Honorable Mayor,
Honorable City Council Members,
Thank you very much for all the hard work you do for our city! My wife Kwang-hee Park and I are writing in support of greenways. Kwang-hee was hit twice as a pedestrian on El Molino. Had the original greenway plan been adopted in 2015, she would have saved four broken bones, eight new teeth, and the psychological impact of being hit by a car as a pedestrian—she was hit by a driver turning north from Orange Grove to El Molino. The original greenway plan of 2015 would have made that section a one way street north to south, the driver would not have been able to turn north. Delaying greenways affects real lives in real ways. Kwang-hee had a million guardian angels. She could have been killed in an instance.
Thank you.

Dear City Council,
As a resident of El Molino (#397), I am tired of the pick-ups, motorcycles, and sedans zooming past my house at unsafe speeds, making lots of noise, and endangering pedestrians and their pets. Turning El Molino into a Greenway would significantly alleviate these problems.
Thankyou,

Dear Councilmembers,
I am a resident of Pasadena in district 7 and I would Like to voice my support for the All Ages and Abilities Greenways contracts and the building of these Greenways.
I commute by walking and hiking, and I often have unsafe encounters with car traffic due to high vehicle speeds and a Lack of safe routes. Building the Greenways would allow me and other Pasadenans to get around safely by walking and bikingwhilealso reducing congestion and improving accessibility. Please support the building of the All Ages and Abilities Greenways.
Thankyou,

Hello,
I am a Pasadena resident who lives on ElMolino between Washington andWoodbury. My family has long been concerned with how El Molino is designed in our area. We see people at all times of day drive up our street, which is residential, at over 45 mph. We have witnessed many skip the stop sign at Elizabeth.
I am writing to ask for moving forward with the-4/Mges and Abilities Greenways design and public outreach. I have looked at it carefully and the plan seems a good design to make our streets safer, more accessible, and more enjoyable! My children ride their bikes to school and I commute by bike to work.
We have all had moments where our street infrastructure has made such transportation unsafe and uncomfortable. The greenways plan would be a huge upgrade in safety, walkability and rideability, and slow down our traffic to make our streets safer.
In addition, El Molino sits between Lake and Los Robles. Both streets are designed to handle heavier traffic, and we need to make design changes to encourage people to use those thoroughfares rather than our residential streets.
The vast majority of our neighbors support the Greenways plans and want our streets to be slower, safer, and more accessible.
Thankyou,
EricSchnitger, Ph.D.

Hello City Council members,
My name is Rachel Tutak and I Live at -'" " district 5) with my husband and two dogs (and a baby on the way). I also work from home and spend 99% of my time at my house, on El Molino (and surrounding streets) walking my dogs multiple times a day, or enjoying local pasadena favorites also located on El Molino (the Playhouse, Basecamp Fitness, the Stand, Spaces co-working space). I am writing you today to voice my support for approval of the design contracts for the All Ages and Abilities Greenways.
One of my favorite things about Pasadena and where we live is the potential for walkabitity or bikeability to all the things Pasadena has to offer. It's one of the reasons we bought our house here in the first place. The easiest way for us to get to these Locations is by heading South on El Motino via walking or by bike. However, El Molino is currently not equipt nor safe for pedestrian use. Despite this, people still need to get places and, as a result, use the narrow sidewalks to ride bikes or e-scooters.
When I walk my dogs I am always dodging people on the sidewalks as they bike or scooter to work or home. This is an even greater challenge for people with strollers and children trying to use the sidewalks. This could all be avoided if we iust slowed down traffic on El Molino and made the roads more accessible for pedestrians who want to bike. scooter or walk instead of driving. In fact, the one time I did try to bike to Basecamp Fitness via El Motino, I was hit by a driver who wasnt paying attention (luckily i was ok, but j went flying over my handlebars and broke my bike). I am now nervous to ride my bike, even as an experienced rider and someone who prefers to be outside to get around (we should be able to enjoy the year-round outdoor living that Pasadena offers!) In addition, El Molino and its adjacent streets are home to many service-based homes, including Elizabeth House and multiple homes for disabled adults. I see many of these residents walking with their children/babies and with their caregivers on ElMolino. I myself hope to walk with my future childrem along the safe greenways and enjoy Pasadena and our community for years to come.
I hope you read this and consider signing the contracts to design the All Ages and Abilities Greenways, making Pasadena safer for all residents for years to come.
Thankyou foryourtime and consideration.
best,
RachelTutak

Hello,
I oppose making more streets bicycle friendly while reducing lanes for cars. It is nice to be able to share the road with cyclists but we need to be able to drive our cars safely and not cause more traffic congestion for vehicles. I also oppose the addition of roundabouts to narrow residential streets where a roundabout is not needed and causes difficulty for larger emergency vehicles to travel.
Thank you for your consideration. Catherine Budincich

Everyone wants to live on a safe, quiet street. Residents always want people to drive slowly in front of their homes. Building safe Greenways will slow down drivers on four neighborhood streets, and so will be very popular with residents who live along those streets.
I support the contracts for design and public outreach. The public outreach will give the community a chance to shape important safety projects, including the Greenways. I am not fooled by misinformation from KPM, and I understand that these contracts will create the public process.
•The four streets planned as Greenways - El Molino, Wilson, Sierra Bonita, and Craig - are the four lowest-volume streets that cross the 210 freeway. That makes them a natural choice for safe, low-speed travel. Greenways create low speeds and reduce cut-through traffic using traffic-calming like speed humps and diverters.
The Greenways have outstanding community support! More than 1000 people have signed petitions of support and written over 270 comments. Plus, 18 local organizations have endorsed All Ages & Abilities Greenways, including the PUSD School Board, the League of Women Voters, the NAACP, the Accessibility and Disability Commission, the Environmental Advisory Commission, and the Transportation Advisory Commission.
Greenways make streets safer while allowing access for cars and emergency vehicles. Simple traffic calming, like speed humps with emergencyyehicle cut-throughs, reduce speeding while providing access for everyone.
Most people - about 60% - say they would like to ride a bike sometimes, but need safe spaces to do so. Building a network of safe bike routes is the best way to shift more trips to hiking and micro-mobility. This frees up parking spaces for drivers, reduces traffic, and makes our city more accessible and vibrant. This has worked in more than a hundred other cities, and it will work here too!

