I am writing this letter to provide a character reference for Latoya Patillo. I have known Latoya since her birth. I can say our relationship is very personal she's my niece, friend and confidant. I have always been impressed by her choices to be very inclusive of her family, friends and children. The type of person that cares about her community and people in general. Latoya is a person that has great ideas to improve a person's well being when it comes to giving someone a different and/or new experience. Latoya does not discriminate when she's dealing with the public, she sees a need and immediately tries to offer assistance, through her own resources or various other channels.
Latoya has been reaching out and creating opportunities for many years. During the 90's she created a Drill Team and Drum Squad, this act alone gave children and their parents a place to learn become a team, work together, encourage one another and for Parents to see new potential in their child. She had to connect with many City workers to get performances and practice locations for the group. The team was mostly family and became over 30 girls and at least 10 to 15 boys/young adult men. Latoya would assist children and parents to learn how to fund raise, she would look for various ways to help get uniforms made at a reasonable price and often would pay for them herself. She took pride in seeing the smiles on everyone faces! Latoya would have her drill team members volunteer to serve the public for Thanksgiving and Christmas dinner on the actual date.
She felt it unfair for the less forunate to not enjoy the holiday on the actual date. I can https://outlook.office365.com/mail/inbox/id/AAQkADNIOWEyNmZjLWM3YTQtNDM4Yi04ZjMOLTFiMmNIMDQ1MTIzZAAQAIhoeCaOtndHv210M%2F1h...1/2 6/23/25, 12:39 PMMail - Prior, Shannon - Outlook
recall going down town Los Angeles to Skid Row, on many occasions to serve sandwiches, hot meals and drinks to all whom came through the line. This was a bit scary but her heart has always been to give and give of her time (the age requirement was 1 8 years old or older for these outing).
In 2019 Latoya and I had a business pre Covid-19. It was a retail store, I recall Latoya always focusing on hiring children from the community to work for us. She wanted to teach them Customer Service skills, instill the importance of working for the things you want and help them to believe in themselves. Another strength of Latoya was to educate and mentor young girls. There was a young girl whom had twins, she was a single mom, under 18 years old. The mom fell on extremely had times and was separated from her twins. Latoya offered to take the girls and she made sure the girls, went to school, had clothing and never went without meals, she shared her love to the mom and those twins. I never heard Latoya complain about any of the required responsibilities, nor did she ask to be compensated.
Here we are in 2025, Altadena was set on fire! Latoya immediately sprung into action, she lead a (Fun day of Relief) for those in need of a breathier. She partnered with Jackie Robinson Park, friends and family from the Dena area. There was music, she had some young people perform which show cased their talents, their was a buffet set up with a variety of foods to serve the public, raffles of toys, there were booths setup for various life needs, ranging from Therapy to Hair Cuts on the spot!
This was another great accomplishment for Latoya!
Your Oversight Commission team, will be lucky to have Latoya.
Kind regards,
Paula Carr-Norwood

Latoya has consistently demonstrated an unwavering commitment to uplifting those around her, especially our youth. Through her selfless efforts, she has made a meaningful difference in the lives of many. One of the most impactful ways she serves the community is through her work feeding the homeless in Pasadena. Latoya doesn't just give her time— she gives her heart, often preparing home-cooked meals and personally ensuring that those in need are treated with dignity, compassion, and care.
In addition to her outreach work, Latoya has been a powerful force for good among our youth. She founded and leads the Divine Dominates Drill Team and Drum Squad, a program that provides a safe, structured, and creative outlet for children and teens. In a time when so many young people are at risk of falling victim to street violence, Latoya has created a sanctuary—a space where kids feel valued, seen, and supported. Her leadership has not only kept them engaged and inspired, but has also given them a sense of pride and purpose.

When Latoya begins a project, she sees it through with full commitment and care.

