Good afternoon Mayor Gordo, Miguel, and Joaquin)
I wanted to extend a quick courtesy heads-up that KeepPasadenaMoving (KPM) will be sending a communication to our supporters regarding the Greenways project. Our goal is to raise awareness and foster greater community engagement around the proposed changes.

Informal polling suggests that many residents in the affected neighborhoods are still unaware of the project. We hope this outreach will help generate momentum and informed participation.

Thank you,
Frank Duerr
On behalf of the KeepPasadenaMoving Board.

Planned Changes to Craig Avenue - "Bicycle Greenway"
Pasadena DOT plans to turn Craig Avenue into a Bicycle Greenway —» A street that would be changed and optimized for bicycle traffic, prioritizing cyclists over motor vehicles
Changes being considered:

Concrete islands blocking some intersections and some travel lanes Roundabouts & traffic circles
A " road diet" (reducing the number of car lanes)
Emergency vehicles could be delayed
Estimated cost: 4 neighborhood streets*~$12.6* million (~9 miles) For comparison: Union Street Bike Track ~$8.3 million (-1.5 miles) *Price estimates vary, as reported in varying city documentation. ^ Craig, El Molino. Wilson, Sierra Bonita, scheduled for a later phase.

For Your Awareness
KeepPasadenaMoving (KPM), a 2,000+ member group, shares its safety concerns about the proposed changes.
—^ We back Greenways to prioritize safety—for all, drivers, pedestrians, disabled, cyclists, young &old We support common-sense, effective traffic plans and careful use of public funds The Orange Grove road diet was halted after public feedback We're concerned the proposed changes to Craig Avenue:
• Overly complicated
• Compromise safety by forcing traffic down neighborhood streets and distracting drivers • Delay emergency vehicles
• Slated to begin later this year, without widespread communication to impacted neighborhoods Specific Changes Being Considered
Proposed Concrete island at Orange Grove & Craig
• Would block southbound vehicular traffic on Craig
• No more left turns at Craig from Orange Grove (like Home Depot at Foothill & Daisy) Proposed Roundabouts at Las Lunas, Villa, and/or Walnut • Removes parking in front of homes and businesses
• Would remove curbside parking due to added red curb zones Proposed Road Diet for bike lanes on Craig (between Maple and Corson) One lane of traffic in each direction would be removed
• Could cost up to $300,000 for just 0.3 miles (total Greenways project ~$12.6M) Proposed Concrete island south of Colorado
• Blocks all southbound vehicular access to Craig
• No left turns from Colorado westbound or right turns from eastbound *4/24/2025 TAC meeting: "...we can incorporate a lot of the improvements...originally identified in the Bicycle Transportation ActionPlan." https://www.citvofpasadena.net/cqmmissions/wp-content/uploads/sites/31/2025-04-24-Transportation-Advisor^-Commission- Requ!ar-Meetinq-Agenda.pdf?y=1752596078501

Dear Victor and Miguel -
I am a lifelong resident of Pasadena and while concerned about safety and traffic, am not in favor of the Craig Avenue and other streets proposed modifications.

I have seen too many people adversely affected by changes to streets which were neither wanted, nor warranted. I think the City planners and a few vocal proponents don't understand the day to day life of many Pasadenans.

Besides the negative consequences, costs must be considered.

Thank you for your time -

The proposal at hand renders our streets inaccessible for the entire community. It unfairly targets families.

Craig is not a busy thoroughfare; it simply serves as a route for accessing our homes from major intersections.

It does not necessitate a Bike ONLY designation, as it is infrequently utilized. The notion that 'build it and they will come' lacks any factual foundation. There are no statistics to justify the spending or the restrictions imposed.

Blocking Orange Grove for southbound vehicle traffic and banning left turn lanes onto Craig is an outrageous overreach!
The Transportation Department has lost its way. Its role should be to facilitate driving, parking, and access to our properties, not complicate them. Catering to a small group of cyclists who often disregard traffic rules and are primarily weekend riders, based on a flawed transportation policy, is unacceptable. These are NOT SAFETY PROPOSALS. This is merely appeasing a minority while using SAFETY AS AN EXCUSE.

I advocate for sensible and effective traffic plans and the responsible allocation of public funds. These proposals do not meet those criteria, and PASADENA should not be implementing them.

