COMPANIES CREATED BY CITY COUNCIL

TITLE OF PROPOSED ORDINANCE
AN ORDINANCE AMENDING PASADENA MUNICIPAL CODE TITLE 2, ARTICLES 3 AND 4 TO UPDATE PROVISIONS REGARDING TERM LIMITS AND TRAINING OF

MEMBERS OF ADVISORY BOARDS, COMMISSIONS, COMMITTEES AND BOARDS

OF OPERATING COMPANIES CREATED BY CITY COUNCIL

PURPOSE OF ORDINANCE
On December 16, 2024, the City Council considered recommendations proposed by City Council's Legislative Policy Committee to direct the City Attorney to prepare an ordinance to amend Pasadena Municipal Code Chapter 2.45 to require training specified by City Council for all advisory bodies created by City Council; and, amend Pasadena Municipal Code, Chapter 2.45 to establish enforceable limits on all board, commission, committee and operating company board terms as City Council shall direct with a possible mechanism for City Council to act to approve holdover terms as well as the phasing in of enforceable term limits to ensure an orderly transition given the large number of Commissioners serving beyond their appointed terms.

Following discussion on December 16, 2024, City Council approved the staff recommendation, as amended, to direct the City Attorney to prepare an ordinance and refer the draft ordinance to the Legislative Policy Committee for review and input prior to submitting to the full City Council for consideration. The City Attorney was also directed WFV751GGOD29XU

MEETING OF
AGENDA ITEM NO.
to engage existing commissioners in the development of training programs once the ordinance is adopted.

REASON WHY LEGISLATION IS NEEDED
An ordinance is needed to establish enforceable limits on member terms, with mechanisms to extend terms as needed. This ordinance will also codify a requirement that members of City boards, commissions and committees receive required training to serve on said body.

PROGRAMS. DEPARTMENTS OR GROUPS AFFECTED
Members of City boards, commissions and committees will be affected by this ordinance, as it will affect their terms and required training. The City Attorney's Office, with the assistance of the City Manager's Office, will coordinate training programs for the members of City commissions, boards, committees and operating company boards.

FISCAL IMPACT
There is no fiscal impact associated with the adoption of the proposed revisions of the Pasadena Municipal Code.
2 ENVIRONMENTAL DETERMINATION
On December 16, 2024, the City Council found that the proposed amendments to the Pasadena Municipal Code are exempt from the California Environmental Quality Act ("CEQA") pursuant to the "Common Sense" exemption set forth in CEQA Guidelines Section 15061(b)(3), since CEQA only applies to projects that may have a significant effect on the environment.

ORDINANCE NO. _______

WHEREAS, members of City boards, commissions, committees and operating company boards play a vital role providing input, advice and recommendations to City Council in furthering the City’s strategic goals, and