• The Greenways will provide safe routes to schools, and give students transportation options. That's why the PUSD school system, as well as PCC, Caltech, Polytechnic, and the Sequoyah school all support All Ages and Abilities Greenways. Kids thrive when they get the independence, fun, and exercise of getting themselves to school. • Speeding and safety on neighborhood streets are major issues! El Molino and Wilson are both identified as corridors with high rates of traffic injuries by the new Roadway Safety Action Plan.
Pasadena averages 600 injuries and 5 deaths each year due to dangerous driving. Speeding and dangerous driving are a top issue for many residents. We want our neighborhoods to be safe!

Hello,
I am a resident in Pasadena and serve as the Vice Chair of the Transportation Advisory Commission. I am writing to urge support to approve the contracts for design and public outreach for the Greenways. Our communities in Pasadena deserve roadways that are safe for all users (drivers, pedestrians, bikers) and the Greenways would allow an opportunity to slow down traffic, enhance Pasadena's street beautjfication, and make our streets better for everyone.
Thankyou!

I am not sure how cyclists had such an influence to get as many streets single lanes for literally no bike travel.
To me it just screams someone is picking winners and losers, and drivers, who are supporting the economy of our towns and cities because of their hard work and long hours. How about giving them some consideration.
No more Bike Lanes - we have enough. If you pass an initiative to eliminate Bike Lanes, sign me up.
By the way, we are Temporarily living close to Hill Ave. What do they call that stupid crash thing in the middle of the road? A death circle?

Gentlemen, I am writing to inform you that I am strongly opposed to the Pasadena DOT plan to turn El Molino Avenue into a "Bicycle Greenway". As a 25-year resident, I am upset that the Council continues to waste our scarce tax dollars on virtue-signalling, anti-car, bicycle projects that no one uses. As I drive around our city, it's frustrating to see these so-called green pathways that are rarely used.
Please stop funding these wasteful projects that provide no benefit to Pasadena's taxpayers.
Respectfully,

Dear Council Members and staff,
As Pasadena residents with school aged children who enjoy walking and bicycling to school, we are writing to share our strong support for the development of neighborhood 'greenways' in Pasadena.
Walking and bicycling are healthy, affordable, and sustainable ways to get around town. Yet these modes of transportation are only viable if they are also safe and accessible for people of all ages and abilities.
Safe, neighborhood greenways would provide comfortable routes for people to walk, bike, skate, scoot, and drive along. They would also grant young Pasadenans more independence and autonomy to get to local schools, parks, Libraries, and other community spaces without being shuttled by their parents all the time. These opportunities would not only support their mental and physical wellness, it would also save families time and money.
Given the many benefits of this type of infrastructure, it is no wonder that 1 8 Local organizations have endorsed All Ages & Abilities Greenways, includingthe PUSD School Board, the League of Women Voters, the Pasadena Chapter of the NAACP, and the City's very own Accessibility and Disability Commission, Environmental Advisory Commission, and Transportation Advisory Commission.
Please grant the community the opportunity to help design safer, more accessible streets.
Thankyou foryourtime and service,

Hello,
I live on Monte Vista between Palo Verde and Alien. I drive Orange Grove everyday getting to work and school, and my kids walk and bike our neighborhood constantly, including crossing Craig and crossing Orange Grove up to Victory Park and a friend's on Paloma. I strongly support the traffic light at Craig, but the additional measures, especially the concrete islands and Losing a lane to a bike lane, is too much.
Bike riders, including my family, have Villa for traveling East/West, as well as all the quiet streets in the Casa Grande neighborhood where I Live. The number of people who rely on Orange Grove as a car thoroughfare far outnumber the specialized interest riding bikes on this section of Orange Grove: there's a giant hill right past Pasadena High and nothing but residential east of Alien so only sports bikers go that way. The casual person using a bike to get around doesn't need an Orange Grove thoroughfare going east of Alien.
But if Orange Grove becomes consistently slow or concrete barriers make certain turns difficult, cars are going to start using my neighborhood's quiet streets as their thoroughfare- and that is far more dangerous.
Keep Orange Grove for cars so that cars stay out of the other streets.
Dr. MaryWashburn

DearMiguel,
We have lived for over 50 years on Cornell Rd, next to El Molino Ave., and have seen an immense increase in traffic because of all the new condos that have been built here.
We are OPPOSED to making changes to El Molino including islands, removal of street parking, etc. Although we strongly support bicyclists in Pasadena we don't believe El Motino is a good place to put in bike lanes. It is a narrow street with limited parking on one side. I NEVER see bikers on it and imagine that they use the quiet streets running parallel to El Molino. Neighbors on these streets will always welcome bicycleSfiktQWflOIZBiate 1 Item 6
having an influx of cars who are frustrated by the proposed changes on El Molino.
PLEASE LEAVE EL MOLING AVE ALONE!
It is fine as it is and bicyclists have many othergood options.

I am AGAINST the proposed Craig St. greenway.
I live two blocks from Craig and walk and drive on it on a regular basis.
The street does not have the traffic to warrant such an expense. A greenway will make it more dangerous for everyone as it mixes all means of transportation on the same street. The greenway will move traffic to other nearby streets thereby accomplishing nothing. Parking is already an issue and the greenway will exacerbate that. Neighbors in the immediate vicinity are against the proposal.
I request that this proposal be voted DOWN.