Thank you,
D. Elliott

Once again, the geniuses at City Hall plan to spend millions of taxpayer dollars on a "problem" that doesn't exist. Who, except the bicycle activists and left/liberal social engineers, could think this is a good idea? (Answer: the same ones who tried to ram through the "road diet" on Orange Grove.) The predictable result: another traffic disaster like Union Street.

Block southbound traffic onto Craig from Orange Grove? It will do nothing more than increase noise and traffic on residential streets like Oak, Martelo, and Lambert.

A Roundabout at Las Lunas? In what alternate universe do they expect to find increased space for that?
Bike lanes between Maple and Corson? So cyclists can enjoy the shade that's already there? At $100,000 for each tenth of a mile. And back up traffic in both north and south directions into the single lane.

Block all southbound traffic below Colorado? More congestion onto the side streets for people who live around south Craig.

And, if nothing else, it would dangerously hinder emergency vehicles that use Craig on a daily basis.

This is no way to ensure that unionized street workers continue to live off Pasadena citizens' already exorbitant taxes. How about putting them to work on the potholes instead? Or maybe ... just maybe ... don't spend the money at all. Ever heard of a surglus? Or refunds to overtaxed citizens?
Mr. Marquez, this folly is a really bad idea. Please convince your fellow City "leaders" to rein in their progressive fantasies, display some (severely lacking) common sense, and DROP THIS PLAN. 1 Roger Rittner

> Dear Mayor,
>
> I have recently been notified by Keep Pasadena Moving about the $12 million dollar plan to institute road diets, bike lanes, concrete islands, etc., to Craig Avenue and other streets. >
> I am opposed to disrupting the flow of traffic in our City by reducing traffic lanes to increase the number of bike lanes when the City is not serious about educating bicyclists on safety issues. >
> I have talked to you about my concerns over the last few years, and now the Vice Mayor. My concerns seem to fall on deaf ears. In various transportation project proposals that the City has sent out for bid, I have read about educational programs that were part of the proposals. If these programs have been successful, I have not observed positive results from these programs on the street. I see bicyclists riding on sidewalks in busy areas, not observing traffic rules, and not using the new dedicated bicycling lanes when it would be safer for them. As a person who has been nearly run over by bicyclists in Old Town, I take this issue very seriously. If you don't believe me, all you need to do is go out on most any street on most any day and observe the behavior of bicyclists I am speaking of. >
> I would be happy to support wetl-thought out transportation projects if the City could show me its educational efforts have had success. I would like to read the actual educational programs implemented, and the measurable results from these programs showing that the programs are working and the streets are safer. I would also like to see a study on how many people are using the new bicycle lanes as opposed to who are not. >
> I am all for transportation projects for various travel modes, but I just want to see the implementation of bicycle lanes rolled out efficiently and effectively, not rolled out for the sake of rolling out - and possibly just to get State or Federal funding.

Dear counsel members,
We received a flyer from the "Keep Pasadena Moving" organization at our address on Craig Avenue about the proposed Greenways. It seems they are somewhat opposed, but we love the Greenways plan!
We live on Craig north of Colorado and bike commute to work every day. Several of our friends frequently bike from their apartments to ours as well along Craig. The stretch along Craig is by far the most dangerous part of our commute. Drivers rocket off the freeway down Craig, often blowing straight through the stop sign at Walnut. I've probably seen drivers blatantly ignore the stop sign a dozen times. I've witnessed one man on a bike hit by a driver on Craig between Colorado and Walnut and one man on an electric scooter hit by a driver just south of Colorado on Craig. During the school year, I see many parents walk their children down Craig to Hamilton elementary, and crossing both Colorado and Del Mar is so dangerous. We often walk with our baby to Vans for groceries, and I am always afraid when crossing Craig.

