RECOMMENDATION FOR APPOINTMENT OF COMMUNITY
POLICE OVERSIGHT COMMISSION COMMUNITY-BASED SEATS*
Agenda Report
TO:

June 18, 2025
Public Safety Committee
FROM: City Attorney/City Prosecutor's Department
SUBJECT: RECOMMENDATION FOR APPOINTMENT OF COMMUNITY POLICE

OVERSIGHT COMMISSION COMMUNITY-BASED SEATS
RECOMMENDATION:

1. Staff recommends the Public Safety Committee review the seven applications received for the Community Police Oversight Commission (CPOC) community based organization seats and recommend three of them for appointment to the CPOC for three-year terms beginning on July 1, 2025; and

2. Find that the proposed action is not a project subject to the California Environmental Quality Act (CEQA) pursuant to Section 21065 of CEQA and Sections 15060( c )(2), 15060(c)(3), and 15378 of the State CEQA Guidelines and, as such, no environmental document pursuant to CEQA is required.

BACKGROUND:

On October 5, 2020, the City Council adopted an ordinance establishing a Community Police Oversight Commission and an Independent Police Auditor. On January 25, 2021, the City Council approved a resolution setting forth a policy for the appointment of the 11 members of the CPOC.

The resolution, included as Attachment 1 to this agenda report, provides that for each community-based organization vacancy, staff will publicize the opportunity for community based organizations to recommend applicants for a vacant position on the CPOC and submit the applications it receives to the Public Safety Committee. The Committee would review the applications and submit at least three nominations to the City Council to consider for appointment. The City Council shall consider the Public Safety Committee's nomination for appointment, or, in the alternative, may subsequently consider other applications considered by the Public Safety Committee.

The three current commissioners (Alexis Abernethy, Florence Annang, and Juliana Serrano) holding the community-based organization seats were appointed to one-year terms that began on July 1, 2021 and to three-year terms from July 2022 through June 30, 2025. The new appointments will be for a three-year term from July 2025 through June MEETING OF _____ _ AGENDA ITEM NO. ____ _

2028. All of the current aforementioned Commissioners are ineligible for reappointment to another term. A full roster of the CPOC commissioners and their term expiration dates is included here as Attachment 2.

Starting on April 9, 2025, staff publicized the open application period and accepted applications through May 12, 2025. Since only two applications were received by May 12, staff extended the deadline to June 6, 2025. During the open application period, staff issued two press releases to encourage community members to apply and directly shared the application with approximately 40 local community organizations and neighborhood associations. A total of seven applications were received, each of which are attached to this agenda report as Attachment 3. The applicants, listed alphabetically, are as follows:
• Alexandra Annala, on behalf of the Pasadena Jewish Temple and Center • Federico Carmona, on behalf of Peace Over Violence
• Olden Denham, on behalf of First AME Church
• Andrea Grace McGraw, on behalf of the NAACP, Pasadena Branch • Latoya Patillo, on behalf of Gang Outreach Violence and Interruption Services (GOVIS) and Jazzy Jam for Empowerment
• Faisal Rashid, on behalf of the Islamic Center of Southern California, Pasadena Satellite
• Ted Smith, on behalf of the Pasadena Senior Center
Each applicant has been invited to attend this meeting to give brief statements and be available to answer any questions. Recommendations by the Public Safety Committee are expected to be considered for appointment at the June 23, 2025 City Council meeting.

Jazzy Jam for Empowerment
P.O. Box 92614
Pasadena CA 91109
June 5, 2025
To Whom It May Concern,
On behalf of Jazzy Jam for Empowerment, I am proud to nominate Latoya Patillo for a seat on the Police Oversight Committee. Ms. Patillo is a valued community partner who brings decades of experience, grassroots connection, and a deep commitment to the well-being of youth and families in Northwest Pasadena.

Latoya has lived and served in the community for over 30 years, offering her time and leadership through various impactful initiatives. As the Director of the Divine Diamondettes Drill Team & Drum Squad, she has mentored and guided countless youth, fostering confidence, discipline, and a sense of belonging. She is also the longtime coordinator of Holiday in the Park, a beloved annual event where community members come together to support and uplift underserved families in the area.

Ms. Patillo is currently part of the GOVIS (Gang Outreach Violence Interruption Services) team, where she holds the position of Outreach Coordinator. In this role, she engages directly with community members to address and reduce gang-related violence, always prioritizing peace, communication, and positive alternatives for at-risk youth.