Good Morning Esteemed City Council Members:
I support the contracts, and I want to see All Ages and Abilities Greenways built to create safe neighborhood streets.
I grew up in Pasadena, and San Marino and have moved back after 25 years in the Santa Barbara area.
I live by AllendaLe School, and so the El Molino Greenway in particular would be of great interest and benefit to me.
The speed of cars and volume of cars has taken me aback and I would never be comfortable riding a bicycle on many of the streets.
Walking also gives me pause, especially crossing over streets due to the speed and inattention of drivers.
While driving one must be vigilant for random jaywalkers that simply cross the street wherever they like.
Please seriously consider approving the building of All Ages and Abilities Greenways so that at least those streets return to the normalcy of what once was in our neighborhood.
Thank you kindly,
Tanja Reutimann

Public Comment in Support of All Ages and Abilities Greenways Dear Pasadena City Council,
I work in Pasadena and am writing to express my strong support for the proposed All Ages and Abilities Greenways network. I Live in South Pasadena and commute to Caltech daily by bike. I am a relatively experienced rider, so I can use the current, unsafe streets, but that is not true for the vast majority of people of the region. The Greenways will connect our two cities and give workers, students, and your neighbors the freedom to move without a car.
Meeting the Demand for Safe Diking Infrastructure
Research consistently shows that approximately 60% of people would like to ride a bike more often, but they need safe spaces to do so. The missing piece isn't desire—it's infrastructure. By building a connected network of protected bike routes, we can shift more trips away from cars to hiking and other forms of micro-mobility. This benefits everyone, including drivers, by freeing up parking spaces and reducing traffic congestion. More than a hundred cities across the country have proven this approach works. Pasadena can and should be next.
Safe Routes for Students
The Greenways will provide safe, direct routes to our schools, giving students real transportation options and independence. That's why this initiative has earned support from PUSD, Pasadena City College, Caltech, Polytechnic School, and Sequoyah School. When children can safely bike or roll to school, they gain independence, daily exercise, and the confidence that comes from navigating their own community.
These are invaluable benefits fortheir development and well-being.
Addressing Traffic Safety Concerns
Speeding and traffic safety on neighborhood streets are major concerns for Pasadena residents. The city's own Roadway Safety Action Plan identifies ElMolinoandWilson as high-injury corridors. The statistics are sobering: Pasadena averages 600 traffic injuries and 5 deaths every year due to dangerous driving. Our neighbors deserve to feel safe walking, hiking, and living in their own neight.ifi^gp^l^Jhe 1 Item 6
Greenways will help calm traffic and create safer streets for everyone—whether they're traveling by bike, on foot, or by car.
This is an opportunity to make Pasadena safer, healthier, and more Livable. I urge you to approve the All Ages and Abilities Greenways and invest in infrastructure that serves all residents.
Thank you for your consideration.
Sincerely,
CaseyLaw, PhD

I am sorry to I say no one has addressed my concerns over the Greenway Projects. It's not a bad idea, in concept, it's just that you are rewarding many bicyclists for their bad behavior - thinking they are above the law - and that your whole plan revolves around reducing car speeds- not educating bicyclists to be better citizens. Therefore, I am against the project as is.

» Dear Mayor,
»
» I have recently been notified by Keep Pasadena Moving about the $12 million dollar plan to institute road diets, bike lanes, concrete islands, etc., to Craig Avenue and other streets. »
» I am opposed to disrupting the flow of traffic in our City by reducing traffic lanes to increase the number of bike lanes when the City is not serious about educating bicyclists on safety issues. »
» I have talked to you about my concerns over the last few years, and now the Vice Mayor. My concerns seem to fall on deaf ears. In various transportation project proposals that the City has sent out for bid, I have read about educational programs that were part of the proposals. If these programs have been successful, I have not observed positive results from these programs on the street. I see bicyclists riding on sidewalks in busy areas, not observing traffic rules, and not using the new dedicated bicycling lanes when it would be safer for them. As a person who has been nearly run over by bicyclists in Old Town, I take this issue very seriously. If you don't believe me, all you need to do is go out on most any street on most any day and observe the behavior of bicyclists I am speaking of. »
» I would be happy to support well-thought out transportation projects if the City could show me its educational efforts have had success. I would like to read the actual educational programs implemented, and the measurable results from these programs showing that the programs are working and the streets are safer. I would also like to see a study on how many people are using the new bicycle lanes as opposed to who are not. 1 10/06/2025

It will create congestion elsewhere and the street already has traffic.

Dear Pasadena City Council,
I'm a Pasadena resident who lives on North El Molino Avenue. My family and I walk regularly in the neighborhood. Seeing neighbors out walking/biking helps us get to know each other and make our neighborhood a wonderful place to Live. Safe streets help us build community and care for one another.
As regular walkers, we frequently witness drivers speeding, not stopping at stop signs and have seen and heard a number of accidents over the years. We have so many residents who walk regularly, young children, youth walking to school, bikers and parents with strollers who are out and about. We care about our community and want everyone to be safe and get home to their families at the end of each day.
Deaths, injuries, and vehicle and property damage are all things that can be PREVENTED if we all think about others, slow down and invest in improvements that are designed to make safe driving the norm.
We support improvements that slow down traffic and make our city a safer place to live.
Thanks you for your consideration,

Hello,
I am a resident of North Craig Ave. My car was totaled 2 weeks ago by a speeding driver.
The safe greenways would certainly be an effective measure to improve safety.
I urge you to vote for the contracts.

Dear Mayor Gordo and Members of the Pasadena City Council, I am writing as a Pasadena resident to strongly oppose the proposed plan to convert sections of El Molino Avenue into a bicycle and pedestrian greenway.
This project would:
Divert over 50,000 cars daily into nearby neighborhoods, increasing traffic and safety risks.
Remove vital parking and access for residents, seniors, and local businesses.
Waste millions in public funds on a plan that few residents support.
Further gridlock our city and harm the community's quality of life. Environmental damage would be incurred.
Itwould discriminate against handicapped and senior residents of Pasadena, who rely on their automobiles for mobility and transportation needs.
Please remove the El Molino Greenbelt proposal from consideration and focus on smarter, balanced traffic management that benefits all Pasadena residents. We do not support this proposed city plan.

