LOCAL ROADWAY SAFETY ACTION PLAN
David Reyes, General Manager of Water and Power, and Joaquin Siques, Director of Transportation, provided introductory comments and responded to questions.

The Committee recessed at 4:10 p.m. and reconvened at 4:22 p.m.

Donson Liu, Engineer, summarized the agenda report as part of the Powerpoint presentation on the item, including providing information on safety corridors, injuries statistics, Safe Streets and Roads for All (SS4A), discretionary grant, process of plan, and community input; and responded to questions.

In response to Councilmember Cole's inquiry related to the project list and scores, Director Siques noted that on Attachment B (of the agenda report): Community Generated Project List and Scores, the individual scores were transposed incorrectly from previous list, but the total score is correct.

Councilmember Hampton expressed concerns with naming the resolution "Establishing a Goal of Zero Roadway Fatalities and Reduction of Serious Injuries by 2035", noting the challenges in achieving such goals. He encouraged staff to focus on streets in the City with frequent collisions and fatalities; and asked staff to provide 10/14/2025
'1
02 information on historical collision data in the City. He advocated for speed feedback signs located throughout the City to be updated to "real time" so Pasadena Police Officers are able to access speeding data immediately.

Chair Jones advocated for additional traffic officers on the streets to reduce speeding in residential areas.

Betty Gao, Recording Secretary, reported that ten letters of correspondence was received by the City Clerk's Office, which were distributed to the Committee, posted online, and made part of the record for this item.

The following individuals spoke in support of the staffs recommendation and/or provided other related comments on the matter:

Jeff Cyrulewski, Pasadena resident, expressed concerns with the rushed proposal plan and the lack of community input.

The following individuals expressed concerns with traffic safety and communication outreach, advocated for additional traffic enforcements, and/or provided other related comments on the matter:

Bill MacMultin, Pasadena resident
Ellie MacMullin, Pasadena resident
Councilmember Cole advocated for staff to develop a holistic and strategic safety plan for the City that includes enforcement, outreach and education. He would like the plan to include building a network where people can get around the City safely, as opposed to project by project, grant by grant, or controversy by controversy approach.

Councilmember Cole proposed an amendment to extend the corridor project on Washington Boulevard from Sierra Bonita Avenue to Alien Avenue.

In response to Councilmember Cole's comments, Chair Jones stated that holistic planning will be agendized at a future Committee meeting.

Councilmember Lyon thanked staff for the thorough, clear and visual Pasadena Local Roadway Safety Action Plan report. He echoed Councilmember Cole's comments on the need of a holistic Citywide safety approach. Councilmember Lyon expressed concerns with the proposed plan, which he believes does not fully address safety issues across the City, particularly within the Central District where collision hot spots are most prominent, and therefore he is unable to the support the plan in its current form. He also noted that the plan may be out of date and not aligned with the current grant funding criteria but reaffirmed his support for pursuing funding opportunities and the goal of zero traffic fatalities. Councilmember Lyon requested staff to include additional East-West Central District project plans and details, and address all twenty safety corridors in the report submitted to the City Council; and recommended amending the language of the report as the 10/14/2025
r'
MOTION:
description notes a citywide program, which he believes is not correct, but rather the report is a subset of the City's safety projects.

Councilmember Hampton highlighted safety concerns along Orange Grove Boulevard at Walnut Street and North Lincoln Avenue; advocated for staff to extend project improvements along North Lincoln Avenue; and emphasized the need for a stronger departmentwide City communication plan. He asked staff to agendize at a future Committee meeting a discussion on a departmentwide city communication plan.

Chair Jones voiced support of Councilmembers Cole and Hampton's proposed amendments to the Pasadena Local Roadway Safety Action Plan report.

In response to Councilmember Cole's request for staff to amend the title of the report to "Focused Local Roadway Safety Action Plan", Mr.

Siques, Director of Transportation, responded that staff understands the Committee direction and will provide language to address the concerns of the Committee.

Following discussion, it was moved by CouncilmemberCole, seconded by Councilmember hlampton, to approve the staff recommendation, amended to extend the corridor projects on Washington Boulevard and Lincoln Avenue, and forward the item to the City Council for consideration and further discussion.

CENTRAL DISTRICT TRAFFIC MANAGEMENT
Joaquin Siques, Director of Transportation, provided introductory comments, and hly Lao, Associate Engineer, summarized the memo as part of the Powerpoint presentation on the item, including providing information on traffic signal timing, signal operations, central district coordination, Sydney Coordinated Adaptive Traffic System (SCATS), rail operations, and daily traffic management; with both responding to questions.

Councilmember Lyon spoke on his constituent's concerns related to the flow of traffic in the City. The general concern is that the traffic flow from east to west is too fast, and the traffic flow from north to south is too slow. He asked staff to adjust the time at red stops on California Boulevard and Hudson Avenue as he believes the wait time on red light is too long; and asked staff to gather data on traffic travel time across the City.

Councilmember Hampton advocated for additional signage in the City for when emergency vehicles are on the road.

Following discussion, on the order of the Chair, and by consensus of the Committee, the information was received and filed.
