Last week CAISO (and all the other ISOs) testified before Congress that they are in danger of being unable to meet demand, due to rapidly rising demand and fossil fuel plants retiring. If we can't count on CAISO, going forward, resilient communities will be those who generate much of their own energy. Plus in Pasadena we have the problem of inadequate capacity to import (Goodrich interconnection). The time has come for Pasadena Water and Power to make a massive push for rooftop solar and home storage. We probably need time-of-use rates to incentivize it. Let's make it profitable for everyone (residential and business) to add rooftop solar, and make it free for the lowest-income customers. Having customers use their own money to build the generation infrastructure we need is a no-brainer.
