T

R
ecent local government actions across California and other jurisdictions have identified operational, fiscal, and community impacts associated with the use of municipal property, facilities, and relationships in connection with federal civil immigration enforcement activities; and
T

2. Property Identification, Signage, and Access Controls Directs the City Manager to:
• identify City properties that have been used or may be susceptible to such uses;
• develop and deploy standardized signage clarifying permitted uses of City property; and
• implement reasonable access control measures, including physical barriers where appropriate.

3. Employee and Contractor Reporting Protocol
Directs the City Manager to establish procedures requiring City employees and contractors to report attempted or actual use of City property for civil immigration enforcement staging, processing, or operational purposes through appropriate supervisory channels.

4. Ban on Use of City Property
Directs the City Manager, with assistance from the City Attorney, to evaluate a ban on any use of City property by civil law enforcement entities for staging, processing, or operational purposes, including identification of legal constraints and administrative considerations.

5. Transparency and Documentation of Federal Enforcement Activity Requests that the City Manager work with the Chief of Police to review and, where appropriate, update Pasadena Police Department protocols regarding officer presence at civil immigration enforcement scenes, including:

• procedures for receiving and documenting public complaints regarding potential unlawful conduct.

7. Monitoring of Federal Agent Identification Requirements Directs the City Manager and City Attorney to monitor the status of state and federal law regarding law enforcement identification requirements and to report back on any City policy or coordination actions that may be appropriate.

Directs the City Manager and City Attorney to evaluate and, if appropriate, return with draft ordinance language requiring disclosure by City contractors and bidders of contracts or agreements with the Department of Homeland Security including specificity as to the federal agency within the department, the nature of the work, and the terms of compensation. The ordinance should require bidders to disclose all third-party data sharing. These requirements should also be incorporated into all new contracts, consistent with procurement law.

10. Publish a Comprehensive Webpage of Resources
Directs the City Manager to compile a comprehensive inventory of relevant public and community resources for the community that is regularly updated, similar to the “Protecting Chicago” site for that City. City Departments and Agencies shall also make available to the public similar printed and posted materials regarding the rights of employees, tenants, and security staff.

Page 4 ends

11. Private Property Signage
Directs the City Manager, working with the City Attorney, to develop appropriate language for signage that landowners and leaseholders could display to delineate the non-public areas of the property in which the landowner or leaseholder wishes to restrict activities related to civil immigration enforcement, including for hospitals, clinics, churches, schools and daycare programs.

12. Consideration of Establishing Certified Monitoring Protections Directs the City Manager to work with the City Attorney and Police Chief to meet with organizations currently engaged in lawful monitoring of immigrant enforcement to explore regular liaison and communication. This would include consideration of the potential for certifying trained observers (similar to a press pass) to foster lawful exercise of the right to monitor immigration enforcement activities with the goal of ensuring orderly and peaceful interaction between Pasadena Police and citizen monitors without infringing on the rights of any citizen to exercise their rights.

13. Implementation Report
Directs the City Manager to coordinate interdepartmental implementation planning and return to the City Council within 30 days with:
• administrative policy recommendations;
• draft ordinances or resolutions where appropriate;
• legal analysis of proposed actions; and

Why would Pasadena politicians want to harbor criminals? You can't even keep our streets safe from homeless people! If you want to be Like LA go there! LA is against ICE to keep the taxpayers from hearing about their illegal activities, money laundering etc.

Also, if an Illegal Alien injures or kills a Pasadena resident, will the taxpayers have to pay due to your terrible policy?

It constantly amazes me how cities continue to protect and support illegals who shouldn't be here.

Cities who don't put the safety of their citizens first.

It's clear that it's personal political hatred.

You're supposed to be protecting us, not exposing us to danger.

You need to work with ice and dhs to clear out those who don't belong here. You've caused a total division of residents and have made it unsafe.

Everyone I know have boycotted businesses announcing their hatred of ice and refusal to serve them. So their Loss.

If local officials cooperate with ice, who are following the Law, there wouldn't be all this division.

Your dereliction of duty to protect citizens is unacceptable.

Its time you work with the federal government, not fight them. 1 2/23/2026

Dear Mayor Victor Gordo Vice Mayor Rivas and Honorable Councilmembers, As we are all aware of the current political climate of tension and division in the US, the murders of US citizens by ICE , the deplorable attacks on underage Latin youth working at the target store by some cowards in uniform that believe they are untouchable and feel empower by this disgraceful federal administration, these cowards should be sent to Life in prison.

