Amend the Fire Department FY 2025 Operating Budget and Award Contract to Stryker Sales LLC March 24, 2025

BACKGROUND:

The Pasadena Fire Department (PFD) is an "All Hazard" response agency which responds to all calls for public assistance including emergency medical service, fires, technical rescues and other hazards. In calendar year 2024, the PFD responded to 20,854 calls for service, of which 16,973 (81%) were medical-related emergencies.

The Pasadena Fire Department currently owns two (2) Lifepak 15 electrocardiogram (EKG) Monitor/Defibrillator devices and leases 26 additional units of Lifepak 15 devices.

The 28 units are maintained through a five-year preventative servicing and maintenance program with Stryker's Procare for technical and mechanical support, service calls, parts and labor to maintain the units. The monitors/defibrillators assist the Fire Department in providing uninterrupted Advanced Life Support (ALS) services to the Pasadena community. The lease agreement for the 26 Lifepak 15 units and ProCare, ended in September of 2024. The Department is currently on a month-to-month agreement with Stryker for the lease and support of the 28 devices.

A cardiac monitor/defibrillator is used by fire personnel in emergency situations to provide advanced monitoring capabilities and allow for detection of hard-to-diagnose conditions. The equipment helps to analyze a patient's heart rhythm, deliver defibrillatory shocks when necessary, and monitor vital signs like blood pressure, oxygen saturation, and even carbon monoxide levels, providing a comprehensive picture of a patient's condition during critical situations. The Department's 28 units of Lifepak 15's are currently stocked on all frontline apparatus including six (6)rescue ambulances (RAs), eight (8) fire engines, two (2) ladder trucks, six (6) reserve RAs, and at critical locations across the City including the Rose Bowl Stadium and fire stations.

To ensure adherence to the highest standards of medical care for the Pasadena community, the Emergency Medical Services (EMS) Division assessed the ages and states of the 28 units of monitor/defibrillator currently in the Department's inventory.

Staff learned that 14 of the 28 Lifepak 15 devices are operating beyond their recommended 7-year serviceable life. After a thorough assessment and testing of other products available on the market, staff recommend replacement of 16 units of the leased Lifepak 15 devices across all frontline apparatus with purchases of Lifepak 35 monitors/defibrillators. Of the remaining 10 leased Lifepak 15 devices, staff recommend purchasing eight (8) units at the residual value to be stocked on reserve apparatus and around the City, and decommissioning the remaining two (2) units.

The Lifepak 35 was released by Stryker in August 2024 and is the most technologically advanced heart monitor and cardiac therapy device. The Lifepak 35 provides EKG monitoring, defibrillation, oxygen monitoring, C02 monitoring, temperature monitoring and blood pressure monitoring. A notable upgrade between the Lifepak 15 and Lifepak 35 devices are continuous EKG monitoring, and the speed at which paramedics can receive information about a patient's condition. Through continuous EKG monitoring, paramedics can interpret different heart dysrhythmias or abnormal heart rhythms, detect heart attacks, and allows fire personnel to better and more quickly interpret information and assess patients.

Amend the Fire Department FY 2025 Operating Budget and Award Contract to Stryker Sales LLC March 24, 2025

Page 3 of 4 ends

It is in the best interest of the City to continue to utilize Stryker's Lifepak models for monitors/defibrillators, and to continue to sen/ice and maintain the equipment under ProCare. Transitioning to a new manufacturer for monitors/defibrillators would require a full replacement of alt 26 units currently in the Fire Department's inventory, as using two different types of devices across the Department would create operational incongruency. Additionally, the Department has utilized Lifepak monitors/defibrillators for over a decade and currently stock minor replacement parts and accessories that only work in conjunction with the Lifepak models. Additionally, staff have worked with Stryker to secure a credit for the remaining ProCare coverage term for the 10 Lifepak 15 units. The credit would not be provided by a new vendor. Finally, if the Department transitioned to a different manufacturer, approximately 172 fire personnel would require full and extensive training to become familiar with a new life-saving product. The transition would incur personnel staff time and resources, to ensure all personnel are highly familiar and capable in usage of the equipment.

