Dear Councilmembers;
Please support the Municipal Services Committee recommendations in Item 13, and direct PWP to follow through with developing the Optimized Strategic Plan.

As for item (3) b, Accelerated development of local solar, etc. A glance at the Google screenshots below, shows Pasadena's solar potential at welt over 400 MW, which means that generating 100 MW of new solar energy locally, as specified by this plan, is quite feasible.

One benefit of local rooftop solar, is that private parties can be encouraged to make the capital investments for PWP, which saves PWP a lot of money.

Regarding item (3) c. Demand side programs for load flexibility; Span has already introduced a new product, called SPAN Edge, for utilities such as PWP, which allows them to easily create an intelligent service point at each meter. This would enable PWP to run whole groups of buildings as a true and reliable Distributed Power Plant. The technology is here, now. It only takes about 15 minutes to install at each existing meter.

Span finds this technology could save utilities, like PWP, as much as 50% of expected distribution system improvement costs between now and 2030.

Thanks for your hard work for the city.

Dear Mayor, Councilmembers, and City Manager,
Earth's average surface temperature in 2024 was the warmest on record, according to an analysis led by NASA scientists. Global temperatures in 2024 were 2.30 degrees Fahrenheit (1.28 degrees Celsius) above the agency's 20th-century baseline (1951-1980), which tops the record set in 2023. The new record comes after 15 consecutive months (June 2023 through August 2024) of monthly temperature records — an unprecedented heat streak. In addition, October 2024 held records for being one of the driest months ever, and during that year, certain regions experienced their driest conditions in history. In January, 7000 single family homes were lost in the Eaton fire. Countless homes and habitats have been lost in previous fires. The frequencies of fires and the size of fires have been growing. !Pasadena's leaders need to start taking action and changing our trajectory so we have a liveable city! The climate crisis is here and is only exacerbated by the inertia the City demonstrates with its response to existential issues like the climate crisis. The consensus of last week's Municipal Services Committee meeting was that PWP should start developing a plan based on the consultants' "Accelerated Local Resources, Glenarm as Backup" portfolio. I support this approach and P100 supports this approach. What could possibly cause a delay in planning for the increase of 100 MW of local private and public investment in solar and storage to supplement imported electric power? Glendale and LA City are already planning, budgeting, contracting, approving and building cleaner futures.

We are talking about resilience, reliable energy, wildfire mitigation with fewer wires and less methane, emission reductions, healthier air quality, etc.. What are we waiting for? Please move ahead without delay to plan the transition to carbon free electric power by 2030.

Sincerely,
Cheryl Auger

Dear Pasadena City Councilmembers,
My name is Audrey Ma and I am a student at Polytechnic School.

I was excited to learn that E3 has been able to model two resource portfolios that will give PWP a path towards carbon free energy by 2030.1 am writing to you in support of these pathways toward carbon free energy and that keeping the Glenarm gas plant as a backup is a prudent choice. Furthermore, I am absolutely confident that if there is a city that can get 100MW of solar power in the next 5 years, it is the City of Pasadena. The city of resilience, engineering and creativity.

I hope you will make good on the promise of Resolution 9977 and give PWP the greenlight on the carbon free resource portfolios. In doing so, you will give a high school girl hope. Hope that in this day and age, words on a piece of paper still matter, that it carries weight. Hope that a group of committed citizens can still make lasting change. And hope that we can learn something from the Eaton Fire.

Thank you for your consideration.

Sincerely,
Audrey Ma

Good evening Pasadena Council Members,
Over the last few years City staff and consultants have spent considerable time and money studying the feasibility of carbon-free power for Pasadena. These efforts have resulted in the development of a preferred alternative that includes an increase of 100 MW in local solar (private and public), energy storage, and demand reduction programs.

Other cities are already taking these steps, and we can, too. However Pasadena needs to embrace an actionable plan with clear, achievable goals and outcomes. Many Pasadena residents share the City's goal and are prepared to help get there. Now is the time for the City to exhibit leadership and outline the path to a carbon-free power system.

Please move us forward in 2025.

