The rolling blackouts last Friday emphasize the need for robust distributed local resources on our system. These must include a substantial portion of residential and community rooftop solar with storage. This wilt only happen if the policies of the Department and staff encourage their development and installation. Our experience has found that the current system is not user friendly and limits the size of the systems.
