To members of the Economic Development & Technology Committee of Pasadena,
My name is Theo Waddell. My wife Edith Waddell and I own a two-unit property at . One of the units was our home, and
it was destroyed in the Eaton Fire on January 8, 2025. The other unit was a rental, and it was rendered uninhabitable by the fire.

We lost everything in the fire that destroyed our home, and we are under- insured for its reconstruction.

I would like to request a waiver of the permit fees and any other fees that the city of Pasadena may charge during the process of rebuilding our home.

These fees are very high and I am told they must be paid before the money from our insurance coverage can be issued. And as I mentioned before, we are underinsured, and it is my understanding that many of our immediate neighbors are underinsured as well. I am told that the cost to rebuild our home will be about twice as much as the maximum amount in our coverage.

My wife and I would like to ask that this request be put into consideration by this Committee and fast-tracked so that those of us whose lives were upended by the Eaton fire can rebuild without going deep into debt, and go back to living our normal lives in this beautiful city of Pasadena.

Thank you so much,
Theo and Edith Waddell

Pasadena, CA 91103
