Hello,
I am a Pasadena resident who enjoys walking and hiking in our beautiful city. I want to see All Ages and Abilities greenways built to create safe neighborhood streets.

The four streets planned as Greenways - EL Molino, Wilson, Sierra Bonita, and Craig- are the four lowest- volume streets that cross the 210 freeway. That makes them a natural choice for walking and hiking and essential for our city's hiking network. The Greenways have outstanding community support! Over 1000 people have signed petitions of support and written over 270 comments. Plus, 17 local organizations have endorsed All Ages & Abilities Greenways, including the PUSD school board, the League of Women Voters, the NAACP, the Accessibility and Disability Commission, the Environmental Advisory Commission, and the Transportation Advisory Commission.

Greenways make streets safer while allowing access for cars and emergency vehicles. Simple traffic calming, like speed bumps with emergency vehicle cut-throughs, reduce speedingwhile providing access for everyone. The Greenways will provide safe routes to schools, and give students transportation options. That's why the PUSD school system, as well as PCC, Caltech, Polytechnic, and the Seqoyah school all support All Ages and Abilities Greenways. Kids thrive when they have the independence, fun, and exercise of getting themselves to school.

More hiking trips free up parking spaces for drivers, reduce traffic, and make our city more accessible and vibrant. This has worked in other cities, and it will work here too! Thankyou very much foryour time,

Aug. 25, 2025 Agenda Item #6
hlonorable Mayor and City Council:

RECEIVED

CITY CLERK
Cin OF PASADENA
Tonight the Council will be considering spending millions of dollars (money that the state of California and the City of Pasadena could be spending on higher priority items) on a contract where the end result will be installing bollards and other permanent cement structures on quiet north south streets that are not needed.

These streets are already quiet places for bicyclists to ride their bikes and places for residents to enjoy walking in their neighborhoods.

Let me emphasize some of the reasons to not spend this money on this itl-conceived plan:

Impacted residents near the project are just now starting to hear about the plans and they don't like what they are hearing. In some cases they will lose parking in front of their residences or have to navigate over bollards and other obstacles to get out of their house. Why push through the scheme now before residents have had a chance to learn about the details and provide feedback? That's not the Pasadena way.

I hear the Transportation Department hasn't been up front about sharing traffic and other important data about these quiet neighborhood corridors. Why? What are they hiding? Are they advocating spending money on problems that don't actually exist? Or ignoring more serious traffic problems in other parts of town? A handful of bicyclists are advocating for the cement structures and other changes because "they don't feel safe." Why make a multi-million-dollar decision based on one small group's feelings? Shouldn't traffic studies and data like accidents and close calls play a role and not just people's feelings? Are permanent bollards and cement structures really needed? Or can you do less intrusive measures Like painted bike lanes and still help bicyclists and pedestrians travel in corridors that are already relatively safe?
When you Look at accident rates involving bicyclists, autos and pedestrians one of the most dangerous places in Pasadena is the Rose Bowl area. What's the city doing 08/25/2025
Item 6
to help residents and visitors there? Is the crowded Old Pasadena area - once home to the most deadly intersections in Pasadena - as safe as it can be? Why not focus on parts of town where problems are occurring rather than on quiet neighborhood streets where very few problems exist?
Pasadena and Altadena are still recovering from the most devastating fires in years.

Do you really want to spend money to make it harder to evacuate during an emergency or block first responders from getting to the scene to help people? I don't think most people will be evacuating on bicycle when the next fires hit or when they need to get to a hospital. I also don't want the city installing permanent cement barriers that make it harder for the fire department to reach our homes during a raging fire.

Please don't vote to waste millions of dollars before more outreach has occurred, more questions have been answered, and more input has been collected. Don't abandon the Pasadena way and ram through this unneeded and sneaky plan.

I believe streets should be safe for everyone! I stand with the Pasadena Complete Streets Coalition in calling for Pasadena to implement an All Ages and Abilities safety standard for the four North-South Greenways on El Molino, Wilson, Sierra Bonita, and Craig as described in the national design standards manual "Designing for All Ages and Abilities." 11 Jonah Kanner36|KellyMarkham71 |Casey Benkwitt

Safe Greenways Petition (445 Signatures)
Petition Text
Create safe neighborhoods with Pasadena Greenways
The city of Pasadena, CA is currently discussing plans to add safety enhancements along four North/South residential streets and designate them as "Greenways". The Greenways will support all forms of mobility, including both driving and active transportation like walking and hiking, by adding safety features to El Molino Avenue, Wilson Avenue, Sierra Bonita Avenue, and Craig Avenue.

No one wants dangerous, high speed traffic in front of their home! The Greenways are a simple, common-sense approach to traffic management that will benefit all road users, and will keep our neighborhoods safe and help beautify our city. The Greenways will:
* Preserve driving access and parking for neighborhood residents * Reduce cut-through traffic on neighborhood streets, keeping residential areas safe and quiet.
* Create options for safe, active transportation, including walking, biking, scooters, and skateboards.
* Protect our most vulnerable street users, including children and people with disabilities.
* Provide safe routes to schools, including PUSD schools, Caltech, and PCC. * Support a hiking network to attract customers to local businesses These routes were first adopted by the city as part of the 2015 Pasadena Bicycle Transportation Action Plan. They have now been studied for feasibility, and are ready to move forward. After 6 years of waiting, now is the time for action! We ask city government to design, fund, and complete these important updates, using the best practices in safe street design.

