Chair & Members of Municipal Services Committee,
We in PASADENA 100 are excited to see progress on Advanced Metering Infrastructure (AMI), Geographic Information System (GIS) enhancements, and Enterprise Asset Management using existing Capital Improvement Project (CIP) funds. These advancements will undoubtedly accelerate and enable the City's goals in implementing the Optimized Strategic Plan (OSP) by:
1. Tracking real-time demand that can be used for demand reduction programs; and,
2. Visualizing 2D and 3D infrastructure; IncludingAMI deployment, solar installations, and micro- grids; and,
3. Enhancing PWP's ability to maintain its existing and upcoming infrastructure.
While these are steps in the right direction, we would like to raise a couple of concerns:
1. There has been a concerning trend that so much of PWP's progress is dependent upon third party contractors; from the 2023 IRP, to the 2025 OSP, to the 2025 Cost of Service Study, and now the implementation of AMI infrastructure. We believe that building PWP's own capacity for these types of infrastructure and planning projects is in the best interest of the City as it would provide valuable resilience in our city's infrastructure, create jobs, expand innovation, and ultimately save the City money. We recommend that the City requests comparative proposal where the AMI rollout is implemented using PWP staff.
2. Using the previous CIP to implement these projects demonstrates the CIP's effectiveness in advancing the City's goals outlined in Resolution 9977. The OSP, as adopted by the City Council, has made it clear that 20MW of municipal solar is required to meet the goal of 100% carbon free electricity by December 2030. While great progress has been made in developing 0.6MW of solar, the CIP in development does not have sufficient resources allocated to developingthe remaining
19.4MW of municipal solarthat is required. This CIP is the last opportunity for the City Council to appropriate the necessary funds to achieve the goals set in Resolution 9977. If acted upon now, and if projects begin before July, the City has the opportunity to save 30% through the Direct Pay provision in the Inflation Reduction Act (IRA). We urge you to provide Pasadena Water and Power direction to begin the process to request the necessary funds in the upcoming CIP to 1 acquire the remaining 19.4MW of municipally owned solar by December 2030, and urge immediate project formulation to claim the substantial benefits enacted through the IRA.
Thankyouforyour ongoing commitment to this City and to the goals of Resolution 9977.
In solidarity,
Sam Berndt