To whom it may concern,
My name is Kinsey McLean and I've been a Pasadena resident for almost 5 years now who also works in Old Pasadena. I've been trying to get speed bumps or other speed safety measures installed on my residency street of Brigden Road between Alien and ALtadena as my family is always out and about walking and riding our bikes on our neighborhood streets. I'm very thankful for the people who have helped us get these "Slow Down" signs in our yards as our neighborhood certainly needs them.
Besides that, I support the contracts and want to see All Ages and Abilities Greenways built to create safe neighborhood streets. I need a safe route to ride my bike to work and a safe route so that my family can ride into Old Pasadena and having a safer way to cross the 210 freeway would be super helpful. The four streets planned as Greenways - El Molino, Witson, Sierra Bonita, and Craig -are the four lowest volume streets that cross the 210 which makes them a natural choice. I hope you will consider making these streets in Pasadena safer for all of those who are doing our best to get out there and ride bikes and be pedestrians on our local streets.
Thank you for your time,
KinseyMcLean

Dear Pasadena City Council members,
This is public comment on behalf of Tommy Lei and Braden Pontoli (residents on N El Molino Ave, above Washington Blvd)
We are Pasadena residents and homeowners; we also have established studio practices in Pasadena.
I support the contracts and I want to see All Ages and Abilities Greenways built to create safer neighborhoods and streets for the following reasons:
Everyone wants to live on a safe, quiet street. Residents always want people to drive slowly in front of their homes. Building safe Greenways will slow down drivers on four neighborhood streets, and so will be very popular with residents who live along those streets.
Greenways make streets safer while allowing access for cars and emergency vehicles. Simple traffic calming, like speed humps with emergency vehicle cut-throughs, reduce speeding while providing access for everyone.
Speeding and safety on neighborhood streets are major issues!
Thank you so much for your time and consideration.
All our best,
Tommy & Braden

It is my understanding that the City is considering awarding a nearly $1,100,000 contract for developing four greenways (Craig, El Molino, Sierra Bonita, Wilson).
Several years ago, the City considered a road diet that would have been disastrous for Orange Grove. It woutd've caused many problems in terms of EMS delays, sending traffic into neighboring streets, traffic delays on the road in question (i.e., Orange Grove), etc. Rational discussion occurred, and it was decided that this was not the way forward, and that the negatives outweighed the positives.
From all the information that has been provided thus far, the negatives also outweigh the positives for the four greenways. / strongly encourage the City to shelve this topic, or at the very least take another look at it before moving forward. The majority of city residents are unaware of it, and of the ones who are aware of it, the majority are against it. That tells us something.
At this point, it is more important to spend our taxpayer dollars on repairing streets, sidewalks, and other infrastructure projects.
As a side note, I am a bicyclist, so I am sympathetic with this issue. But I am also a practical and rational person. Before we add more bike lanes, we need to see the data as to how many bikes are using Union and Cordova. This should be relatively easy data to provide. I think everyone can agree, before we expand a program we want to see conclusively that these bike Lanes are carrying significant-and growing-bike traffic and do not have unintended negative side effects. My personal experience with both of these streets so far is that they are essentially unused by bikes Additionally, people are realizing that $12 million (total costs) is way too much taxpayer money to benefit so few when the money could go towards repairing roads, better Lighting, safer crosswalks, etc. I understand that the Measure R Mobility Improvement Project (MIP) fundingwill provide funding.
However, we should redeploy this to projects with benefits for a larger percentage of Pasadenans. 10/06/2025

Hi there,
I am an owner and a resident on S. El Molino Ave in Pasadena and I am against the addition of greenways, especially on el Molino Ave in Pasadena. There is a school where parents do pick up their children, and currently, there is only parking on one side of the street and half of the street is restricted with parking usage because of the school, which makes it exceptionally difficult for anybody who is trying to come to our place wi would you have a place to park and also for us to park our second car. This would be detrimental to our ease of use for our property that we own and live in.
There are so many surrounding streets with parking on both sides of the street and by tying up the very little use that we have for ingress and egress in and out of our properties and also for parking around our property, would be absolutely terrible.
I would appreciate you taking this point into consideration. I very adamantly vote no.
Thank You,

Dear City Councilmembers,
We've Lived in Pasadena for almost 20 years and are excited to see the Greenways project finally come to the design and outreach phase after more than 10 years! From a practical standpoint: Since this project is being funded by AHSC and Metro (thanks to city staff's hard work), it would be silly to NOT take advantage of these grants. It would also be sad to quit/cancel before even exploring our design options!
From a personal standpoint: we've used 3/4 of the proposed Greenways on a regular basis over the past 10 years. We agree with staff's assessment that Pasadena lacks safe North-South bike routes, and we're always excited to have more quiet, shaded walk-friendly streets. We feel even more strongly about this now that we live in a school-adjacent neighborhood with many other families who walk and bike for fun and health.
Everyone benefits from safe and welcoming access to the outdoors. Let's focus on how we can encourage more movement, joy, and community safety in our environment, rather than focusing only on convenient car access!
Sincerely,

As District 1 homeowner and resident who relies on hiking and Metro to commute in Pasadena,I support All Ages and Abilities Greenways for El Molino, Wilson, Sierra Bonita, and Craig.
The slow speeds will reduce speeding and crashes, and going north and south more accessible for non- car road users throughout the city. Multiple times a week, I need to cross the 210 to get to work, to the A line, and running errands, and sometimes I struggle trying to find the Least scary street to use.

Dear Mayor and Council,
As a resident of District 2 and supporter of safer streets, I am writing to share my support for the City's efforts to develop a network of neighborhood 'greenways' in Pasadena.
I often walk and bike on Wilson when I am visiting businesses and friends in Pasadena or commuting to work. Crossing the 210 on Wilson is my least favorite part of that trip because of the speed of the cars on the road and the lack of plants and trees. I sometimes drive instead of using active transportation to travel on Wilson because of that.
The Greenways project would be a major step towards making Wilson and the other streets in the Greenway plans better for pedestrians and cyclists, and as such has been embraced by a broad cross section of the community.
Over 1,000 people have signed petitions in support of ALL Ages & Abilities Greenways for Pasadena, and over a dozen local organizations have endorsed the project, including the League of Women Voters Pasadena Area, Caltech, Pasadena City College, the NAACP, the Pasadena Unified School District board, and the Pasadena Accessibility and Disability, Environmental Advisory, and Transportation Advisory Commissions.
Please support a safer, greener, more accessible Pasadena! Jenna Cobb

