BACKGROUND:
In 2016, the Metro Board of Directors approved the Los Angeles County Traffic Improvement Plan Ordinance, known as Measure M. That same year, Los Angeles County voters approved Measure M, which partially funds many Metro projects, and provides funding to local jurisdictions via the Multi-Year Subregional Program (MSP), the Metro Active Transport (MAT), and Local Return. subregion/Council of Governments (COG) to draft five-year expenditure plans for their respective Measure M MSP funds. MSP funds provide subregions with flexibility in using the funds within the framework of Measure M Guidelines. Before MSP funds are allocated to local jurisdictions, the MSP projects and allocation must be approved by the Metro Board of Directors. The City of Pasadena's initial five-year MSP and subsequent MSP project lists are coordinated as a member agency of the Arroyo Verdugo Communities Joint Powers Authority (AVCJPA).
The City Council approved a list of seven projects for inclusion in the FY27-28 MSP on June 17, 2024. Below are the seven projects with the appropriation amounts to amend theFY 2026-2030CIP Budget:
