AMI Needs Assessment
5 Current State Future State Financial Analysis Solution Roadmap • Thorough analysis of current state business process, billing, and meter technology
• Developed a comprehensive Business Case
> Gathered a list of use cases that promote organizational goals > Identified operational cost savings to offset the cost impact of the new AMI system
• Future state analysis to ensure a smooth transition
> Considers operational impacts
> Includes deployment strategy
> System integration points
• Comprehensive and well-defined project budget
• Developed a structured and achievable project timeline Pasadena Water and Power
Setting up for Success
6 • Water Meter Box Condition Survey - Completed
> PWP partnered with MASH to survey meter conditions
> Input to be utilized to determine hardware replacement and the meter installation contract scope
• AMI Read Validation During Mass Meter Deployment
> MASH to be utilized to gather quality assurance reads to ensure accuracy before flipping to AMI billing reads
Pasadena Water and Power
Carbon Free Energy Goals
7 • Time of Use (TOU) Rates
> Will allow for the implementation of TOU, which will incentivize consumers to shift their electricity usage to off-peak hours • Demand Response (DR)
> These programs encourage consumers to reduce or shift their energy use during peak times, thus lowering overall energy demand • Distributed Energy Resources (DER)
> More information helps customers with solar panels, home batteries, or electric vehicles make better decisions on how they manage their system
• Energy Conservation
> Encourages consumers to be more conscious of their energy consumption patterns, leading to reduced overall energy usage Pasadena Water and Power
AMI Benefits
• Easy transition to monthly billing
• Alerts to notify customers of abnormal conditions
> Continuous water usage (potential leak)
> Trending above bill budget
• More data for customers to encourage water
conservation
• Remote meter reads, disconnects, and connects to
reduce service order truck rolls
• Improved outage response with metering data to allow for faster and more accurate prediction of outage locations • Load data across different areas of PWP’s service territory allows PWP to plan the distribution grid better

EAM Update
• Cross-divisional Analysis Workshops
completed to support consistent business
processes between divisions
• EAM to be fully deployed by early 2027
• Total project budget is $10M
12 Pasadena Water and Power
GIS Utility Network Upgrade
13 • Improved system visibility and
reliability with a connected
model of water and power
networks that enables faster
analysis and response
• Stronger planning and
operations through better
insight into asset connections,
system impacts, and
investment priorities.
• Future-ready integration
platform that supports EAM,
AMI, outage management,
and ongoing utility
modernization.

Pasadena Water and Power
GIS Utility Network Upgrade
• ESRI GIS Utility Network to be fully deployed
by the end of this year
• Total project budget is $3.5M
14 Pasadena Water and Power
Cybersecurity
• Cybersecurity is essential to protecting
critical water and power services from
disruption
• Operational technology requires
specialized protection, including SCADA,
control systems, and field devices
• Cybersecurity is an ongoing program,
requiring continuous monitoring, training,
and improvement as systems and threats
evolve.
• DoIT and PWP actively coordinate with
federal and industry partners—including
CISA, the U.S. Secret Service, FBI, and E-
ISAC—to share threat intelligence and
apply cybersecurity best practices
