Councilmembers,
My name is Ash Riveire, I'm a tenant in District 2 and I've lived in Pasadena for six years. I was evacuated from my apartment for three nights, and I'm very lucky that my home is still standing, but our rickety windows let in a bunch of ash and I'm sniffling and coughing even with an air purifier running. I'm disabled and this definitely can't be good for my health. I'm very concerned for my friends and neighbors who had significantly worse damage than I did and are now having to take days off work to remove the hazardous ash and soot from their homes. I'm worried partially for their health, but mostly for their housing. I don't want them to come up short on rent and risk eviction.
This fire was an absolute tragedy, and we do not need even more people to be displaced because of it. I think we need an eviction moratorium very quickly for the duration of the state of emergency. Everyone has been impacted by this in one way or another, whether their job literally burned down or if they're sheltering fire victims and that's expensive, there are a million indirect ways someone can be affected and people are going to be struggling for a while. Please do what you can to protect them so they can get back on their feet.
On the topic of the Pasadena Housing Providers— I think these people are showing you who they are right now, and you should listen. They're literally trying to get you to take rights and protections away from fire victims. I can't imagine forcing someone who lost everything out of a new home after less than a year after their last one literally burned to the ground. I think it's a completely morally bankrupt suggestion and the only thing that's actually preventing these landlords from aiding displaced people is the dollar signs in their eyes.
That's my comment, thank you.

To whom it concerns,
My name is HK, I live in Pasadena, district 3, and I'm writing to urge you to support a rent freeze and eviction moratorium here in Pasadena.
The residents of Pasadena have just been through a catastrophe, and now is not the time to price gouge them out of their homes. Several people's jobs are impacted, adding more stress and anxiety to the current situation. Allowing the people of Pasadena, your constituents, reprieve by protecting them from those who would seek profit over people, is just and is part of the healing this community needs in order to begin recovery and rebuilding Please consider these actions towards making good on your commitment to serve this city.
Kind Regards,
HK

City Council Meeting Agenda Item #3 - Protecting Pasadena Renters - Upholding Measure hi

Dear Mayor Gordo and City Council Members,
As a long-time Pasadena resident, I love this city and everything it stands for. Our diverse community, vibrant culture, and shared values make Pasadena a place I am proud to call home. The thought of potentially having to leave due to weakened renter protections breaks my heart—a heart already devastated by the recent events that have affected our beautiful city.
Pasadena has always been a place that champions inclusivity and fairness. Measure H embodies those values by ensuring renters are protected from unfair evictions and exorbitant rent increases. While I understand the challenges property owners face, those concerns must not come at the expense of housing security for residents.
Now, more than ever, we need strong renter protections. Our community's well-being depends on maintaining these safeguards, particularly during a time when housing affordability continues to be a critical issue. Diluting these protections risks worsening the crisis and displacing long-time residents who contribute to the fabric of this city.
I urge you to uphold Measure H, keeping Pasadena a place where all residents can thrive. We must continue to lead the way in creating a city that values fairness, compassion, and community stability.
Thank you for your dedication to protecting our city and its residents.
Sincerely,
Maria G. Castellan (she/her/ella)
District 5 Resident

My name is Alex I'm a resident of Pasadena that's experienced damage to my home due to the ongoing fires. While I am incredibly lucky to not have lost my place of living (as many have) I'm still facing challenges. For example, there is smoke damage to the first floor of our house and a substantial layer of ash scattered throughout. I'm incredibly worried because I'm an at risk group (due to lung/cardiovascular issues, I also have a disability) and ash from burning homes can contain asbestos, lead, and other toxic chemicals. This is to say nothing of the horrible air quality in Pasadena lately and the unaffordable cost of air purifiers. I believe it should be out landlord's responsibility to maintain a habitable home, and I would imagine that means safe from exposure to ash and smoke.
Pasadena needs a rent freeze so tenants can have the opportunity to address these issues with our landlords. And what are landlords doing right now? Lobbying city council to make it easier to evict tenants. This is despicable behavior. Our landlord has already tried to evict us unlawfully once; my roommates and I are very worried that if we ask our landlord too many questions or bring up concerns that he wilt evict us. Please consider making it mandatory for landlords to respond to smoke and fire damage, make the rules clear so that we can approach our landlord with confidence and ask him to do the bare minimum.
I just want to return to my home, I've been gone for four days and the wildfire situation may get worse. Thank you for caring for those of us that are vulnerable right now.
Alex

