Dear City Councilmembers of the MSC,
I am speaking to you about the importance of transparency as the city studies the cost implications of the transition to carbon free electric power. In particular, PASADENA 100 requests that this body emphasize to the City Manager the importance of promptly convening a technical advisory panel for the Cost of Service study.

Robert Oppenheimer, interviewed by the great journalist Edward R. Murrow, once said: "The trouble with secrecy is that it denies to the government itself the wisdom and the resources of the whole community." The Stakeholder Technical Advisory Group for the IRP had to beg for basic cost data. We explained that we could not be anything more than a rubber stamp if we didn't have access to information on the factual basis for cost projections for the different scenarios.

This situation with the STAG begging for transparency was a waste of time when we needed to act urgently. It led to a waste of money when we had -and still have- limited resources. Most importantly, it led to a poor result.

Things have improved greatly. As the city studies the possible cost of the transition to 100% carbon free electric power compared with failing to achieve that objective, transparency is more important than ever.

Community engagement in the cost of service study is necessary now, not later, as the new consultants have been at work for months, and certainly at this point cost data and assumptions are being prepared. If not, I do wonder what these new consultants are doing.

We may not always agree, but we are in this great transition together. we don't get this right.