My favorite parts of this plan are:
- bike lane on Craig
- roundabout at Walnut and Craig
A few things I would like you all to consider:

1. Craig is a somewhat narrow street, and despite the "no stopping anytime" signs on the east side of S Craig, it seems there is almost always one or more delivery vehicles stopped with their hazards on blocking traffic and making the roads even more dangerous for bikers. Enforcement of the "no stopping anytime" signs during peak traffic hours would go a long way towards "keeping Pasadena moving" without altering the great Greenways plan.
1 2. Where bike lanes are built, adding flexible bollards on the part separating the bike lane from car lanes, such as in the image below. These would not cause real damage to a vehicle if brushed, but without them drivers simply overlap with the bike lane. This happens frequently on Wilson with the bike lane there. There could be significant gaps for parking access, etc, but the presence of some flexible bollards would go a long way towards biker safety. I would love to be able to take my daughter on these bike lanes, and I wouldn't feel she was safe without these.

Best,
Margaret Trautner

Dear Pasadena city council,
I'm writing in support of the proposed changes to Craig Avenue. I live on Craig Avenue and commute everyday by bicycle, and regularly witness drivers driving recklessly in our neighborhood, endangering pedestrians, cyclists, other drivers, and themselves.

In particular, at the 4-way stop sign at the intersection of Walnut and Craig, I regularly see drivers absolutely blast through the stop sign with no regard for cross traffic. I've personally witnessed two cases of a reckless driver hitting a cyclist in our neighborhood. Thankfully, the collisions were at low speed, but it was a lucky thing the drivers did not kill someone.

Drivers regularly speed down Craig Avenue,at speeds exceeding 40 mph on a neighborhood street.

I see many families walking down Craig to Hamilton Elementary School - the proposed changes would go a long way to making their daily walk to school safer.

I personally look forward to the proposed changes.

Thank you for your service to the city.

Dear Mamager Marquez
I must voice my opposition to turn Craig Avenue into a "Bicycle Greenway". After seeing the money completely wasted on the empty Union Street bike lanes and the roundabout on Avenue 64 that looks out of place and does not help the flow of traffic, it is folly to invest more of the funds that the City could put to better use such as road maintenance, library seismic upgrade costs or parks among other vital needs.

What groundswell of residents want this? I can't think of anyone in the area who wants any street less drivable.

Whose idea is this? Just for the record, having traffic navigating reduced road capacity so that cars burn more gas because of unnecessary delays IS NOT GREEN! If anything, it contributes to climate change. Perhaps there are those who fantasize making Pasadena another Amsterdam where everyone rides bicycles. The only problem is that Amsterdam is only 3.5 miles across and Pasadena is 15 miles across - it's just not going to happen - not now, not ever, so give up the fantasy.

In summation, due to the impracticality, increased traffic congestion, empty bike lanes and being an abject waste of money sorely needed for other worthwhile projects, I urge you to vote against this boondoggle that nobody wants or any others that might be proposed in the future.

Dear City Manager Marquez -
As a home owner at 2215 Lambert Drive, Pasadena, 91107, I am adamantly opposed to the proposed changes to Craig Avenue.

I am all in favor of diverse ways of self-transport in Pasadena, but not at the cost of increased auto/truck traffic and congestion so that the less than 1% of the population (bicyclists) can increase their already-abundant pathways.

DO NOT AGREE!!!!!!!!!!!
Dear city of Pasadena
I must respectfully express my strong opposition to this proposal. In Glendale, we went through a similar bike lane initiative and had to work tirelessly to reverse it because it proved to be a highly impractical idea.

The reality is that these projects are a significant misuse of public funds, especially when there is minimal actual bike traffic to justify them. Additionally, the resulting congestion and disruption to our city's traffic flow would be excessive and unnecessary.

Our community already has an ideal and safe location for cycling - the Rose Bowl -which is well-known and widely used by bikers. There is no need to create bike lanes on busy streets that will negatively impact residents, commuters, and businesses.

I urge the City to reconsider this plan and allocate resources toward initiatives that will benefit a greater portion of our community.

Thank you

I am writing to express my support for the proposed Craig Avenue Greenway project, which I learned about from a flyer distributed by an opposition group, KPM. Despite their objections, I believe the project will help make Pasadena more bicycle-friendly while also reducing traffic and air pollution. I often travel on Craig by car and by bicycle and would love to see it modified. I also frequently drive and ride on the Union St. bicycle corridor and hope to see more Pasadena streets like that. To those concerned:

I have just received notice of the planned “improvements” to Craig Avenue that are intended to add it to the city’s growing “Bicycle Greenway.” I have serious concerns about this whole Greenway project and would like to add my name to those voicing opposition to it.