Dear city council members,
My name is Dan Huynh and I live in District 1. I've written and spoken on several occasions about tenant protections and today I am writing to ask you to please pass an eviction moratorium and rent freeze as a matter of urgency and act of compassion for the tenants who have just survived a climate disaster.
The Eaton Fire displaced me and my family and we have yet to return. Had I lost a home like many friends of my mine, after immediate safety, my next concern would be establishing stability. As tempting as the offer from landlords may Look on the surface, no one wants to uproot and be displaced again in a year especially, families with children. Therefore, I question the motivation of landlords who have vacancies but are unwilling to rent these vacancies longterm. As a city coming together after tragedy, we should be prioritizing the Longterm safety and security of Pasadena tenants, not cut corners for the benefit of the few. I strongly urge you to pass an eviction moratorium and rent freeze.
Thankyou,
Dan Huynh

Dear City Council,
In the tenants movement we define a tenant as someone who doesn't have control of their own housing. This group has unfortunately grown in Pasadena and Altadena this week as both tenants and long-time homeowners have lost or been displaced from their homes.
I have heard from many tenants in the past three days who have homes full of toxic ash and smoke, and whose landlords refuse to remediate it in any way in order to make the homes livable again. No doubt they are refusing repairs in hopes that their long-term tenants will leave and they can take advantage of the flooded housing market.
I myself have been displaced from my home, which was only a couple of blocks from active fire, for six days.
My landlord has categorically refused to address the ash covering our door, windows, floors, or ceilings by hiring a professional inspector and remediation service. He says "Once the outside air is clear of smoke smell and ash then the inside will be fine soon." This is false, of course, as anyone who has smelled and seen Northwest Pasadena and Altadena recently can attest. In fact, two of my roommates sustained chemical burns while trying to clean the ash even while wearing long sleeves, gloves, P100 respirators, and eye goggles. We are currently paying for an airbnb to house ourselves and our cats out of our own pockets. We aren't eligible for the 211 program since our house is now "only" in an evacuation warning zone, despite it being uninhabitable. My landlord may try to go ahead and evict me when I take advantage of my right to repair and deduct.
Negligent landlords are taking advantage of the situation to get long-term tenants out. We need an immediate emergency rent freeze and eviction moratorium in the city of Pasadena to protect tenants from further displacement.
Furthermore, I urge you to reject any proposals from the "Pasadena Housing Providers" and other landlord lobby groups to temporarily weaken Article 18 using emergency powers. The last thing displaced tenants need is to be evicted again in a few months from now. The area that was burned is a historical area of Black homeownership. Landlords are saying that they want to create temporary unregulated tenancies for people "who wouldn't normally qualify", by which they mean families of color. There is no reason for landlords not to rent out their vacant units under the usual rules for robust tenant protection. If someone rebuilds their house, they will leave voluntarily and the landlords will not owe relocation assistance. If someone isn't able to rebuild, they deserve to be able to establish a long-term tenancy in their own community. This is a naked ploy to weaken tenant protections by a group that exists for the sole purpose of undermining Pasadena's new rent control program and it will create a second class of our most vulnerable neighbors with no access to legal protections.
Sincerely,
Jane Panangaden

Hello,
I am writing to ask the city council to use its emergency powers to grant a temporary extension to Measure H's existing rules that allow temporary tenancies.
I have a unit that has become vacant and I was planning on leaving it vacant so I could eventually move in as I am getting a divorce. I would like to offer it to members of my community who have lost their homes to the fires, but I am afraid of having to pay a $38,000 relocation fee on top of my mounting legal bills and other expenses associated with a divorce.

Dear Members of the Pasadena City Council,
I'm writing to ask, on behalf of myself and other tenants within Pasadena, for a rent freeze and eviction moratorium for the coming year. It has come to my attention that landlords in Pasadena are attempting to weaken renter protections under the guise of providing temporary housing. This would prove detrimental to all tenants within Pasadena and must be combated by you all, our elected officials in local government, as tenants do not have the power to do so themselves.
Please consider this request and the lives of your economically vulnerable constituents when you meet this afternoon.

