Re: Ensure Safe and Contextual Development in Pasadena - 1364 E. Green Street City Clerk Mark Jomsky,
We are residents who love our neighborhoods and care deeply about the future of our city. We support innovation and institutions like Caltech, but we also believe that progress should never come at the expense of the health and safety of our children, our families, and our community. Many of us live, worship, and send our children to school near the proposed R&D project site at 1364 E. Green St. We are deeply concerned that this project has been approved without clearly demonstrating that it can operate safely next to a school, a church, and homes. For those of us who live here every day, these are not abstract planning issues — they are real worries about air quality, traffic, noise, and the long-term well- being of the people we love. We respectfully ask the City Council to pause and reconsider. Reversing the Design Committee's approval and requiring a full environmental analysis would show residents that our voices matter and that decisions affecting our health and safety are being made carefully and transparently. Our community is not opposed to compromise. We have indicated support for a reduced project of 51 feet in height, if and only if a thorough environmental review demonstrates that it can coexist safely with surrounding homes, a school, and a place of worship. This is a reasonable request grounded in care for our neighborhood, not opposition to progress. We are also asking the Council to look more closely at the broader policy changes made in November 2023 that opened residential- adjacent streets to tall R&D facilities. These changes have left many residents feeling blindsided and unheard. Concentrating taller R&D buildings along established commercial corridors like Fair Oaks, Colorado, and Lake would allow innovation to thrive without placing disproportionate burdens on residential streets such as Green. Finally, we believe the process that led to these sweeping code changes failed to fully consider how they could affect nearby families, students, and seniors. Decisions of this magnitude should not leave residents feeling anxious about new health, traffic, and safety risks in places that were once considered stable and protected. We urge you to act now — to slow down, listen to residents, and ensure that development in our city reflects both innovation and compassion. Please help us protect the character, safety, and livability of the neighborhoods we call home. Thank you for hearing us.

Sincerely,
Ernesto Bernardi

Re: Parishioner Concerns About 1364 E. Green Street
City Clerk Mark Jomsky,
I am writing as a Catholic parishioner concerned about the proposed development at 1364 E. Green Street and its impact on our church community. Our parish is a sacred place of worship, sacrament, and service. Catholic Social Teaching reminds us that decisions affecting our city must serve the common good and protect human dignity (Gaudium et Spes). These values depend on a surrounding environment that is safe, accessible, and respectful of sensitive uses like churches. While I support Pasadena's commitment to innovation and institutions such as Caltech, this project has not demonstrated that it can operate safely at this location or at the scale proposed. Approving it without a full environmental review, and at a height beyond what was envisioned for this street, raises serious concerns for parishioners-especially families, children, and elderly members of our community. I respectfully urge the City Council to require that this project comply with the East Colorado Specific Plan's 51-foot height limit and undergo a thorough environmental review. Doing so would reflect true stewardship, respect for faith communities, and a commitment to the common good. Please grant the appeal and allow this project to return in a form that honors safety, community, and the vital role our parish plays in Pasadena.

Sincerely,

Re: 1364 E. Green Street Opposition - Protecting Our Historic Parish and Worship City Clerk Mark Jomsky,
I am writing to express my concern at CalTech's proposed development at 1364 East Green Street. As a recent retiree of CalTech (25 years of service) and scientist | fully recognize the great value that CalTech brings to our community. I have lived right next to campus for that entire time and do enjoy the benefits of having them as a neighbour. However, they (CalTech) are a part of the community instead of being the entire community and I therefore ask that the City of Pasadena demand a thorough environmental review of this project given that it will sit right next to Saint Philips the Apostle Catholic Church and their attendant school. There are many concerns including the height of the building, and the resulting increase in traffic which may pose many dangers to the elderly parishioners of Saint Philips and all the young schoolchildren. I do not oppose the development out of hand: I merely ask that a complete and transparent review be held so a solution can be found that works to the benefit of all.

Re: Protecting Our Historic Parish and Worship /1364 E. Green Street City Clerk Mark Jomsky,
As a 28 year resident of Holliston between Cordova and Delmar and a Parishioner of St. Phillip the Apostle church, I am strongly opposed to this CalTech project at 1364 E. Green Street in Pasadena. I do not object to the Building itself, jobs created or research opportunities this would afford but am deeply opposed to the selection of the lot i.e. location and size. Simply this site is not big enough to accommodate this size building nor the extra traffic/activity it would bring. This is a very poor choice. This small neighborhood bordered by Hollliston (East), Colorado (North), Hill (West) and DelMar (South) already has substantial daily activity: Masses/School at St. Philips, the Child Development Center, Pasadena City Classes in addition to the residences that have daily vendor/maintenance vehicles, postal trucks, trash collection (our complex has collection of trash and/or recycle trucks every day except Sunday). These neighborhoods are currently extremely taxed as far as daily use and this project would add more hardship to the residents/users of these streets. Our residents already experience difficulty entering/exiting our underground parking. Holliston is a narrow street with only parking on only one side - there is a reason for that! Also, drivers race down Holliston as a shortcut between Cordova and Del Mar to avoid the lights and traffic on Hill Ave, which would only increase with the activity from the new building from both Cal Tech students and staff. Additionally during the construction period parking and traffic would impact all the above issues five fold. I attended the last Council meeting and almost laughed out loud when it was reported that a large truck/semi was successfully able to make the turn from Cordova to Holliston- was it in the middle of the night? Did the driver run over the curb? No other vehicles or pedestrians were there? How long did it take him? Three or so years ago, the section of Holliston Ave. was resurfaced and still looks very good. Large trucks/construction/equipment on this street would quickly deteriorate. What a shame and waste of money for the City to have dispensed! ! have loved living in this neighborhood, attending St. Philips, working at PCC and being a neighbor of CalTech and would be devasted if this project would rob me, my family, and my fellow residents/parishioners of this wonderful experience. Re: 1364 E. Green Street Opposition - Protecting Our Historic Parish and Worship Dear Mark Jomsky,

Our parish is a sacred and historic place of worship, designed by renowned architect Roland Coate, whose work is an important part of Pasadena's architectural heritage. This church is not only a place of prayer and sacrament, but a cultural and spiritual landmark that serves generations of families. Catholic Social Teaching calls us to uphold the common good and protect human dignity (Gaudium et Spes), values that depend on a surrounding environment that is safe, respectful, and peaceful. While I support Pasadena's commitment to innovation and institutions such as Caltech, this project has not demonstrated that it can operate safely at this location or at the scale proposed. Construction associated with a project of this intensity—often beginning as early as 7:00 a.m. and continuing for many hours each day—raises serious concerns for our parish. Noise, heavy equipment, truck traffic, and ground vibration threaten to disrupt Masses, funerals, weddings, religious education, and times of prayer and reflection. Vibration is of particular concern given the church's historic design and materials. Prolonged construction activity could place stress on a structure never intended to be adjacent to large-scale R&D development, risking both physical damage and the loss of the quiet reverence essential to worship. Approving the project without a full environmental review, and at a height exceeding what was envisioned for this street, places an unfair burden on a historic church and its parishioners. I respectfully urge the City Council to require that this project comply with the East Colorado Specific Plan's 51-foot height limit and undergo a thorough environmental review that fully addresses construction noise, vibration, and hours of operation. Please grant the appeal and allow this project to return in a form that reflects stewardship, protects our historic parish, and respects the sacred nature of worship.

Re: Parishioner Concerns About 1364 E. Green Street
Dear Mark Jomsky,
I am writing as a Catholic parishioner concerned about the proposed development at 1364 E. Green Street and its impact on our church community. Our parish is a sacred place where we gather for worship, receive the sacraments, and serve others. These ministries depend on a surrounding environment that is safe, calm, and respectful of sensitive uses. As Catholics, we are called to uphold human dignity, care for our neighbors, and act as good stewards of our community. Re: Safeguarding Sacred Spaces- St. Philip the Apostle
Dear Mark Jomsky,
I am writing as a resident who believes that sacred spaces deserve special care and protection.

