Petition Text
I believe streets should be safe for everyone! I stand with the Pasadena Complete Streets Coalition in calling for Pasadena to implement an All Ages and Abilities safety standard for the four North-South Greenways on El Molino, Wilson, Sierra Bonita, and Craig as described in the national design standards manual "Designing for All Ages and Abilities." 11 Jonah Kanner36|KellyMarkham71 |Casey Benkwitt

Safe Greenways Petition (445 Signatures)
Petition Text
Create safe neighborhoods with Pasadena Greenways
The city of Pasadena, CA is currently discussing plans to add safety enhancements along four North/South residential streets and designate them as "Greenways". The Greenways will support all forms of mobility, including both driving and active transportation like walking and hiking, by adding safety features to El Molino Avenue, Wilson Avenue, Sierra Bonita Avenue, and Craig Avenue.

No one wants dangerous, high speed traffic in front of their home! The Greenways are a simple, common-sense approach to traffic management that will benefit all road users, and will keep our neighborhoods safe and help beautify our city. The Greenways will:
* Preserve driving access and parking for neighborhood residents * Reduce cut-through traffic on neighborhood streets, keeping residential areas safe and quiet.
* Create options for safe, active transportation, including walking, hiking, scooters, and skateboards.
* Protect our most vulnerable street users, including children and people with disabilities.
* Provide safe routes to schools, including PUSD schools, Caltech, and PCC. * Support a biking network to attract customers to local businesses These routes were first adopted by the city as part of the 2015 Pasadena Bicycle Transportation Action Plan. They have now been studied for feasibility, and are ready to move forward. After 6 years of waiting, now is the time for action! We ask city government to design, fund, and complete these important updates, using the best practices in safe street design.

In addition, we ask city council and staff to make the Greenways as safe as possible for all road users. Through outreach events, Pasadena CSC volunteers collected eight recommendations for improving the design. We ask that that city staff include these safety enhancements, and complete the Greenways as soon as possible. 338 Wesley Reutimann

I am very strongly opposed to the Craig Avenue Bicycle Greenway.

I regularly use Craig Avenue as a very safe way to avoid crossing Del Mar Blvd on streets, such as San Marino Avenue, without a traffic signal.

I also use Craig Avenue to drive North to Orange Grove Avenue, as it is a very lightly used alternative to the heavy traffic on Alien Avenue or Sierra Madre Blvd. In this use of Craig Avenue, I rarely see anyone riding a bicycle. Given the small amount of traffic on Craig Avenue, I fail to see why automobiles, trucks and bicycles can not continue to share the roadway.

There are far more important street improvements needed in this area. For example, there have been a long series of accidents (roughly every six weeks), at the intersection of Del Mar Blvd and San Marino Avenue.

The extensive changes being proposed for the Craig Avenue Greenway are far too extreme, for what seems to be a non-existent problem!

Dear City Council Members,
I am writing in strong support of the Pasadena Greenways project, especially for the proposed Greenways on Wilson Ave and Craig Ave.

I am a Pasadena resident and a Caltech graduate student. I regularly use the bike lanes on Cordova and Union because I feel safer hiking there than on any other street.

However, these Lanes are not enough to create comprehensive hiking infrastructure in Pasadena, which would require North-South connectivity. Thus, I urge the City Council to prioritize bike lanes on Witson Ave. and CraigAve. Moreover, I strongly recommend building fully-protected bike lanes to ensure the safety of our community. People wilt not use bike lanes if they feel unsafe, and even on the existing bike lane on Cordova, I have experienced many near-misses that made me question my mode of transportation.

Finally, I know that there are many drivers in Pasadena who may be frustrated by bikers. I understand - when I drive on a busy road and I see a biker in a lane in front of me, I feel frustrated when I have to slow down, and nervous when I try to pass them. This isa dangerous situation for all parties, especiallythe biker. However, this situation has only been created because of a lack of proper bike infrastructure - with the addition of fully protected bike lanes going N/S/E/W, cyclists will not have to mix with motorists on high-speed roads, and both parties will be happier for it. Moreover, when hiking becomes a viable alternative to driving, there will be less people driving on the roads and traffic will also be reduced.