Dear Mayor Gordo and Councilmembers,
My name is Jeff Cyrulewski, I'm a Pasadena resident, board member of Keep Pasadena Moving, and a former TAG commissioner. I wrote a Letter about the Greenways for agenda item 6, and I wanted to add an addendum to that under agenda item 7. Even though the item is for a number of Measure R-related projects, since the Greenways are part of that list of projects, I wanted to bring up something about them that you may hear from staff and some speakers tonight, namely the idea that there is no plan for the Greenways. That is not accurate. There are two plans for the Greenways, and here they are:
The first one is in the 2015 Bicycle Transportation Action Plan (on pages 46 through 50) which I'll link to here:
https://www.cityofpasadena.net/transportatJon/wp-content/uploads/sJtes/20/Pasadena-Bike-Action- PLan-08-17-201 S.Ddf
And the second is in the 2021 Greenways Feasibility Study (on pages 663 through 675), which is Located here:
https://www.cityofpasadena.net/transportation/community-mobility/greenways-study/ Intact, as recently as 2022, DOT staff were going to councilmembertown halls to talk about the Greenways Feasibility Study plan. They also held a meeting in 2022 at the corner of Craig and Las Lunas specifically about the Craig portion of the plan.
Then this year, back at the April 24 TAG meeting, Deputy Director Jenny Cristales-Cevallos was talking about the Greenways, and said this:
"...we're...looking back at the BTAP plan to look at what was proposed so that we can incorporate a lot of the improvements that were originally identified in the Bicycle Transportation Action Plan." On the Keep Pasadena Moving side of things, that quote led us to put together our flyers, which contain the specific proposed road changes in the BTAP. The only time we deviated from that was in our Craig flyer, when we also added the possibility of a traffic circle being built at Las Lunas and Craig, based on the 2022 meeting that was held there.
My sense as to why DOT is saying there is no plan is that they've heard the outcry from the community about the project, and are scrapping both plans to come up with another plan, or are rethinkingthe project entirely. But I imagine that the idea that there is no plan will come up Monday night, and I wanted you to have the information about the two that are already out there. 1 10/06/2025

The streets are intended for everyone. They should not be designated as private pathways for a privileged few.
We all support the goal of safer streets. However, using safety as a justification to restrict motor vehicle access is not a genuine safety concern; it is a misguided transportation policy that disguises itself as a safety measure.
Let's stop the deception and allocate these funds where they benefit everyone and are truly needed like road improvements not impediments, additional traffic signals, improved street lighting, and better street furniture.
Thank you! Vote NO On 6 as proposed!
Thank you,
Danielle Moskowitz

Greenways Project on El Molino

To Whom It May Concern:
I am a resident of El Molino Avenue and am deeply concerned about the proposed installation of concrete islands and bike lanes between Atchison Street and Penn Street at the El Molino-Howard intersection. While I support safety improvements, this design would seriously handicap our neighborhood in multiple ways including:
Most Importantly - Loss of Essential On-Street Parking in an already narrow residential area. The loss of this alone will have an unimaginable negative impact on our quality of life in this small neighborhood. We use the on-street parking to maneuver vehicles in and out of our driveways. Most of the driveways on this street are narrow, some of them short and sloped. Very few or none of us have circular driveways that allow for easier family accommodations. There will literally be nowhere for gardeners, pool cleaners or cleaning people to park. Furthermore, when an occasional family get together is desired, there will be no other option than to pile vehicles onto small front lawns. This is something that none of us expected when we bought our homes, nor is it something we deserve to be handicapped with. I feel very vehemently that this is something no one in the neighborhood would vote vote for.
Traffic Diversion into Smaller Streets because of the proposed changes will only divert into even smaller neighborhoods/streets, the situation that you think you are fixing. The major streets like Lake Avenue and FairOaks are already avoided because they are already too congested. Ergo, nothing will truly change.
Emergency response delays could potentially result.
Deviation from the 2021 Greenways Vision, which proposed low-impact bicycle boulevards — not major infrastructure changes.
Insufficient Community Outreach — most neighbors were not given meaningful input. I for one had no idea until a few weeks ago that this was in the works until I fortunately read a piece of what appeared to be an unsolicited advertisement or a piece of junk mail. Much to my surprise I realized there was another battle to be fought.
Please pause this plan and conduct a traffic and emergency access impact study. Engage directly with residents and consider less disruptive alternatives like signage, speed cushions, painted sharrows, or flashing crosswalks. I feel strongly that all of us would support that. 10/06/2025
1 Item 6
We want to preserve the safety and character of our neighborhood while not detract from its value. My neighbors and I know that this change will have a negative impact on our personal property values, property values that have already suffered due to the loss ofAltadena. The additional unwarranted inconveniences that this plan proposes to inflict upon us will also detract from the overall desirability of our neighborhood.
Thank you for your attention to this matter that is VERY important to all of my neighbors. Please help us preserve our quality of life.
Sincerely,
Christina Spano

Support Greenways for Families
My family and I would like to express our support for the Greenways.
Having previously lived in cities that are truly walkable, Pasadena is NOT liveable or walkable.
Cars fly down streets at freeway speeds - residential streets. Pasadena streets are scary dangerous as a driver, much less outside a vehicle.
In other cities, kids bike and walk to school, seniors can walk or bike to run errands and streets are safe for people to walk or bike to work.
So what is the purpose of streets?
Were streets created just so that people could go as fast as they want in modified muscle cars, super-charged luxury cars, gargantuan vanity trucks and SUVs? That's what we have right now. Signs and paint do nothing to stop the rude, reckless, speeding drivers.
The streets are literally freeways right now. Drivers speed and stomp on the gas pedal, only to slam on the brake at the next light. People show, or express anger and road rage with aggressive and unsafe maneuvers.
1 10/06/2025
ItemG
Aren't streets supposed to be used for simple transportation? Work. School. Food. Errands. Meeting friends. Picking up and dropping off kids (because the streets are too dangerous for children to walk or bike anywhere.) Don't we want safe streets? For our kids? For our parents and grandparents? For our neighbors and friends?
Can't we enable the mobility-compromised and seniors to get around on their own? Does the city really have to debate "whether" to have safe streets? Once drivers on your streets have run over and killed people - literally spilled blood - how is it that the Council has to ponder the welfare of children and seniors? Does the city favor traffic violence and savage behavior over safe streets and facilitate a dangerous, car-centric city with horrific air quality and gross plastic pieces from prior car crashes littering every street?
Wouldn't it be better for the city to support and facilitate people who want to use their own physicality for transportation instead of making it dangerous and stressful for people walking or cycling?
Please support the Greenways - and get the ball rolling to make the rest of the streets safer and less ugly - can't we plant more trees that we lost? Just sayin' Thank you,
Michael Winston and family