In addition, Latoya has been a strong collaborator with Jazzy Jam for Empowerment, most recently working with us on our Glam Prom Dress & Suit Giveaway. Her efforts helped ensure that students she personally served had access to formal wear and resources, allowing them to celebrate their milestone moments with confidence and dignity. Her ongoing commitment to youth empowerment is evident in all that she does.

Latoya Patillo is a trusted voice, a connector, and a dedicated advocate for positive change. We believe her perspective and passion will bring essential insight to the Police Oversight Committee, and we fully support her nomination.

Thank you for your time and consideration.

Sincerely,
Jacqueline Snell- Founder, Jazzy Jam for Empowerment

FIRE HAZARD SEVERITY ZONE MAPS IN LOCAL RESPONSIBILITY
AREAS*
Agenda Report
TO: Honorable Mayor and City Council
June 23, 2025
THROUGH: Public Safety Committee (June 18, 2025)
FROM: Fire Department
SUBJECT: DIRECT THE CITY ATTORNEY TO PREPARE AN ORDINANCE AMENDING CHAPTER 14.28 OF THE PASADENA MUNICIPAL CODE,
OTHERWISE KNOWN AS THE "FIRE PREVENTION CODE" TO

ADOPT NEW FIRE HAZARD SEVERITY ZONES
RECOMMENDATION:

It is recommended that the City Council:

1. Find that the proposed action is categorically exempt from the California Environmental Quality Act ("CEQA") pursuant to State CEQA Guidelines Section 15061 (b)(3), the common sense exemption; and

2. Direct the City Attorney to prepare and return within 60 days with an ordinance amending Chapter 14.28 of the Pasadena Municipal Code, otherwise known as the "Fire Prevention Code" to designate Fire Hazard Severity Zones (FHSZ) for Local Responsibility Areas (LRA) as identified by the California Department of Forestry and Fire Protection (CAL FIRE) pursuant to Government Code Section 51178; and BACKGROUND:

In 1996, the City Council enacted Ordinance 6683 which adopted the "City of Pasadena Fire Hazard Area Map", dated July 1, 1996, pursuant to the requirements of the California Government Code, section 51175, et seq. This map defined areas of the City identified by the Fire Department, in consultation with the California Department of Forestry and Fire Protection (CAL FIRE), wherein additional fire protective construction requirements were warranted due to the presence of increased fire hazards caused by the urban-wildland interface. These areas are known as "Fire Hazard Severity Zones." CAL FIRE uses Fire Hazard Severity Zone Maps to identify areas with the highest MEETING OF _____ _ AGENDA ITEM NO. ____ _

potential for wildfires based on factors that include topography, vegetation, weather patterns, and historical fire activity. FHSZ Maps classify land into three hazard levels which include moderate, high, and very high. Each level reflects how likely an area is to experience wildfire and level of intensity.

The California Government Code requires CAL FIRE to periodically review and make recommendations regarding the delineation of fire hazard severity zones in consultation with local fire departments. These maps were updated and adopted on July 28, 2008 by the City of Pasadena. The proposed Fire Hazard Severity Zone Map, dated March 24, 2025 is the result of the most recent review of local conditions conducted by Cal Fire and Pasadena Fire Department using updated technology, knowledge of fire behavior in the urban-wildland interface, and current local conditions. Local governments are mandated to adopt the updated maps for Local Responsibility Areas (LRA) under Government Code Section 51179. The updated FHSZ map affects building codes, defensible space requirements, and disclosure obligations for property transactions.

On March 24, 2025, City staff received an official transmittal from the State Fire Marshal of the Fire Hazard Severity Zones (FHSZ). Government Code Section 51178.5 requires that the revised FHSZ Map be presented and made available to the public for review and comments within 30 days from the date of receipt of official transmittal.

Subsequently and no later than 120 days from receipt of official transmittal, the FHSZ Map will be brought back to the City Council for consideration to adopt an ordinance either accepting the area of moderate, high, and very high fire hazard severity as currently shown on the revised FHSZ Map or the City Council may expand the area of FHSZ following a finding supported by evidence. The FHSZ in Pasadena are generally in the Arroyo Seco, west and north of the 210 freeway, and in east Pasadena in the upper Hastings Ranch neighborhood.