Thank you!

Hello, I am a Pasadena resident of District 4 and a professional Environmental Scientist. When Pasadena committed to secure 100 carbon free power by 2030, it marked a turning point toward progress. Now we have witnessed first hand the beginning effects of climate change. We need to transition to carbon free power as quickly as possible to ensure that we meet our commitment to our people within five years time. There is no time to continue to delay while climate change is getting worse. Time is of the essence and we can transition to carbon free power resources by 2030 in a fiscally responsible and sustainable manner that grows jobs and secures locally sourced power with saving for all and benefits world wide. Let's encourage local solar projects and get moving before we miss deadlines and miss out on the opportunity for our city to make a difference for the world and a difference for our residents and visitors. We need clean power now, no more delays.

Thank you.

Mayor Gordo, City Manager Marquez and City Councilmembers:

Pasadena Audubon Society and its members request the City of Pasadena expeditiously focus on the plan based on the E3 Consultants' "Accelerated Local Resources, Glenarm as Backup" portfolio. We agree with Pasadena 100 who supports that approach, and which requires an increase of 100 MW in local private and public investments in solar as a supplement to imported electric power (plus storage and demand management). The Glenarm gas plant would be retained for a transition period after 2030 but would only be used in emergencies. This should accelerate development of local solar and storage resources within the PWP service territory.

Thank you.

Carbon-free Electric Power for Pasadena - Move forward with the plan w/o delay! Dear City Council of Pasadena,
I am writing to urge you to move forward, with urgency, to complete the plan to achieve carbon-free electricity by 2030. We are so close! Please direct PWP to follow up with the consultants' most recent modeling of 2 portfolios, with Glenarm as a backup. Then we can move forward to develop a plan for implementation and budgeting.

This is extremely important. It will set up Pasadena for success in the coming years and serve as a role model for other cities as we all deal with the Climate Emergency.

We need local solar power! It will provide resilience. It can help protect us from transmission failures, supply chain issues, etc. In hindsight, our beloved Altadena would be a very different place if we had made this move earlier. What happened to Altadena can happen again as the brush grows back and the winds become more fierce and unpredictable.

We especially need LOCAL climate action as the current Federal Government seeks to take away our mitigation efforts.

For our lives and for the future of our children. We care about climate change and want our city to be 700% carbon free by 2030.

Thankyou,
Diane Morgan

Greetings,
Regarding Monday's upcoming agenda item 13, I am writing to encourage the Pasadena City Council to direct Pasadena Water and Power (PWP) to move ahead immediately to plan the transition to carbon free electricity by 2030.

PWP needs to take action and develop a plan based on the consultants' "Accelerated Local Resources, Glenarm as Backup" portfolio. The city of Pasadena has spent millions on consultant fees; PWP has spent countless hours delaying implementation of a plan that will address the climate world we live in.

City of Pasadena,
I live adjacent to Pasadena and am very concerned about our future. We, that's all of us,need to do all we can to switch to green, renewable energy as fast as possible. I watched a "NOVA" show on the melting of the arctic permafrost. So much methane and C02 is being released surpassing the even most dire predictions of global warming. 100% clean energy NOW.

Please Council members give PWP the direction to move ahead quickly!

2. Keep going all the way to success. Pasadena is a City that can successfully transition to carbon free electric power.

Our Climate Emergency Resolution 9977 is more than words.

3. MW 100 in 5 years! We can build our local solar resources to an additional 100 MW through a combo of public and private investment. This is an achievable and affordable goal! With energy storage and conservation, we can go carbon free!

4. Local solar power will give our city added power and resilience. And can help protect us from transmission failures, supply chain difficulties and national politics. We would keep the Glenarm gas plant open past 2030 but only use it as back up in case of defined emergencies.

5. No delay. There is no time to waste. After more than 2 years of study and expensive consultants we need to act on what they have proposed. We have until 2030

6. We need local climate action. We can set a great example for other cities to follow.

7. For our lives and for the future of our children. We care about climate change and want our city to be 100% carbon free by 2030.