For the Council record: this is a copy of correspondence I sent to my council member, Justin Jones, and to Keep Pasadena Moving. I may not be completely correctly in formed about this project, but I still believe City funds could be better used in other projects. *******
I have reviewed some of the material about the El Molino Greenway and have decided that I am opposed to this project. I travel El Molino regularly from Prescott Street and I can't imagine the limitations imposed by this endeavor. To mention just one: the loss of on-street parking would hit the Playhouse District hard.
Also, on my end of the street, the Loss of parking for apartment buildings would be enormous.
This is a well-meaning project, designed to encourage more bike traffic, but I believe the costs and the impact to the neighborhoods would outweigh the benefits and usage.
Sincerely,
MaryAnne Berry

Hi Gloria. Thank you so much for taking the time to email our City Councilmembers (along with Mayor Gordo and City Manager Marquez) and share your concerns about the proposed project. Every message the Council, Mayor Gordo and the city manager get adds to the momentum to change things, and your effort helps ensure our leaders hear directly from the community. It's this kind of grassroots involvement that makes a real difference in protecting our neighborhoods.
Again, thank you for taking the time to write and I hope you reach out to your neighbors and friends to encourage them to write in—it's the only way to make effective change.
With gratitude,

#6: CONTRACT WITH TDG ENGINEERING, INC., TO DELIVER CONCEPTUAL

My name is Lee Alien, I am a Board Member of Keep Pasadena Moving. Unlike other organizations, KPM strives to be a representative voice for the MAJORIT/ of Pasadena residents who have told us they are NOT in favor of the wasteful spending and disruption to normal traffic flow as these four low-volume streets called The Greenways wilt impose. None of the residents had any knowledge of the city's intent to alter the roadways mentioned as Greenways. There has been no communication from the city to notify residents on those streets and surrounding neighborhoods of the Greenway plans, how they are to be implemented, and the benefit to the residents by having them built. Conversations with the Department of Transportation Lead to more confusion: "conceptual," vs "Design" phases, the use of the BTAC vs the Feasibility Studies, quick builds, the promise of outreach and technical consultants, etc. Intended jargon to confuse us further.
But the specifics of the plan are neatly hidden in schematic drawings: concrete islands, roundabouts, removal of street parking, conversion of travel Lanes to right-turn only lanes, lane reductions, and, of course, bike lanes. When brought to their attention the majority of residents don't see the need for these overly-complicated, poorly designed, costly changes to low-volume streets, without supporting data, especially as they benefit only about 2% of our population.
The adage "build it and they will come" didn'tworkfor Union Street and it won't work for the Greenways without the data. Poor design such as the Hill Street roundabout delays EMS (the firelighters call it "unusable"). The Greenways will only delay EMS response times in a community with a median age 39.6 years, with a larger share of age 45-60 years, higherthan the regional average.
The residents would rather have what they've been asking for: smoother paved roads, better lighting, crosswalks, repaired sidewalks, more signals at dangerous intersections, reliable and SAFE public transportation. Not the convoluted cement obstacles and "road furniture" that's being proposed with the Greenways.

Dear Mayor Gordo and Members of the Pasadena City Council, I'm writing as a Pasadena resident to strongly oppose the proposed plan to convert sections of EL Molino Avenue into a bicycle and pedestrian greenway.
This project would:
Divert a large amount of traffic into nearby neighborhoods, increasing traffic and safety risks.
Generate huge traffic jams on El Motino during rush hours Remove vital parking and access for residents, seniors, and local businesses.
Waste millions in public funds on a plan that only very few residents support.
Further gridlock our city and harm the community's quality of Life.
It would discriminate against handicapped and senior residents of Pasadena who rely on their cars for transportation needs
Please remove the EL Molino Greenbelt proposal from consideration and focus on smarter, balanced traffic management that benefit all Pasadena residents. We do not support this proposed city plan.

All Council Members,
This proposed project has not been thoroughly thought through as to the impacts this would have on existing traffic, pollution, and disruption to those residents that will be the recipient of this idea.
Just because they have available funds doesn't mean they must be spent on such an ill conceived idea.
My recent inquiry to the City to get a report on how many in the Transportation Department ride bikes to work and also how many City employees ride a bike to work was answered as follows:" We don't know!" There is no return on investment here.
If you don't get my message, it is NO!

I want my vote against this greenway to be counted.
El Molino is a very narrow street. We also have the school and all the traffic that goes with it, at the comer of El Molino and Del Mar. There are also many trucks, from garbage companies, postal trucks, delivery trucks ( UPS, Amazon, FedEx) school buses, and traffic from residents just trying to live.
I have lived on this street over 30 years and I just cannot agree to any greenway on this street.

My wife and I want to make it very clear to the Pasadena City Council that we are opposed to the planned closures and reconfiguration of the entire El Molino Greenway Project. It is a waste of taxpayer money, time and will be Litigated in the U.S. District Court if necessary to stop this wrong headed boondoggle.
The city and each of the council members have failed to properly notify all of the affected residents and Local businesses about the upcoming 1 0/6/2025 meeting agenda and how the El Molino Greenway plan will affect their property interests.

Hello,
My name is Lai Sam; I am a resident of Pasadena, CA,and I support safe greenways. • I support the contracts, and I want to see All Ages and Abilities Greenways built to create safe neighborhood streets.
•
Everyone wants to live on a safe, quiet street. Residents always want people to drive slowly in front of their homes. Building safe Greenways will slow down drivers on four neighborhood streets, and so will be very popular with residents who live along those streets.
I support the contracts for design and public outreach. The public outreach will give the community a chance to shape important safety projects, including the Greenways. I am not fooled by misinformation from KPM, and I understand that these contracts will create the public process.
The four streets planned as Greenways - El Molino, Wilson, Sierra Bonita, and Craig - are the four lowest-volume streets that cross the 210 freeway. That makes them a natural choice for safe, low-speed travel.
Greenways create low speeds and reduce cut-through traffic using traffic- calming like speed humps and diverters.
The Greenways have outstanding community support! More than 1000 people have signed petitions of support and written over 270 comments. Plus, 18 local organizations have endorsed All Ages & Abilities Greenways, including the PUSD School Board, the League of Women Voters, the NAACP, the Accessibility and Disability Commission, the 1 10/06/2025
Item 6
•
Environmental Advisory Commission, and the Transportation Advisory Commission.
Greenways make streets safer while allowing access for cars and emergency vehicles. Simple traffic calming, like speed humps with emergency vehicle cut-throughs, reduce speeding while providing access for everyone.
The Greenways will provide safe routes to schools, and give students transportation options. That's why the PUSD school system, as well as PCC, Caltech, Polytechnic, and the Sequoyah school all support All Ages and Abilities Greenways. Kids thrive when they get the independence, fun, and exercise of getting themselves to school.
Speeding and safety on neighborhood streets are major issues! El Molino and Witson are both identified as corridors with high rates of traffic injuries by the new Roadway Safety Action Plan. Pasadena averages 600 injuries and 5 deaths each year due to dangerous driving. Speeding and dangerous driving are a top issue for many residents. We want our neighborhoods to be safe!

