Please do approve the following critical actions for the project! - regarding potential demolition of the six buildings in the Hahamongna Annex area" - Allow the Annex manager to conduct a thorough feasibility study with the input of an architect and structural engineer that assesses the condition of the buildings before mandating demolition - Recognize the environmental benefits and architectural opportunities through the utilization of existing structures, rather than pursuing demolition / the proposed action in the agenda report is exempt from the California Environmental Quality Act
- Investigate the potential historic significance of the buildings prior to determination of their selective removal
- Understand the value of providing work-force development opportunities to local workers through the adaptive reuse of the buildings and construction activities - the allowable uses of the Hahamongna Annex buildings in accordance with the Hahamongna Watershed Park Master Plans and others existing legal restrictions on the property"
- Recognize the alignment of the allowable uses with the current needs of the community - Note: there is no evidence that there are any "existing legal restrictions on the property" that are not compatible with the Allowable Uses defined in the HWP Addendum (2010) - Therefore, support the allowable uses outlined in the HWP MP (2005) and its Addendum (2010) stated in the staff report

Honorable Mayor and Members of the City Council,
I am writing to urge your support of Staff's general recommendation for tonight's Agenda Item #14, "APPROVE THE
ALLOWABLE USES AND CHARACTERISTICS OF ENTITIES ALLOWED TO SUBMIT PROPOSALS FOR THE BUILDINGS WITHIN HAHAMONGNA WATERSHED PARK ANNEX AREA."
The City-owned property acquired in 2004, has languished unused with buildings deteriorating from over two decades of City neglect. With your direction, the area could be reimagined as a vibrant compound that in addition to open and recreation space, serves to educate the public to become better stewards of the environment and provide training for green jobs, which is an exciting opportunity. Towards that future-looking and more sustainable effort, please release an RFP immediately to select an operator/manager of the Hahamongna Watershed Park Annex.
Also, as discussed at length at the very well attended Council Finance Committee hearing on this matter, instead of hastily approving tonight the potential demolition of the six buildings now on site, I urge you encourage and consider instead every possible means for their adaptive reuse, which is the environmentally superior alternative and supports the mission for use of the area. Demolition should solely be considered as a last resort at some future date resulting from sound, conclusive and professional architectural, engineering,, environmental, and historic preservation analyses.
Thank you for your consideration.

Dear Honorable Mayor and Members of the City Council,
I am writing to express my strong support for staffs general recommendation regarding Agenda Item #14 on tonight's agenda: "Approve the allowable uses and characteristics of entities allowed to submit proposals for the buildings within the Hahamongna Watershed Park Annex Area."
The city-owned property, acquired in 2004, has remained largely unused for over two decades, with buildings suffering from prolonged neglect. With your leadership, this area has the potential to become a vibrant, multi-use compound that complements the surrounding open space and recreational opportunities. It could serve as a hub for environmental education, help foster stewardship of our natural resources, and provide critical training opportunities for green jobs.
This action is especially timely in light of the recent loss of the Baton Canyon Nature Center in the Baton Fire. As we look to a more sustainable and resilient future, I urge the City Council to immediately release a Request for Proposals (RFP) to select a qualified operator or manager for the Hahamongna Watershed Park Annex.
Additionally, as discussed at length during the recent City Council Finance Committee meeting, I encourage you to explore and prioritize every possible means of adaptive reuse for the existing six buildings. Preserving and repurposing these structures aligns with the environmental mission of this site and avoids the environmental and financial costs of unnecessary demolition. 6/2/2025

To: Pasadena City Council members and Mayor
Re: Approve the allowable uses and characteristics of entities allowed to submit proposals for the buildings within Hahamongna Watershed Park Annex Area As a longtime Pasadena resident (District 6) and avid Arroyo Seco visitor, enthusiast and supporter, I fully appreciate and support the City of Pasadena's management and stewardship toward preserving, protecting, maintaining, and sustaining the natural setting and beauty of the Arroyo Seco. Accordingly, please note that I:
• Encourage City Council to approve staff's recommendation re development of the Hahamongna Watershed Park Annex Area ;
• Request that City Council direct staff to release a Request for Proposal (RFP) to identify a 'manager' of the Annex as soon as possible;
• Approve potential demolition of the six buildings in the Hahamongna Annex area; • Allow the Annex manager to conduct a thorough feasibility study with the input of an architect and structural engineer that assesses the condition of the buildings before mandating demolition; • Recognize the environmental benefits and architectural opportunities through the utilization of existing structures, rather than pursuing demolition;
• Investigate the potential historic significance of the buildings prior to determination of their selective removal;
• Approve, in concept, the allowable uses of the Hahamongna Annex buildings in accordance with the Hahamongna Watershed Park Master Plans and others existing legal restrictions on the property; • Request that the RFP be released within the next 30 days; • Suggest that the application window be open for 30 days to give adequate time for all interested parties to apply and yet move the process forward; and
• Allow for community input on the content of the RFP.
This seems like a no-brainer and an important and timely step toward improving and maintaining the ArroyoSeco today and for generations to come. I encourage you to support this process.
Thankyou foryourtime and consideration,