The Fire Department is seeking approval for the replacement and maintenance of all 26 units of cardiac monitor/defibrillator devices in its inventory. This includes procuring 16 units of Lifepak 35's for frontline apparatus, and purchasing 8 units of Lifepak 15's at the residual value. Strykerwill also provide ProCare across the total 26 units in the Fire Department's inventory. Fire Department and Finance Department staff have worked extensively with Stryker to secure the most competitive pricing available to secure this agreement. If approved, the 16 Lifepak 35 cardiac monitor/defibrillator are expected to be placed into service summer of 2025.

The Fire Department has held previous contracts with Stryker including a 5-year lease agreement for 26 units of Lifepak 15's, and ProCare coverage for 28 units of Lifepak 15's, in the amount of $1,000,000. Additionally, the Fire Department has purchased powered gurneys for RAs, automated external defibrillators (AEDs), and chest compression systems from Stryker in fiscal year 2022 totaling approximately $176,000.

The Fire Department completed an EMS Fee Study in FY 2022 to more accurately capture for increased costs of services. Additionally, the Department's participation in the Public Provider-Ground Emergency Medical Transportation Intergovernmental Transfer (PP-GEMT IGT) Program, which provides health care services to Medi-Cal managed care (HMO) beneficiaries, has resulted in increases of matching funds through the State Department of Health Care Services (DHCS). Through these initiatives, the Department is currently projected to exceed its FY 2025 Budgeted Revenue for Emergency Medical Aid Response by approximately $1.2M, which will provide the necessary funding for the contract costs.

COUNCIL POLICY CONSIDERATION:

The City Council's strategic planning goal of maintaining fiscal responsibility and stability and ensuring public safety will be advanced by implementing necessary budget amendments and purchasing and maintaining equipment to respond to medical emergencies.

Page 8 ends

Amend the Fire Department FY 2025 Operating Budget and Award Contract to Stryker Sales LLC March 24, 2025

Page 4 of 4 ends

ENVIRONMENTAL ANALYSIS:

The proposed contract is exempt from the CEQA pursuant to State CEQA Guidelines Section 15061 (b) (3), the "common sense" provision of CEQA (formerly the general rule), which applies to projects which may have the potential for causing a significant effect on the environment. The proposed action will not result in any new development or physical changes.

FISCAL IMPACT:

Approval of the proposed budget amendments and purchase will increase the FY 2025 total authorized operating appropriations in the General Fund (101) by $1,007,678.

These additional costs will be offset through increased EMS revenue of $1,007,678.

The budget amendments included in this agenda report are not anticipated to impact existing FY 2025 budgeted indirect and support costs.

Contract Amendment for the Hon. John J. Kennedy Pool and Amendment to Capital Improvement Program Budget for Project Close Out
March 24, 2025

Page 2 of 3 ends

BACKGROUND:

On May 9, 2022, City Council authorized City Manager to enter into a contract with Hamel Contracting, Inc. for labor and materials for the Hon. John J. Kennedy Pool project for a total not-to-exceed amount of $4,690,238, which included the base contract amount of $4,150,653 and a contingency of $539,585. Construction of the project commenced on June 30, 2022. The scope of work for the contract included demolition of the existing pool, construction of a new pool, and renovation of the existing pool building including new electrical, mechanical, and plumbing upgrades.

During construction, various unforeseen site conditions that warranted structural changes increased the scope of the project. Such unforeseen conditions include damaged structural ceiling and walls due to termite activity, replacement of underground footings to accommodate new plumbing lines, demolition of existing concrete floors to match new grading, removal of additional piaster as a result of water damage, and installation of additional cameras and poles to increase security around the new pool. Additional scope of work also included new power and data outlets in the Teen Recreation Room to improve functionality. All base contract and additional scopes of work were completed in November 2023.

The Department of Public Works recommends increasing Contract No. 32268 with Hamel Contracting, Inc. for the Hon. John J. Kennedy Pool project by $172,354 for a total not-to- exceed amount of $4,862,592. The contract amendment will cover costs associated with the aforementioned additional scope of work, above the contract contingency.