Thank you for your service to the city, and I hope you can take these considerations into account.

Sincerely,
OmarSalah

Hello Pasadena City Council,
My name is Mana Salami and I have called Pasadena home for the past 1 2 years after moving here from South Pasadena. Over the years, I have been glad to see improvements to hiking opportunities in the city; however, I believe more can be done to build safe greenways for all age and ability groups.

Reasons for supporting agenda 6 on the 8/25 meeting:
- The four streets proposed to become greenways are 4 of the lowest traffic streets that also cross the 210 freeway. They are great candidates for a safe hiking space without disrupting traffic. I spent the first of my 10 years living right by Wilson and think it would be a great greenway. Now I Live in San Rafael Hills (hence why council member Madison is copied).
- Many of my Pasadena resident friends and I own bikes, but to be honest, we are often afraid of riding them for commuting in the city. There are simply not enough safe streets for bikers. Given the connectability of the 4 streets, they would be great for commuting to neighborhoods/businesses across the 210 freeway.
- Allowing more residents to ride their bikes, alleviates the congestion that is being caused by too many cars on our major streets as people will opt to ride bikes over cars - All 4 streets have enough room to be a greenway, while accommodating emergency vehicles as needed.

Thank you for reading my comments and look forward to seeing more improvements in the city for bikers, Regards,
Mana

Support for Greenways

Hello,
My name is Lai Sam, and I am a Pasadena resident. I want to see All Ages and Abilities greenways built to create safe neighborhood streets.
•
•
The four streets planned as Greenways - El Molino, Wilson, Sierra Bonita, and Craig - are the four lowest-volume streets that cross the 210 freeway. That makes them a natural choice for walking and hiking, and essential for our city's hiking network.

The Greenways have outstanding community support! Over 1000 people have signed petitions of support and written over 270 comments. Plus, 17 local organizations have endorsed All Ages & Abilities Greenways, including the PUSD school board, the League of Women Voters, the NAACP, the Accessibility and Disability Commission, the Environmental Advisory Commission, and the Transportation Advisory Commission.

Greenways make streets safer while allowing access for cars and emergency vehicles. Simple traffic calming, like speed bumps with emergency vehicle cut-throughs, reduce speeding while providing access for everyone.

Thousands of people ride bikes in Pasadena already. But, most people - about 60% - say they would like to ride a bike sometimes, but need safe spaces to do so. More hiking trips frees up parking spaces for drivers, reduces traffic, and makes our city more accessible and vibrant.

This has worked in other cities, and it will work here too! Speed cushions with emergency vehicle cut-throughs are a simple, low-cost traffic calming tool. They should be allowed on the Greenways. Please update the Pasadena speed hump policy to allow speed cushions on the Greenways.

Everyone wants to live on a safe, quiet street. Residents always want people to drive slowly in front of their homes. Building safe greenways will slow down drivers on four neighborhood streets, and so will be very popular with residents who live along those streets. 108/25/2025
ITEM 6
• The Greenways will provide safe routes to schools, and give students transportation options. That's why the PUSD school system, as well as PCC, Caltech, Polytechnic, and the Seqoyah school all support All Ages and Abilities Greenways. Kids thrive when they get the independence, fun, and exercise of getting themselves to school. • The Greenways can't cause traffic problems in the city, because they carry a tiny amount of traffic -just a few percent of north/south travel. Besides the greenways, Pasadena has 12 high-volume north/south streets that carry over 200,000 cars per day across the 210 freeway.

