1. Anti-discrimination Policy Statement
I would like to be supportive of this Anti-discrimination initiative, however, it is unclear what the objectives are. I was unable to locate the original Committee request to Staff or model policies/statements from other cities or references here to the City's current anti-discrimination codes, policies, etc. That would be very helpful.
If the desire is to implement policies, then it should be clearly stated as such, including training, implementation and awareness. If there will be a possible amendment to the City Code indicate where it would be, and if it would clean up other existing anti-discrimination codes (like that for HIV). Or perhaps an ordinance or resolution. Or if just declaratory, it can be a proclamation.
The only implementation proposed goes straight to fees and fines for enforcement, which is quite punitive.
While yes, the City could go further in protecting vulnerable classes of people who may be subject to discrimination, the City has already done good things, such as the "All Are Welcome" campaign.1 More positive, less punitive please.

0 Reference to Title VI should be included and the statement should be brief- is it necessary @- out every way a person can be discriminated against, or to instead state that sensitive pers<?!Tal infoftflation is protected?
I suggest the following statements be included:
1. "sensitive personal information" (or something that touches on "sensitive" or "special" categories of personal information)
2. "and any other basis protected by applicable federal, state, or local laws"
3. "It is the intent of the council to protect Santa Cruz Pasadena residents from unwarranted invasions of privacy or from discrimination based on matters that are of private concern"7 Privacy is protecting people against discrimination. Privacy is safety. I support the City's efforts to protect privacy and protect against discrimination :)