In order to amend the contract, an amendment to the Capital Improvement Program Budget appropriating $147,224 in Residential Impact Fee to the Robinson Park - Pool and Pool Building Renovations (78085) project is required.

COUNCIL POLICY CONSIDERATION:

This proposed purchase is consistent with the City Council's goal to improve, maintain, and enhance public facilities and infrastructure.

ENVIRONMENTAL IMPACT:

This action is exempt from the California Environmental Quality Act (CEQA) pursuant to State CEQA Guidelines, Title 14, Chapter 3, §15301, Class 1, Existing Facilities and §15302, Class 2, Replacement or Reconstruction. Class 1 exempts from environmental review small additions, expansions, or alterations to existing structures where there is negligible or no expansion of use. The proposed improvements constitute minor alterations to the Hon. John J. Kennedy Pool to support the existing operations. Class 2 exempts from environmental review the replacement and reconstruction of existing structures and facilities where the new structure will be located on the same site as the structure replaced and will have substantially the same purpose and capacity as the structure replaced. The proposed improvements constitute as the replacement of an existing pool facility. There

are no features that distinguish this project from others in the exempt class and, therefore, there are no unusual circumstances.

FISCAL IMPACT:

The recommended appropriation of Residential Impact Fee - Interest will increase the FY 2025 CIP budget by $147,224.

The cost to increase Contract No. 32268 with Hamel Contracting, Inc. is $172,354.

Funding for this action will be addressed by the utilization of existing budgeted appropriations in the Robinson Park - Pool and Pool Building Renovations (78085) Capital Improvement Program project. It is anticipated that all costs associated with this increase will be expended in FY 2025.

There is no impact to the General Fund.

Honorable Mayor and City Council
Finance Committee
Department of Public Works
AMEND THE FISCAL YEAR 2025 CAPITAL IMPROVEMENT

PROGRAM
RECOMMENDATION:

It is recommended that the City Council:

1. Find that the proposed actions are not "projects" as defined in the California Environmental Quality Act (CEQA), Public Resources Code Section 21065 and Section 15378(b)(4) and (5) of the State CEQA Guidelines and, as such, are not subject to environmental review;

2. Amend the Fiscal Year 2025 Capital Improvement Program (CIP) Budget as detailed in Attachment A of this report;

3. Approve an advance to the Rose Bowl Operating Company (RBOC) $1,047,460 from the General Fund for half of the total cost of the Brookside Golf Course Cantilever Fence project as detailed in the body of this report; and

4. Authorize the City Manager to negotiate the terms of repayment of the advance with RBOC and to execute any documents necessary to effectuate such advance or repayment.

BACKGROUND:

Throughout the fiscal year, the Department of Public Works in conjunction with other impacted departments reviews active CIP projects to determine if budgetary changes are needed. Staff has completed this report detailing needed budget adjustments and amendments to the FY 2025 CIP Budget as detailed on Attachments A. The budgetary changes are listed below.

1. Miscellaneous Sidewalk Repair Program - FY 2021 -2025(73940)-The Department of Public Works recommends appropriating $190,054 in Private Capital MEETING OF 03/24/2025AGENDA ITEM NO.._7_

and increasing the budget by a like amount. These funds have been collected from property ownersanddevelopersasconditionsof development or sales of the property.

The program provides for replacement of damaged sidewalks along property frontages, these repairs will help maintain pedestrian accessibility along the City's sidewalk network.

2. Villa Parke Community Center-ADA Improvements - Locker Room and Parking Lot (78072) -The Department of Public Works recommends appropriating $400,000 in Community Development Block Grantto this project, un-appropriating $290,000 from Residential Impact Fee (RIF) and increasing the budget by $110,000. Staff was able to secure additional CDBG funds which will replace the RIFand help fund the construction phase of the project. The total estimated project cost increased by $110,000 as construction bids came in higher than anticipated and to cover the additional cost of construction supportfromthe project designer.