As a resident of Pasadena for over 40 years, as well as a totally handicapped senior citizen, I rely on the use of my automobile every day to visit my healthcare providers, my family and conduct business within the city. In short, I need my car to survive in my everyday life. Over the past twenty years, I have noticed that this city has become a community of gridlocked traffic chaos. Not because of too many automobiles, but rather the chaos is caused by bad traffic management and city policies that are misaligned with the citizen's needs and desires. Traffic circles, concrete lane impediments, unsynchronized traffic signals, each contribute and amplify the problem. Now I understand that the City Managers plan to take an intolerable situation ... and make it worse. We need the traffic to flow within the city streets without more impediments.

Currently, the Pasadena Department of Transportation is planning a bicycle/pedestrian makeoverofEl Molino that will divert over 50,000 cars a day into residential side streets. Based on a cost and cost/benefit
analyis, as well as the fact that it will severely impact my own residential area, I would call the idea incredibly short- sighted, patently stupid and good cause to file a class action lawsuit in the US District Court of California to stop
this unworthy project dead in it's tracks. (You may wish to consider what years of Litigation did to curtail the 1-710 freeway project that finally ground to a halt due to the unrest of the Local peasantry.) As you may surmise, my wife
and I are vehemently opposed to allowing the El Molino street closing to go forward. After talking to a number of our neighbors, they have also voiced opposition to this concept.
We would urge and encourage each of you to oppose this El Molino project and prevent us unwashed masses from assembling at the hallowed steps of City Hall with pitchforks, tar and feathers; carrying protest placards with your faces suitably adorned with missing teeth and satanic horns, chanting... "RECALL, RECALL," (Just kidding...but, maybe not.) I would Like to know what your official position on this subject is right now? And, whether you will pledge to stop this El Molino takeover of public property? Let me know where you stand? Sincerely,

Six reasons to get upset about the City Council's
hidden agenda...this coming Monday night. (Item #6)
1. You should oppose the El Molino Greenbelt plan by the Pasadena City Council on Monday Oct 6 City Hall meeting at 6pm
in person, phone or byzoom call. It won't count, if you are not on the record of this meeting.
2. Over 50,000 cars a day will be re-routed through our residential neighborhood streets by closing sections of this
main artery for automotive transportation on El Molino.
3. The city is awarding a $1.1 million boondoggle contract to "study" how to effectively implement this wrongheaded plan to
convert El Molino into a bicycle and pedestrian parkway in an effort to impede automobile use and stop the flow of traffic. They
propose eliminating street parking, more concrete curb traffic barriers and only one-way traffic (if any) to blockade sections of this main street.
1 10/06/2025
ItemG
4. I personally believe that this plan, created over 1 0 years ago, is a bad idea. This plan is being sneaked through without proper
public notice to all businesses and residents along and within 1/2 mile of El Motino.
5. This North-South street is one of the few routes that cars use daily to move efficiently across the city.
6. If the plan is implemented, it will only contribute to more delays and traffic jams in Pasadena and waste valuable public
resources to the tune of over $10 million. Object NOW or forever wish you had spoken up and said. "NO totheElMolino
Greenway" boondoggle plan. Details attached from the KeepPasadenaMoving Org. (non-profit) Sincerely, James and Susan Perry

Pasadena City Council
Re: Support for Greenways
How's that 100-year-old phone working for you? Your typewriter? The Model A Ford in your driveway?
Do you use anything that was designed 100 years ago?
Actually, everyone in Pasadena does.
Pasadena's streets were created more than 100 years ago.
When cars did not exist.
Pasadena's streets were created for horses and wagons, bicycles and for people
Straight lanes and square intersections have remained frozen in amber since the late 1800s.
Pasadena streets from that era includ Colorado, Fair Oaks, Raymond, Howard, Walnut, Marengo, Garfield, Los Robles, and Lake.
While straight-line street design has remained largely unchanged on most of Pasadena streets, literally everything else has:
Population: 391 residents in 1880; 137,000 Pasadena
residents today.
Streets made for horses: Motorized vehicles were not
commercially available in California until 1927, decades after Pasadena's streets were created.

Lethal Weight: From the 2,050 - 2,500-1b Model A cars, a little over one ton, modem vehicles have more than doubled in weight and size and, of course, lethality. Averages for sedan (avg 4,400 Ibs); SUV (6,400 Ibs for large models); trucks (5,800 - 8,700 Ibs).
Lethal Speed: If you really, really pushed it, the Model A topped out at 45 mph. Even the standard soccer parent van runs upwards of 120 mph.
In the early 1900s, even at "slower" speeds and lighter weight, cars killed people.
From 1909 -1913, faced with the deaths of children left dead in the street from cars, car manufacturers waged a name-calling PR campaign to criminalize road users and victims of road violence as "jays," a pejorative meaning stupid or foolish; hence "jaywalkers." Car manufacturers didn't bother to coin a demeaning phrase to describe the drivers who killed pedestrians.
This pernicious propaganda was so successful that people remain barred from using streets that were designed for them.
The old-fashioned 2-straight line street design is perfect for speeding and racing.
Are Council members and DOT staff deaf to the screeching racing engines of cars and trucks?
Is there an intersection in Pasadena that hasn't been marred with tire marks from street-takeover style donuts?
Do Council members shrug their shoulders at the physical, emotional and financial suffering of thousands of people who have been in car crashes on Pasadena streets from reckless speeding drivers?
And will Council members continue its car-centric focus with existing street design hostile to those who chose not to use a car - 2 or will it finally make the smallest step to live up to its DOT mission statement:
"The Department of Transportation is committed to achieving the safe, efficient and convenient movement of people and goods within Pasadena, while concurrently ensuring a balance between land use and transportation to maintain
a livable community
in which cars are not necessary to travel within
the city."
Will the City Council choose to evolve and make changes to correct the sins - and industry manipulation - of the past and make even the slightest changes to street design?
Does the City want to perpetuate cars-only street design that has yielded car-choked streets, suffocating air quality and makes pedestrians scramble for their lives?
Please vote for the Greenways.
Sincerely,
Mary Cameron

