Alternative Project Delivery Method
4 • CMAR involves the award of multiple contracts
> Architectural and engineering design services
> Construction manager / Licensed general contractor (CM/GC) • Two-phase CM/GC contract
> Qualifications-based selection
> Phase 1 – Constructability and value engineering services throughout the design and pre-construction phases. Includes scope for necessary demo and storage of historical finishes > Phase 2 – Guaranteed Maximum Price (GMP) and construction.

• Collaboration with City representatives,
architects/engineers, and consultants;
• Creation of the construction schedule;
• Site and building condition investigation;
• Constructability
reviews and recommendations;
• Identify risks and propose mitigation
measures;
• Value engineering and budget
recommendations;
• Work plan development – GMP contract
terms;
• Subcontractor procurement strategies;
• Develop a procurement schedule;
• Verification of required permits
and entitlements

• Hazardous materials abatement;
• Demolition of existing mechanical,
electrical, and plumbing systems;
• Completion of a Historic American
Buildings Survey (HABS);
• Removal, cataloging, and storing of
historic finishes such as millwork that will be
reinstalled during Phase 2; and
• Preparation of GMP package for Phase 2.

CMAR Phase 2
7 City options after receipt of
GMP
• Accept the GMP and amend the
CM/GC contract to authorize Phase 2;
• Continue negotiating the terms and
price of the GMP;
• Have the Architect or Engineer and
CM/GC adjust the design or schedule to
reduce the GMP;
• Terminate the agreement and begin
negotiation with the next highest-ranked
proposer; or
• Terminate the agreement and proceed
with a traditional design-bid-build
project delivery method.