In addition, we ask city council and staff to make the Greenways as safe as possible for all road users. Through outreach events, Pasadena CSC volunteers collected eight recommendations for improving the design. We ask that that city staff include these safety enhancements, and complete the Greenways as soon as possible. 338 Wesley Reutimann

Members of the Pasadena City Council

Re: Support for Consultant Contract for Greenways Design Consent Calendar, Item 6, August 25, 2025 Council meeting To the Members of the City Council:

We are writing to state our strong support for the Council to approve the proposed contract with TDG Engineering to proceed with design and engineering services for street improvements to the four streets which have been designated as Greenways.

The Pasadena Complete Streets Coalition (PasCSC) is an all-volunteer organization whose members have been advocating for more than ten years for safer streets for everyone who lives, works, or plays in Pasadena, and in particular for people walking, biking, and using transit.

Moving forward with All Ages and Abilities design for the four Greenways has our strong endorsement. Slowing traffic on neighborhood streets, and adding key links to Pasadena's network of routes for hiking and walking, will make the city safer, healthier, and more affordable.

Members of PasCSC are far from the only supporters of safer streets and well-designed Greenways. More than 1,000 people have signed petitions of support. Since the projects were first proposed, you have received more than 100 written comments in favor. Additionally, 17 local organizations have endorsed All Ages & Abilities Greenways, including the PUSD School Board, the PCC Board of Trustees, Caltech, Polytechnic School, the League of Women Voters, the Pasadena NAACP, and the city's Accessibility and Disability Commission, Environmental Advisory Commission, and Transportation Advisory Commission. You can see the full list of endorsements here:

Item 6
The four streets planned as Greenways-EI Molino, Wilson, Sierra Bonita, and Craig-are the four lowest-volume streets that cross the 210 Freeway. That makes them a natural choice for walking and hiking, and essential for our city's hiking network.

Greenways make streets safer while allowing access for cars and emergency vehicles. Simple traffic calming features, like speed humps with emergency vehicle cut-throuqhs, can reduce speeding while providing access for everyone.

Thousands of people ride their bikes in Pasadena already. But in surveys, most people-about 60%-say they would like to ride a bike sometimes, but they don't, because there aren't enough safe places to do so. When there are safer streets on which more people can use a bicycle for local trips, it frees up parking spaces for drivers, reduces traffic, and makes our city more accessible, equitable, and vibrant. This has worked in other cities, and it will work here too!
Everyone wants to live on a safe, quiet street. Residents always want people to drive more slowly in front of their homes. Building safe Greenways will slow down drivers on those four neighborhood streets, which we anticipate will be very popular with their many residents. We have met quite a few local residents who already agree.

The Greenways will provide safe routes to multiple PUSD and other schools, which will give students transportation options. That's why the PUSD School Board, as well as PCC's Board of Trustees, Caltech leadership, Polytechnic School, and the Sequoyah School all have publicly stated their support for All Ages and Abilities Greenways. Kids thrive when they can get a bit of exercise and enjoy the independence and fun of getting themselves to school.

Slower traffic on the Greenways won't cause traffic problems in the city. The four streets currently carry only a small amount of traffic: just a few percent of total north/south trips by car.

Traffic data are available documented here:
httDS://www.Dasadenacsc.ora/s/Greenwavs-Traffic-Studv-Results-7-19.Ddf Besides the Greenways, Pasadena has twelve high-volume north/south streets that carry more than 200,000 cars per day across the 210 Freeway. Building All Ages and Abilities Greenways will not change any of these twelve high-volume streets.

We are not fooled by misinformation from anti-safety advocates and we hope you are not, either. Opponents have raised concerns regarding emergency access. The truth is that City staff always plan for emergency vehicle access in any project and consult with emergency sen/ices providers. We're also aware that no separate bike lanes are likely to be proposed for the Greenways (except in some specific stretches, like over/under www.PasadenaCSC.orgF3D @PasadenaCSC
freeway bridges), so impacts on parking will be minimal. We hope that you are clear about what is true and what is not true regarding the Greenways.

We encourage the City Council to approve this contract and make the choice that leads to a safer, healthier city.

Sincerely,
^-t
Jonah Kanner

P.S. Speed cushions with emergency vehicle cut-throughs are a simple, low-cost traffic calming tool. They should be allowed on the Greenways. Please update the Pasadena speed hump policy to allow speed cushions on the Greenways! www.PasadenaCSC.orgI3D @pasadenaCSC

Hello,
I support implementing the All Ages and Abilities greenway plan! I moved to Pasadena from Minneapolis just over a year ago for work. The best thing about Minneapolis, in my opinion, was the phenomenal hiking infrastructure that was interconnected and heavily used by bikers. This was counterweighted by the fact that you could only use them for ~7 months out of the year before heavy snow made them unusable.