The FHSZ Map was presented to the public at several public meetings, and was publicized in the City Manager Weekly Newsletter and posted on Facebook, X, and lnstagram. The FHSZ map was also made available for public comment on the City's website at cityofpasadena.net/fire. A total of eight public comments were received between April 22 and May 30. Comments were related to several items including:
continuous fuel control in the Arroyo Seco, impact to insurance premiums, clarification of the defensible space requirements, and consider more areas of the City to include in the FHSZ map. Once adopted, the Ordinance and related documents will be submitted to the Board of Forestry and Fire Protection for oversight and compliance.

Adoption of the FHSZ Map creates no new regulatory requirements. The changes to the Map are relatively minor. The two-tiered zoning previously used (High Hazard and Interface Zone) have been divided into three zones consistent with the new State nomenclature- Very High, High and Moderate. The boundaries of the various zones have shifted to reflect current science and local conditions of wild land fire behavior.

Based on the current map, there are 3,911 properties in the Very-High Fire Severity Zone. The new map would increase that to 4,610 properties. 887 parcels will be added and 188 will be removed. It's crucial for property owners in identified High and Very High Adopt an Ordinance to designate Fire Hazard Severity Zones June 23, 2025

Fire Severity Zones to be aware of defensible space requirements and take proactive steps to reduce wildfire risk. Builders also need to consider fire-resistant features in these areas. These additional properties and parcels require inspections annually and represents an 18% increase. The Pasadena Fire Department will complete these additional inspections with existing staff and resources, and will work with property owners to take the necessary steps to reduce risks.

COUNCIL POLICY CONSIDERATION:

This action of updating the California State Fire Marshal High Hazard Severity Zone Maps supports the City Council's strategic goals to ensure public safety.

ENVIRONMENTAL ANALYSIS:

The proposed action is categorically exempt from the California Environmental Quality Act (CEQA) pursuant to State CEQA Guidelines Section 15061 (b)(3), the common sense exemption.

FISCAL IMPACT:

There is no fiscal impact as a result of adopting the proposed Fire Hazard Severity Zone Map from CAL FIRE.

Greetings:

I have sought more fire protection since the Arroyo Seco fire of last August.

The City's role is critical. The canopy, especially untrimmed palms and eucalyptus, threatens to spew embers. I know a revision is contemplated, but, as the City owns around one third of the land in the city, I think it it should help and provide leadership. Similarly, fuel control in the Arroyo Seco is more important than any residential landscaping controls.

Also, City advocacy for realistic hazard zones is important to hold down insurance requirements and premiums. Can you provide public information on these issues?
In addition, I have communicated with Cal Fire and our Fire Chief about the City's role in setting the hazard zones. I have asked for disclosure of all information and communications about our hazard zones. I think they might be more precise if public input were considered. Can you provide this? Or how might it be accessed? Finally, I have read the Cal Fire effort to determine appropriate controls in light of recent conflagrations. But the study acknowledges great uncertainty because of the effects of fire department intervention and the impossibility of determining what destroyed structures had what protections. Thus the requirement of universal removal of historic and fire resistant plants within 5 feet of masonry walls on the downwind side of houses in many areas seems simply unjustified. Can the City help?
Regards,
John Fauvre

Greetings:

I am told that the Cal Fire zones and procedures cannot be modified in any way and that the procedure and data for setting them cannot be disclosed for our particular zones. So how will our comments be considered and might they have any effect on the zones or the hardening requirements? Could the comment process include all City procedures for fire safety?

Greetings again:

Since the city must adopt Cal Fire requirements, it must still consider how it might enforce them, and let us know. It might also explain its standards for fuel removal from Arroyo Seco park. Not just affordable maintenance in the thrall of a natural setting including dead trees, bushes, and grasses, but a starting point of enough clearance to meet a sensible level of safety, and enough resources to provide it. And how we can help getting affordable fire insurance.

Good points. It is important to remember that while we can't make the Arroyo Seco "fire proof" we can lessen the intensity of the fire by removing a lot of fuel which would give our fire fighters a better chance to get their equipment in place and buy time for folks to evacuate the area. Folks in the Palisades had to abandon their cars because traffic backed up. Streets were blocked by fire engines trying to fight the fire.