Hello,
My name is Charles Xu and I am a renter residing in Council District 1. Since the start of the Eaton Fire I have been displaced from my home under a mandatory evacuation order. Upon returning to the house after the order was downgraded to warning last Friday, my housemates and I found it completely uninhabitable due to contamination of the air and most exposed surfaces by toxic ash.
Our landlord, Joe Jan, refuses to prorate our rent or pay for any needed inspections or repairs as is required by law. We have reports of hundreds of other Pasadena landlords even more egregiously exploiting this crisis to maliciously and illegally evict their tenants and engaging in exorbitant rent gouging.
City Council must immediately adopt a total freeze on rent payments and a moratorium on evictions and crack down with maximum force on this despicable behavior by the parasitic, bottom-feeding landlord class.
Best,
Charles Xu

Hello,
I am Zoe Laub, a resident of Pasadena, right above Caltech. I have spoken to the council a few times now, and am pleased that our community has been able to so productively engage with you all.
Today I am writing to advocate for a rent freeze and eviction moratorium in solidarity with the Pasadena Tenants Union, of which I am a due-paying member.
Overall, our renter protections cannot be weakened in this incredibly trying time, not for a single day and especially not for a year. This tragedy has deeply wounded our city and our neighbors, uprooting many we love and shifting so many aspects of our community. Renter protections must remain intact in order to prevent further damage and upheaval of our most vulnerable neighbors.
Temporary housing must be provided, yes, but in a way that does not create further pain and force more people from our community.
Thank you for your understanding. I'm sure you will make the right decision.
I hope you and your loved ones are safe and healthy,
Zoe Laub

Dear Pasadena city council:
During this time of crisis and mourning, unethical actors are seeking to prey on vulnerable fire victims, gouging rents and engaging in unethical real estate practices. For community members who have lost businesses or homes, these practices threaten them with financial ruin on top of the devastation they are already facing. Please enact a rent freeze and eviction moratorium to protect community members as we try to heal.

My name is Christian, I was in the evacuation warning zone since early Wednesday morning through Saturday morning. I was fortunate to have family close by to stay with and avoid the poor air quality. I am still not back home since I am waiting on an air purifier. I was shocked that all of my neighbors are home at this time but I imagine they do not have anywhere else to go. We have not received any messages or information from our landlord.
I am concerned for their health and wellbeing, and the last thing on our minds should be any concerns with rent gouging, as we have seen evidence of in the city and surrounding area. I am sharing this to ask that the City of Pasadena take swift action to prevent more chaos and set in place a rent freeze and moratorium on evictions. Thank you.

Hello city officials,
Please implement a rent freeze and eviction moratorium so that the citizens of this beautiful city don't suffer. I'm sure the Landlords will be ok. The vast majority of your voters are not landlords, please keep that in mind.

I am a renter in district one who was displaced due to the fire evacuation order. Our house is uninhabitable and our Landlord refuses to have a professional inspection done.
In this time when rent gouging is surging across LA by greedy landlords seeking to profit off of a crisis, we do not need to weaken tenant protections that ensure stable secure housing for the most vulnerable members of the community. Tenants should not have to waive their rights against displacement in order to receive housing.
I am calling for a rent freeze and eviction moratorium, not regressive landlord Lobby backed policies to weaken our hard-won protections.

The LA Times has noted that estimates for single-family homes in the LA area show that their listing prices are nearly 20% higher than before the fires. All of this is in defiance of disaster price gouging laws.
Unfortunately, landlords, who never want to waste an emergency or a crisis, seek relocation protections taken away from people who have already been displaced once. They would like to take rent profit from a displaced person and then have the right to evict them later and pay no money in relocation fees. These landlords seek to cause financial harm to people who have lost everything by asking them not to pay expenses after getting their profits.
Please do not Let them.

Good afternoon,
My name is Leticia Santoyo, I live in district 3 and had to evacuate due to the Eaton fire. I would Like to ask for an eviction moratorium and a rent freeze in response to the fires, my neighbors and myself are struggling due to needing to evacuate, spending funds on already tight budgets on temporary housing and if there were any further strain, there would be no fallback option for us. Please consider enacting a rent freeze and eviction moratorium.