Pasadena is in the unique situation to be the poster child of a hiking paradise. The weather permits hiking year around and the size of the city is accommodating to hiking to just about any destination. However, the hiking infrastructure is lacking in a way that makes me feel less than safe, even as an experienced bike commuter. There are roads I simply can't go on responsibly (California) and the two roads that have great hiking setups (Cordova and Union) run parallel to each other. We desperately need north/south roads that are safe for bicycles to connect the infrastructure. The greenways plan accomplishes this—my only qualm with the project is that it only addresses 4 roads—Pasadenans deserve more! Bike commuting should not be an afterthought. We should embrace Pasadena's unique ability to let people see and traverse their city in the best way possible, on a bike, safely and with a sense of community.

I hope you all vote to approve the All Ages and Abilities greenways! Best,
Sean Bruton

Dear City Council Members,
I am writing in strong support of the Pasadena Greenways project, especially for the proposed Greenways on Wilson Ave and Craig Ave.

I am a Pasadena resident and a Caltech graduate student. As someone who does not own a car, I rely on my bike to get around for work and hobbies. I regularly use the bike lanes on Cordova and Union because I feel safer biking there than any other street.

However, these lanes are not enough to create comprehensive hiking infrastructure in Pasadena, which would require North-South connectivity. Thus, I urge the City Council to prioritize bike lanes on Wilson Ave. and Craig Ave. Moreover, I strongly recommend building fully-protected bike lanes to ensure the safety of our community. People will not use bike lanes if they feel unsafe, and even on the existing bike lane on Cordova, I have experienced many near-misses that made me question my mode of transportation.

Finally, I know that there are many drivers in Pasadena who may be frustrated by bikers. I understand - when I drive on a busy road and I see a biker in a lane in front of me, I feel frustrated when I have to slow down, and nen/ous when I try to pass them. This is a dangerous situation for all parties, especially the biker. However, this situation has only been created because of a lack of proper bike infrastructure - with the addition of fully protected bike lanes going N/S/E/W, cyclists will not have to mix with motorists on high-speed roads, and both parties will be happier for it. Moreover, when biking becomes a viable alternative to driving, there will be less people driving on the roads and traffic will also be reduced.

Thank you for your service to the city. I look forward to the next phase of the Greenways project.

Sincerely,
Sonia Yuan

Dear City Council,
I am writing to express my strong support for Item #6: the Pasadena Greenways project.

I live and work in Pasadena with my wife and two children. Both my children currently go to school in PUSD (kindergarten and 3rd grade), and my children ride their bikes to and from school most days (three miles each way). My children also participate in sports leagues in and around Pasadena, and we regularly bike to practices and games in and around Pasadena.

The current hiking network in Pasadena has significant gaps. When my family is choosing routes, we are often forced to go far out of the way so that we can stay on streets that are relatively safe for hiking. At times, we have no choice but to use unsafe streets (for example, crossing the 210 freeway) which is stressful and dangerous, especially with children. I support efforts that continue to fill in the missing pieces of this network.

Providing more transportation options makes the city safer and easier for everyone to navigate. I often talk to other parents who are interested in hiking, but understandably don't feel safe on the roads as they are now. Even a modest increase in people hiking instead of driving would reduce traffic congestion and parking demand, benefiting everyone, including drivers. I support efforts that give residents transportation options.

Therefore, I am strongly in support of the north/south Greenways project which takes a big step in filling in the bike network and providing safe transportation options. Thank you for making Pasadena a safer and more accessible city for all residents.

Sincerely,
Julian Romero

Hello,
I am a resident in Pasadena District 7 and I want to email in support of safe greenways, specifically along El Molino and Wilson.

I am a bike commuter who bikes to work, the gym, church, and to hang out with friends and family in Pasadena.I am a regular user of the Cordova and Union Street Bike Paths, as well as the existing, but disconnected bike paths, north and south of Marengo. I use these paths, as well as El Molino and Wilson, to get to work in El Monte or visit our adjacent cities such as Highland Park, South Pasadena, Alhambra, and San Marino.

We do not have any safe or sane bikeways north or south. I want to be able to take the streets with confidence, but instead, I usually just try to guess which street will be less dangerous on any given day. Even on Marengo, the bike paths disappear when they are needed most, and these streets are dangerous in the same places: at the intersections north of Colorado and South of Villa going over the freeway and near the freeway entrances.

Please give us a few good options in Pasadena for hiking NORTH and SOUTH.

Thank you!

Dear city council,
I'm the owner of Surplus EV, an all-electric car dealer located a few hundred feet from one of the proposed Greenways on CraigAve.

I love cars, but my real passion is hiking and I frequently commute by bike to the business. A Greenway on Craig would make my commute feel so much safer and I think would greatly help improve the feel of the local community.

Right now there are Lots of speeders on Craig and especially on Colorado Blvd (I've seen some wild, near accidents due to speeding). Anything the city can do to slow traffic down and encourage drivers to abide by traffic laws on Craig and Colorado will help businesses in the immediate area that need to bring in local customers. If our community feels walkable and safe people will be more Likely to shop locally.