I have yet to see a realistic survey of what needs to be done to evacuate folks especially in the Linda Vista area. Those streets are narrow and lined with pine trees. At the Brookside table top meeting 2 months before the January 7th fire the assistant fire chief said the best plan to evacuate would be car pools. This is not a serious response.

In my opinion the city has, still after all this, seriously looked at the hazard. They are in complete denial.

Hi Again:

Have you any data on the approximate cost per home to remove plants, replace landscaping, and add screening? I estimate a cost of about $50 per bush for about 30 bushes plus $200 ish for new things like pots and boulders plus about $500 for new mesh, say about $2200. Google says there about 15,000 houses in Pasadena in the very high hazard zone. Individual and total costs are not nothing. Transplanting is best in the winter.

Could Cal Fire help provide hardening services or help cities to contract forthem? As we have discussed, there does not seem to be much urgency as my neighborhood has never suffered from a conflagration. And what risk there may be is being reduced as Pasadena is grounding risky power lines, monitoring encampments, screening its canopy, andding tougher building standards, and clearing brush. Our power company has a risk area map that excludes our neighborhood. Any hardening benefits are somewhat uncertain as the data is clouded by the random nature of houses destroyed (drive through Altadena!), the inability to determine the protection effect of local fire services, and the lack of information on the proportion of hardened houses compared to non- hardened houses that have been destroyed. So the marginal benefit of more hardening to individual homeowners or the city is hard to estimate.

Can you offer any help with this?
Regards,
John

Greetings:

I have submitted several comments asking questions about the Cal Fire Hazard Zones. Here is my summation.

Adopting the standards complies with state standards and some level of safety. But some additional efforts could add to risk mitigation, transparency, and flexibility to address local conditions.

1. Cal Fire classifications are opaque and may be inappropriate.

The basic studies of house hardening for fire protection are necessarily based on uncertain data. It is impossible to determine after a conflagration the proportion of hardened homes that survived compared to that of other homes.

There is no pre-fire base point. Fire trucks may have been critical. Wind variation can't be tracked.

Studies used for particular zones are not disclosed and cannot be evaluated.

Local mitigation factors are ignored.

For example, the east side of the Lower Arroyo was moved from high to very high. But:

While there is a steep slope, there is also a significant flat space. The wind nearly always blows toward the west. The slope is covered with fire resistant plants. Fire trucks have easy access. Oak canopies screen embers. Brush clearance and campsite monitoring are much increased. Power lines of Edison across the northern edge and by Pasadena Water and Power are being under grounded and protected. Arguably the area is quite safe.

2. Cal Fire's Zone O of 5' of scraped earth around every house is too rigid. Canopies screen embers. Fire resistant plants and irrigation matter. Masonry walls are not risky.

3. Enforcement is difficult.

4. The process for each home is expensive. Al estimated 15,000 homes are affected.

5. Insurance rates will rise inappropriately.

6. Conclusion: along with considering Cal Fire's standards could come with a Much needed comprehensive and transparent review of city fire risk and support for modification of controlling state legislation.

Hi,
Please find attached my public comment for the Pasadena 2025 Fire Hazard Severity Zone Map (FHSZ).

Thanks,
Yadi
(Attachments: 1)
1 Pasadena 2025 Fire Hazard Severity Zone Map (FHSZ)
Some of the most destructive wildfires in California have occurred outside the traditional "fire season" like the 2025 Palisades Fire and Eaton Fire. What measures is the City taking to adapt to this near year-round wildfire risk reality, to create a more fire-resistant environment, promote safety and preparedness?
I request that the City upgrade the hazard levels to more accurately reflect reality, specifically in the northeast area of Pasadena: to include Altadena Avenue to the west, Sierra Madre to the south and Michillinda to the east. It should cover more of 91107 and 91104. This also matches similar areas that were impacted by the Kinneloa Fire in 1993.1
The fires burned down to Sierra Madre Blvd, including the golf course at the Sierra Madre Blvd and New York intersection. This map impact building codes, defensible space requirements, and fire safety policies, including:
• Very High FHSZ properties must follow stricter home hardening and defensible space standards.
• New construction & major renovations in HighNery High zones must meet Wildland-Urban Interface (WUI) building codes.
• Fire hazard zones must be disclosed in real estate transactions.

This is important for public awareness, transparency, and to help with preparation for future fires.