My complaints go beyond the usual cranky old man yelling at clouds variety and arise out of very specific issues related to how the Greenway has been planned and implemented. Specifically:
1) Who is this serving?
Everyone would like to reduce traffic and the associated environmental/safety issues associated with it. But who specifically is being served by these bikeways? Pasadena is not exactly the West Side of Los Angeles. While the recent growth of dense apartment developments has brought more traffic, and the city continues to face the fallout of the utterly dumb decision made decades ago to build the Gold Line train tracks at grade as they cross two of the city’s busiest east/west commuter corridors, traffic in the city is still relatively light. Before it was mucked up by the Greenway project, Union Street carried three lanes of 1-way traffic very efficiently, with plenty of room for cars and cycles. Orange Grove Blvd is typically empty except during rush hour, and even then it still moves along rather speedily.

With two lanes of traffic in either direction, there’s always plenty of room for cyclists...not that you ever see any.

And that’s the point. Who is supposed to be using these Greenways? Other than the commercial interests that wish to promote rental bikes, where is the population of bike riders demanding these routes? The fact is, I rarely see any bike traffic on the new Union Street bike path, and I can’t recall ever seeing even a single bike using the Cordoba bike lane. A couple of scooters and a jogger or two, but never a single bicycle. Anecdotal evidence, I know, but that leads to point 2.
1 2) Review and Adjustment to the Plans
At a community meeting held by Councilmember Rick Cole several weeks ago,I asked if the city had any plans in place or in the works for reviewing the effectiveness of the recent Greenway projects. Were they being used? Were there negative impacts to traffic flow and safety? What have we learned? My question was met with a profound silence.

Again, anecdotally, I do regular business at the Logix credit union on the corner of Lake Avenue and Cordoba and can say without a doubt the impact on Cordoba traffic has been awful. Going from two westbound lanes to one has resulted in back-ups sometimes extending well beyond the traffic signal at Mentor. Toss in the very busy driveways leading to and from public parking facilities to the north and south of Cordoba, as well as the colorful jumble of unfamiliar pavement markings and signs, and you’ve got a mess. So...again...has the city analyzed what has already been done?If so, what has been learned? If not, WHY? This seems like a perfectly reasonable thing to consider BEFORE moving ahead with further Greenway “improvements.”
While the budget impact of the Craig Avenue work is relatively light, l’m much more concerned with the non- economic impacts of the whole Greenway project. Without sliding into slippery conspiracy territory, I can’t help but think that we the lowly citizenry of Pasadena are not being told the whole story of why these developments are being pushed through so rapidly. Until I know WHO they are serving and HOW (or IF) they are working, I urge those in charge to reconsider.

Please STOP the Craig Avenue Greenway work now.

Thank you.

Mr. Cole,
I wanted to write regarding a flyer that I assume was distributed in my neighborhood regarding Craig Avenue and what are purported changes to the road.

I'm wondering if you can help me with some info. Regarding these proposed changes, assuming the flyer is correct, have any traffic studies been done to support or refute the need for these changes? How many, if any, traffic crashes have there been in and around the area of the proposed engineering changes? How many citations for major moving violations have been written in this area? I know "in this area" can be difficult to measure, but if anything has been done specific to Craig/Orange Grove, Craig between Maple and Corson and Craig/Colorado.

Engineering is important, but has there any substantive traffic education campaign launched by the City in general? Specific to these areas?
If problems have been identified, what enforcement has been directed to those areas? The three Es of traffic should be the focus, not just engineering. It has been my experience that other cities, our former employer in particular, focused almost exclusively on engineering. It is my worry that Pasadena is doing the same.

My concern is that the proposed solutions do not have a problem. Is the City spending money from a grant on these things just to spend the money. Is the objective to create traffic and slow down to force commuters onto the rail lines and public transit?
Thank you.

Hello! We've been made aware of the Craig ave bicycle greenway changes and do not support this project. These changes will clutter our roads and make traffic harder to flow. It's too much effort and funds could be used elsewhere, especially to support fire victims and impacted areas. We also have concerned with delays this could cause emergency vehicles and even those fleeing natural disaster. We rely on these roads to get us home. Without a huge set of statistics on needs for more bicyclists this is not suitable for Pasadena right now.