Churches are not simply buildings — they are places of worship, reflection, community, and comfort during life's most important moments. They are where families gather for baptisms, weddings, funerals, and weekly prayer. They are anchors of stability in our neighborhoods. I am concerned about development proposals, such as the 1364 E. Green Street project, that place large, high-intensity projects directly beside active houses of worship. Construction noise, heavy truck traffic, vibration, and long-term operational impacts can disrupt services and diminish the peaceful environment these spaces require. Sacred spaces should not be treated like ordinary parcels of land. Growth is important, but it must be balanced with respect for community institutions. Pasadena has long taken pride in thoughtful planning that protects historic buildings and sensitive uses. That tradition should continue by ensuring projects adjacent to churches undergo the highest level of environmental scrutiny and are scaled appropriately to their surroundings. Safeguarding sacred spaces is not about resisting progress — it is about preserving the spiritual and cultural foundations that hold our community together. I respectfully urge the Council to prioritize the protection of our churches and ensure that development decisions reflect the care these institutions deserve.

Sincerely,

Re: Protect Pasadena's Neighborhoods: Caltech's Project at 1364 E. Green Street Dear Mark Jomsky,
I am a Pasadena resident who values our city's strong neighborhoods and supports thoughtful development. Innovation and growth are important, but they must not come at the expense of the residential communities that make Pasadena such a special place to live. I am concerned that the proposed R&D project at 1364 E. Green St. has not been adequately demonstrated to be safe, given its location next to a grade school, an active church, and long-established residential neighborhoods. The environmental review does not appear to sufficiently address potential health, traffic, and quality-of-life impacts on the surrounding homes and sensitive uses. Our neighborhoods should not bear uncertain risks from projects of this scale and intensity. I respectfully ask the City Council to reverse the Design Commission's approval and require a comprehensive environmental analysis before allowing this project to proceed. Protecting neighborhood livability requires careful, transparent decision-making grounded in complete and reliable information. Reasonable compromises are possible. A project limited to 51 feet in height, supported by a satisfactory environmental review demonstrating it can operate safely in this location, would be more consistent with the scale and character of the surrounding area. More broadly, I urge the Council to revisit the November 2023 General Plan modification that allowed R&D facilities citywide. Facilities with increased height allowances should be directed to established commercial corridors, such as Fair Oaks, Colorado, and Lake areas designed for higher-intensity development—rather than placed adjacent to residential streets. Pasadena has long been known for careful planning that protects neighborhood character while allowing appropriate growth. I ask that you uphold those principles now by ensuring that development strengthens, rather than undermines, residents' reliance on everyday life. Thank you for your attention and service to our community.

Sincerely,

Dear Officials, Thank you for considering my response. In 1983 and in 2025, I attended weddings at your church. I came from Colorado and I thought Pasadena is the most beautiful city in the entire United States. The charm about Pasadena is that there are no tall buildings. The churches are as if you are in Europe. Pasadena has a beautiful, unique, and old world charm. I beg of you not to put an 80 story building near the church. This is sacred land. I value Pasadena's commitment to innovation, research, and economic growth. At the same time, our city has invested significant effort in establishing clear plans to guide where that growth belongs and how it should relate to surrounding neighborhoods, schools, and community institutions. Please consider a smaller, neighborhood-scale approach consistent with the adopted guidelines. Preserve the beauty of Pasadena that the world knows and behold. Tall buildings quash the historical value of Pasadena. Allowing the approval to stand would set a precedent that extends beyond this site. Granting the appeal would demonstrate that Pasadena's planning framework-and the public input behind it—continues to matter as the city grows. Thank you.

Re: A Prayerful Request for Care Near St. Philip the Apostle School Dear Mark Jomsky,
I am a parent at St. Philip the Apostle School, and I am writing with a humble and prayerful request regarding the proposed development at 1364 E. Green Street, near our school, church, and neighborhood. As parents, we entrust our children to God's care and to the community around them each day, hoping they are learning in a safe and nurturing environment. For this reason, I am concerned about the potential impacts of construction activity near the school, increased traffic on Green Street, and the presence of an R&D facility whose research uses have not been clearly explained. These uncertainties are especially difficult when children's safety is involved. I am grateful for your service to the City and respectful of Caltech's role in Pasadena. At the same time, schools and churches are sacred spaces that deserve special care. Decisions affecting them should be approached with patience, transparency, and a commitment to protecting the most vulnerable. I respectfully ask the City Council to pause and prayerfully discern whether this project, as proposed, serves the common good. A thorough safety and environmental review, respect for existing height and zoning limits, and thoughtful placement of high-intensity R&D uses would help bring families greater peace of mind.

Re: Urgent: Child Safety Concerns Regarding 1364 E. Green Street Dear Mark Jomsky,
I am a parent of a child at St. Philip the Apostle School, located just steps from the proposed development at 1364 E. Green Street, and I am writing with urgent concerns about the safety of our children and community if this project moves forward as proposed. This development would place major construction activity, increased traffic, and an R&D facility with undefined research uses directly next to a school and church. As a parent, I find it deeply troubling that children could be exposed to construction hazards, unsafe traffic conditions on Green Street, and unknown operational risks without a clear and reassuring environmental and safety analysis. While I support responsible development and value Caltech's role in Pasadena, projects adjacent to schools demand the highest level of caution and transparency. At this time, those standards have not been met. Allowing this project to proceed without a stronger review places children and families at unnecessary risk. I respectfully but firmly urge the City Council to pause this proposal, require a comprehensive safety and environmental review, uphold existing height limits, and ensure R&D uses are restricted to appropriate commercial or industrial corridors—not neighborhood streets next to schools. Please act now to protect our children and prevent irreversible impacts to our school and neighborhood.

Re: An Alum's Request for Care and Caution Near St. Philip the Apostle School Dear Mark Jomsky,
I am a graduate of St. Philip the Apostle School, and I am writing with a sincere and heartfelt request for care and caution regarding the proposed development at 1364 E. Green Street, which is so close to our school, church, and neighborhood. I want to express my respect for the City's work and for Caltech's important role in Pasadena. At the same time, Catholic schools and parishes are places of learning, worship, and refuge. Developments near them should be approached with special care, humility, and transparency, particularly when potential health or safety concerns remain unanswered. I respectfully ask the City Council to pause and carefully discern whether this project, as proposed, truly serves the common good of this neighborhood. A thorough environmental and safety review, adherence to existing height and zoning limits, and thoughtful placement of R&D uses in appropriate commercial or industrial areas would help provide families with greater peace of mind. My hope is that the City will choose a path that reflects stewardship, protects our children, and honors the character of this faith-centered community. Thank you for your time, attention, and service to Pasadena.

1 am a parent of a child at St. Philip the Apostle School, located immediately adjacent to the proposed development at 1364 E. Green Street. I am writing to state plainly that this project, as proposed, places children at risk and should not be allowed to proceed in its current form. This proposal would introduce large-scale construction, increased traffic on a narrow neighborhood street, and an R&D building with undefined research activities, all directly next to a school and a church. As a parent, I find it unacceptable that children could be exposed to construction hazards, unsafe traffic conditions, and unknown operational risks without a completed and credible environmental and safety analysis. Projects next to schools require a higher standard of care. That standard has not been met here. The lack of clarity about the nature of the research, combined with the project's scale and its location on a neighborhood street, represents a failure to adequately protect sensitive uses-especially children. I support responsible development and Caltech's presence in Pasadena. However, I do not support placing experimental or high-intensity R&D uses next to a school without clear limits, transparency, and proven safety. I am asking the City Council to stop this project, require a full and meaningful safety and environmental review, enforce existing height and zoning limits, and ensure R&D facilities are confined to appropriate commercial and industrial corridors—not residential streets with schools. This is not an abstract planning issue. It is a real and immediate safety concern for children. I urge you to act accordingly.

