Dear Mayor Gordo and Pasadena City Council Members,
My name is Marfa Castellan, and as a former Pasadena resident and community advocate, I am writing to express my strong support for the proposed Safe Parking Program partnership between The Shower of Hope and All Saints Episcopal Church Pasadena.

Pasadena has always been committed to treating every person with dignity and compassion. Establishing this Safe Parking site—designed to serve up to 25 individuals and families living in their vehicles—reflects the values that make Pasadena a model of humanity and innovation in addressing homelessness.

Many of the residents served by existing Safe Parking programs are working individuals, seniors, and families with children who require a secure place to stay white transitioning into permanent housing. Providing a safe, managed location not only protects those most vulnerable but also benefits the wider community by reducing security concerns and connecting participants with essential wraparound services.

This initiative represents a practical and compassionate solution to one of our city's most urgent challenges. I urge the City Council to approve and support this Safe Parking Program so Pasadena can continue to lead with both heart and foresight.

Thank you for your time, service, and commitment to building a safer, more caring community.

Warm regards,
Marfa Guadalupe Castellan (she/her/ella)
Former Pasadena Resident & Community Advocate