Dear Mayor Gordo and Members of the Pasadena City Council, In re: City Council Meeting 10/6/2025 6pm - Agenda Item #6 I am writing as a Pasadena resident to strongly oppose the proposed plan to convert sections of El Molino Avenue into a bicycle and pedestrian greenway.
This project would:
Divert over 50,000 cars daily into nearby neighborhoods, increasing traffic and safety risks. Endanger safe passage of emergency vehicles in the affected areas.
Remove vital parking and access for residents, seniors, and local businesses.
Waste millions in public funds on a plan that few residents support.
Further gridlock our city and harm the community's quality of life. Environmental damage would be incurred.
It would discriminate against handicapped and senior residents of Pasadena, who rely on their automobiles for mobility and transportation needs.
Please remove the El Molino Greenbelt proposal from consideration and focus on smarter, balanced traffic management that benefits all Pasadena residents.
Sincerely,
James & Susan Perry

To whom it may concern:
I am a 6-year Pasadena resident living on El Molino Ave near Villa St. My family and I regularly bike on El Molino, Villa, Mountain, Wilson, Union, and other streets for both errands and exercise.
In our experience, the single most important factor in the safety of a street for bicycling is the speed of the car traffic. Biking on Mountain between Lake and Hill, where there is no bike lane but frequent stop signs keep traffic slow, is much preferable to Maple and Corson, where cars traveling 40+ mph make for an unpleasant experience despite bike lanes there. I would not feel comfortable allowing a child to bike on El Molino, Witson, etc. with the current street configuration, and it is not particularly good for adults either.
I therefore strongly support the construction of Greenways as proposed. Drivers can readily take alternate routes and the time cost will be minimal - as we have seen from construction projects Like those along Maple and Corson, driving patterns will simply shift with slight to no overall effects on traffic, speed, etc. The benefits to the active nature of the neighborhoods served by these Greenways, however, will be immense, particularly insofar as they connect with recent investments to facilitate bicycle travel along east-west corridors such as Union and Cordova.
The best time to construct these Greenways would have been yesterday, the next-best time is today.
Sincerely,
Colin Raymond

El Molino Greenway is not a good investment and causes more problems Some people who received this message don't often get email fromI.Learn why this is important [ ,1 ] CAUTION: This email was delivered from the Internet. Dear faithful Pasadena Public Servants,
Thank you for your work to serve our community. I know you're trying to do the best you can. I've lived on EL Molino for the last 17 years. My daughter was born in Pasadena and has only lived on El Molino Ave. It has gotten to become one of the busiest streets as people find alternatives to Lake Ave and Los Robles.
The bike idea sounds good, but it is a waste of money. As a professionally Licensed engineer in California, I watched the bike lanes made on Union. It has made traffic worse and no one understand who should go on green tights. On the few occasions there were bicyclists, they all went on the car green nearly crashing into cars. The rest of the time, cars are backing up on a red tight for cars and green light for bikes no where to be seen. We lost a lane for cars so Union now takes longer where as before it was one way and timed well. I used to ride my bike on union without the bike lanes and it was just fine. And if it got dangerous, the sidewalk was a safe alternative especially with kids. Even with a new bike lane, it's super dangerous for kids to be in. They should be on the side walk.
It's already hard to get parking on El Molino. After COVID hit, i now work from home and the last few years has gotten harder for clients and friends/family to find spaces to visit. Now you also have delivery cars/trucks everywhere that stop in the no stopping areas and make El Molino and other roads narrower all the time. We don't need to put in a bike lane to make it even more narrow.
As a parent, I'm very disappointed with PUSD. I have always believed in public school. But the way our schools are funded is not right and $12 million should go to our schools and not be wasted on bike lanes that will not be used and will cause more congestion making it even more dangerous.
Please figure out how to use the money more wisely in areas we need in Pasadena. Hire more teachers and pay them more. Make commercial property owners pay more taxes on vacant spaces. It only hurts our city when they keep spaces empty. If they filled it, you'd have more people wiling to shop. If they keep it empty to take the toss, make them pay a vacancy tax. Empty spaces makes Pasadena look like it's not a place to do business or for people to come to. We need all the people that go to the convention center to shop at the Paseo and Lake Ave. Go get those taxes to pay for our schools and take care of our streets and lower our sales tax. 10.5% is hurting our city. Use the $12 million to better time and program the Lights so that people aren't waiting at red lights with no cars coming the other way. It can be done easily.
There are many engineering companies that can help with traffic flow automation. I used to be one of them and my old company is now in Pasadena. Use sensor, cameras, and timers to m^9(^9^y2§ow 1 Item 6
better. Don't cause more traffic congestion. Colorado blvd is another example where you have a busy street and now it's a 2 lane road instead of a 4 lane. Let's get cars off our roads and into our homes and businesses and clean up our air. Too many cars are congested on our roads and it's bad for our Lungs.
Bicyclists and motorists are all confused about Union, a one way street, that allows bikes to go both ways! Motorists are supposed to treat bicyclists as motorist, but they blast through stop signs and stop lights. I made a left turn on Union recently where a bicyclist ran his red light because there was both a green and red light next to each other. Let's not add more confusion to other streets. Union is bad enough.
Please do better. There's so much more that can be done. If you need more advise, let me know. I'm a member of the National Engineering Honor Society, Licensed PE, and was brought into Obama's White House engineering initiative to help engineers be more creative and do better in planning and engineering. I've got a tot of experience and I'm a Pasadena resident.