1. Good news, we are getting closer to success in our policy oftransitioning to carbon free electric power by 2030. The experts hired by PWP have modeled 2 resource portfolios that should give us a pathway to 100% carbon free electric power by 2030. The basic ingredients are:
-100 MW of local solar over the next 5 years (we already have 30MW) -Battery storage (PWP already has this planned and in the budget).
-Demand response technology (PWP already has this planned) Added to our current contracts for importing carbon free electricity (this is 83% of the electricity and PWP already has contracted for this.

We will retain the Glenarm gas plant as a back-up in case of certain defined emergencies.

PASADENA 100 supports these "Glenarm as back up" scenarios. The Municipal Services Committee of the City Council has also approved this approach.

The federal government is now trying to take away our options. But we can still set a great example for other cities to follow. 05/05/2025
^ Item 13

7. For our lives and for the future of our children. We care about climate change and want our city to be 100% carbon free by 2030.

I strongly support the two "Glenarm as back up" scenarios developed by E3 consultants. Council must direct PWP to implement these scenarios. As stated by E3, local solar power will give our city added power and resilience and help protect us from transmission failures. After two years of study, there is no time to waste.

Unfortunately, the Recommended CIP Does not reflect PWP's professed focus on implementation efforts to achieve 100% carbon free electric power in 2030 as mandated in Resolution 9977.

Regarding Agenda Item 12, City Council must not approve the Recommended FY 2026 Capital Improvement Program Budget in its current form. Revisions are required in order to achieve the clearly stated goals of Resolution 9977.

I live in Madison Heights. I am writing to encourage City Council to move forward as expeditiously as possible on the plan to achieve 100% Clean Energy in Pasadena. Let's be leaders and show our neighbors how it's done. This is no other viable path forward. We all must make the change to renewables. Please support the plan to get there.

Dear Councilmember Hampton and the Pasadena City Council at large, I am a resident of District 1 and want to voice my support to press PWP to follow the 100% carbon free option. One of the best ways to accomplish this is to support local solar. Given the urgency of the matter especially here in Pasadena, I am pressing for no more delay in implementing the Climate Emergency Resolution that was passed in January 2023.

Thanks so much for your consideration and support of this action.

Hello,
I am a citizen of Pasadena living in District 3, and I would like to leave a comment regarding PWP:

I want PWP to follow the 100% carbon free option. PWP must commit to local solar. There should be NO more delay in implementing the Climate Emergency Resolution that was passed in January 2023. The Eaton Fire has demonstrated how deadly and urgent the issue of clean power and climate mitigation is. I call on PWP to hold to their commitment to clean power by 2030 and to take strident action to make Pasadena more climate resilient.

Please, please, follow the 100% carbon free option tonight, including local solar increase at tonight's meeting. We want our Pasadena to stand out in its efforts
to be one of the first to reach 100% fossil fuel free by 2030...a goal that will make national news, and make us proud. Our family lost one of our homes in the
Eaton fire, a direct result of global warming, high winds and electric power towers malfunctioning. SCE is doing all it can to put some of those wires underground.

Please give PWP strong direction to make the goal happen, much more local solar, one of the main ingredients of getting to the goal. It will take huge effort but that
is why we will be so proud. It will make a fantastic national STORY, showing other communities the guts of Pasadena- Altadena residents, and the super response from our PWP.

Sincerely,

Hello!
I'm a business owner in District 2, and I wanted to express my concern about PWP's delays around implementing the Climate Emergency Resolution that was passed back in January of 2023.

I want to express my support for PWP to follow the 100% carbon free option and get started on supporting the infrastructure and plan to implement local solar power options, as this is a crucial option in getting the city to 100% carbon free energy, and the more delays we have, the harder and costlier it's going to be.

We will retain the Glenarm gas plant as a back-up in case of certain defined emergencies.

PASADENA 100 supports these "Glenarm as back up" scenarios. The Municipal Services Committee of the City Council has also approved this approach.