Outside of Greenways it would be great to see the city council explore an expansion of the street side parking shoppers currently enjoy in the Playhouse District. This not only improves the walkable feeling of the area but also makes it feel much safer to park on the street and get in and out of your car. I frankly don't feel like we need 2 lanes going both directions on Colorado in most areas.

Thankyou!

Dear Pasadena City Council Members,
My name is ELena, and I am a graduate student at Caltech, where I serve as the Graduate Student Council's Sustainability Chair and as a member of the Caltech Sustainability Advisory Council. I am writingthis email because I am unable to make an in-person comment at today's meeting, though I will be listeningviaZoom.

Through my work with students, staff, and faculty, I have explored safer and more sustainable transportation options for our community, including hiking. Our surveys show very strong interest in using more sustainable transportation, but many people are deterred from hiking because of safety concerns and the perception that Pasadena prioritizes cars over pedestrians and cyclists. This is especially striking given that about 20% of our community comes from international backgrounds where hiking is common and safe—yet here many feel forced to rely on more polluting modes of transportation due to concerns over safety, convenience, and confidence.

The proposed All Ages & Abilities Greenways project would directly address these concerns by creating safer, slower, and more welcoming streets for everyone. The four selected corridors are natural choices for Pasadena's hiking network, and this project already has strong community support from local organizations, schools, and residents. In addition to safety, the Greenways will improve accessibility, reduce emissions, and make Pasadena a more vibrant and connected city.

I urge you to approve the contract for the Greenways. These investments will give residents and commuters more choices for safe, sustainable, and healthy transportation while preserving access for emergency vehicles and Local residents.

Thankyou very much foryour Leadership on this important issue.

Sincerely,
Elena Priesen Reis

Members of City Council,
I live 12' outside of the City of Pasadena, I work, walk, bike, and dine in Pasadena almost daily. I believe the city should be working to create safer streets. The dangerous roads affect everyone - drivers, passengers, and people who are not in cars.

Greenways will be streets where cars, bikes and pedestrians will share the road (no bike lanes, except for the blocks that cross the freeway.) The Greenways are planned for the four lowest-volume streets that run North/South across the 210 freeway. This will create a network of safer, lower-stress streets especially for pedestrians and cyclists.

I have experienced greenways in Washington State, Oregon, Maine and in many European countries. When people feel safe they are more apt to get out and walk or ride rather than get in their cars. After experiencing greenways in so many other places in the country and the world I can honestly say walking and cycling are a completely different experience, far less stressful, really enjoyable and great deal safer for everyone.

NO design decisions have been made regarding any specific tool to slow traffic on any specific street.

Indeed, the entire point of hiring a design firm is to come up with proposals that make sense both for the people who live on the street AND for the people who will use the street.

As more and more neighboring communities install greenways and other traffic calming measures it is high time Pasadena follow their lead. The funds have already been identified, the money is not coming from the General Fund dollars and could not be reallocated for another use.

I urge you to approve this contract.

Thank you,
Pilar Reynaldo

To our Pasadena Council Members:

I am writing this email to express my opinion that item six on your agenda tonight is very important. I strongly believe Pasadena should soon take concrete steps to make our streets safer for pedestrians and cyclists. I frequently use my bicycle to travel around Pasadena and the corridors mentioned in Item 6 would make Pasadena safer, more beautiful, and cooler.

Thanks for your support of making these four corridors safe greenways.

People will not use bike lanes if they feel unsafe, and even on the existing bike lane on Cordova, I have experienced many near-misses that made me question my mode of transportation.

Finally, I know that there are many drivers in Pasadena who may be frustrated by bikers. I understand - when I drive on a busy road and I see a biker in a lane in front of me, I feel frustrated when I have to slow down, and nervous when I try to pass them. This isa dangerous situation for all parties, especiallythe biker. However, this situation has only been created because of a lack of proper bike infrastructure - with the addition of fully protected bike lanes going N/S/E/W, cyclists will not have to mix with motorists on high-speed roads, and both parties will be happier for it. Moreover, when hiking becomes a viable alternative to driving, there will be less people driving on the roads and traffic will also be reduced.

Thank you for your service to the city. I Look forward to the next phase of the Greenways project.

Sincerely,

Item 6
Aug. 25, 2025 Agenda Item #6
Honorable Mayor and City Council:

RECEIVED
2825 AUG 25 AM 11^57

Let me emphasize some of the reasons to not spend this money on this ill-conceived plan:
•
Impacted residents near the project are just now starting to hear about the plans • and they don't like what they are hearing.

A handful of bicyclists are advocating for the cement structures and other changes because "they don't feel safe." Why make a multi-miltion-dollar decision based on one small group's feelings? Shouldn't traffic studies and data Like accidents and close calls play a role and not just people's feelings? Are permanent bollards and cement structures really needed? Or can you do less intrusive measures like painted bike lanes and still help bicyclists and pedestrians travel in corridors that are already relatively safe?
When you Look at accident rates involving bicyclists, autos and pedestrians one of the most dangerous places in Pasadena is the Rose Bowl area. What's the city doing 8/25/2025
Item 6
to help residents and visitors there?