3. Annual ADA Sidewalk Improvement Program (73913) -The Department of Public Works recommends appropriating $100,000 in Community Development Block Grant to this project. Staffwas able to secure additional CDBGfunds which will allow staff to expand the work in Northwest Pasadena to include additional removal and replacement of concrete sidewalk pads in FY 2025.

4. Improvements at City Yards Facility (71928) - The Department of Public Works recommends appropriating $150,000 in Sewer Fundto this project. The appropriation will fund the construction of a new six-inch sewer lateral approximately 100 linearfeet in length to be connected to an existing clarifying system. This work is anticipated to be completed in May 2025.

5. Distribution Mains (1080) -The Water and Power Depart:ment recommends transferring $800,000 in Water Fund from the Advanced Metering Infrastructure (AMI) (1078) project to this project and increasing the budget by a like amount. This transfer is necessary primarily due to the early completion of the Bellefontaine Street and Glenarm Street water mainline replacement projects and the Oak Knoll Avenue water mainline replacement project being added ahead of schedule. Appropriations remaining in the Advanced Metering Infrastructure (AMI) (1078) will be sufficient to complete the FY 2025 work plan.

6. Meters and Services (1081) - The Water and Power Department recommends transferring $80,000 in Water Fund from the Advanced Metering Infrastructure (AMI) (1078), $270,000 in Water Fund from the Water Reuse Project (1013) projects and appropriating $250,000 from the Water Fund to this project and increasing the budget by $600,000. This transfer is necessary primarily due to unplanned additional service replacements after a reevaluation of aging water mains such as Raymond Avenue, along with supply chain issues which has led to an increase in material costs. In addition, appropriations are necessary to cover labor and material costs to replace water meters damaged by the Eaton Fire. Appropriations remaining in the Advanced Metering Infrastructure (AMI) (1 078) and the Water Reuse Project (1013) will be sufficient to complete the FY 2025 work plans.

7. Water SCADA Improvements (1087) -The Water and Power Department appropriating $50,000 from the Water Fund to this project and increasing the budget by a like amount. The funding is necessary due to labor and material costs to replace communication equ ipment damaged by the Eaton Fire. Th is communication equipment is a critical component of water infrastructure, enabling real-time monitoring, control, and operation of water storage, treatment, distribution, and emergency response.

8. Conductor Replacement Program (3226) - The Water and Power Department recommends transferring $800,000 in Power Fund from Seismic and Reliability Upgrades of Power Facilities (3'\96}, $300,000 in Power Fund from Vault Cover Lid Replacement Program (3230), and $194,427 in Power Fund from Distribution System Automation (3192) projects to this project and increasing the budget by $1,294,427.

This transfer is necessary to cover additional scope of work and increased costs for labor and materials needed to replace underground conductoron the Belmont Circuit and required for system reliability. Appropriations remaining in the Seismic and Reliability Upgrades of Power Facilities (3196) project will be sufficientto complete the FY 2025 work plan. The Vault Cover Lid Replacement Program (3230) and Distribution System Automation (3192) projects were completed under budget and the remaining appropriations can provide for this adjustment.

9. Electrical Vault Replacement and Reinforcement Program (3229) - The Water and Power Department recommends transferring $900,000 in Power Fund from the Substation Oil Containment {3^28) project to this project and increasing the budget by a like amount. Th is transfer is due to expanded workload for asbestos remediation and repairof vaults ahead of the expedited upgradesto the critical 34.5KV subtransmission lines between Glenarm and Santa Anita Receiving Stations (Subtransmission Path 2 Upgrade 3282). Appropriations remaining in the Substation Oil Containment (3128) project will be sufficient to complete the FY 2025 work plan.

10. Fire Threat Mitigation Tier 3 Areas (3257) -The Water and Power Department recommends appropriating $3,300,000 from the Power Fund to this project and increasing the budget by a like amount. This increase is necessary to expedite and complete the conversion of high voltage primary distribution lines from overhead to underground on Canyon Close Road and Fox Ridge Drive and to expedite the conversion of high voltage primary distribution lines from overhead to underground on Florecita Drive and Crestford Drive that will mitigate fire ignition risks. The substructure work for Can yon Close Road and Fox Ridge Drive will be completed in FY 2025. The substructure for Florecita Drive and Crestford Drive, and the electrical for Canyon Close Road, Fox Ridge Drive, Florecita Drive and Crestford Drive will be completed in FY 2026.

