TO: Honorable Mayor and City Council
FROM: Water and Power Department
SUBJECT: AUTHORIZE THE CITY MANAGER TO ENTER INTO A CONTRACT WITH GENERAL PUMP COMPANY, INC. TO PROVIDE LABOR AND

MATERIALS FOR WELL AND BOOSTER PUMP MAINTENANCE

SERVICES FOR UP TO FIVE YEARS FOR AN AMOUNT NOT-TO-

RECOMMENDATION:

It is recommended that the City Council:

1. Find that the proposed action is exempt from the California Environmental Quality Act ("CEQA") pursuant to State CEQA Guidelines Sections 15301 (Class 1 - Existing Facilities) and 15302 (Class 2 - Replacement or Reconstruction) and that there are no features that distinguish this project from others in the exempt classes and, therefore, there are no unusual circumstances; and

2. Award contract to the lowest and best bid, dated August 7, 2025, by General Pump Company, Inc. ("General Pump") in response to Project ID 2025-IFB-LM- 0265 to provide labor and materials for well and booster pump maintenance services for the Water and Power Department, authorize the City Manager to enter into an amount not-to-exceed $3,356,000 for five years, or until funds are expended, whichever occurs first.

BACKGROUND:

Pasadena Water and Power ("PWP") currently operates ten active water wells, which provide approximately one third of the City's water supply, and 19 booster stations.

Service and maintenance for these wells and booster stations, particularly the repair of the pumps and motors, requires specialized trade skills and heavy machinery and equipment. Large cranes and rig operators are necessary for lifting submersible pumps that are hundreds of feet below the surface.

When a pump or motor breaks down, timely repair is essential. The award of a contract for the labor and materials allows for the most efficient means to address such need.

This work includes pump and motor removal and installation, groundwater well rehabilitations, well casing repairs and installations, and/or repair services to pumps and motors at various locations within PWP's water service area. !

A total of 25 vendors downloaded the Project, of which none were local. Two bids were received on August 7, 2025, with no bids received from local contractors. There are no known vendors in the City that can provide labor and materials for well and booster pump maintenance sen/ices.

The results of the bids were as follows:

Staff in the Water Division will track the contract spending and performance of work.

COUNCIL POLICY CONSIDERATION:

The proposed contract is consistent with the Public Facilities Element of the General Plan and supports the Council's goal to improve, maintain and enhance public facilities infrastructure and to implement capital improvements that will maintain and rehabilitate infrastructure.

ENVIRONMENTAL ANALYSIS:

The proposed contract has been determined to be categorically exempt from CEQA pursuant to the State CEQA Guidelines, Section 15301 (Class 1 - Existing Facilities) and Section 15302 (Class 2 - Replacement and Reconstruction). Section 15301 exempts actions such as maintenance, repair, operation, etc. relating to existing facilities or structures where there is negligible or no expansion of the use. including utility systems and/or facilities involving negligible or no expansion of capacity.

The proposed work, which consists of maintenance, rehabilitation, and replacement of existing facilities, is necessary to maintain current operations of the water system and will not expand the overall capacity. Further, there are no features that distinguish this project from others in the exempt classes and, therefore, there are no unusual circumstances.

FISCAL IMPACT:

The total cost of this contract is not-to-exceed $3,356,000 for five years. Funding for this action will be addressed by the utilization of existing and future appropriations in the Booster Improvements (01073) and Well Improvements (01074) Capital Improvement Program budget. It is anticipated that approximately $200,000 will be spent during fiscal year 2026 with the remainder of the costs to be spent over the remaining four years.

There is no impact to the General Fund.