Building the greenways will not change any of these 12 high volume streets and so traffic will still flow freely.
• We are not fooled by misinformation from anti-safety advocates. City staff always plan for emergency vehicle access in any project. The greenways will allow residents to drive on them, so people can easily reach their homes. And, It is non-sense to think that slowing traffic on a few neighborhood streets will somehow cause traffic problems.

Thankyou,
LaiSam

Dear Members of the City Council,
I am a Pasadena resident with two children, ages 8 and 5. I'm excited for the City to design and build the All Ages and Abilities Greenways so families like mine can enjoy safe neighborhood streets. I ask you to approve the contract with TDG Engineering to begin design and engineering for the four designated Greenways.

My family bikes around Pasadena, but too often it feels risky—especially with young children. Even on quieter streets slated for Greenways, drivers speed and behave recklessly. These streets should be safe. With Greenways, they can be.

Safer streets open doors. They encourage more families to bike and more people to walk. More people hiking and walking means fewer cars on the road. Fewer cars mean less pollution, cleaner air, and healthier neighborhoods. Safety isn't just about preventing crashes, it's also about creating new ways to move, and shifting everyday trips from cars to cleaner alternatives.

That shift matters. Each car trip replaced with a bike ride or walk reduces emissions and brings Pasadena closer to its climate goals. What begins with safety for families grows into broader mobility for all—and real progress on climate action.

Pasadena has already taken bold steps: Resolution 9977 commits us to 100% carbon-free power by 2030.The Climate Action Plan calls for reducing car dependence and building stronger walking, hiking, and transit networks. The Greenways are exactly how those commitments become reality on the ground.

Safe streets encourage more walking, hiking, and active travel. That reduces car dependence, lowers emissions, and strengthens community. This is how Pasadena fulfills its promise to families, communities, and the planet.

Please approve this contract and make the All Ages and Abilities Greenways a reality for Pasadena.

Sincerely,
MarkSanborn

I am writing in support of the city approving the contract that is before the City Council to move forward with design of the four designated Greenways.

I live and work in Pasadena, and I walk, bike, and drive here. I've been waiting for a LONG time for a better bike network for getting around the city. I use the Union bike lane, and sometimes Cordova, but it can be challenging to figure out exactly how to get to where I want to go (other than to a destination on those streets) without risking my life by putting myself way too close to cars that are going 35 or 40 mph.

It was GREAT that Metro funded the Greenways (among other projects). Once they're designed and improvements are made to El Molino, Craig, Sierra Bonita and Wilson, I have no doubt that we'll see more people walking and hiking (and scootering and even roller skating) on those streets, and likewise fewer crashes. They're great choices for Greenways: most of them already have less traffic, there are a lot of residential stretches, and they all cross the 210 freeway.

I understand that the goal of the Greenways projects is to bring down the speed of traffic on those streets, reduce the number of cars, and make those streets safer and more comfortable for people of all ages and abilities. Slower cars make it safer for EVERYONE, including drivers.

Nay sayers who worry about emergency response times are clearly ignorant of existing City procedures. I understand that all street changes are reviewed by the Fire Department, and that any speed humps that will be installed in the future will have cutouts for emergency vehicles.

Rhetoric about costs is ridiculous. Street and highway construction and maintenance are a LOT more expensive than features like speed cushions and diverters. Street maintenance is cheaper when there are lower traffic volumes on a street - there's less wear and tear. And how about the incalculable cost of injuries and deaths on our streets? Not to mention the health expenses that people will avoid because they walk and bike more and there's less air pollution (and less asthma and lung cancer) because there are fewer cars on our roads.
108/25/2025
ITEM 6
One more hard-to-count cost: the time spent by parents dropping off their kids by car that will be reclaimed if some of those kids can bike to school. No wonder PUSD is in favor of All Ages and Abilities Greenways.

Thanks in advance for doing the right thing and moving this project forward.