Many residents were caught off-guard though a variety of ways including being dropped by their insurance, being ill-prepared for a fire emergency, and not taking the Eaton Fire threat seriously sooner. It is just aligning with the truth and reality, which is that more properties than indicated on this map are at risk of fire - as is evident from those impacted by the Eaton Fire.

The point of these FHSZ maps is to more accurately reflect the zones in California that are susceptible to wildfire. Updated hazard levels will also help communities advocate for more resources and legislative action based on the facts. Although expanding the hazard zones will be more costly and require more resources, the lack of adequate resources and planning will be more costly in the long run.

According to Kern County Planning, "Wildfire in California costs us billions of dollars. The top 10 most destructive wildfires in California history led to 54,025 structures burning and 200 deaths, with total estimated cost of over $250 billion. 7 of the top 10 most destructive wildfires in California occurred in the last 10 years."

§ 835a. Legislative findings and declarations; use of force to effect arrest, prevent escape, or overcome resistance; use of deadly force; definitions Currentness
(a) The Legislature finds and declares all of the following:
(I) That the authority to use physical force, conferred on peace officers by this section, is a serious responsibility that shall be exercised judiciously and with respect for human rights and dignity and for the sanctity of every human life, The Legislature further finds and declares that every person has a right to be free from excessive use of force by officers acting under color oflaw. (2) As set forth below, it is the intent of the Legislature that peace officers use deadly force only when necessary in defense of human life. In determ ining whether deadly force is necessary, officers shall evaluate each situation in light of the particular circumstances of each case, and shall use other available resources and techniques if reasonably safe and feasible to an objectively reasonable officer.
(3) That the decision by a peace officer to use force shall be evaluated carefully and thoroughly, in a manner that reflects the gravity of that authority and the serious consequences of the use of force by peace officers, in order to ensure that officers use force consistent with law and agency policies.
( 4) That the decision by a peace officer to use force shall be evaluated from the perspective of a reasonable officer in the same situation, based on the totality of the circumstances known to or perceived by the officer at the time, rather than with the benefit of hindsight, and that the totality of the circumstances shall account for occasions when officers may be forced to make quick judgments about using force.
(5) That individuals with physical, mental health, developmental, or intellectual disabilities are significantly more likely to experience greater levels of physical force during police interactions, as their disability may affect their ability to understand or comply with commands from peace officers. It is estimated that individuals with disabilities are involved in between oneM third and one-half of all fatal encounters with law enforcement. (b) Any peace officer who has reasonable cause to believe that the person to be arrested has committed a public offense may use objectively reasonable force to effect the arrest, to prevent escape, or to overcome resistance.

WESTU\W © 2025 Thomson Reuters. No claim to original U.S. GovGrnment Works. 1 § 835a. Legislative findings and declarations; use of force to ... , CA PENAL§ 835a (c)(l) Notwithstanding subdivision (b), a peace officer is justified in using deadly force upon another person only when the officer reasonably believes, based on the totality of the circumstances, that such force is necessary for either of the following reasons:
(A) To defend against an imminent threat of death or serious bodily injury to the officer or to another person. (B) To apprehend a fleeing person for any felony that threatened or resulted in death or serious bodily injury, if the officer reasonably believes that the person will cause death or serious bodily injury to another unless immediately apprehended, Where feasible, a peace officer shall, prior to the use of force, make reasonable efforts to identify themselves as a peace officer and to warn that deadly force may be used, unless the officer has objectively reasonable grounds to believe the person is aware of those facts.
(2) A peace officer shall not use deadly force against a person based on the danger that person poses to themselves, if an objectively reasonable officer would believe the person does not pose an imminent threat of death or serious bodily injury to the peace officer or to another person.
( d) A peace officer who makes or attempts to make an arrest need not retreat or desist from their efforts by reason of the resistance or threatened resistance of the person being arrested. A peace officer shall not be deemed an aggressor or lose the right to self-defense by the use of objectively reasonable force in compliance with subdivisions (b) and ( c) to effect the arrest or to prevent escape or to overcome resistance. For the purposes of this subdivision, "retreat" does not mean tactical repositioning or other deescalation tactics.
(e) For purposes of this section, the following definitions shall apply:
( 1) "Deadly force" means any use of force that creates a substantial risk of causing death or serious bodily injury, including, but not limited to, the discharge of a firearm.
(2) A threat of death or serious bodily injury is "imminent" when, based on the totality of the circumstances, a reasonable officer in the same situation would believe that a person has the present ability, opportunity, and apparent intent to immediately cause death or serious bodily injury to the peace officer or another person. An imminent harm is not merely a fear of future harm, no matter how great the fear and no matter how great the likelihood of the harm, but is one that, from appearances, must be instantly confronted and addressed.
(3) "Totality of the circumstances" means all facts known to the peace officer at the time, including the conduct of the officer and the subject leading up to the use of deadly force.

