City’s application for BGPRHT funding is successful, a
funding agreement between the City and the
BGPRHT will be entered into, and staff will return to
City Council to amend the Housing Department’s FY
2025 Operating Budget and to recognize the BGPRHT
funding as revenue.

Department of Housing
9 Recommendation
• Find that the recommended action is not a “project”
subject to the California Environmental Quality Act
(CEQA) pursuant to State CEQA Guidelines Section 21065
and within the meaning of Section 15378(b);
• Authorize the City of Pasadena to apply for funding from the Burbank-Glendale-Pasadena Regional Housing Trust
Fund in an amount not to exceed $3,250,000 for a short- term loan for an affordable housing project at 1878 E.