Sincerely,
Liz Schiller

I ride my bike a lot in Pasadena and tend to avoid the roads that are being considered because I don't feel safe. I do use the Marengo Greenway a lot and always feel safe using it. It makes perfect sense to me to take these four roads and make them into a greenways. I support this plan fully. Make Pasadena safe!

Esteemed Council,
It just makes sense! Supporting Greenways supports safer streets, which supports alternative transportation, which supports a healthier, cleaner Pasadena. The evidence is there, study after study shows this! Now is the time to back up these plans with action. Let's continue to make Pasadena a model for California cities!

My name is Deborah Specter and I have been a resident of Pasadena for the past seven years.

I am writing in support of the city approving the contract that is before the City Council to move forward with the design of the four designated Greenways so people can walk, bike, and drive safely.

I myself walk, bike, and drive in Pasadena. My preference is to walk and bike as my primary modes of transportation. I travel throughout the city for shopping, entertrainment, and to visit my friends. I am grateful for the Union Street bike path and Cordova bike lane which have made my east-west travel safer and less stressful. My experience cycling north-south in Pasadena alongside vehicles in Pasadena is not nearly as reassuring and I am always relieved when I get to a street which has slower traffic.

There are members of the community like myself who choose alternatives to driving when possible to reduce traffic on the roads, to benefit our health, and to enjoy the beauty and vibrancy that is Pasadena. Not all members of our community are able to drive or be driven to their destinations.

Many members of our community rely instead on cycling or walking to get around town. Many parents would like to be assured that their child could safely walk or bike to school and not have to spend time in the school drop off and pick up lines. Every member of our community, regardless of age or ability, should have the opportunity to travel to their destinations safely and calmly, using the mode of transportation that works the best for them.

The four streets proposed as Greenways, El Molino, Craig, Sierra Bonita and Wilson, are largely residential, have less traffic than other north-south routes, connect to a number ofA-line Metro stops, the Cordova Bike lanes and Union Street bike path, and all cross the 210 freeway. These streets are great choices to be built as All Ages and Abilities greenways so we all can have neighborhood streets where people can walk, bike, and drive safely.

Dear Pasadena City Council,
I am a 8 year resident of Pasadena, who regularly uses all four forms of transpiration: car, bus/train, walk, bicycle, and I strong support the creation of Greenways on the the four streets under consideration. These adjustments to the four streets will make all of those who use the city's streets safer and more efficient, regardless of the age or ability of the user. I have biked, walked, and driven on all of these streets and know firsthand how their greenway designation will be a substantial improvement in the quality of life in Pasadena. I have complete confidence in the city's planners who have proposed these modifications for the four streets in question. I have Lived for many years in both Vienna, Austria, and The Hague, the Netherlands, and I have seen firsthand how appropriately designed streets can work for all residents.

Thank you for listening to my comments; I urge support for this important project.

The Pasadena CSC advocated successfully to make El Molino a Greenway street bad in 2015, funds have been approved, but the City has procrastinated until this day.

Had the City moved forward in 2015, my wife would have saved 4 broken bones anc losing 8 teeth, plus all the psychological trauma of experiencing a nearly fatal accident.

By not allowing for Greenways in your district, and caving in to NIMBYs, YOU are risking real lives of real people. And the climate future of your and our children.

Thank you,

Mayor Gordo and Pasadena Councilmembers,
I live and work in Pasadena, and I walk, bike, and drive here. I am writing in support of the city approving the contract to design the four Greenways and in support of Pasadena continuing to provide for pedestrian and bicycle improvements throughout the city.

I have two children, and while they are not yet old enough to get around Pasadena on their own, I hope that by the time they are old enough they will be able to safely walk and bike around the city.

Today, the vast majority of school aged kids go to and from school by car. Safer streets enable Safe Routes to School for hiking to school and enable more kids to walk to school. I believe that kids that arrive to school by bike or walking are better prepared to learn and are healthier.

