Dear Members of the Municipal Services Committee and Staff, Thank you for this opportunity to thank the Committee for their difficult work toward the goal of zero carbon in Pasadena's electric utility.

I know this is a highly technical endeavor requiring difficult study.

I want you to know how important I feel is Pasadena's continued support of the rooftop solar program.

My reading
of the current E3 report is that the Consultant also supports the concept that local solar is an important resource.

In short, local rooftop solar:

1. reduces the demand on the grid;

3. helps our energy security especially since our ability to import electricity is limited because of a physical bottleneck at the Goodrich receiving station that won't be repaired until 2032-2035;

4. reduces the immediate financial burden on PWP and its ratepayers because private property owners are investing in solar that can be used by PWP.

Considering the emphasis in California on switching to EV's, I would like to see the city lead the way to bi- directional charging.

At first it may seem early in the adoption curve, but there are some EV models currently available, and more on the way, that can be used in this way.

If implemented this program could supplement the
battery installation planned by the City.

Please continue Pasadena's shining example to bring a zero carbon electrical grid into reality! Sincerely,
Russel Babbitz
