Good afternoon:
I am writing to support the following agenda item for tonight's meeting:
APPROVE THE AD HOC COMMITTEE RECOMMENDATION TO CREATE A NEW CITY COUNCIL STANDING
COMMITTEE ON PLANNING, HOUSING, AND HOMELESSNESS
I am pleased that the city will create a committee dedicated to these vital issues. The crises of city budget shortfalls, school district funding, and homelessness require constant attention from the council. I hope the new committee, if created, will act with the utmost urgency to increase housing production in Pasadena. We must achieve this to:
1. Strengthen our tax base
2. Save the school district from outside takeover by increasing the student population and funding streams, and
3. End homelessness by reducing the cost of housing and rents so more people can have a home and not fall into homelessness.
Your consideration in this matter is greatly appreciated.

9. Pasadena City Council Committee on Planning, Housing and Homelessness In reality many deliberations on housing and homelessness issues happen across a variety of committees:
"Update Regarding City's Efforts To Address Issues Associated With Homelessness" (Public Safety Committee 12/18/24)1
"Prop 47, Cohort 5 Grant..-For Pasadena's Home Diversion Program" (Finance Committee 11/24/25)2
• "Homeless Impact Report" (Public Safety Committee 7/21/21)3 Will all housing and homeless issues now go through the newly formed committee? If so, will the mandates of the other committees be clarified as well?
What is the rationale for forming a new committee when the council has difficulty meeting quorum in the already existing committees? For example, in 2025, 8 of the 11 Public Safety Committee meetings were cancelled or postponed (repeatedly).
The reduced quorum requirement is worrisome that the council is spreading itself thin. I had previously recommended that some committees be consolidated instead of reducing quorum.
Also, why aren't all technology related items heard in the EdTech Committee? Law enforcement technology items come before PSC although they are still technology discussions. And in at least one recent instance, law enforcement tech was heard in the Finance Committee because it was a finance- related item. Yes, most items before the Council are policy and/or finance related. So why have PSC? In other words, the various committees' mandates could be clarified.