As a parent, my greatest fear is harm coming to my kids. Whether it's the driver speeding down the block, or the ever growing size of cars and trucks that make it harder for drivers to see, or the distracted driver unaware of all the other road users around them, there are many reasons to justify keeping our kids from ever getting around Pasadena except their parents driving them by car. But that doesn't mean we have to accept it as our only option.

This is why we need a network of safe streets for hiking and pedestrians, and the Greenways further that cause. The research has already been done and the streets were selected thoughtfully, with drivers in mind as well as non-driving road users.

We can and we must design our streets to protect all road users. When streets become safer for pedestrians and cyclists, they become safer for drivers too.

Mayor Gordo and Pasadena Councilmembers,
I live and work in Pasadena, and I walk, bike, and drive here. I am writing in support of the city approving the contract to design the four Greenways and in support of Pasadena continuing to provide for pedestrian and bicycle improvements throughout Pasadena.

Pasadena has made recent great improvements in bike and pedestrian infrastructure in the Union and Cordova bikeways and Alien Ave quick builds. The four Greenways will further improve bike and pedestrian access in the city.

Right now it is very difficult to get around Pasadena by bike. To ride my bike on my commute to work, approximately 7 miles, I take 22 different streets to make the route as safe as possible. The many detours and back tracking that I must take to stay safe add considerable time and distance to my commute. And even with all this, I still have to take streets that put me at risk from cars. If I were to commute by car via surface streets I would need only to take 8 streets. It shouldn't be this hard for hiking and it doesn't have to be this way.

Greenways built to All Ages and Abilities will increase ridership and walking in the city. More residents will be able to walk or ride to run nearby errands, appointments, and to enjoy living in this city.

Greenways will enable safe routes to schools for many and make it easier for others to walk to school.

Students who ride their bike or walk to school are better prepared to learn, not to mention the exercise is good for their health. As a parent, I want my kids to be able to safely get around by walking and hiking.

When streets are made safer for pedestrians and cyclists they are also made safer for drivers and the residents on the streets. There are so many benefits to all road users in the Greenways. And for those who drive, there are still many other streets they can choose to use, as the four streets selected for the Greenways were intentionally chosen due to their already lower traffic volumes.

I urge you all to support the Greenways and to support additional pedestrian and bicycle improvements as the opportunities arise.

Sincerely,
MattStumbo

Dear Councilmembers,
I am a Pasadena resident, frequently using the streets proposed as greenways on my bike (mainly El Molino, Wilson and Sierra Bonita).

Pasadena needs to invest into pedestrian and bicycle infrastructure and safety. It will benefit everyone:
improving health via active Lifestyle and better air quality, creating space for children, reducing traffic.

I strongly support the Greenways project, and I hope it will create a backbone of a new pedestrian and bicycle network in Pasadena. I also hope it will help connect Pasadena with neighboring towns like Altadena and Sout Pasadena.

Good afternoon:

I write in strong support of Item 6 on the agenda. As someone who enjoys hiking and is car-free, I urge the council to vote yes in favor of constructing the four greenways on the agenda. I would love to bike more in this beautiful city we call home. Unfortunately, there is simply not enough safe infrastructure in this city to make that a reality. Cars routinely exceed the speed Limit and violate traffic taws in this city.

We are all fully aware that the higher the speed at which a vehicle is going during a collision, the greater the probability of fatalities occurring. Slowing down our streets is not just pro-bike, it is pro-safety and pro-driver, reducing the risk of fatal consequences and making the road a more pleasant experience for all.

Finally, if we are to meet our climate goals, we must reduce car dependency. This project is a small step towards making value into action, by allowing more of us to get around with bikes, instead of polluting the air and roads. Thankyou.

Hello,
I live in Pasadena on the corner of Whitefield Road and Sierra Bonita. I'm writing to express my support for the safe Greenways.

I am personally most concerned about the speeding and reckless driving on Sierra Bonita.

Speed bumps would help with the speeding, or some other way to slow down drivers.

