MEMORANDUM
September 10, 2024
To: Municipal Services Committee
From: David M. Reyes
Interim General Manager
Subject: Optimized Strategic Plan Update
This memorandum is for information only.
BACKGROUND:
This report is to provide an informational update to the Municipal Services Committee (“MSC”) about the status of the City of Pasadena’s (“City”) Optimized Strategic Plan (“OSP”). The OSP is a broad effort to establish a cohesive, actionable roadmap that lays out the key steps and future decision points that will best position the City to meet the goals set forth by Resolution 9977, incorporating both new and original analysis to develop optimized future portfolios as well as the learnings from previous planning studies conducted by PWP.
This update builds upon and informs of additional activities that have occurred since the most recent MSC update on August 27, 2024.
PROGRESS UPDATE:
The OSP consultant, Energy and Environmental Economics, Inc. (“E3”) has commenced work on the first phase of the OSP analysis, the Preparatory Studies of the OSP. The current ongoing activities of the OSP’s supporting studies include:
Local Distributed Solar and Storage Potential Study
Demand Response and Flex Loads Potential Study
New and Emerging Technology Assessment
Each of these studies provides foundational information to characterize the range of potential supply- and demand-side resource options that may be available to support the City’s transition to a carbon-free resource portfolio. The results of these studies serve as key inputs into the subsequent phase of analysis, Portfolio Development. Updates provided to the MSC at this time include highlights from the Local Distributed Solar and Storage Potential and New Study and New and Emerging Technology Assessment.

NEXT STEPS:
E3 is compiling inputs and assumptions for the remaining OSP supporting study, the Transmission Options Study. In addition, E3 has started the initial scoping of the Portfolio Development Phase of the OSP, which will study unique combinations of resources for E3 to model to meet PWP’s future needs and goals. Details on the proposed set of portfolios to study in this subsequent phase, which build upon the results of the preparatory studies and have previously been shared with PWP and the Technical Advisory Panel (“TAP”), are provided as part of this informational update. As results become available, E3 will discuss the development and analysis of the multiple portfolios with various stakeholder groups, including: bi-monthly informational updates to the MSC and the Environmental Advisory Commission (“EAC”) beginning on September 10th, monthly advisory meetings with the TAP, and through upcoming community meetings with the Pasadena community. 4
