f. Items reviewed by committees should be placed on the consent portion of the agenda by default, unless there are expected questions or controversy.
g. In the rare instance when an item of significant importance has already been reviewed by a committee but is nonetheless placed on the regular agenda, the chair of the relevant committee should provide introductory remarks to summarize the committee’s deliberations on that item. h.