Something should be done before there is a tragic traffic accident on Sierra Bonita.

I also want roads that are safer for cyclists and pedestrians and encourage more non-auto trips in our city.

Thank you,

Dear counsel members,
We received a flyer from the "Keep Pasadena Moving" organization at our address on Craig Avenue about the proposed Greenways. It seems they are somewhat opposed, but we love the Greenways plan!
We live on Craig north of Colorado and bike commute to work every day. Several of our friends frequently bike from their apartments to ours as well along Craig. The stretch along Craig is by far the most dangerous part of our commute. Drivers rocket off the freeway down Craig, often blowing straight through the stop sign at Walnut. I've probably seen drivers blatantly ignore the stop sign a dozen times. I've witnessed one man on a bike hit by a driver on Craig between Colorado and Walnut and one man on an electric scooter hit by a driver just south of Colorado on Craig. During the school year, I see many parents walk their children down Craig to Hamilton elementary, and crossing both Colorado and Del Mar is so dangerous. We often walk with our baby to Vans for groceries, and I am always afraid when crossing Craig.

My favorite parts of this plan are:
- bike lane on Craig
- roundabout at Walnut and Craig
A few things I would like you all to consider:

1. Craig is a somewhat narrow street, and despite the "no stopping anytime" signs on the east side of S Craig, it seems there is almost always one or more delivery vehicles stopped with their hazards on blocking traffic and making the roads even more dangerous for bikers. Enforcement of the "no stopping anytime" signs during peak traffic hours would go a long way towards "keeping Pasadena moving" without altering the great Greenways plan.
1 2. Where bike lanes are built, adding flexible bollards on the part separating the bike lane from car lanes, such as in the image below. These would not cause real damage to a vehicle if brushed, but without them drivers simply overlap with the bike lane. This happens frequently on Wilson with the bike lane there. There could be significant gaps for parking access, etc, but the presence of some flexible bollards would go a long way towards biker safety. I would love to be able to take my daughter on these bike lanes, and I wouldn't feel she was safe without these.

Best,
MargaretTrautner

I would Love to see an All Ages and Abilities greenway made on Wilson (and the other three proposed sites) to help support non-automotive modes of transit. In addition to moderating automotive traffic speed, greenways would help me and my family get around Pasadena safely.

Hello City Council members,
My name is Rachel Tutak and I live at Ave with my husband and two dogs (and a baby on the way).

I also work from home and spend 99% of my time at my house, on El Molino (and surrounding streets) walking my two dogs multiple times a day, or enjoying local pasadena favorites also located on El Molino (the Playhouse, Basecamp Fitness, the stand, Spaces co-working space). One of my favorite things about Pasadena and where we live is the walkability or bikeability to all the things Pasadena has to offer.

It's one of the reasons we bought our house here in the first place. The easiest way (but not the safest way) for us to get to these locations is by heading South on El Molino via walking or by bike. There is a reason cars speed up and down El Molino much over the speed limit, it's because it is convenient to get to major destinations on colorado and south of the 210. This convenience also applies to people walking or biking; however, using El Molino to get around as a pedestrian is incredibly unsafe, but people still have to get around -- thus bikes and e-scooters are used almost exclusively on the narrow sidewalks.

When I walk my dogs I am always dodging people on the sidewalks as they bike or scooter to work or home. I understand why they use it (due to dangerous road conditions), but it is very unsafe for people walking on sidewalks. This could all be avoided if we just slowed down traffic on El Molino and made the roads more accessible for pedestrians who want to bike, scooter or walk vs driving. In fact, the one time I did try to bike to Basecamp Fitness down El Molino, I was hit by a driver who wasnt paying attention and turned quickly off El Molino without seeing me (luckily i was ok, but i went flying over my handlebars and broke my bike). I am now nervous to ride my bike, even as an experienced rider and someone who prefers to be outside to get around (we should be able to enjoy the year-round outdoor living that Pasadena offers!)
Lastly, El Molino and its adjacent streets are home to many service-based homes, including Elizabeth House and multiple homes for disabled adults. I see many of these residents walking with their children/babies and with their caregivers on El molino while cars whiz past. I myself am pregnant and I am worried about where I will walk with my future children, El Molino continues to get busier and faster with no end in sight.

