Dear Members of the Municipal Services Committee,
The Rate Study, if accepted by you, will deal a mortal blow to our city's ability to implement Climate Emergency Resolution 9977 and the Optimized Strategic Plan.
It recommends reducing the only financial incentive that Pasadena property owners have for installing solar, NEM 1, and hides it in a brief unclear passage on p. 37 and in Appendix B.
It puts a cap of 3 MW on Feed in Tariffs which would destroy the ability to get local solar in significant amounts from PUSD and other large entities.
Substantial increases in local solar are essential to the success of the OSP and yet this rate study recommendations would cripple the two most cost effective ways of increasing local solar.
And it does all of this while recommending a regressive rate structure that hurts residential ratepayers while privileging large ratepayers.
It was conducted in a non-transparent manner and presented to you, like the IRP in 2023, at the end of the year, demanding policy changes effective as of January 1 and forcing a lockstep process of ordinance readings beginning in February.
This is part of a system culture problem, which is that PWP all too often ignores or manipulates the City Council's policy direction. Just two recent examples:
1. PWP's plan to continue sourcing dirty electricity from the Magnolia gas plant post 2030, and its planned expansion, were hidden from Council and from the Technical Advisory Board and revealed in a cryptic footnote to the draft OSP.
2. At the Budget Workshop PWP's AGM for finance incorrectly represented to Council that the cost of the transition to carbon free electric power would be an extremely high number, which PWP later admitted was actually the total CIP budget for PWP for 5 years.
Your strong response to this rate study document is imperative because we live in a democracy where elected officials have the authority to set policy.
Your clarity is important because people have died and lost their homes because of the climate crisis. The Climate Emergency Declaration's mandate must be respected.
We call on you to reject this document and send it back to PWP for substantial modification in line with Pasadena policy.
