Hello Councilperson Rick Cole,
As a resident in your district and in the Jefferson Park Neighborhood, I want to share the below email string and reiterate my support for the stormwater project at Jefferson Park. I know you have heard from Donna Sider on this and the possible opposition she may have expressed, but that sentiment is not shared by all.

Thank you,
Bronwyn Kelly

Hi Donna, Thanks so much for sharing this and your thoughts and concerns. 1 I do want to highlight a few things from my experience as having stormwater management experience in Southern California in my professional work over the last 25 years. I want to assure you that the process for this project is not as you have indicated. We are not even close to project design. The Council meeting is to allow for the funds that have already been designated to support this effort is to have the consultant be identified and to support the outreach for the project and the preliminary designs only. This is used to get input from the community and develop these ideas into something that might actual work. The costs indicated are to cover not only consulting support, but City staff support and outreach efforts.

Additionally, the concepts that have been developed do show that the pumps are underground. These pumps are only needed when it rains to move water to an infiltration basin, which would not operate 24/7 as you have indicated in your email nor would you even hear it on any level to disrupt the nature of the park when in operation. We hear activities on the 210 way more than any pumps that would occur at the park would cause.

As this is only in the initial phase for such a project, any construction activities would not occur for another 5-6 years out, and only once the final designs are done, community support supports such a project, and when funding can be obtained for the construction. Also, the construction activities for such a project would only be about 8 months or so long depending on the size and scope of those final designs. Projects such as these are implemented in a phased manner as to minimize disruption to the current use of the park.

This project is being supported by the Safe Clean Water funding that the residents of Los Angeles County have paid through our tax dollars over the last few years. I am glad to have some of that come to our little neighborhood park. This is an opportunity for the park to have new play structures with shade, new benches/seating for the ball fields, upgraded lighting, new California native plants and landscape, dedicated volleyball areas, or whatever we as the community we would like to see. I, for one, would like to see education signage that would provide learning opportunities on stainability efforts the City has taken for the region. All this while supporting water resiliency for the region.... Something that is desperately needed! And, is required as part of the Regions compliance plans with the State.

I am all in for such a project and especially for our neighborhood park that I love! Best Regards,
Bronwyn

ACTION ALERT: A Stormwater Capture proposal is agendized onTues, January 27 Streets & parkland will be torn up for infiltration infrastructure; 24/7 noise of running pump stations will replace quiet children's play areas.

PLEASE DO ALL YOU CAN TO SHOW UP at this critically important meeting. In an age when we feel frustrated by national deadlock, we are not powerless. We can make a big difference to preserve our neighborhood park. Public Works is agendizing this through without notice, before a single public meeting, while paying a consultant $191,000. We need all who can be at council chambers in person to make our voices heard at the Municipal Services Committee of the Pasadena City Council this Tuesday, January 27 AT 4PM on the 2d floor of City Hall. 2 Please also send an email to the City Council clerk: baao(5)cityofpasadena.net And email Rick Cole, our Councilperson [email protected]
Feel free to get in touch with questions or to rsvp.

Thank you,

Dear Rick,
I am writing to express my opposition to the
proposed Stormwater Project at Jefferson Park. Please
consider the negative impact that this project will have on our vibrant park. Jefferson Park is currently a vital
resource to many in our beautiful and growing community! Please remember the many children and families, special needs adults and their caregivers, who are currently enjoying this safe and green space. Also, my daily walks with my dog allow me joyous occasions to see many community ball
games, family/birthday celebrations, block parties, pick up ball games, hiking and running events. This is a crucial time to foster community and health! To disrupt the healthy
landscape with the disturbances of construction and
possible toxin exposure doesn't make sense. Please defend this much needed community-building space.
1 I would like to formally request that the project not proceed at this location to ensure the park remains available for its current uses by the community.

Thank you for your time and for considering the concerns of the local residents. I am trusting in your rational and caring approach to this subject.

Sincerely,
Laurie Yockey

Dear Members of the Municipal Services Committee,
Public Works' Jefferson Park Stormwater Capture Project is moving into a Feasibility Study with no neighborhood input and a budget of nearly $0.5 million. While acknowledging that stormwater capture and treatment are important for the City and County, these funds would be spent to "prepare a community-supported, competitive grant application for State, Federal and Measure W Regional Program funding". Design and construction funding have not been secured.

Storm runoff from the Sierra Bonita Drain would be diverted to two subsurface infiltration galleries under Jefferson Park with total storage capacity of 3.5 acre-feet. This volume of water is equal to about 1% Olympic Swimming Pools or approximately 1,140,400 U.S. gallons. Excavation would remove more soil than the volume of stored water. Back-of-the-envelope calculations indicate that at Least 400 heavy- duty dump truck loads would travel on neighborhood streets as excavation progresses.

A recent report by PWP outlined the importance of the Raymond Basin as a water source for Pasadena. Infiltration of dry-weather flows to the Raymond Basin is mentioned but with no further detail.

The proposed facilitywould address priority pollutants such as zinc, bacteria and trash. The concept plan indicates that a "stormwater harvesting facility" is adjacent to an existing playground. hlow would zinc and bacteria be mitigated? What chemical agents would be used in mitigation? How would they be brought to and stored at the facility? How would trash be removed from the site? The community impact from interim and/or permanent loss of much-used recreational facilities is obvious: lighted softball field, basketball court, playgrounds, and picnic areas under mature trees. Neighborhood impacts from construction, especially for homes facing Jefferson Park, will be serious: extensive excavation, heavy duty dump trucks to remove dirt from the site, cement mixers to pour the structure of infiltration galleries, construction crews, heavy duty dump trucks bringing soil to 1 bury the subsurface structures and finally, operation and maintenance of the Stormwater Capture facility.

Although Public Works' presentation is for "information only" and does not require a vote, Municipal Services Committee should take into consideration the real cost of this project. PLEASE

REQUIRE REPORTING ON NEIGHBORHOOD AND COMMUNITY IMPACTS AS WELL AS FINANCIAL

ACCOUNTING FOR THE FULL COST OF LOSS AND REPLACEMENT FOR JEFFERSON PARK FACILITIES.

Sincerely,
Genette Foster,
Jefferson Park Resident