Dear Pasadena City Council,
I am a Pasadena resident and Caltech graduate student, and I am writing to express my support for designing the greenways along Wilson, ELMolino, Sierra Bonita, and Craig streets according to the All Ages and Abilities guidelines.

Wilson in particular is a very important street to the Caltech community, as it runs between Cattech's main campus and its graduate housing and main parking structures. I personally cross Wilson every day on my way to work and feel that there is much room for improvement to enhance pedestrian safety. A redesign according to the All Ages and Abilities guidelines would help improve the safety for the many Caltech community members who cross Wilson daily. Removing parking along Wilson between Del Mar and California Avenues to enhance pedestrian and hiking safety should not be an issue as the parking structures provide plenty of parking.

Furthermore, improving the safe hiking network in Pasadena to include North/South streets connecting to the existing bike Lanes on Cordova and Union Streets will allow much safer navigation of Pasadena by bicycle. Before I moved to Pasadena and enrolled at Caltech, I commuted by bicycle for the first few months of my job at UC Berkeley. I was then deterred from hiking anymore after I was rear-ended by a car on my way home one day (fortunately, I was not hurt that time). Building a network of safe bike lanes will allow me and many others to bike around Pasadena with peace of mind. In particular, it will allow more Caltech community members to commute by hiking and enhance safety for those who already do.

Sincerely,
Jonathan White

Mayor Gordo and Pasadena Councilmembers,
I live and work in Pasadena, and I walk, bike, and drive here. I am writing in support of the city approving the contract to design the four Greenways and in support of Pasadena continuing to provide for pedestrian and bicycle improvements throughout Pasadena.

Pasadena has made recent great improvements in bike and pedestrian infrastructure in the Union and Cordova bikeways and Alien Ave quick builds. The four Greenways will further improve bike and pedestrian access in the city.

Right now it is very difficult to get around Pasadena by bike. To ride my bike on my commute to work, approximately 7 miles, I take 22 different streets to make the route as safe as possible. The many detours and back tracking that I must take to stay safe add considerable time and distance to my commute. And even with all this, I still have to take streets that put me at risk from cars. If I were to commute by car via surface streets I would need only to take 8 streets. It shouldn't be this hard for hiking and it doesn't have to be this way.

Greenways built to All Ages and Abilities will increase ridership and walking in the city. More residents will be able to walk or ride to run nearby errands, appointments, and to enjoy living in this city.

Greenways will enable safe routes to schools for many and make it easier for others to walk to school.

Students who ride their bike or walk to school are better prepared to learn, not to mention the exercise is good for their health. As a parent, I want my kids to be able to safely get around by walking and hiking.

When streets are made safer for pedestrians and cyclists they are also made safer for drivers and the residents on the streets. There are so many benefits to all road users in the Greenways. And for those who drive, there are still many other streets they can choose to use, as the four streets selected for the Greenways were intentionally chosen due to their already lower traffic volumes.

I urge you all to support the Greenways and to support additional pedestrian and bicycle improvements as the opportunities arise.

Sincerely,
Matt Stum bo

Hello, I am a long time Pasadena resident and for the last two years regularly use my bike for local commuting, e.g., Pasadena City College, my local grocery stores and restaurants. I especially welcome the dedicated Greenway lanes on Cordova and Union, and urge the City to expand this concept to other streets especially North/South. These dedicated lanes are so much safer for all ages and abilities, and expansion of this network will encourage regular use of alternatives to car transportation in our city, which ulitmately supports a healthy and engaged community. thank you for your consideration.

I am a Pasadena resident who walks, rides, or uses public transport all throughout Pasadena. We NEED more infrastructure to make it safe for everyone. I am literally almost killed on a daily basis because most roads are made only for car safety.

The four streets planned as Greenways - El Molino, Wilson, Sierra Bonita, and Craig- are the four lowest- volume streets that cross the 210 freeway. That makes them a natural choice for walking and hiking, and essential for our city's hiking network.

We are not fooled by misinformation from anti-safety advocates. City staff always plan for emergency vehicle access in any project. The greenways will allow residents to drive on them, so people can easily reach their homes. And, It is non-sense to think that slowing traffic on a few neighborhood streets will somehow cause traffic problems.

Mayor Gordo and Pasadena Councilmembers,
I live and work in Pasadena, and I walk, bike, and drive here. I am writing in support of the city approving the contract to design the four Greenways and in support of Pasadena continuing to provide for pedestrian and bicycle improvements throughout the city.

I have two children, and while they are not yet old enough to get around Pasadena on their own, I hope that by the time they are old enough they wilt be able to safely walk and bike around the city.

Today, the vast majority of school aged kids go to and from school by car. Safer streets enable Safe Routes to School for hiking to school and enable more kids to walk to school. I believe that kids that arrive to school by bike or walking are better prepared to learn and are healthier.