Re: Support for Agenda Item #14 - Adaptive Reuse and Request for Proposals for the Hahamongna Watershed Park Annex Area (CREEC Project) Dear Mayor Gordo and Councilmembers,
I am wridng to express my strong support for stafFs general recommendadon regarding Agenda Item #14: "Approve the allowable uses and characteristics of entities allowed to submit proposals for the buildings within the Hahamongna Watershed Park Annex Area."
33 As a Pasadena resident, a commercial real estate broker, and a board member of Pasadena Heritage, I have long advocated for Adaptive Reuse as a cridcal strategy that advances environmental stewardship, historic preservation, and sustainable development. The Climate Resilience Environmental Education Center (CREEC) proposal presents a rare and dmely opportunity to bring these values together in a single project.
The buildings within the Hahamongna Annex have remained largely unused for over two decades. With thoughtful leadership, they can now become the foundadon for a vibrant, community-serving space that promotes sustainability, climate education, and workforce development.
CREEC represents a vision for the future—one that includes Tradidonal Ecological Knowledge (TEK), habitat restoradon, and career pathways in conservadon and environmental fields. These are not theoretical benefits; they are tangible tools that can uplift underserved communities, support green job creadon, and prepare Pasadena for the growing challenges of climate change.

Demolishing these structures would undermine both environmental and fiscal responsibility. Adapdve Reuse preserves embodied carbon, reduces waste, and maintains a connecdon to the historical character of this city-owned site. Choosing reuse over demolidon is a concrete step toward sustainability and resilience.
I respectfully urge the City Council to move fonvard with the release of a Request for Proposals (RFP) and to explicidy prioritize Adaptive Reuse in the selecdon criteria.
Doing so wiU. ensure that Pasadena leads not only in vision but also in acdon.
Also attached is a copy of the public comments I delivered during the May 12, 2025, City Council meeting. I hope it provides further context and underscores the importance of advancing this project with urgency and collaboradon.
Thank you for your dme, leadership, and commitment to Pasadena's future.
Sincerely,

Re: Climate Resilience Environmental Education Center (CREEC) We stand at a pivotal moment in our fight against climate change. Recent fires have left scars on our landscape and in our hearts—a stark reminder of the consequences of inaction.
Every time a building is demolished, we not only lose a piece of our shared history, but we also deepen our environmental footprint—from the carbon released into the air to the construcdoa waste that fills our landfiUs. But what if we could do better? What if we could transform this very space in Hahamongna Watershed Park into a living testament to sustainability, education, and community acdon? The Adaptive Reuse of the Climate Resilience Environmental Educadon Center— CREEC—is not just a project; it is a statement. A statement that we are ready to move forward, to preserve what we have, and to teach our children how to be stewards of this planet.
With CREEC, we are not just building a center; we are building a future—one rooted in workforce development, climate resilience education, and biodiversity restoration.
The impact of this project reaches beyond bricks and mortar; it touches Uves, empowers communides, and equips the next generation with the tools they need to protect and restore our environment.
Yes, there are costs associated with rehabUitadon. But let's be clear: the cost of inacdon is far greater. Every demoMdon releases carbon. Every delay puts our climate goals further out of reach. We have just experienced devastating fires—consequences of systemic inaction. We must start making bold, fonvard-looking decisions that prioritize long-term sustainability over short-term savings. ®
CREEC is more than a building—it is a hub of education, stewardship, and equity. It is a place where green workforce development can flourish, where Traditional Ecological Knowledge (TEK) can be shared by the Tongva community, and where habitat restoration can lead the way in climate healing. This center will provide environmental educadon and career pathways to underserved populadons, equipping people to protect the land while building meaningful futures.
To make this vision a reality, we need partnership—across the public and private sectors, nonprofits, and our community. This is about shared responsibility, because the cost of doing nothing is too great. We cannot afford to wait for the next disaster.
CREEC is a soludon. It is an opportunity. And it is a promise—a promise to our children, to our neighborhoods, and to our planet.
Thank you.