Sincerely,

Re: Grant the Appeal - R&D Project at 1364 E. Green Street Dear Mark Jomsky,
Why was a high-intensity R&D project allowed to advance directly adjacent to an active school without full environmental review, clear disclosure of research uses, or a design consistent with the City's own planning policies? I am a parent writing regarding the proposed R&D project at 1364 E. Green Street. I support Pasadena's goal of attracting life-sciences employers and retaining Caltech-connected innovation. However, development next to a school demands a higher standard of care, transparency, and scale than this project has demonstrated. This project proceeded without a comprehensive environmental review, despite its proximity to children and daily school operations. The East Colorado Specific Plan envisions a transition at this location, with a maximum height of approximately 51 feet. A smaller, neighborhood-scaled redesign consistent with that plan—combined with full environmental review—would allow traffic, safety, and operational impacts to be evaluated before construction, not after. Approving the project as proposed would set a concerning precedent by enabling intensified R&D near schools in areas not clearly intended for such development under the General Plan or the East Colorado Specific Plan. That path invites future appeals, disputes, and continued erosion of public trust in the City's planning process. I respectfully urge the City Council to grant the appeal and require that this project be returned in a form that supports economic growth without compromising children's safety or established planning standards. Thank you for your consideration and your responsibility to the families and educators who rely on careful, accountable decision-making.

Sincerely,

For more information about the Phish Alert Button view article "KBO011474" on the Re: Protecting Pasadena's Schools, Churches, and Planning Traditions- 1364 East Green Dear Mark Jomsky,
I am a Pasadena resident who values our city's long tradition of thoughtful planning, strong neighborhoods, and respect for community institutions. Pasadena has always balanced innovation with care — protecting its schools, churches, and residential areas while allowing appropriate growth. I am writing because I believe that balance is at risk. I am deeply concerned about the proposed R&D project near Green Street, given its location next to a grade school, an active church, and established homes.

Schools and churches are among the most sensitive and important places in our community. Students should be able to learn without unnecessary risk, and parishioners should be able to worship and gather in peace and safety. The current environmental review does not appear to fully address potential health, traffic, and quality-of-life impacts on these sensitive uses. Pasadena has long been known for careful zoning and planning standards that protect vulnerable institutions and preserve community character.

Recent broad amendments that allow R&D facilities citywide, particularly those with increased height allowances, raise serious concerns when applied directly adjacent to schools and churches. Higher- intensity uses should be concentrated along established commercial corridors such as Fair Oaks, Colorado, and Lake — not placed immediately beside places of worship, education, and family life. I respectfully ask the City Council to reverse the Design Commission's approval and require a comprehensive environmental review before this project proceeds. Decisions affecting schools and churches deserve the highest level of scrutiny and transparency. Pasadena's tradition of responsible planning is one of its greatest strengths. I urge you to uphold that tradition by ensuring that growth never compromises the safety of our students, the sanctity of our churches, or the trust residents place in their city government. Thank you for your service and your careful consideration.

Re: A Former Parent's Request for Care and Caution Near St. Philip the Apostle School Dear Mark Jomsky,
I am a former parent at St. Philip the Apostle School, and I am writing with a sincere and heartfelt request for care and caution regarding the proposed development at 1364 E. Green Street, which is so close to our school, church, and neighborhood. As parents, we entrust our children to the care of their teachers and community each day, hoping they are surrounded by a safe and nurturing environment. For this reason, I am worried about the potential impacts of construction activity next to a school, increased traffic on Green Street, and the introduction of an R&D facility with research uses that have not been clearly explained. These uncertainties weigh heavily when the safety and well-being of children are involved.

While I support Pasadena's commitment to innovation and institutions like Caltech, this project has not demonstrated that it can operate safely at this location or at the scale proposed. Re: Parishioner Concerns Regarding 1364 E. Green Street Dear Mark Jomsky,
I am writing as a parishioner deeply concerned about the proposed development at 1364 E. Green Street and its potential impact on our church community. I support Pasadena's commitment to innovation, economic growth, and research and development. At the same time, churches play a vital role in our city as places of worship, reflection, education, and service. These missions depend on safe, accessible, and appropriately scaled surroundings that respect sensitive uses and neighborhood character. The proposed project has not demonstrated that it can operate safely at this location or at the currently proposed scale. Proceeding without a full environmental review—and at a height exceeding what was envisioned for this street—raises serious concerns for parishioners, including traffic safety, noise, air quality, and overall compatibility with church activities. Requiring the project to return in a redesigned form that complies with the East Colorado Specific Plan's maximum height of approximately 51 feet and that undergoes a thorough environmental analysis would better align the development with the surrounding neighborhood and sensitive institutions. This approach would help preserve community trust while still supporting Pasadena's broader innovation goals. Approving the project as proposed would set a troubling precedent for placing intensified R&D uses adjacent to churches and other sensitive community institutions in areas not clearly intended for such development under Pasadena's planning framework. I respectfully urge you to grant the appeal and allow this project to move forward only in a form that reflects both economic ambition and respect for our church community and shared values.

Re: Protect the Heart of Our Community- St. Philip the Apostle Church Dear Mark Jomsky,
I am writing as both a Pasadena resident and a longtime parishioner of a historic church on Hill Avenue.

For many of us, this parish is a second home. It is where we gather for Mass, funerals, weddings, and quiet prayer. It is a place of peace — and a beautiful historic building designed by Roland Coate that has stood as part of Pasadena's character for generations. I understand that Pasadena must grow. But | am deeply concerned about the proposed project at 1364 E. Green Street and what it would mean for our church and the surrounding neighborhood. Early-morning construction, heavy truck traffic, and ground vibration would disrupt worship and could damage our historic structure. It is hard to pray amid noise and shaking. Our church was never meant to sit beside a project of this scale. More broadly, many residents feel that recent developments are simply too large and out of proportion to their surroundings.

When projects appear driven by maximum height and density rather than compatibility and care, public confidence in the planning process erodes. This is not opposition to growth. It is a plea for balance and respect — for our neighborhoods, our historic buildings, and the sacred spaces that anchor our community. I respectfully ask the Council to slow this process, require a full environmental review, and ensure the project complies with the 51-foot height limit in the East Colorado Specific Plan. Please protect what makes Pasadena special and restore trust that our planning decisions reflect this community's values.

Sincerely,
Michael DiPietro

Re: 1364 East Green Street Needs a Closer Look
Mr. Mark Jomsky,
I'm writing as a community member to request that you grant the appeal for the proposed project at 1364 E. Green Street. I support growth, innovation, and the retention of life sciences jobs in Pasadena. I don't see this as being against development. It's about making sure development fits its surroundings and is reviewed carefully, especially when it's next to a school, a church, and homes. From what I understand, this project moved forward without a full environmental review and at a larger scale than originally envisioned for this part of Green Street. Granting the appeal would give the City a chance to take a closer look and request a redesign at a more neighborhood-appropriate scale, consistent with the East Colorado Specific Plan (around 51 feet). Approving it as-is could affect other neighborhoods, too. Taking a step back here would help build trust and make future projects easier. Thank you.

Re: Balanced and Thoughtful Development Please- 1364 East Green Street Mr. Mark Jomsky,
I am writing as someone with a direct, ongoing presence in the immediate vicinity of the project site.