As a parent, my greatest fear is harm coming to my kids. Whether it's the driver speeding down the block, or the ever growing size of cars and trucks that make it harder for drivers to see, or the distracted driver unaware of all the other road users around them, there are many reasons to justify keeping our kids from ever getting around Pasadena except their parents driving them by car. But that doesn't mean we have to accept it as our only option.

This is why we need a network of safe streets for hiking and pedestrians, and the Greenways further that cause. The research has already been done and the streets were selected thoughtfully, with drivers in mind as well as non-driving road users.

We can and we must design our streets to protect all road users. When streets become safer for pedestrians and cyclists, they become safer for drivers too.

Regards,
Dana Stumbo

City Council,
I am a resident of Pasadena and I believe we should be working together to create safer streets. Our dangerous roads affect everyone - drivers, passengers, and people who are not in cars. I want to see All Ages and Abilities greenways built to create safe neighborhood streets.

Speed is a major factor in Pasadena's poor safety record. The Greenways will be streets where cars and bikes and pedestrians will share the road (no bike lanes, except for the blocks that cross the freeway.) The Greenways are planned for the four lowest-volume streets that cross the 21 0 freeway. This will create a network of safer, lower-stress streets especially for pedestrians and cyclists.

NO design decisions have been made regarding any specific tool to slow traffic on any specific street. Indeed, the entire point of hiring a design firm is to come up with proposals that make sense both for the people who live on the street AND for the people who will use the street.

I have been waiting for years for street safety improvements in Pasadena, and for the Greenways in particular. The funds have 8/25/2025

already been identified. They are not General Fund dollars and could not just be switched to use for something else.

I urge you to approve this contract.

Hi there, I am a Pasadena resident, and my household has Lived in Pasadena for the past 13 years. I'm writing in support of the All Ages and Abilities greenways to be built to create safe, quiet, and mobility- friendly neighborhood streets.

I have been impressed by the progress that Pasadena has made over the past few years toward quieter, safer, and more mobility-oriented streets; I hope to see continued progress on this front! Greenways make streets safer while allowing access for cars and emergency vehicles. Simple traffic calming, like speed bumps with emergency vehicle cut-throughs, reduce speeding while providing access for everyone.

The four streets planned as Greenways - El Molino, Wilson, Sierra Bonita, and Craig - are the four lowest-volume streets that cross the 210 freeway. That makes them a natural choice for walking and hiking, and essential for our city's hiking network.

Speed cushions with emergency vehicle cut-throughs are a simple, low-cost traffic calming tool. They should be allowed on the Greenways. Please update the Pasadena speed hump policy to allow speed cushions on the Greenways.

The Greenways will provide safe routes to schools, and give students transportation options. That's why the PUSD school system, as well as PCC, Caltech, Polytechnic, and the Seqoyah school all support All Ages and Abilities Greenways. Kids thrive when they get the independence, fun, and exercise of getting themselves to school. -Teddy H

Dear Mr. Marquez,
My wife, Tania, and I completely support efforts to make Pasadena streets safer for all - bicyclists, pedestrians and drivers. However, we cannot support the ongoing proposal to make four streets, including Craig Avenue into a Greenway.

We live on Lambert Drive, 8 homes east of Craig. We have lived in this neighborhood for 49 years. We really don't understand why converting Craig into a Greenway to benefit bicyclists makes sense. We travel up and down Craig almost daily and don't see where it is such a problem that both motorists and bicyclists can't share the road.

We are particularly concerned about the proposed roundabouts for several reasons. Roundabouts serve their purpose well in Europe where drivers negotiate them from the time they learn to drive. However, my experience has been that American drivers are still confused when approaching a roundabout. I've seen drivers turn directly left at Glenarm and El Molino without circling around. Besides, Craig Avenue is not a wide or busy street. A roundabout is going to hamper emergency vehicles - especially the hook and ladder truck from Fire Station 32. It would probably have to use a different and perhaps longer route to meet an emergency.

The other thing that bothers us both, knowing that the Greenways have been part of the 2015 Mobility Plan and again studied in 2021, is that there has been very little, if any, public outreach. I've talked to my neighbors on Lambert Drive and Las Lunas and most have no idea that this is being proposed. 8/25/2025
1 Item 6
Finally, we are happy to see the stop light going in on Craig and Orange Grove. However, we are not happy that we won't be able to turn west onto Orange Grove from north Craig. This means that we still have to drive to Oak and turn west from there with a blind curve to the east. Turning at a stop light would be much safer.

We strongly urge you to use common sense when this proposal moves forward and oppose it as we do. In addition to this being completely unnecessary, the $12 million dollar cost can be put to better use.

Thank you for your attention to this matter.

I do not support the Greenways proposal being considered for Craig, El Molino, Wilson, and Sierra Bonita. While the Complete Street Coalition activists have done a fine job in trying to get support for this kind of insanity the plain fact it no matter how much lipstick you but on this pig it cannot disguise the fundamental flaws in this proposal. FYI: More empty bike lanes, wider sidewalks that do not have pedestrians, narrower streets and less vehicle parking when already there is not enough.