Thanks,

DO NOT AGREE!!!!!!!!!!!
Dear city of Pasadena
I must respectfully express my strong opposition to this proposal. In Glendale, we went through a similar bike lane initiative and had to work tirelessly to reverse it because it proved to be a highly impractical idea.

The reality is that these projects are a significant misuse of public funds, especially when there is minima! actual bike traffic to justify them. Additionally, the resulting congestion and disruption to our city's traffic flow would be excessive and unnecessary.

Our community already has an ideal and safe location for cycling - the Rose Bowl -which is well- known and widely used by bikers. There is no need to create bike lanes on busy streets that will negatively impact residents, commuters, and businesses.

I urge the City to reconsider this plan and allocate resources toward initiatives that will benefit a greater portion of our community.

Thank you

Dear Council Member Jones,
Dear Mrs Barrios,
My wife was hit twice by a car as a pedestrian. Both times on El Molino; at Orange Grove and at Walnut intersections
The Pasadena CSC advocated successfully to make El Molino a Greenway street bad in 2015, funds have been approved, but the City has procrastinated until this day.

Had the City moved forward in 2015, my wife would have saved 4 broken bones anc losing 8 teeth, plus all the psychological trauma of experiencing a nearly fatal accident.

By not allowing for Greenways in your district, and caving in to NIMBYs, YOU are risking real lives of real people. And the climate future of your and our children.

Manager Marquez:

I support the Pasadena DOT plan to modify Craig Avenue to improve bicycle access. As both a bicyclist and driver in Pasadena, I feel that this is a reasonable tradeoff between automobile speed and flexibility, and bicycting safety and accessibility. The location of the modifications is appropriate to the residential character and use of the surrounding area, and should not cause undue congestion on the many alternative streets. Any concern over emergency vehicle access is overblown and is an attempt to distract from the beneficial nature of the changes. Please do what you can to advance the recommendations of the Feasibility Study and the proposed modifications.

I am very strongly opposed to the Craig Avenue Bicycle Greenway.

I regularly use Craig Avenue as a very safe way to avoid crossing Del Mar Blvd on streets, such as San Marino Avenue, without a traffic signal.

I also use Craig Avenue to drive North to Orange Grove Avenue, as it is a very lightly used alternative to the heavy traffic on Alien Avenue or Sierra Madre Blvd. In this use of Craig Avenue, I rarely see anyone riding a bicycle. Given the small amount of traffic on Craig Avenue, I fail to see why automobiles/ trucks and bicycles can not continue to share the roadway.

There are far more important street improvements needed in this area. For example, there have been a long series of accidents (roughly every six weeks), at the intersection of Del Mar Blvd and San Marino Avenue.

The extensive changes being proposed for the Craig Avenue Greenway are far too extreme/ for what seems to be a non-existent problem!

Council members: I am opposed to the changes suggested to Craig Avenue. Currently it functions efficiently. Changes will not move traffic only cause confusion similar to the changes on Union Street. I appreciate wanting to improve street flow but I cannot fathom the changes would meet that goal. I do not support the the specific changes being considered :
o proposed concrete island at Orange Grove and Craig
proposed roundabouts at Las Lunas, Vila and/or Walnut0
o Proposed road diet for bake lanes on Craig (between Maple and Corson) o Proposed concrete island south of Colorado
Another issue: the so called "pharmacies with green crosses" are becoming increasingly outnumbering legitimate pharmacies. Do we need so many "spas" so close to these green crosses? Are they really pharmacies and spas? I question the need for so many. so close in proximity.. We pride ourselves being the "Crown of the Valley" but are we heading in a different direction?
With so many high-rise dwellings being constructed in compacted areas where are the green spaces or miniparks? In a masterplan for the city these requirements should be include green spaces and parks similar to the one on Union Street.

A suggestion: Altadena Avenuse on ramp to the 210 freeway going west-there should be two lanes to make a left turn on to the freeway. In the evening traffic bottles up around Foothill Boulevard.

Sincerely.,
Irene Albeck

Are the changes on Union and Cordova working? I travel those streets often and rarely see bikes and have almost been hit a few times by confused drivers. What an ugly, useless change to perfectly good streets. Have you seen the corner bumpouts on California? They have been hit by tires from unsuspecting cars so much that they all have black curbs.