11.Subtransmission Cable Upgrade (34-30) (3281) -The Water and Power Department recommends appropriating $1,950,000 from the Power Fund to this project and increasing the budget by a like amount. The upgrade of the 34-30 subtransmission circuit between Santa Anita and Chester substations was originally planned to be completed over two years (FY 2025 to FY 2026) but has been expedited due to the early arrival of materials and now the project is expected to be

completed in FY 2025, requiring funds planned for FY 2026 to be appropriated in FY 2025.

12.Subtransmission Path 2 Upgrade (3282) -The Water and Power Department recommends transferring $450,000 in Power Fund from Water and Power Facilities Modernization (3175), $357,896 in Power Fund from 35 kV Subtransmission System Upgrades (3283), $330,000 in Power Fund from Chester Substation Upgrades (3273), $292,104 in Power Fund from Subtransmission Cable Upgrade (34-4) (3272), $160,000 in Power Fund from Oak Knoll Substation Upgrades (3277), and $160,000 in Power Fund from Villa Substation Upgrades (3278) projects, to this project and increasing the budget for this project by $1,750,000. This transfer is due to expanded workload necessary to support the accelerated asbestos remediation and repair of vaults required forthe expedited upgrades to the critical 34.5kV subtransmission lines between Glenarm and Santa Anita Receiving Stations (Subtransmission Path 2 Upgrade). Appropriations remaining in Water and Power Facilities Modernization (3175), 35 kV Subtransmission System Upgrades (3283), Chester Substation Upgrades (3273), Oak Knoll Substation Upgrades (3277), and Villa Substation Upgrades (3278) projects will be sufficient to complete or continue with the FY 2025 work plans. The Subtransmission Cable Upgrade (34-4) (3272) project was completed under budget and the remaining appropriations can provide for th is adjustment.

13. Purchase of Vehicles and Equipment -Power Fund (3500) - The Water and Power Department recommends appropriating $300,000 from the Power Fun d to this project and increasing the budget by a like amount. This funding is necessary for the purchase of a Backyard Digger Derrik. This is a specialized construction equipment used for digging holes, lifting materials, and setting utility poles in confined workspaces. At the time of purchase no electric or zero emission options were available. Although funding was previously appropriated and theequipmentwas ordered in FY 2022, the appropriations were not carried forward due to the prolonged manufacturing and delivery delays. The equipment is now expected to be available in FY 2025.

Proposed New Projects
The following projects are recommended to be added to the FY 2025 - 2029 CIP Budget.

These projects were presented to the Planning Commission on November 13, 2024 and were found consistent with the General Plan.

14. Washington Park Stormwater Capture Project (76921) -The Department of Public Works recommends this project be added to the FY 2025 CIP budget with a total estimated project cost of $12,700,000, and recommends appropriating $12,700,000 in Safe, Clean Water Program (Measure W) Competitive Grant to this project. This project was identified in the Public Works Stormwater Assessment which was completed in FY 2021 as an opportunity to address Municipal Separate Storm Sewer Systems (MS4 permit) compliance measures.

COUNCIL POLICY CONSIDERATION:

All of the above projects and actions address City Council's goals to maintain fiscal responsibility and stability and improve, maintain, and enhance public facilities and infrastructure.

ENVIRONMENTAL ANALYSIS:

CEQA excludes from environ mental analysis those actions that are not "projects" as defined by State CEQA Guidelines Section 15378. That section excludes from the definition of "project" the creation of government funding mechanisms and fiscal activities which do not yet commit the lead agency to any specific project, and also excludes organizational or administrative govern mental activities th at do not result in physical changes to the environment. The actions proposed herein are budgetary and part of the City's normal administrative process as it takes early steps to prepare for the possibility of undertaking a project, and therefore they are not yet "projects" as defined by CEQA.
