nGood Evening EDTech Committee,
My name is Matthew Morfin. I live in Pasadena at Marv's Place, and I am the policy advisor for Union Station Homeless Services Lived Expertise Advisory Panel.

I urge the city to consider adjusting the inclusionary housing ordinance to kick in at 5 units or more. I am seeing smaller developments built in Pasadena, so I urge the city to research how many developments of less than 10 units, and also more specifically from 5-9 units, are being built in our city annually over the last few years. And then the city can calculate or estimate the in-lieu fees and inclusionary units that could be gained from an inclusionary policy that kicks in at 5 units or more.

Additionally, we should be looking at requirements for developments of less than 5 units. There are several cities and counties that require a fee for 5 or less units: For example, LA County, and the cities of Santa Monica, Beverly Hills, Irvine, and other smaller cities like East Palo Alto. The success of the policies in these cities should be studied.

Perhaps it would make sense to require an affordable unit or a fee with 1-4 units but also accompany this with a chance to allow one more market-rate unit (since the state density bonus doesn't kick in until there are 5 units). The extra market-rate unit could help smaller developments to pencil out.

Thank you for considering these suggestions.