300.4 DEADLY FORCE APPLICATIONS
Where feasible, the officer shall, prior to the use of deadly force, make reasonable efforts to identify themself as a peace officer and to warn that deadly force may be used, unless the officer has objectively reasonable grounds to believe the person is aware of those facts (Penal Code§ 835a).

If an objectively reasonable officer would consider it safe and feasible to do so under the totality of the circumstances, officers shall evaluate and use other reasonably available resources and techniques when determining whether to use deadly force. To the extent that it is reasonably practical, officers should consider their surroundings and any potential risks to bystanders prior to discharging a firearm (Government Code§ 7286(b)).

The use of deadly force is only justified when the officer reasonably believes it is necessary in the following circumstances (Penal Code § 835a):
(a) An officer may use deadly force to protect themself or others from what the officer reasonably believes is an imminent threat of death or serious bodily injury to the officer or another person.
(b) An officer may use deadly force to apprehend a fleeing person for any felony that threatened or resulted in death or serious bodily injury, if the officer reasonably believes that the person will cause death or serious bodily injury to another unless immediately apprehended.

Officers shall not use deadly force against a person based on the danger that person poses to themself, if an objectively reasonable officer would believe the person does not pose an imminent threat of death or serious bodily injury to the officer or to another person (Penal Code§ 835a).

Additionally, an officer shall not use deadly force against a person whose actions are a threat solely to property unless the person poses an imminent danger of death or serious physical injury to the officer or others in close proximity.

An "imminent" threat of death or serious bodily injury exists when, based on the totality of the circumstances, a reasonable officer in the same situation would believe that a person has the present ability, opportunity, and apparent intent to immediately cause death or serious bodily injury to the officer or another person. An officer's subjective fear of future harm alone is insufficient as an imminent threat. An imminent threat is one that from appearances is reasonably believed to require instant attention (Penal Code§ 835a).
300.4.1 SHOOTING AT OR FROM MOVING VEHICLES
Shots fired at or from a moving vehicle are rarely effective and involve considerations and risks in addition to the justification for the use of deadly force. When feasible, officers shall take reasonable steps to move out of the path of an approaching vehicle instead of discharging their firearm at the vehicle or any of its occupants. An officer shall only discharge a firearm at a moving vehicle or its occupants if clearly articulable exigent circumstances exist, and the officer reasonably believes there are no other reasonable means available to avert the imminent threat of the vehicle, or if deadly force other than the vehicle is directed at the officer or others (Government Code § 7286(b)).

Use of Force
Pasadena Police Department
Policy Manual
An officer shall not discharge a firearm at any part of a vehicle in an attempt to disable the vehicle except in cases of clearly articulable exigent circumstances such as a vehicle borne attack or other similar incident designed to cause mass casualties. 300.4.2 DISPLAYING OF FIREARMS
Given that individuals might perceive the display of a firearm as a potential application of force, officers should carefully evaluate each tactical situation and use sound discretion when drawing a firearm in public by considering the following guidelines (Government Code§ 7286(b)):
(a) If the officer does not initially perceive a threat but reasonably believes that the potential for such threat exists, firearms should generally be kept in the low-ready or other position not directed toward an individual.
(b) If the officer reasonably believes that a threat exists based on the totality of circumstances presented at the time (e.g., high-risk stop, tactical entry, armed encounter), firearms may be directed toward such threat until the officer no longer perceives such threat.

Once it is reasonably safe to do so, officers should carefully secure all firearms. 300.4.3 AIMING OR POINTING FIREARMS AT PERSON(S) REPORTING REQUIREMENTS Instances of aiming or pointing of firearms at a person(s) shall be documented. In cases where there is an accompanying police report, officers will utilize the face page of the report in the tracking tab and include rationale in the body of the report. In cases not resulting in an accompanying police report, officers will immediately report the occurrence and rationale via Computer Aided Dispatch (CAD) entry or, as soon as practical, following the event.
