July 17, 2025
TO:
FROM:
Honorable Mayor and City Council
David Reyes, General Manager Pasadena Water and ffoweri SUBJECT: Item #22 City of Pasadena Project ID No. 2025-IFB-LM-0704 (Trg&Trimming, Vegetation Management, and Emergency Response Services for Power Line Clearance) At the Council Meeting on Monday July 14, 2025, staff was directed to provide responses to the questions raised by Tree Service Kings, Inc. ("TSK").
The City of Pasadena, Pasadena Water and Power Department, requested bids from qualified contractors to provide professional power line clearance tree trimming, tree removal, and vegetation management sen/ices under a five-year contract. The scope of work includes trimming trees, clearing brush, and performing weed abatement to ensure proper clearance of power lines throughout the City of Pasadena.
TSK was deemed non-responsive due to failure to meet the mandatory requirements as stated in Section 13- Submittals/Checkiist. item 2.5. Qualifications, and outlined in the bid document in sections 7.9 and 13.2.e. TSK's omission of the documentation rendered the bid materially incomplete, which constitutes a material defect.
According to the Contractors State Licensing Board (CSLB), Utility Tree Service, held a valid and active C-61/D-49 license prior to January 1,2024, and may continue operations under that classification, but are encouraged to transition to the C-49 classification, which CSLB states will become the industry standard. The CSLB further clarified that it regards the C-49 and C-61/D-49 classifications as functionally equivalent for tree service work.
Staff continues to recommend that the City Council approve the recommendation as outlined in the agenda report.