Because of my proximity to this project, I will be directly affected by its construction and long-term operation, and I appreciate the opportunity to share my concerns for the record. I support innovation and responsible development, and I recognize the value that research institutions bring to our city. However, I am deeply concerned that this project has moved forward without sufficient demonstration that it is compatible with its immediate surroundings, which include a school, a place of worship, and established residential uses. From both a personal and planning perspective, this location includes multiple sensitive receptors that warrant heightened scrutiny. Based on my review of the project approvals to date, I do not believe the environmental analysis adequately evaluates key impacts, including traffic congestion during peak school and church hours, air quality, noise, and the operational intensity of an R&D facility of this scale. These are not theoretical concerns for me — they affect my daily commute, my ability to safely access my home or workplace, and the environment in which children and congregants gather nearby. I respectfully ask the City Council to reverse the Design Committee's approval and require a comprehensive environmental analysis consistent with CEQA. A full evaluation of site-specific and cumulative impacts, feasible alternatives, and enforceable mitigation measures is necessary before a project of this intensity proceeds in such close proximity to sensitive uses. I am not opposed to compromise. I understand that residents and community members have expressed support for a reduced project height of up to 51 feet, provided that a satisfactory environmental review demonstrates it can operate safely and compatibly in this location. This approach reflects reasonable land-use planning that balances development objectives with neighborhood context. I am also concerned about the broader policy implications of the City's November 2023 General Plan amendments that allowed R&D facilities citywide. Applying enhanced height and intensity allowances on streets directly adjacent to residential neighborhoods, such as Green Street, represents a significant shift in land-use policy. Directing higher-intensity R&D uses to established commercial corridors like Fair Oaks, Colorado, and Lake would better align with traditional planning principles and reduce conflicts with surrounding neighborhoods. As someone directly impacted by this project, I am asking the Council to take a careful, measured approach—one that prioritizes land-use compatibility, public health, and procedural integrity. Decisions made now will shape the safety and livability of this area for decades.

Thank you for your consideration and for your service to the community.

Sincerely,
Ronald Manzke

Re: Please Restore Confidence in Pasadena's Planning Process - 1364 E. Green St.

Mr. Mark Jomsky,
I am a longtime Pasadena resident who cares deeply about our city and its future. I understand that growth is inevitable and that innovation and housing are important. However, I am increasingly concerned about the scale and density of recent developments and what they mean for our community's character. Many of the new buildings being approved seem simply too large for the neighborhoods where they are being placed. They overwhelm surrounding homes, change the scale of our streets, and leave residents wondering whether long-standing planning principles still guide decision-making. When projects appear out of proportion to their surroundings, it erodes public trust. Pasadena has long been known for thoughtful planning, human-scale neighborhoods, and careful transitions between commercial and residential areas. That tradition is one of the reasons many of us chose to live here.

When dense, oversized developments are approved without clear justification or meaningful responsiveness to community concerns, it creates the perception that established standards are being set aside. This is not about opposing growth outright. It is about ensuring that growth is balanced, contextual, and consistent with our city's character. Development should enhance neighborhoods — not overshadow them. I respectfully urge the City Council to take steps to restore public confidence in the planning process. That means ensuring transparency, carefully evaluating scale and compatibility, and demonstrating that community input genuinely influences outcomes. Residents need to feel that planning decisions are guided by clear principles, not simply by what can be maximized on a parcel.

Pasadena's strength has always been its ability to evolve while preserving what makes it special. I hope you will reaffirm that commitment and ensure that future development reflects the values and scale that define our city. Thank you for your time and service.

Sincerely,

Re: A Parishioner's Concern About Our Church and 1364 E. Green Street Mr. Mark Jomsky,
I'm writing as a longtime parishioner who comes to Mass every week and cares deeply about our church.

For many of us, this parish is a second home. It's where I come to pray, to find some quiet, and to feel at peace. Our church is also a beautiful and historic building designed by Roland Coate, and it means a great deal to those of us who have worshipped here for many years. I understand that Pasadena wants to grow and support new development, and I respect that. But I'm very worried about the proposed project at 1364 E. Green Street and what it could mean for people like me. Construction often starts as early as 7:00 in the morning, and the noise, trucks, and ground shaking would make it hard to attend Mass, especially for older parishioners. It's difficult to pray when there's loud construction outside, and I worry about Masses, funerals, and weddings being interrupted. I'm also concerned that vibration could affect our historic church building. It was never meant to be next to a large project like this. As Catholics, we're taught to look out for one another and to do what's best for the common good. I don't feel that approving this project without a full environmental review does that. I'm simply asking the City Council to slow this down, require a proper environmental review, and ensure the project complies with the 51-foot height limit in the East Colorado Specific Plan. Please let this project come back in a form that respects our church, our worship, and the people who come here every week. Thank you for taking the time to listen to a parishioner who just wants to keep my cherished church peaceful and the spiritual place it was intended to be.

Sincerely,

Re: Safeguarding Sacred Spaces - St. Philip the Apostle Mr. Mark Jomsky,
I am writing as a resident who believes that sacred spaces deserve special care and protection.

Sincerely,
Matt Eggleston

Re: Parishioner Concerns About 1364 E. Green Street - with custom note too Mr. Mark Jomsky,
I am writing as a Catholic parishioner concerned about the proposed development at 1364 E. Approving it without a full environmental review, and at a height beyond what was envisioned for this street, raises serious concerns for parishioners—especially families, children, and elderly members of our community.

ADDITIONAL NOTE: I agree with everything above, but also - we are in an era where third spaces are few and far between, social media polarizes us, and listless community members resort to escalation and violence from loneliness epidemics and distrust in today's societal culture. The strongest positive response l've seen to this is Catholic young adult groups that create an opportunity to trust in faith and a deeper exploration of community and ethics. "Reverence" is a popular term among this generation of 20's and 30's young adult Catholics (as I am deeply enmeshed in the archdiocese community now, helping run the largest of these young adult communities in Santa Monica with a minimum of 60 attendees every Tuesday and not infrequently up to 100). That reverence comes from creating sacred spaces, quiet communities, land for quiet and prayer. To put a large new building looming over the community will destroy an atmosphere that is foundational to one of the most effective, affordable healing spaces for young people that I know and see actively growing today. Yesterday I attended a ceremony for at least 300 if not a thousand new Catholics entering the faith downtown - the community is actively growing, and St. Philip's in particular is growing and making the right choices in their own community in this way. Their 7pm young adult mass specifically leans into this reverence that the newer young adults crave and grow from. This build not only would break laws and inconvenience a parish, but would actively sabotage one of the key elements of what is guiding young people away from violence, escalation, and polarization today. This sacred space must be preserved if we wish to make society a better place - and St. Philips is doing all the right things to help address these problems in society and footing itself to help with how they will all be even worse with the next generation that is about to enter this age range too. The building would be a direct negative impact on that whole mission as it is currently planned. Online polarization will only get worse until we regulate it more (and even if we do). These are the kinds of reverent spaces that do the most good to heal that, and protecting their atmosphere - which is foundational for that mental space and growth - is key. Please reconsider, for the future health of our community.

Sincerely,
Brian Handy

As a Pasadena resident, I support thoughtful development and innovation that respects our neighborhoods, schools, and churches. However, I am concerned that the proposed project at 1364 E.

Green Street does not meet these standards. While I support Caltech and its contributions, this project has not demonstrated that it is safe or consistent with the community vision in Pasadena's adopted plans. I urge the Council to ensure that any approval: Respects height limits: The project should comply with the Specific Plan's 51-foot height limit to remain compatible with the neighborhood. Demonstrates safety: A thorough environmental review must show that operations will not harm nearby residents or sensitive uses. Follows responsible land-use policies: R&D uses should be limited to commercial and industrial corridors, such as Fair Oaks, Raymond, Arroyo Parkway, Lake Avenue, and Colorado Blvd-not minor streets like Holliston, Catalina, or Green. Recent broad amendments to the municipal code have allowed projects that pose risks to neighbors' health, traffic, and safety. Pasadena's growth should be safe, contextual, and enhance our community. I urge the Council to ensure that this project reflects these priorities before moving forward. Thank you for considering these concerns Sincerely,

