BACKGROUND:
In October 2020, the City Council adopted an ordinance creating the Community Police Oversight Commission and an Independent Police Auditor (IPA). Per Pasadena Municipal Code Section 2.30.020(A)(8), the IPA's duties include sen/ing as a best- practices advisor to the Commission, reviewing categorical uses offeree by Pasadena Police Department (PPD) officers, reviewing investigations of personnel complaints of bias-based policing, and recommending changes to PPD policies, procedures, or officer training.
In December 2024, the City Council approved a contract with OIR Group LLC, led by Teresa Magula, to sen/e as the IPA following the previous IPA's departure.
This agenda item is IPA Magula's first report to the City Council. The attached presentation summarizes the work Ms. Magula has produced, both individually and in collaboration with the Community Police Oversight Commission, during the 2025 calendar year and provides a forecast for the upcoming year.