I challenge any that wish to see this kind of insanity in action to visit the entrance to the Home Depo on Walnut Street.

Wide empty sidewalks, one vehicle lane in and out plus when leaving the parking lot a light that does not allow a right on red. Making a right onto Walnut is a joke cause with the extended curb extensions the street is so narrow most everyone crosses into the east flowing traffic double yellow line in order to complete their turn.

Of course I have to mention money. The city line is "we don't have it, we need more" Apparently not as the projected cost is $12.6 million. Coupled with the 10+ million spent on that Union Street boondoggle one could conclude money is no problem. Heck don't worry about those busted sidewalks that need redoing or trees that need trimming, and street that need repair cause they are not as important as making more bike lanes that won't get used. FYI: Mom should wash someone's mouth out with soap when they say, OH it's not our money, heck it came from a grant and everyone knows that grant organizations have a tree that grows money.

Do have to mention one more time that bikes do not have to be registered, they do not have to carry insurance, and of course with no license fees or gas tax they do not pay their own way. 1 8/25/2025

I live on Orange Grove east of Alien and I am thankful that Orange Grove was not narrowed to just two lanes.

I think the Craig Ave "Bicycle Greenway" idea is not needed, unnecessary and costly. I see and read that
bicycle ridership is down. I'd like to see a report on real bicycle usage in Pasadena before millions of dollars
are spent on existing streets, intersections changed and blocked, and turns prohibited. Take crazy Union St
going west from Hill. I drive it at least once a week and rarely see bikers. I do see cars trying to park in the
area down the middle of the street and thus stopping thru traffic. Correctly reading the left turn arrows at
Union and El Molino among the five lights is a real challenge. Again, where is a real report on bike usage?
The new stop light coming at Orange Grove and Craig should help slow speeding traffic on OG, but once that
is operable, don't fool around with other Craig unneeded and expensive monkey-business just to keep the
traffic department planners and construction workers busy. By the way, the Craig/OG stop light has taken over 8/25/2025

two years in planning, prep, and construction and is it within budget? So let's see some real reports on usage

seldom used bike lanes that cost millions.

Dear City of Pasadena Leadership,
I'm a native of Pasadena and live near Craig/Paloma. I am OPPOSED to the Bicycle Greenways! Our money should be spent more wisely when improving our streets and sidewalks. Common sense needs to prevail when planning our existing/future streets and Greenways don't fit that description.

Thankyou,

The streets are meant for everyone. They should not be reserved as private roads for a select few. As a driver, I am required to share the road with cyclists who often disregard traffic laws, as well as runners, motorcyclists, scooter riders, skateboarders, vendors, and panhandlers. Yet, somehow, a handful of cyclists are being given priority? If the City truly aims to enhance safety, why not create car-only streets and restrict pedestrians from crossing wherever and whenever they wish? That is as unrealistic as what is being proposed.

There is absolutely no valid reason for the extensive takeover of Craig Ave. It is not a heavily trafficked bicycle route; I can attest to this as I use it for that very reason. Blocking off Craig in any manner discriminates against the majority of us who rely on cars for long-distance travel and family transportation. It hinders emergency vehicles tryin^to navigate through the city, especially dunng^eak hpjjrs, putting lives at risk. This route is a favorite among local residents, providing access to major streets, collector roads and shopping areas.

We all support the goal of safer streets. However, using safety as a justification to restrict motor vehicle access is not a genuine safety concern; it is a misguided transportation policy that disguises itself as a safety measure.

Thank you,
Danielle Elliott

Dear Councilmembers
I am strongly opposed ^.o the Craig Avenue Bicycle Path and Traffic Redesign.

As Pasadena continues to become more densely populated, we need to make it easier to move around not more difficult" These dollars can be far better used to repave Pasadena's streets which are deteriorating on a daily basis.

One only needs to look at the ridiculous chaos on Union to see an example of badly used taxpayer dollars.

Let's make life better not worse for Pasadena motorists.

Please oppose this latest boondoggle on Craig"

Hello MrMarquez
My name is Heather LilLard and I Live at 1 989 East Mountain Street. I object to the Craig Street proposals for road diet and road "furniture." I drive on Union regularly and thankfully that street doesn't have much traffic because the medians/islands are awkward and obstructive and create confusion for parking. I see VERY FEW bikes on Union. I do not subscribe to the theory that "if you build it they will come." They have not come to the Union bikes Lanes.

Thankyou,

Please, please, reject the proposed changes to Craig Avenue. We do not need bike lanes or roundabouts or "road diets". Just safe streets, good sidewalks and healthy street trees. That certainly wouldn't cost $12.5 million of our tax money. Take a look at Cordova and Union. Those streets are not utilized for the reason they were built. Very few bikes are seen and very few pedestrians. Mostly cars parked in odd ways and confusion for drivers.

Respectfully submitted,
Doris Christy

Hi,
My name is Michael Canavan. I'm a resident of districts in Pasadena, and I'm writing to support the authorization ofgreenways on EL Molino, Wilson, Sierra Bonita, and Craig.