I hope you read this and consider supporting and passing All Ages and Abilities Greenways, making Pasadena safer for all residents for years to come.

Thank you for your time and consideration.

Mr. Cole,
I wanted to write regarding a flyer that I assume was distributed in my neighborhood regarding Craig Avenue and what are purported changes to the road.

I'm wondering if you can help me with some info. Regarding these proposed changes, assuming the flyer is correct, have any traffic studies been done to support or refute the need for these changes? How many, if any, traffic crashes have there been in and around the area of the proposed engineering changes? How many citations for major moving violations have been written in this area? I know "in this area" can be difficult to measure, but if anything has been done specific to Craig/Orange Grove, Craig between Maple and Corson and Craig/Colorado.

Engineering is important, but has there any substantive traffic education campaign launched by the City in general? Specific to these areas?
If problems have been identified, what enforcement has been directed to those areas? The three Es of traffic should be the focus, not just engineering. It has been my experience that other cities, our former employer in particular, focused almost exclusively on engineering. It is my worry that Pasadena is doing the same.

My concern is that the proposed solutions do not have a problem. Is the City spending money from a grant on these things just to spend the money. Is the objective to create traffic and slow down to force commuters onto the rail lines and public transit?
Thank you.

Dear Pasadena City Council Members and Department of Transportation Team, Re: Strong Support for All-Ages & Abilities Greenways—Please Prioritize Safety, Connectivity, and Equity
I am writing as a committed Pasadena resident—and a passionate advocate for safer, more accessible, and inclusive streets—to express my wholehearted support for the All-Ages & Abilities Greenways project and to urge you to prioritize expanded bike lanes, pedestrian safety enhancements, and accessibility measures for people of all ages and mobility levels.

I am thrilled that Pasadena is advancing the Greenways initiative on EL Molino, Wilson, Sierra Bonita, and Craig Avenues, adapting a multimodal plan that emphasizes walking, hiking, and other modes of transportation for everyday trips—rather than continuing to only prioritize cars on residential streets.

These corridors are among the few north-south low-volume routes that cross the 210 Freeway, making them uniquely vital to the city's active transportation network.

What excites me most is the commitment to NACTO's "^//^geS(S^jb/7/f/es"design standards, which set benchmarks such as maintaining vehicle speeds under 20 MPH (or 25 MPH inverylow-volumecontexts) and keepingvehicle volumes under specified thresholds. These guidelines are recognized nationally for enabling safe and inclusive street design.

Moreover, the extensive community engaging and backing for this project — evidenced by the >1 ,000 petition signatures, more than 270 public comments, and endorsements from at least 17 respected local groups (including the PUSD Board of Education, Caltech, the League of Women Voters, the Accessibility & Disability Commission, and the Environmental Advisory Commission) — underscores the strong desire for safer streets.

Given that hundreds of residents from parents and their children, seniors, students, and people with disabilities stand to benefit, I respectfully urge the following:

1. Finalize and implement the contract for Greenways design immediately, using the full funding from Metro to build momentum and public trust.
108/25/2025
ITEM 6

2. Ensure the Greenways meet "All-Ages & Abilities" standards, including speed reductions, traffic calming features, quality crossings, and signaling enhancements to support people of diverse abilities.

3. Include dedicated bike lanes and pedestrian amenities—such as clear striping, green "conflict zone" paint, curb extensions, median islands, Lighting, and safe crossings—to enhance safety and usability for non-car road users.

