California Highway Patrol Supplemental Service Contract February 24, 2025

BACKGROUND:

In order to provide adequate law enforcement for "New Year's" activities and "Major Events" within the city and at the Rose Bowl, it is necessary to supplement the City's police department with personnel and equipment provided by outside agencies.

As referred to herein, "New Year's" activities and "Major Events" are defined as follows; Law Enforcement services related to the New Year's Tournament of Roses Parade and Rose Bowl football game and other related activities such as Fan Festival, Pre-Parade and Post Parade float viewing. A major event within the city refers to events with a large number of people in attendance, such as UCLA football games, international soccer matches, Americafest, music concerts and music festivals. The current five-year contract in an amount not to exceed $1,250,000 expired January 15,2025.

The Department requests City Council to authorize the City Manager to enter into a contract with the California Highway Patrol for supplemental law enforcement services for New Year's activities and special events, for a period of five years (January 16, 2025-January 15, 2030) which is consistent with prior contracts. The contract is not to exceed $1,250,000 which is the estimated cost over the five-year period that includes personnel rates (regular and overtime) and vehicle mileage.

The classification and approximate numbers of personnel provided by the CHP will be determined and mutually agreed upon, in writing, between the CHP and City prior to each event. The hours of duty performed by CHP employees will be established and agreed upon in accordance with the requested services.

Services provided by ChlP include the provision of supplemental traffic control, crowd control, facility security, enforcement personnel, supervision, and management, as well as motor vehicles, and operational, technical, and clerical support as necessary.

Staffing levels will be determined upon review of factors including, but not limited to attendance levels; anticipated traffic flow; pre and post event activities; mass transit availability; the availability of City personnel; and other factors that come to the attention of the Pasadena Police Department.

The California Highway Patrol provides comparable supplemental Law Enforcement personnel during New Year's activities and major events when the police department cannot provide adequate staffing. The CHP has resources and a large quantity of personnel which allows for any potential needs that arise as a result of unforeseen circumstances. This contract provides additional resources that differ from other supplemental law enforcement service contracts as CHP provides services related to freeways which they have jurisdiction. During large scale events city streets and freeways are impacted and ChlP is utilized to assist with freeway ramp closures to mitigate traffic congestion.