We are asking the city to respect our cultural and historical ties so we can continue to be a force for good in the city of Pasadena. Re: Preserve Pasadena's Scale and Soul- Reevaluate 1364 East Green Street Mr. Mark Jomsky,
I am writing not just as a resident, but as someone who truly loves this city. Pasadena is not simply where I live — it is home. It is the tree-lined streets I walk each evening, the historic homes that tell quiet stories of the past, the neighborhood churches, the front porches where neighbors greet one another, and the deep sense of belonging that comes from living in a place shaped carefully and thoughtfully over generations. The project at 1364 East Green Street threatens this ideal by encroaching on an established neighborhood and school. Like so many others, I chose Pasadena for its human scale, architectural beauty, and long-standing commitment to balanced, intentional planning. I chose it because it feels different. Grounded. Beautiful. Livable. There is a harmony here — between growth and preservation, between progress and respect for history — that makes this city special. Lately, however, I worry that we are losing that balance. New developments are growing larger and denser, often towering over neighboring homes and altering the very rhythm and feel of our streets. When buildings overwhelm their surroundings, we lose more than sightlines or skyline views — we lose a piece of our community's character. We lose the feeling that our neighborhoods were designed with people, not just numbers, in mind. This is not about resisting change or opposing growth. Pasadena has always evolved. But it has evolved with care. With intention. With respect for the neighborhoods that give this city its soul. When projects appear driven primarily by maximum height and density rather than compatibility and context, many residents feel unheard. We feel disconnected from decisions that profoundly shape the places we cherish. And that erosion of trust may be the most troubling loss of all. Preserving what makes Pasadena, Pasadena means protecting the scale, charm, and sense of place that cannot be recreated once it is gone. It means ensuring that growth enhances our community rather than overshadows it. And it means restoring confidence that our planning process reflects the values of thoughtful stewardship that built this city in the first place. I urge you to protect the character of our neighborhoods and to honor the legacy of care, balance, and respect that has defined Pasadena for generations. Pasadena is worth preserving — not just for today, but for those who will one day choose it as home, just as we did.

I write as a Catholic parishioner with deep concern for the proposed development at 1364 E. Green Street and its potential impact on our church community. Our parish is a sacred place. It is where we gather to worship God, receive the sacraments, educate our children in faith, care for the poor, and offer refuge to those seeking peace and healing. The Church's mission depends not only on what happens inside our walls, but also on the surrounding environment that is safe, calm, and respectful of this sacred purpose. The Catholic tradition teaches us to value human dignity, stewardship of creation, and care for the most vulnerable among us. For these reasons, I am troubled that this project has not demonstrated that it can operate safely at this location or at the scale currently proposed. Approving it without a full environmental review, and at a height exceeding what was envisioned for this street, risks disrupting the life of our parish and undermining the sense of safety and reverence that parishioners depend upon.

Traffic congestion, noise, air quality, and safety concerns are not theoretical. They affect families arriving for Mass, children attending religious education, elderly parishioners with limited mobility, and those who come to our church seeking prayer, counseling, or quiet refuge. A redesigned project that complies with the East Colorado Specific Plan's 51-foot height limit and undergoes a thorough environmental review would better reflect the values of care, balance, and responsibility that Pasadena claims to uphold. Approving this project as proposed would set a troubling precedent-suggesting that churches and other sensitive institutions may be asked to bear the burdens of growth without adequate protection or consideration. I respectfully urge you to grant the appeal and allow this project to return in a form that honors both economic progress and the spiritual and communal life of our city. Pasadena can grow in a way that respects faith communities, protects human dignity, and reflects true stewardship. I ask that you choose that path.

Re: Protect What Anchors Our Community- St. Philip the Apostle Mr. Mark Jomsky,
I am writing as a St. Philip the Apostle parishioner who believes we must protect the places that anchor our community. Our churches, schools, and long-established neighborhoods are not just structures on a map — they are the foundations of daily life in Pasadena. They provide stability, belonging, and continuity across generations. When large-scale development such as that at 1364 E. Green Street is proposed immediately beside these anchors, it raises serious concerns. Sacred spaces and neighborhood institutions depend on peace, safety, and compatibility with their surroundings. Construction impacts, increased traffic, noise, and projects that are out of scale can disrupt more than routines — they can erode the sense of place that holds a community together. Pasadena has long been admired for thoughtful planning that balances growth with preservation. That balance is essential. Growth should strengthen the institutions that define us, not overshadow or strain them. I respectfully urge you to ensure that projects near churches, schools, and established neighborhoods undergo thorough review and are appropriately scaled to their settings. Protecting what anchors our community is not opposition to progress — it is a commitment to responsible stewardship. Please safeguard the places that give Pasadena its identity and heart.

Re: 1364 E. Green Street Opposition - Protecting Our Historic Parish and Worship Dear Miguel Marquez,
I am writing as a Catholic parishioner concerned about the proposed development at 1364 E. Green Street and its impact on our church community.

Re: Safeguarding Sacred Spaces- St. Philip the Apostle
Dear Miguel Marquez,
I am writing as a resident who believes that sacred spaces deserve special care and protection.

Sincerely,

Re: Growth That Respects Our Community- 1364 Green Street Dear Miguel Marquez,
I am a resident who supports thoughtful development, world-class innovation, and the important role institutions like Caltech play in our beautiful city. I believe Pasadena can continue to grow and thrive. At the same time, growth must be safe, transparent, and compatible with the neighborhoods in which it is proposed. I am concerned that the proposed R&D project near Green Street has not been adequately demonstrated to be safe, given its location next to a grade school, an active church, and established residential neighborhoods. The environmental review does not appear to sufficiently address potential health, traffic, and quality-of-life impacts on these sensitive uses. Growth should never come at the expense of students, parishioners, families, and neighbors who rely on these spaces every day. ! respectfully ask the City Council to reverse the Design Commission's approval and require a proper and comprehensive environmental analysis before the project moves forward. Decisions of this magnitude should be grounded in clear, thorough information so the community can have confidence that impacts are fully understood and responsibly addressed. I also believe reasonable compromises are possible. A project limited to 51 feet in height, supported by a satisfactory environmental review demonstrating it can operate safely in this location, would better reflect balanced growth. More broadly, I encourage the Council to revisit the November 2023 General Plan modification that allowed R&D facilities citywide.

R&D facilities with increased height allowances should be concentrated along established commercial corridors such as Fair Oaks, Colorado, and Lake areas designed to accommodate larger-scale development-rather than on streets directly adjacent to residential neighborhoods. Pasadena's long history of careful planning is one of its strengths. I urge you to ensure that growth enhances our community, protects neighborhood livability, and maintains public trust in the planning process. Thank you for your service and your consideration.

Community representatives have indicated a willingness to support a project limited to 51 feet in height, provided it is accompanied by a satisfactory environmental review demonstrating that it can operate safely in this location. Finally, I am concerned that recent broad amendments to the R&D code were adopted without sufficient consideration of their potential impact on nearby schools, churches, homes, and families. If this can occur on Holliston, it could happen elsewhere. These changes risk introducing health, traffic, and other hazards into areas that were previously protected by longstanding zoning and planning standards. We ask the City Council to take action to ensure responsible development, protect neighborhood livability, and restore public confidence in the planning process.

Re: Serious Safety Concerns Regarding Development Near St. Philip the Apostle School Dear Miguel Marquez,
How is it possible that a large construction project and proposed R&D facility at 1364 E. Green Street could move forward directly adjacent to an active elementary school and church without clear and public assurances that children's safety has been fully protected? I am a parent of a child at St. Philip the Apostle School, writing to express serious concern about the proposed development at 1364 E. Green Street. The prospect of prolonged construction next to the school, increased and unsafe traffic on Green Street, and an R&D building with unclear research uses raises fundamental questions about oversight, planning, and public safety. Parents rely on the City to act with heightened care when projects affect schools and places of worship. It is troubling that a development of this scale and intensity appears to have progressed so far, given its proximity to children and a residential neighborhood. At a minimum, families deserve transparency about what activities will take place on this site and how risks will be mitigated. I respect the City Council's service and acknowledge Caltech's importance to Pasadena.