CITY OF PASADENA

Protecting Pasadena Homeowners and Renters After the Eaton Fire In a tragedy of historic proportions, hundreds of people have experienced being displaced due to no fault of their own. Some have no doubt had their home insurance canceled right when they need it most. Many tenants don't have renters insurance.
Across LA County there is already a discouraging amount of evidence of price gouging.
At this time, urgent action is needed to prevent a horrible situation from getting even worse. What follows are common sense policy proposals from the Pasadena Tenants Union. We have years of experience in working with tenants through crisis.
Pasadena should pass a temporary, emergency rent freeze • No rent increases during the City of Pasadena state of emergency - all units.
Rent stabilized units are currently limited to 3% with only 1 increase per 12 months. This policy would forbid rent increase during the emergency.
SFH, condos, and units built since 1995 should not be allowed to raise rent either, during the emergency.
Pasadena should enact an eviction moratorium (with qualifications) All evictions should be barred except those listed below. Non-payment of rent evictions should be halted as hundreds of people have lost everything. Many people have also lost their jobs as businesses have burned and people cannot get to work due to loss of personal property like cars, clothes, etc.
If repairs are required due to fire damage, landlords must be required to make those repairs.Tenants must receive temporary relocation assistance and the opportunity to return to their units at the same rent after the repairs are completed.
• Owners of rental units should be allowed to move into a unit they own if their primary residence, or that of their family members, was destroyed by the fire.
Evictions should be allowed for government order to vacate due to health and safety. However the tenants must be cared for in this precarious time. If the unit 1/13/2025
Item 3
can be repaired, the tenant must be guaranteed the right to return at the same rent they were paying before the fire. If not, they must receive their full relocation assistance amount.
Relocation assistance is required for ALL no-fault evictions including those permitted under these emergency orders.
Pasadena needs to communicate clearly about price gouging prohibitions and the consequences
• The City of Pasadena should use all possible avenues to communicate with landlords and the whole business community, that price gouging is illegal and is punishable by fines and jail time.
The City Prosecutor's office should set up an online form where residents can report illegal price gouging in Pasadena.
The City Prosecutor should prosecute cases of price gouging.

Public comment on Item 3 - Swantje Willms
I've been living in Pasadena until recently and I'm concerned for my friends, acquaintances, and all others still living in the area.
There are several items I think are very important right now:
1. Landlords must be required to make repairs due to fire damage, whether it's direct damage or indirect damage for example due to ashes getting into apartments and common areas. I've even heard of a case where it was the manager's fault that the windows were left open and they refuse to take responsibility and do the cleanup.
2. Tenants must receive temporary relocation assistance and be able to return after repairs are completed.
3. There should be no rent increases during the state of emergency for any units. Rent stabilized units already have some protections, but during the emergency all units should be protected from increases.
4. Pasadena also needs an eviction moratorium. It gives people extra protection while repairs are made to uninhabitable homes, it will protect those who lost employment, those who shelter fire victims, and it also helps against price gouging.
An emergency like the Eaton Fire is not the time to weaken tenant protections, but to strengthen them to give people some of the stability they so desperately need. A place to live is a basic need. 11/13/2025

Hello,
I am reaching out to offer help to those impacted by the recent wildfires. I have thousands of masks available for donation, intended for individuals in need—whether during the crisis or the cleanup process as they search through their belongings.
I am looking for a non-profit organization or distribution site that could assist in getting these masks to the people who need them most. If you know of an organization or are involved in providing aid to affected communities, I'd love to collaborate with you to include these masks as part of the assistance being offered.
If you are in need of masks or know someone who might be, please reply to this email.
Additionally, if you have suggestions for good distribution points or know of a non-profit that would be interested in receiving these masks, I would greatly appreciate your recommendations.

We need more housing now. With nearly 8,000 structures lost in the Eaton fire, that was the last number that I heard for loss of structures and homes, we need to help people get a new home immediately. This is not a want for housing, this is a NEED for housing. These people NEED and WANT to be in a home.
YES. Measure H does cover your Single Family Home, ADD and Condo if your rent them out. And this should not be the law. This needs to be changed and repealed.
The activists and campaigners lied. We need for the City Council to correct this situation and take the leadership to make these changes or set the wheels in motion to repeal this destructive Measure H.