Dear Pasadena City Council,
I'm writing to urge you to support Agenda Item 13 and direct Pasadena Water and Power (PWP) to move forward—without delay—on a clear and actionable plan to achieve 100% carbon-free electricity by 2030.

Expanding rooftop solar is one of the most effective, local, and equitable tools we have to get there. Rooftop solar empowers residents and businesses to be part of the solution, increases energy resilience, and reduces the need for costly new infrastructure. With climate impacts growing and time running out, we need bold, immediate action—not more delays.

Please seize this opportunity to lead Pasadena toward a clean energy future. Our city has a proud history of innovation and leadership—let's keep it that way.

City Council Members:

Given that PWP is now looking for clear direction from City Council on which option to pursue as it relates to our Optimized Strategic Plan, I'd like to register my support for the position most recently supported by the MSC.

Our PWP needs to support the aggressive development of local solar - to add a minimum of 100MW of new local solar resources by 2030, accompanied by an equivalent amount of battery storage (i.e. 400MWh BESS in addition to the lOOMWh in progress). This option has been shown by E3 to be a realistic and affordable path towards achieving Pasadena's carbon-free electric power goals.

This issue has now been extensively studied and we need to move forward, now.

Thank you for the opportunity submit my comment.

Hello,
I live in district 2 in Pasadena (Howard & Mar Vista).

I am really worried about climate change. Meanwhile, I feel very proud to live in a city who takes actions to mitigate it. I would love Pasadena to be carbon free by 2030 and tell my child: "The city you live in really tries to do its part". Please stop delaying the implementation of the Climate Emergency Resolution that was passed in January 2023. Please, City Council direct PWP to begin now!

Good Afternoon,
I am writing to express my support for transitioning Pasadena's electrical supply to 100% carbon free electricity by 2030. The modelling by E3 shows that this is very achievable by adding local solar and storage, particularly in the scenario where Glenarm is retained as a backup to be used only in scenarios where the Goodrich intertie is derated.

I am hopeful that the city council will take decisive action to accomplish the goals set out in resolution 9977, particularly by expanding the amount of local solar and storage. I believe the best way to accomplish this goal is likely through a combination of investments in solar on city-owned buildings and properties, as welt as community-solar agreements which focus on sharing the cost-savings with communities that would otherwise be priced outof the solar market, such as renters. It would also make a lot of sense to work with commercial and institutional entities within Pasadena to expand solar on their properties at a Lower cost than is available in the residential market. It is also important that retaining Glenarm as a backup does not become a license for PWP to fall short of the 1 00% clean energy requirement - it only satisfies the resolution 9977 goal if we quickly install enough Local solar and storage.

On related topics, the climate emergency should be factored in to every item on the city budget. For example, the planned HVAC replacements and upgrades on municipal properties should all be accomplished with electric heat pumps. Also the high costs of road maintenance are driven by the degradation of roads due to vehicle traffic. By investing in pedestrian and cycling infrastructure we can reduce the amount of wear and tear on our roads while achieving health and safety benefits. Pasadena urgently needs north-south bicycle routes to connect to existing easy-west lanes. I am happy to see mention of the greenways projects, but it should be clear that these items should be done as soon as possible.

Thankyou,

Dear Mayor and Council members:

I lead the environmental committee at Pasadena's Neighborhood Unitarian Universalist Church, a member of the PASADENA 100 coalition. With January's disastrous Eaton fire fresh in our minds, the urgency of the climate emergency recognized by the Council's Resolution 9977 is inescapable. With the federal government incomprehensibly embarked on a campaign of climate denial, Pasadena's positive example of meaningful climate action will be a beacon for the country and the world.

I urge you to support the "Glenarm as backup" option in the OSP with accelerated development of local solar and storage (staff recommendation 3), and furthermore to direct PWP to target 100 MW of local solar power, so that Pasadena can achieve the Council's goal of 100% carbon-free electricity by 2030.

Dear Mayor, Vice Mayor and City Councilmembers,
After more than 2 years of study, with two sets of consultants, more than $2million paid for expert advice, and an unambiguous consensus at the last MSC meeting, PWP should have a sense of direction about how to begin planning for implementation of the Climate Emergency Declaration.