However, respect for institutions must never outweigh the responsibility to protect children. I urge the Council to pause this project, require a thorough and meaningful safety and environmental review, and reconsider whether this location is appropriate for high-intensity R&D use. I ask that your decisions reflect sound judgment, accountability, and a clear commitment to the well-being of families who depend on you to safeguard their community. Thank you for your attention to this matter.

Re: A Parishioner's Appeal Regarding 1364 E. Green Street Dear Miguel Marquez,
I am writing as a parishioner who loves this church and is deeply concerned about the proposed development at 1364 E. Green Street and what it could mean for our faith community. Our church is more than a building. It is a place of worship, reflection, healing, and service. It is where families gather, children learn, seniors find community, and people seek peace. These sacred purposes depend on a surrounding environment that is safe, accessible, and respectful of sensitive uses. I support Pasadena's vision for innovation and economic growth, and I value the contributions of institutions like Caltech. But growth should never come at the expense of the places that anchor our community. The proposed project has not demonstrated that it can operate safely at this location, nor that it is appropriately scaled for a street shared with a church. Approving it without a full environmental review, and at a height beyond what was envisioned for this area, puts parishioners and our mission at risk. Traffic, noise, air quality, and safety are not abstract concerns for us. They affect how people arrive for worship, how children and elders move through the neighborhood, and how our church serves the broader community. A redesigned project that respects the East Colorado Specific Plan's 51-foot height limit and undergoes thorough environmental review would show care for both innovation and the people who live, worship, and serve here. Approving this project as proposed would send a painful message-that churches and other sensitive institutions can be treated as afterthoughts in Pasadena's growth. I urge you to grant the appeal and allow this project to return in a form that reflects not only economic ambition, but compassion, stewardship, and respect for our shared community values.

Sincerely,
Sylvia Lares

Re: Please Do Not Approve 1364 E Green St as Currently Proposed Dear Miguel Marquez,
I have been both a Pasadena voting resident of District 2 and a parishioner at St. Philips for 39 years. I love Pasadena and I love Caltech. We at St. Philips have been good neighbors to Caltech for 100 years.

We would expect Caltech to be good neighbors to us. Many Caltech-affiliated people and students are parishioners at St. Philips. However, this project in its current configuration does not fulfill the good- neighbor requirement. It ignores and disrespects its immediate neighbors. Whether we are zoned a school or not, for anyone with eyes to see, we are a school and have been a school for over 75 years.

Hiding behind some technical language is most disconcerting. Locating this building on this site is an egregious abuse and disregard of the Planning effort performed by so many residents. If this obliteration of the Specific Plan's goals and policies can happen next door to our church and school, think about what could happen in your neighborhood. A careful planning process is supposed to prevent just this kind of out-of-scale development from happening. As the submittals on behalf of the "Building a Better Pasadena" group details, the building ignores nearly all the qualitative and contextual goals and policies of the Specific Plan and doesn't fully address environmental impacts. It is the City Council's responsibility to ensure that it does. We shouldn't have to call this out. This building will bring NOTHING to the neighborhood. It doesn't visually harmonize with the surrounding area. It will not activate the sidewalk and provides no retail. There are no public spaces or courtyards. All the trees and vegetation shown on the south rendering of the building are the property of St. Philips. The proposed building contributes nothing against our property except SHADOW and STARKNESS. We ask the City Council to follow the original Specific planning efforts performed by so many and limit this building to no more than 51 feet in total height. We ask for this building to be in context with the immediate neighborhood. We ask for it to contain uses and limit environmental impacts to those that are demonstrated to be appropriate to be adjacent to an active church of 2500 families and a school of 550 students. Allowing this project to proceed would set a precedent that extends beyond this site. Granting the current appeal would demonstrate that Pasadena's planning framework—and the public input behind it—continues to matter as the city grows. Thank you.

Sincerely,
Joseph Sanders

Re: Protecting Our Historic Parish and Worship /1364 E. Green Street Dear Miguel Marquez,
I am a professor of Economics and Statistics at Caltech but I am writing as a Catholic parishioner of St.

Philip the Apostle Church concerned about the proposed development at 1364 E. Green Street and its impact on our church community. Our parish is a sacred and historic place of worship, designed by renowned architect Roland Coate, whose work is an important part of Pasadena's architectural heritage.

This church is not only a place of prayer and sacrament, but a cultural and spiritual landmark that serves generations of families. Re: Respect Our Sacred Space- St. Philip the Apostle
Dear Miguel Marquez,
I am writing as a longtime parishioner St. Philips the Apostle Church and with decades of experience in architecture, and theme parks. I would just like to share my view for this proposed Caltech structure. St.

Philip the Apostle has a calm, dignified presence, and any new building at that corner should feel like a good neighbor, not a show-off. A respectful design doesn't mean copying the church; it means acknowledging its scale, rhythm, and character in a contemporary way. I have seen the architectural rendering of the Caltech project. I believe the goal is to reduce the perceived height next to the church, by revising the massing of the structure - avoiding the single monolithic block. The materials and color palette should complement St. Philips existing warm and traditional materials. Earth-tone cladding, matte finishes (vs. reflective glass), limited glazing to avoid the "corporate" look. The window groupings should echo the church's cadence. A lighter upper facade to reduce visual weight. There should also be landscape buffering: to soften the height transition, a generous setback from the church property line, a landscaped plaza or forecourt at the corner to open up the intersection. Across St. Philip church, are two to three storey residential buildings, so it's ideal to maintain a quiet character for this block. A facade that feels civic, not corporate. Also a modest, recessed entry with pedestrian-scaled lighting. So, the overall character for the Caltech structure should be a respectful building, stepped-back, broken into smaller volumes, and visually quiet. Just being a "good neighbor".

Sincerely,
Edgardo Salandanan

I am a Pasadena lawyer who values our city's long tradition of thoughtful planning, strong neighborhoods, and respect for community institutions.

Why is the City advancing a major construction and R&D project directly next to an active elementary school and church, and whose interests are being prioritized in allowing it to proceed this far? I am a parent of a child at St. Philip the Apostle School, writing out of deep concern regarding the proposed development at 1364 E. Green Street. Placing prolonged construction, increased traffic, and an R&D facility with unclear research uses immediately adjacent to children raises serious questions about judgment, oversight, and public responsibility. Parents expect the City to exercise heightened caution when decisions affect schools and residential neighborhoods. Instead, this project appears to have moved forward with limited transparency and without clear, publicly demonstrated assurances that children's safety and daily well-being come first. It is reasonable to ask why this location was considered acceptable at all, and why safeguards were not firmly established before progress was made. I respect the role of the City Council and acknowledge Caltech's contributions to Pasadena. However, economic or institutional interests should never outweigh the obligation to protect children. I urge the Council to pause this project, require a comprehensive safety and environmental review, and seriously reconsider whether this site is appropriate for high-intensity development. The community is watching closely and expects decisions rooted in accountability, sound judgment, and a clear commitment to families—not expediency.

Re: A Parent's Request for Care and Caution Near St. Philip the Apostle School Mr. Mark Jomsky,
I am a parent at St.

Re: Parent Safety Concerns Regarding 1364 E. Green Street Mr. Mark Jomsky,
I am a parent of a child at St. Philip the Apostle School, located near the proposed development at 1364 E. Green Street, and I am writing to express serious concerns about this project's proximity to a school, church, and residential neighborhood. As a parent, I am particularly worried about construction activity next to our children, increased and unsafe traffic on Green Street, and the placement of an R&D building with unknown research uses adjacent to a school. At this time, it has not been clearly demonstrated that this project would be safe or appropriate for such a sensitive location. I support responsible development and Caltech's contributions to Pasadena, but projects near schools must meet the highest standards for safety, scale, and transparency. I respectfully ask the City Council to require a stronger environmental and safety review, uphold existing height limits, and ensure R&D uses are located in appropriate commercial or industrial corridors—not on neighborhood streets next to schools. Please put the safety of children and families first and reconsider allowing this project to proceed in its current form.

