Dear Municipal Services Committee Members,
I write regarding the rate study for PWP and its impact on residential customers. I will concentrate on one aspect, and one aspect alone: the lack of transparency and public participation.

Pasadena Water and Power is a municipally owned utility. It is simply unacceptable that there was no community engagement to review the assumptions of the rate study that you are being offered, which heavily burdens residential customers.

When the Council enacted resolution 9977, it chose for Pasadena to be a leader in energy action and strategy. A rate study like this suggests that PWP has not even begun to rethink what it means to be a publicly owned power utility at this moment in the current energy revolution.

We need a power company for the 21 st century. And that means public engagement, as well as thinking outside the box.

We need a public utility that listens to as many constituents as possible, and not just consultants.

I respectfully ask that you not approve this current draft of a rate study.

Sincerely,
Ctaudia Funke
Voting Resident, District 7