She recently restarted the team after a pause, giving young girls in our community a structured and positive outlet. To the Members of the Police Oversight Committee Review Board, Re^Character reference for Latoya Carr Patillo
I respectfully submit this letter on behalf of Ms. Latoya Carr Patillo, a woman whose life and work exemplify the values of service, responsibility, and compassion.
Ms. Patillo is deeply woven into the fabric of her community. She is a leader, a mentor, and a constant source of support for individuals and families across Altadena and Pasadena. Each year, she organizes a Christmas dinner and toy drive that brings relief and holiday joy to families facing hardship. Her kindness during the holidays reflects her larger commitment to uplifting others.
She also leads a youth drill team open to children of all ages, creating not only a safe and structured environment, but also a space where young people are encouraged to build confidence, discipline, and teamwork. This kind of engagement is especially meaningful in communities where young people often lack access to positive outlets.
Most recently, during the devastating fires in Altadena and Pasadena, Ms. Patillo organized relief efforts, gathering donations of food, clothing, bottled water, and hygiene items for families who had lost their homes or been displaced. She acted swiftly and selflessly motivated not by obligation, but by an instinct to help.
What sets Latoya apart is her humility and consistency. She does not seek praise or recognition for what she does. She acts because it is the right thing to do, and because she believes in the power of community care. She leads by example and has earned the respect and trust of those around her.
I ask that you take this letter as a reflection of Ms. Patillo's strong character, longstanding commitment to service, and her positive impact in the lives of so many. I hold her in the highest regard and offer my full support for her in any matter before your review.
Sincerely,
Shanteria Bond

To: Community Police Oversight Commission.
As Executive Director of the Pasadena Senior Center, I am proud to offer my wholehearted recommendation for Theodor J. Smith—known to us as Ted—for the appointment to the Pasadena Community Police Oversight Commission. Ted has been a dedicated volunteer with our center since 2020, and his presence has been nothing short of invaluable.
Over the past five years, Ted has contributed his time and talent across a broad spectrum of our programs, including Social Services, the Pasadena Senior Games, and community outreach. During the pandemic, he stepped up without hesitation, coordinating meal deliveries to homebound seniors with reliability and grace. In his role as Lead Volunteer at our produce distributions, Ted consistently led with both efficiency and compassion, creating a respectful and welcoming environment for all who came through our doors.
Ted's involvement isn't limited to behind-the-scenes operations—he actively represents the Pasadena Senior Center at local resource fairs, engaging community members with warmth and clarity. What truly distinguishes Ted is his ability to listen deeply and respond with thoughtful understanding. In a world that often rewards volume over value, Ted brings a quiet strength and inclusive spirit that encourages collaboration and trust.
He is kind, hardworking, and deeply committed to the well-being of others. I recommend him for this position without reservation, confident that he will bring the same level of integrity and thoughtful leadership to the Police Commission that he has brought to our center.
Sincerely,
Akila Gibbs

Hello,
To whom it may concern, I am writing on behalf of Ms. Latoya Carr Patillo From the moment I met her I could tell that she has a good heart and spirit. She is a great person in our community that is supportive and loving to everyone, She takes the time out to pour into our children, giving them a better opportunity to have a great future. Three of my kids are currently participating in the divine diamonettes drill team and drum squad.
This drill team is about building a family of love and support. The kids get the opportunity to show their talents and keep off the streets at the same time. Latoya has been showing greatness in the community for years and we are extremely proud to see her bring back new opportunities for the new generation of kids in Pasadena. 6/23/25, 4:36 PM Mail - Prior, Shannon - Outlook

Hello,
I am the owner of Brother Against Guns LLC. I met Latoya Patillo at a gun buy back event in San Francisco California. We gained a professional relationship during that time and continued to serve communities together as time allowed. Latoya is an awesome community leader and deserves a higher- level opportunity to be a community activist with her expertise and education. Latoya built the reputation from the community to entrust her with handling their daily needs. Latoya is willing to learn new aspects of community outreach programs to be able to assist families in need. I would like to suggest that Latoya be given the opportunity to work with your program and show the talent she has in serving the community.
If you have any questions, please feel free to contact me
Sincerely,
Shawn Richard

Latoya has been a major contributor in the City of Pasadena, she has organized the Annual Holiday in the Park since November 2020 during COVID shutdowns, in which she rallies the citizens of Pasadena/Altadena to help provide warm meals & gifts to those who are in need, recently she along with a few others made sure that they helped as many members of Altadena & Pasadena fire victims as possible, they worked tirelessly at La Pinteresca and other Hubs accepting & giving essential supplies to those in need. She’s what we all need in a neighbor & community activist.