Re: Concerns about the project at 1364 E Green St
Mr. Mark Jomsky,
I respectfully ask that you grant the appeal of the proposed project at 1364 E. Green Street, rather than allowing it to proceed in its current form. I support responsible development and innovation in Pasadena.

However, this project's scale and location-adjacent to a school, a church, and a residential neighborhood—were advanced without sufficient environmental and safety review. In addition, the 2023 R&D zoning amendments did not clearly resolve how expanded R&D allowances should apply on neighborhood-serving streets near sensitive uses. Allowing this approval to stand would set a precedent for similar projects on comparable streets before these policy questions are fully addressed, increasing the likelihood of future appeals and disputes. Granting the appeal would provide an appropriate opportunity to require additional environmental analysis and to refine the project so it can proceed in a form consistent with adopted plans. Thank you.

Re: Grant the Appeal - R&D Project at 1364 E. Green Street Mr. Mark Jomsky,
Why was a high-intensity R&D project allowed to advance directly adjacent to an active school without full environmental review, clear disclosure of research uses, or a design consistent with the City's own planning policies?

I appreciate the city's careful consideration of building and congestion and it's thoughtful approach to building a cohesive community. As a member of the business community, I'm also surprised that the city would prioritize this building when there is so much empty commercial space in the business district. A small neighborhood school is hardly the place to put research and development when there is ample opportunity to use existing space downtown. Please put the safety of children and families first and reconsider allowing this project to proceed in its current form.

Re: A Prayerful Request for Discernment and Care Near St. Philip the Apostle School Mr. Mark Jomsky,
I am a parent at St. Philip the Apostle School, and I am writing to you with a humble and prayerful request regarding the proposed development at 1364 E. Green Street, which is so close to our school, church, and neighborhood. Each day, as parents, we entrust our children to the care of others and to God's protection, hoping they are learning and growing in a safe, peaceful, and nurturing environment. Because of this, I feel a deep concern about the possibility of extended construction near the school, increased traffic on Green Street, and the presence of an R&D facility whose research activities have not been clearly explained. These uncertainties are difficult for families when children's well-being is at stake. I want to express my gratitude for your service to the City and my respect for Caltech's contributions to Pasadena. At the same time, schools and churches are sacred spaces in our community-places where children learn, families gather, and faith is formed. Decisions that affect these spaces deserve special care, patience, and transparency. I respectfully ask the City Council to pause and prayerfully discern whether this project, as proposed, truly reflects our shared responsibility to protect the most vulnerable among us. A thorough environmental and safety review, respect for existing height and zoning limits, and thoughtful placement of high-intensity R&D uses in appropriate commercial or industrial areas would help reassure families and ensure they are heard. My hope is that the City's decision will be guided by wisdom, stewardship, and a commitment to the common good, especially for the children who depend on us to make careful choices on their behalf. Thank you for your time, your service, and your consideration.

As a Pasadena resident, I support thoughtful development and innovation that respects our neighborhoods, schools, and churches. I have lived in the CalTech neighborhood for over a decade. The organization is a good neighbor, however, I have witnessed previous development projects, with both negative and positive outcomes, and am very concerned that the proposed project at 1364 E. Green Street does not meet standards beneficial to the community, neighborhood or city. Follows responsible land-use policies:

R&D uses should be limited to commercial and industrial corridors, such as Fair Oaks, Raymond, Arroyo Parkway, Lake Avenue, and Colorado Blvd—not minor streets like Holliston, Catalina, or Green. Recent broad amendments to the municipal code have allowed projects that pose risks to neighbors' health, traffic, and safety. Pasadena's growth should be safe, contextual, and enhance our community. This project is the opposite of that. I urge the Council to ensure that this project reflects these priorities before moving forward. Thank you for considering these concerns Sincerely,

Re: Parent Safety Concerns Regarding 1364 E. Green Street Mr. Mark Jomsky,
I am a proud mother to 4 children - 3 current St. Philip the Apostle school students and one future TK student. I am also a parishioner at St. Philip the Apostle Church and a proud Pasadena resident of more than 30 years. I am writing to you today to express my concerns regarding the proposed building at 1364 E. Green St. Here are a brief list of reasons for my opposition to the building: 1.) Safety during the build.

How can children be expected to learn with drilling, vibrations, and the operations of heavy machinery and equipment happening all day? I also have extensive concerns regarding the air quality in drilling a subterranean parking lot, especially with the fires being so recent and the potential for soil contamination and dust particles from the construction in such close proximity to St. Philip the Apostle School and Church. 2.) Historical and Cultural Preservation of Pasadena. I grew up in Pasadena and upon starting a family decided that Pasadena would be the best place for me and my family to live. The wonderful part about Pasadena is its charm and character. It's a place where all different kinds of people can come together and feel like a member of the community. The proposed building will tower over the highest point of the church and school. One thing that doesn't even seem to be considered is that our priest lives just feet away from the proposed building. The building would tower over our children's playground, completely obstructing the view of the mountains. The special thing about Pasadena is the view we get of the mountains. How does this building fit in with the existing landscape? Pasadena is supposed to be committed to a diverse educational system. How is this protecting the needs of our Catholic students? We represent an important part of the community that has been completely overlooked. 3.) Traffic is also a major concern. I have now been to 2 Design commission meeting regarding this build and the traffic studies seem crazy to me. Having 4 children, I drive a large car. There is no way I could fit on Holliston if a semi truck was coming down the street. It is not a temporary problem either since large trucks will be regular visitors when the building needs to be supplied. 3.) Improper Zoning. It was very disappointing to learn that the area was rezoned. No city documents mention the school as an impacted neighbor - only the church. This school teaches 550 students on a daily basis.

How could this have been overlooked? There is not one school that has inter block zoning that this one does. There is no way this would be an issue if the school had been a PUSD property. Pasadena is supposed to value the safety of our most vulnerable members. This area now allows for a building to hover (dare I say, "tower") over the children's playground where any visitors or potential tenants can view them. Even if the proposed building is not passed, someone other than Trammell Crow Company or Caltech can come and build because of the rezoning efforts that have already been completed. Who is considering the safety of our kids? It's my job to say something and it's your job to do something. Not one person has been able to answer the question of what will be going on in that building and that lack of knowledge could be extremely harmful to our children. This was obviously a mistake that needs immediate attention. I demand that a full EIR be conducted before this building is approved. It's absolutely ridiculous it has taken longer to get a permit to remodel my home than it has to approve than this gigantic building. I also demand that zoning look into this issue and possibly redraw the block to be zoned properly for a school. A reminder that you are our elected officials and you will be responsible for speaking on behalf of our children.

Sincerely,
Mary Forrest

Re: Please Do Not Approve 1364 E Green St as Currently Proposed Mr. Mark Jomsky,
I value Pasadena's commitment to innovation, research, and economic growth. At the same time, our city has invested significant effort in establishing clear plans to guide where that growth belongs and how it should relate to surrounding neighborhoods, schools, and community institutions. According to the City of Pasadena website, your values include: • Responsiveness • Honesty and integrity • Accountability • Excellence • Open, clear and frequent communication • Innovation • Diversity and inclusiveness The commitment to these core values is what separates Pasadena from many other cities in Southern California. When I relocated my family from Encino to Pasadena several years ago, it was because Pasadena seemed to demonstrate an active commitment to these values. It feels like a special place because of a strong commitment to these values. I've been shocked, saddened, disappointed and frankly angered at the handling of the building of the lot at 1364 E. Green Street. In this case, the project moved forward without a full environmental review and at a scale that goes beyond what was envisioned for this location under the East Colorado Specific Plan. Granting the appeal would provide an opportunity to take a closer look, require an appropriate review, and consider a smaller, neighborhood-scale approach consistent with the adopted guidelines. While I value Caltech's contributions, this project has not been shown to be safe or aligned with our community vision. Pasadena demands developments that:

Follow the height limits: maximum 51 feet, as set in the Specific Plan. Ensure safety: Through thorough environmental review, protect residents and sensitive uses. Respect land-use priorities: R&D projects belong in commercial and industrial corridors, not on small streets like Holliston, Catalina, and Green.