The fact that our city has recently suffered a climate disaster should put a big exclamation point after the word "Emergency."
We need local solar for additional resources and for resilience. The Accelerated Local Resources Glenarm as Backup Portfolio modeled by the E3 consultants is an achievable and realistic goal. It is time to begin planning how to implement it with a specific plan, deliverables and metrics.

The cost of implementation of the local solar mandate depends on how the plan is designed and implemented:

1. Private investment (low and deferred cost), residential and commerical

2. Institutional investment (partnering with PUSD, PCC, Caltech and other large customers)

3. Community solar (initial investment but rapid return on investment and the City then owns the asset)

4. Municipal properties (again initial invest but demand reduction advantage) These costs pate in comparison to the cost of distribution grid restoration and repair, which have little to do with the type of resources. And the cost of fixing the Goodrich bottleneck may indeed be mitigated by a greater reliance on local solar.

An emergency means you have to move fast and with careful steps. We have taken the careful steps by studying the issues thoroughly. Now it's time to move forward.

Hi Councilman Jones,
Hope this email finds you well! I wanted to drop a quick note about tonight's Agenda Item #13, to voice my support for directing PWP to increase our local solar capacity. Local solar will be one of our best tools for achieving the goal of the Climate Emergency Resolution, and getting off fossil fuels. It's a huge priority for me and my family, and I know your valuable perspective as an environmental advocate will help steer Council's decision!! Many thanks for all you do,

Hello,
My name is Liam O'Brien -1 am a Pasadena resident living at :

In advance of tonight's city council meeting, I wanted to write to express my support for PWP committing to 100% carbon free energy. I would also really like to see them expand solar power options and local energy storage.

Our planet is not getting any cooler, and as this past January proved, the effects of climate change are already hitting us hard. PWP should not delay in taking steps to help secure a better future for all the citizens of Pasadena and lead the way to a cleaner world.

Thank you,
- Liam O'Brien

Dear Mayor Gordo and City Council members,
I am a District 6 resident, and I support the City Council directing PWP to move forward with the consultants' modeling of 2 portfolios for 100% carbon free electric power by 2030.

First, I want to recognize PWP for all the progress it has made towards making 9977 a reality. Thank you! There has been an incredible volume of time, research and city resources put towards advancing Pasadena as a city that deeply recognizes the existential climate crisis we face. City staff, PWP, expensive consultants and citizen groups such as Pasadena 100 have allocated unbelievable amounts of time to finding viable solutions so that we can reach our goal by 2030.

Even if the federal government is foolishly stampeding towards a return to fossil fuels, our city and municipally owned utility must not.

I have either attended or watched all of the 71 0 Stub AG meetings, and past and recent presentations by Perkins Eastman are impressive and always forward thinking.

Their awareness of the climate crisis and their sensitivity to the environment are very apparent while designing what will be one of the jewels of our city. Possibilities for rooftop solar, both on city and residential buildings, as well as smart water usage are mentioned frequently, and not as something on a fairytale wish list.

Pasadena City Council, I ask you to keep pushing ourselves and PWP towards a safer and ultimately more affordable energy future. Please direct PWP to implement the suggested portfolios for 100% carbon free energy by 2030.

Thank you. Lauren Cory Pasadena 91105

City council members,
I urge the council to instruct PWP to follow the 100% carbon free option. It's time for PWP to GET STARTED on local solar with the Glenarm as backup option. There is no need for delay in implementing the Climate Emergency Resolution that was passed in January 2023,
Local solar power will give our city added power and resilience. It can help protect us from transmission failures, supply chain difficulties and national politics. We would keep the Glenarm gas plant open past 2030 but only for use as a backup in case of emergencies.

Thank you

I look forward to Pasadena helping to lead the way for local governments to assume the action that the federal government is currently abandoning. Pasadena can show leadership in cutting carbon from our energy production by eliminating gasoline and coal plants from energy provided for Pasadena residents and businesses. It can and should be done. Let's beat the 2030 deadline!