Pasadena has made important investments in pedestrian and cyclist safety in past years, but our city is still far from a true bike network that would encourage younger and less experienced cyclists to ride. I'm one of the 60% of Pasadenans who would like to ride a bike in our city, but need safer streets on which to do so. And my five-year-old daughter, who's just beginning to bike, especially needs tow traffic, Low speed streets on which to practice and build confidence.

This project would also help residents of the affected streets, who can expect calmer, quieter, and safer streets outside their homes.

Thankyouforthe opportunity to support this.

Sincerely,
Michael Canavan

Dear City Council,
I am writing as a Pasadena resident to express my support for the proposed Greenways project contract.

The enhancement of street safety represents a fundamental responsibility of municipal governance and directly impacts the welfare of all community members.

Traffic speed remains a significant contributing factor to safety incidents throughout our city. The Greenways initiative presents a methodical approach to this challenge by establishing a network of improved pedestrian and cyclist infrastructure along four strategically selected low-volume streets that traverse the 210 freeway. This framework would transform these corridors from primarily vehicular thoroughfares into multimodal spaces that accommodate the diverse transportation needs of residents.

I commend the city's deliberate approach to this project. The engagement of professional design consultants ensures that proposed modifications will be both technically sound and responsive to the specific needs of affected neighborhoods. This consultative process allows for the development of solutions that balance the interests of local residents with broader community mobility requirements.

The city has demonstrated considerable patience in advancing comprehensive street safety initiatives.

The Greenways project represents tangible progress toward this goal, utilizing dedicated funding streams that have been specifically allocated for infrastructure improvements. These resources cannot be redirected to alternative purposes, making timely implementation both fiscally prudent and operationally necessary.

I urge the Council to authorize this contract and advance this important public safety initiative.

Thankyou,
Taylor Paez

Dear City Council Members,
I am writing in strong support of the Pasadena Greenways project, especially for the proposed Greenways on Wilson Ave and CraigAve.

I am a Pasadena resident and a Caltech graduate student.l regularly use the bike Lanes on Cordova and Union because I feet safer hiking there than any other street. hlowever, these lanes are not enough to create comprehensive hiking infrastructure in Pasadena, which would require North-South connectivity.

I understand - when I drive on a busy road and I see a biker in a lane in front of me, I feel frustrated when I have to stow down, and nervous when I try to pass them. Moreover, when hiking becomes a viable alternative to driving, there will be fewer people driving on the roads and traffic will also be reduced.

Thank you for your service to the city. I look forward to the next phase of the Greenways project.

Sincerely,
Elise Sledge

Dear Mayor Gordo and City Council Members:

As a District 7 resident who primarily bikes and walks to work, I write in support of today's Agenda item #6, approving the contract to design the four north/south "All Ages & Abilities" Greenways to make walking and hiking safer in Pasadena.

Furthermore, I believe that the four streets proposed for Greenways are a wise choice given that they all cross the 210 freeway and have a low volume of traffic.

Thankyouforyour consideration.

Dear Mayor and City Council,
Thank you for moving forward onthegreenways! We are in a severe ecological crisis! We need to move quicklyto more sustainable ways of Living and more sustainable structures for our cities. While we can't do this all at once, and there is very legitimate need for many people to use cars at this point and for the foreseeable future, we need to move toward a more bikeable and watkable city as soon as we possible.

My wife and I have already, for many years now, used walking, hiking and mass transit as our main modes of transportation, although we do keep a 1997Toyota Rav for when we must use a car.

Fortunatelywe Live and work in Pasadena, and we Live right off the Union Bike Lane, whichwe use everyday. (Contrary to those who say it is never used,I almost always see other users when I ride the that bike lane. Sometimes, however, I can ride for several blocks before I see any cars using Union, and I ride it at alt times of day, including rush hours).

While some arecomplainingthatwe arespendingtoo much for bike infrastructure, Ithinkwe spend too much for car infrastructure which squeezes out all other modes of transportation and makes our air dirty, air that we all have to breathe. While we will still need cars for the foreseeable future, we need to start transitioning away from them. They pollute the air. Even E.V.s put significant particulate pollution into the airfromtheirtires and brakes.

Thank you for all your efforts to make this important transition! Rev. Bert Newton

Good Morning,
I am not a Pasadena resident, but I am a frequent visitor to Pasadena. When I go to Pasadena, it is normally via train (A-Line) and then I bike to the destinations I need to go to. Sometimes I just bike to Pasadena.

Right now, Pasadena is a good place to bike around but it can be better. This project (Greenways) will provide better access for residents, and people like me who Like to bike around Pasadena.

Please support the Greenways proposal.

Thanks,
Andrew A.

Hello,
My name is hHannah and I've lived in Pasadena for about a year now and I support implementing the ALL Ages and Abilities greenway plan!
The greenways plan accomplishes this— my only qualm with the project is that it only addresses 4 roads—Pasadenans deserve more! Bike commuting should not be an afterthought. We should embrace Pasadena's unique ability to let people see and traverse their city in the best way possible, on a bike, safely and with a sense of community.

I hope you all vote to approve the All Ages and Abilities greenways! Best,
Hannah Brady