Dear Councilmembers:
It goes without saying that the demand for rental hoysingin our city today relative to the supply is unprecedented. Asa Realtor I know of morefamilies than lean count who are searching for housing in Pasadena (though many have decided to consider neighboring cities and beyond). Measure H has definitely impacted the willingness of some property owners to rent their houses, ADUs, etc. due to the strict regulations of the measure. While I'm unsure how you can ease those regulations, I know you realize the need for housing that might be vacant is extremely high.
Anything you can do in your discussions this afternoon to free up potential units during this crisis will be greatly appreciated. Thank you.

To City Council Members,
The windstorm and fires have destroyed much ofAltadena, as well as many structures in Pasadena. Many homes were left uninhabitable and a huge number of people have been made homeless. These events will put a strain on the rental market, and many landlords are looking to take advantage of the crisis. Not only do we need immediate security that our rent won't increase at this time, we also need to ensure there aren't mass evictions in order for landlords to rent to desperate people at higher rates.
Affordable housing in Pasadena was already an issue before the devastating fire and my concern is that this situation will only make the housing crisis worse. Last year homelessness increased 1 8.1 % overall, that is a huge increase. It is extremely important for the city to enact an eviction moratorium and rent freeze immediately to protect the most vulnerable members of our community. Pasadena city council should lead the way in protecting our renters and not wait for the county of Los Angeles to enact the same measures. I strongly urge the city council to listen to the needs of renters and immediately enact an eviction moratorium and rent freeze.
Thank You,
Rashna Dordi - District 5 Resident

Dear Mayor and City Council members,
As residents of Northwest Pasadena, living only a few blocks south of Woodbury, we saw with horror the fire storm approaching our home and evacuated. Fortunately, our home was spared, so far, but firestorms destroyed much of Altadena, as well as many structures in Pasadena. Smoke damage and poor air quality have left countless homes uninhabitable. Thousands of people have been made homeless. These events will put a huge strain on the rental market, and opportunistic landlords are looking to take advantage of the crisis. Not only do we need immediate security that rents won't increase at this time, we also need to ensure there aren't mass evictions in order for landlords to rent to more desperate people at higher rates.
For this reason, we are calling on the City Council to enact a rent freeze and an eviction moratorium for all units in Pasadena!

My name is Mary dark, and I am a Pasadena resident. My husband, three-week old baby and I left Pasadena on Wednesday as the air quality inside our apartment was not safe for our baby. We are safe where we are now, but are not sure when we will return. In solidarity with our neighbors who have lost everything, we are writing to address our support for a rent freeze and eviction moratorium in the city as families rebuild and seek new housing. Even buildings like ours that remain standing will need attention that landlords are already ignoring. The common spaces in our building are covered in toxic ash. The only message we have received from our landlord since the onset of the fires was without empathy or concern for any of her tenants and offered nothing in terms of addressing the obvious clean up that needs to take place at the building. Please do what is right here. Do not allow Pasadena tenants to languish in dirty, smoke- damaged buildings. Do not allow landlords to use the excuse of their insurance premiums to argue that they can't afford to take care of their buildings. If they can't afford their properties, they can sell them. Tenants do not have that asset, nor do many of them have a place to go. Prioritize, perhaps for the first time in your tenure on this city council, the workers, families and, yes, the homeless residents of Pasadena that comprise the majority of this city. The city will be better for it.
Thank you,
Mary dark

Hello.
Thank you again for your caring response to the tragedy that befell our neighbors and friends.
Another thought: Please consider suspending business license, permitting, inspection and otherfeesfor any locally owned small business that must relocate because of the fire. There may be a number of smalt businesses that could be able to reopen (even if temporarily) in Pasadena. Make that as simple and easy as possible for those business owners.

I am not suggesting you ignore health and building safety regulations, simply suspend those portions of Measure H that would deter someone from making space available to those in need as a result of the Eaton Fire.
Thank you for all you are doingforyourconstituentsand our greater community.
Take care an be well.