It is now more important than ever to complete the process of the first historic Pasadena- Guanajuato Sister Cities Affiliation.

Please find the submitted report along with the approved recommendations to form an official Pasadena delegation and work closely in the planning to join our cultural exchange visit to Guanajuato in 2026.

After many obstacles an unnecessary friction against our group and our Sister Cities Proposal of the First Historic Mexico Sister Cities Affiliation of Guanajuato to Pasadena, we are still on track and continue to build the relationship between our communities following each step on the Sister Cities Affiliation Policy document, (SCAP) the same document used for the latest dakar Plateau Sister cities affiliation of Pasadena.

We have several opportunities for cultural exchange time frames aligned with different festivals and events in Guanajuato as well as the adjacent City of Leon who have received Pasadena delegations with open arms, we ask our city council to join us on returning the same treatment and extend an invitation to our Guanajuato friends including Mayor samantha Smith to visit Pasadena In 2026 for the 2027 Tournament of Roses events.

We ask our city council to review carefully the included SCAP document and continue their part on the Sister Cities affiliation process, and finalize the Sister Cities process by beginning the official process of formalizing the affiliation.

Our community has been abused, misquoted, ignored and oppressed for far too Long, we have been subject to personal attacks, we have witnessed other city council members and community Leaders been personally attacked in orchestrated stunts by people that have nothing to do with %723y^@26;ities l Item 14
world peace efforts and have been organized by certain antagonist individuals in deplorable ways just to damage the reputation of the ones that are standing against their injustice.

These tactics are far from any Sister Cities International Citizen Diplomacy principals and are more aligned with people in classic political nomination wars, the city council must act responsibly and steer away from these antagonist individuals that do nothing to better the relationships among our people and their only objective is to be the protagonist of the process. We have much world peace work to do and will not engage these individuals nor respond to their personal attacks in any way, there are state government agencies that can deal with those injustices, our work and energy is only directed to positive impact in the world.

This process is far greater than any individual interest and we must now act selfish-Less and place all personal pride and prejudice to the side to ensure that the process is not tainted by any more internal issues in Pasadena and we can demonstrate that we are a welcoming selfishness community that work together as often stated but not accomplished.

We are happy to Learn that our Mayor has responded to Guanajuato's formal invitation to the Mayor to visit Guanajuato, we have respectfully requested that we the Guanajuato Proposed affiliation and Pasadenalnternational Sister Cities Association be included in all communications to Guanajuato in an effort to erase past mistakes where the Mayor has asked that his name and Pasadena city seal be removed from the Guanajuato Sister Cities relationship Efforts., we look forward to working with our elected officials

PASADENA INTERNATIONAL SISTER CITIES ASSOCIATION

SISTER CITY AFFILIATION POLICY

1. POLICY
It is the policy of Pasadena International Sister Cities Association (PISCA) that any community group wanting to form an affiliation with a foreign city must register first with Sister Cities International and then follow the procedures set forth below.

2. PROCEDURES

2.1 There shall be evidence of the desire for a Proposed Affiliation (PA) by both parties including correspondence from the proposed city to the effect of wanting to join with Pasadena as a sister city and an indication of official and/or citizen support for the PA.

2.2 There shall be visits between cities followed by continuous contacts, both unofficial and official.

2.3 Acceptance for the PA shall be indicated by people joining or expressing interest in joining PISCA.

2.4 Strong commitment shall be shown to the development and maintenance of a successful affiliation including corporate and/or cultural support.

2.5 A member ofPISCA shall be appointed subcommittee chair and given responsibility for all matters dealing with a PA. This person should be an active member ofPISCA. The newly formed subcommittee members shall have:

1. A clear understanding of sister city relationships and purpose of affiliations (see attached Sister Cities International affiliations policy and procedure statements).

2. The ability to generate at least ten new members to the PISCA.

3. Several experienced members who can assist the endeavors of the subcommittee.

2. The subcommittee should attempt to gain media coverage to promote the affiliation.

PISCA_Affiliation_Policy.doc 1 of 2 Rev: 10/2025

2.7 An "action plan" shall be developed setting forth each step toward a formal presentation for PISCA's executive committee and general membership, and should include such items as:
