Dear MSC members,
I write in support of the city’s goal for 100% carbon free electricity in Pasadena by 2030.

It is encouraging that PWP has already secured many contracts for carbon-free resources and has projected being at over 80% carbon free electricity by the goal year.

We all know, however, that the final piece in ensuring that the city meets the goal is local rooftop solar and storage.

At this moment, looming tariffs and federal pullback from clean energy projects challenge the necessary national energy transition. If Pasadena has private individuals who can add to the city’s solar power supply through local rooftop installations, PWP must continue to encourage them through the net metering incentive.

Last summer on a very hot day when the sun was shining hard, city residents lost power. This summer promises to be as hot if not hotter. That’s the trend. If we had extensive local rooftop solar (as well as battery storage) on that day in 2024, that could have made a positive impact on PWP’s operations, lessening the need to run Glenarm, where high temperatures led to turbine failure. Local rooftop solar is a matter of energy security for our city.

PWP is a municipally owned utility. It must embrace creative formulae for local sourcing, incentives, and rate structures to meet our city’s

ambitious but realistic goal. Eliminating an effective incentive for rooftop
solar

that we’ve got in place is not the way to go. Additional rooftop solar installations benefit all Pasadena residents.

Thank you for your consideration,
Claudia Funke