I have lived on the corner of Craig Avenue for almost 50 years and never have I felt the need to make space for bikes. I might see two or three a day. Is that enough to spend $12.6 million for?
How are the emergency vehicles going to safely travel north on Craig with all these changes? Once again, the geniuses at City Hall plan to spend millions of taxpayer dollars on a "problem" that doesn't exist. Who, except the bicycle activists and left/liberal social engineers, could think this is a good idea? (Answer: the same ones who tried to ram through the "road diet" on Orange Grove.)
The predictable result: another traffic disaster like Union Street and Cordova.

And, if nothing else, it would dangerously hinder emergency vehicles that use Craig on a daiL basis.

This is no way to ensure that unionized street workers continue to live off Pasadena citizens' already exorbitant taxes. How about putting them to work on the potholes or sidewalks instead?
2 Or maybe ... just maybe ... don't spend the money at all. Ever heard of a surplus? Or refunds to overtaxed citizens?
Please convince your fellow Council members to rein in their progressive fantasies, display some (severely lacking) common sense, and OPPOSE THIS PLAN.

Doris Christy

Absolutely not! Union St. is awful since it was destroyed. There's now a traffic signal light at seemingly every street. (Smells like someone on the council and/or planning, zoning, etc. has a side business doing road work & traffic control). For what? A few folks who choose to ride a bike? The average person does not ride their bike to work, grocery store, theater, restaurant, etc.

The majority of Pasadena citizens probably don't even own a bike. The majority of people use their vehicles, rideshare, public transportation, walk, etc. to get around Pasadena.

Do not force the majority of people to drive on streets "redesigned" for a minority population.

Why not investigate taking abandoned buildings and turning them into affordable housing or housing for the unhoused? Hire more Parking Enforcement to enforce the current code. There's a LOT of markedly more useful projects the city could undertake.

Dear Mr. Marques—My husband and I Live on Dudley Street, 2 houses west of Craig Ave. We would be delighted to see changes to Craig Ave. that would make the street friendlier to bicyclists and people on foot. We see walkers en route to the school on Alien that cross Craig. The changes would make the path safer for foot travelers. Roy and Nancy Holt

Dear Councilmembers, City Manager, and Mayor,
I am writing to you to oppose the Craig Ave Greenway project. With all the new constructions Pasadena has become over crowded and it has a lot of traffic. By making islands blocking intersections, and making road diets Pasadena's traffic will be worse than what it is now. On top of that all the signs that will be put up will be a distraction for the drivers. I know that those $12.6 million dollars can be used for something more urgent tike the homeless crisis. You guys need to reconsider how you are spending our money.

To Whom it May Concern,
I have lived near the intersection of Dudley St. and Craig Ave for nineteen years and I strongly oj changes to Craig Avenue for the following reasons:
)ose the proposed
In my experience, Craig Ave is not a heavily travelled road and has its own traffic "calmers" by virtue of any of the parked cars that regularly line the street. 80% of the time I drive down Craig Ave, I pull over and allow a car to pass that is coming from the opposite direction. Monday and Tuesday have garbage cans curbside for collection which further impedes traffic flow.

The newly installed traffic lights at Craig Ave and Orange Grove should suffice to reduce traffic speed on Orange Grove and thus those turning onto Craig Ave from Orange Grove.

In 2017,1 suffered severe injuries from a fall on Dudley St. due to an uneven sidewalk; these included three hair- line fractures, a broken tooth, facial lacerations and multiple bruising. It took almost six months for me to recover. I would prefer to see the money allocated for this proposal be spent instead on fixing sidewalks and some roads where real hazards exist for pedestrians.

Furthermore, my early morning walks in my neighborhood are disturbed by thunderous traffic noise from the 210 Fwy. (not to mention the noise in my garden ). I have spoken with representatives canvassing at my door regarding this ongoing problem, but it seems that E.Pasadena and NE Pasadena are often overlooked when mitigation, via sound walls, is considered by the city.

Since moving from San Marino in 2006, I have particularly enjoyed living in the Brigder Ranch, NE Pasadena neighborhood and love living in Pasadena in general so I hope my opinion and feelings on this proposal will be well received.

Yours truly,
Patricia Bell
