Councilmember Cole advocated for a strategically long-term financial plan using bonds and reserves and supported aiming for the hlourly Matching Accelerated or Hourly Matching Accelerated Plus targets.

He also expressed concerns with making a decision on rate increases without information on what staff is trying to accomplish in the next two years; and advocated for specific proposals, not generic broadly projected numbers.

Mr. Reyes stated that staff is providing information aligned with the carbon free by 2030 goals, taking into consideration the reliability and affordability steps to reach such goals.

Councilmember Cole asked staff to consider what is the most affordable option to get to 100% carbon-free, and plan for relatively short-term goal. He asked staff to provide information on the Los Angeles Department of Water and Power and Southern California Edison (SCE) four-year rate projections.

Following discussion, the Committee agreed for staff to study the "hlourly Matching Accelerated Plus" and the "Annual Matching Accelerated Plus" as "guardrails", as well as providing information on how to cost effectively reach the goal of 100% carbon-free by 2030.
