The 2023 Integrated Resource Plan (IRP) stated the importance of having electric generation within the City of Pasadena from rooftop solar (e.g. distributed energy resources or DER), accompanied by battery storage to capture excess energy generated during the day for later use in peak demand periods.
The 25-MW Glenarm Battery Energy Storage System is an excellent first step. Construction of additional large energy storage facilities must precede an aggressive program to promote use of rooftop and parking lot solar panels (DER) on city-owned properties, Pasadena businesses, multifamily housing and single-family homes. Programs must provide opportunities for all Pasadena residents to benefit from solar energy through incentives, rebates and other financial assistance.
Current problems with the city's permit system for new solar installation must be resolved. Pasadena must also change its highly restrictive policy which severely limits the size of distributed solar installations, making them economically less feasible and restricting the use of available rooftop space. Customer-side solar is playing an increasing role in the clean energy transition.
PWP's new online Clean Energy Tracker Is a valuable tool for city leaders and residents to monitor progress in attaining City Council's goal of 100% carbon-free electricity by the end of 2030, "while optimizing for affordability, rate equity, stability, and reliability." Genette Foster