4. Incorporate quick-build treatments—Like traffic circles, speed cushions (with emergency vehicle cut-throughs), diverters, and bike boxes—on El Motino and Craig first. These temporary installations will help gatherfeedback and optimize designs before permanent construction.

5. Ensure the network caters especially to vulnerable groups—children walking or hiking to school, older adults, people with disabilities, and residents without car access by integrating audible signals, Leading Pedestrian Intervals (LPIs), and Accessible Pedestrian Signals (APS) at crossings where warranted.

Adopting these measures will ensure Pasadena leads in safe, equitable mobility and supporting healthier, more vibrant neighborhoods where people of all ages and abilities can walk, bike, and connect with ease. Above all, it's a tangible win for climate action, public health, and community resilience.

I thank the Council for their consideration of this measure and hope they continue to demonstrate their leadership in shaping a future where streets that work for all. I look forward to seeing these Greenways implemented swiftly, safely, and inclusively.

Sincerely,
Seneca Veiling

To whom it may concern,
I've resided in Pasadena since October 2021. I've a bicycle, which I've used it to commute to work frequently over the last two and a half years. I noticed a big improvement in the quality of my commute when the bike path on Cordova was inaugurated. This allowed me to take Cordova and a short section of Wilson to get to my job at Caltech.

Unfortunately, my capacity to use my bike more broadly has been limited by the poor connectivity of the bike path network of our city. Crossing the 210 freeway never feels safe: bike markings disappear suddenly and motorists tend to go faster in that area.

The Greenways are really a perfect solution for this issue. They would greatly improve, in practice, the north-south connectivity of the bike path network, while having a minimal impact on car traffic and also benefiting enormously these mostly residential streets (in terms of noise reduction, cleaner air, and safety for children).

I hope this project gets approved soon and motivates similar changes elsewhere. Pasadena has a great opportunity to lead a positive change in the LA area.

Best,

Hello,
I am a Pasadena resident who has Lived in the city for over 20 years. I live in District 5 north of the 210 near Fair Oaks and Orange Grove. Because of where we live, we frequently cross the 210. While it's fine in a car, we need better ways to do it on foot and by bike.

I am an avid cyclist. I use my bikes for recreation, but also for commuting and running errands around Pasadena. The bike routes and bike-friendly streets running east and west across the city are adequate to good. The bike routes and bike-friendly streets running north and south are not adequate. There is really no pleasant, safe way to cross the 210 from either side, going north or south—especially on the west side of Pasadena. It has been this way since I arrived in the city.

I am excited to hear this might change by establishing greenways on EL Molino, Wilson, Sierra Bonita, and Craig. While I would like to see Marengo included in this List, these streets are a good start to solving the problem I describe above. We need a complete bike-friendly, pedestrian infrastructure to make the city more traversble by bike and by foot. I want to see All Ages and Abilities greenways built to create safe neighborhood streets to encourage more people to walk and ride.

Thanks for your support!

Dear City Council,
I am a resident of South Pasadena and I work in Pasadena. I commute to work by bicycle every day, mostly along El Molino.

I want to see All Ages and Abilities greenways built to create safe neighborhood streets.

Greenways make streets safer for everyone, including bicycle commuters like myself, while allowing access for cars and emergency vehicles.

Simple traffic calming, like speed bumps with emergency vehicle cut-throughs, reduce speeding while providing access for everyone.

The Greenways will provide safe routes to schools, and give students transportation options. That's why the PUSD school system, as well as PCC, Caltech, Polytechnic, and the Sequoyah school all support All Ages and Abilities Greenways. Kids thrive when they get the independence, fun, and exercise of getting themselves to school.

Besides the greenways, Pasadena has 12 high-volume north/south streets that carry over 200,000 cars per day across the 21 0 freeway. Building the greenways will not change any of these 12 high volume streets and so traffic will still flow freely.

I support All Ages & Abilities Greenways in Pasadena. I am hoping that the Pasadena City Council will award a contract for the Greenways on Monday.

Best regards,