Recent broad code amendments have opened the door to developments that risk traffic, health, and safety in our neighborhoods. Pasadena's growth should strengthen-not threaten-our community.

Thankfully, we can right this wrong. You have the chance to re-think this. To pause and take all of the facts into account. Allowing the approval to stand would set a precedent that extends beyond this site.

Granting the appeal would demonstrate that Pasadena's planning framework-and the public input behind it—continues to matter as the city grows. A commitment to Pasadena values gives me hope that this letter is not falling on deaf ears. You have the power to prioritize the safety, the safety of our children and residents and the perseverance of Pasadena's history and legacy. Thank you.

Sincerely,

Re: Immediate Action Required: Child Safety Risks at 1364 E. Green Street Mr. Mark Jomsky,
I am a parent of a child at St.

Re: When Density Goes Too Far- Caltech and 1364 E. Green Street Mr. Mark Jomsky,
I am a Pasadena resident who is increasingly concerned about the scale and density of recent developments. Many of the new buildings being approved are simply too large for their surroundings.

They overwhelm nearby homes, alter the character of our streets, and leave residents questioning whether long-standing planning principles are still being upheld. Pasadena has a proud tradition of thoughtful, human-scale planning. When oversized projects are approved without clear compatibility with surrounding neighborhoods, public trust is undermined. This is not opposition to growth. It is a call for balanced, contextual development that respects the scale and character of our city. Residents deserve a planning process that is transparent, consistent, and responsive to community input. I urge the Council to take concrete steps to restore confidence by ensuring future development reflects Pasadena's established standards and values — not just maximum allowable density.

I am a parent at St. Philip the Apostle School, writing with a humble and prayerful request regarding the proposed development at 1364 E. Green Street, near our school, church, and neighborhood. As parents, we entrust our children to God's care each day, hoping they are learning in a safe and nurturing environment. For this reason, I am concerned about construction activity near the school, increased traffic on Green Street, and the presence of an R&D facility whose research uses have not been clearly explained. These uncertainties are difficult for families when children's safety is involved. I am grateful for your service to the City and respectful of Caltech's role in Pasadena. At the same time, schools and churches are sacred spaces that deserve special care. I respectfully ask the City Council to pause and thoughtfully discern whether this project, as proposed, serves the common good, and to require a thorough safety and environmental review. I pray that your decision will be guided by wisdom, compassion, and a deep sense of responsibility for the most vulnerable in our community. Thank you for your time and consideration.

Sincerely,

For more infarmation about the Phish Alert Button view article K30011474 on the Re: Grant the Appeal - R&D Project at 1364 E. Green Street Mr. Mark Jomsky,
Why was a high-intensity R&D project allowed to advance directly adjacent to an active school without full environmental review, clear disclosure of research uses, or a design consistent with the City's own planning policies?

Sincerely,

Re: Urgent: Child Safety Concerns Regarding 1364 E. Green Street Mr. Mark Jomsky,
I am a parent of a child at St.

Philip the Apostle School, and I am writing with a sincere and heartfelt request for care and caution regarding the proposed development at 1364 E. Re: Questioning City Priorities Regarding Development Next to St. Philip the Apostle School Mr. Mark Jomsky,
I have grown up in Pasadena for the last 33 years, and have been a parishioner at St Philip since I was 13 years old. I have now 2 children, soon to be 3, who are students at SPAS. I value Pasadena's commitment to innovation, research, and economic growth. At the same time, our city has invested significant effort in establishing clear plans to guide where that growth belongs and how it should relate to surrounding neighborhoods, schools, and community institutions. In this case, the project moved forward without a full environmental review and at a scale that goes beyond what was envisioned for this location under the East Colorado Specific Plan. Granting the appeal would provide an opportunity to take a closer look, require an appropriate review, and consider a smaller, neighborhood- scale approach consistent with the adopted guidelines. Allowing the approval to stand would set a precedent that extends beyond this site. Granting the appeal would demonstrate that Pasadena's planning framework-and the public input behind it-continues to matter as the city grows. Thank you.

For more information about the Phish Alert Button view article "KB0011474" on the Re: Protecting Pasadena's Schools, Churches, and Planning Traditions- 1364 East Green Mr. Mark Jomsky,
I am a Pasadena resident who values our city's long tradition of thoughtful planning, strong neighborhoods, and respect for community institutions.

Re: Request to Grant Appeal - R&D Project at 1364 E. Green Street Mr. Mark Jomsky,
Why has a high-intensity R&D project been allowed to advance directly adjacent to an active school without full environmental review, clear disclosure of research uses, or a design that reflects the City's own planning standards? I am a St Philip the Apostle parent writing regarding the proposed R&D project at 1364 E. Green Street. I support Pasadena's efforts to attract life sciences employers and retain Caltech-connected innovation. However, when development is proposed next to a school, the City has a heightened responsibility to ensure projects proceed at an appropriate scale and with full transparency.

This project moved forward without a comprehensive environmental review despite its immediate proximity to children and daily school operations. A redesign at a smaller, neighborhood-scaled height— consistent with the East Colorado Specific Plan, which envisions a maximum height of approximately 51 feet at this location—would better reflect the intended transition between commercial development and neighborhood-scale uses. A full environmental review is necessary to adequately assess traffic, safety, and operational impacts before construction begins, not after concerns have been raised. Approving this project in its current form would set a troubling precedent by enabling enhanced R&D development near schools in locations not clearly intended under the General Plan or the East Colorado Specific Plan.

Doing so increases the likelihood of future appeals, disputes, and erosion of public trust in the City's planning process. I respectfully urge the City Council to grant the appeal and allow this project to return in a form that supports economic growth without compromising children's safety or established planning policies. Thank you for your careful consideration and your responsibility to the families and educators who depend on thoughtful, accountable decision-making.

Re: A Parent's Request for Care and Caution Near St. Philip the Apostle School Mr. Mark Jomsky,
I am a parent at St. These uncertainties weigh heavily when the safety and well-being of children are involved.! want to express my respect for the City's work and for Caltech's important role in Pasadena.

I'm a parent of a child at St. Philip the Apostle School, and I'm writing to share my serious concerns about the proposed development at 1364 E. Green Street. The likelihood of prolonged construction immediately adjacent to the school, combined with increased traffic and safety risks on Green Street, feels especially troubling for the families who walk and drive through this corridor every day. I'm also concerned about the proposed R&D building and the lack of clarity around what research activities would take place on the site. Parents count on the City to apply extra care and scrutiny when a project directly impacts a school and nearby places of worship. It's hard to understand how a development of this scale has moved forward so far given its proximity to children and a residential neighborhood. At a minimum, families deserve transparency about the intended uses, the safeguards that will be in place, and how impacts to traffic, noise, air quality, and daily safety will be mitigated. I the City Council's public service, and I recognize Caltech's importance to Pasadena. At the same time, protecting children and preserving neighborhood safety has to remain the priority. I respectfully urge the Council to pause this project, require a thorough and meaningful safety and environmental review, and reconsider whether this is an appropriate location for high-intensity R&D use. Thank you for taking the time to consider the perspective of families who depend on the City's judgment and oversight to keep our community safe.

Re: Immediate Action Required: Child Safety Risks at 1364 E. Green Street Mr. Mark Jomsky,
I am a parent of a child at St. The lack of clarity about the nature of the research, combined with the project's scale and its location on a neighborhood street, represents a failure to adequately protect sensitive uses—especially children.

How is it possible that a large construction project and proposed R&D facility at 1364 E. Green Street could move forward directly adjacent to an active elementary school and church without clear and public assurances that children's safety has been fully protected? Especially if one of these types of buildings would not be allowed to be built next to a Pasadena public school? I am a parent of three young children at St. We live in the Cal Tech neighborhood and want to preserve the small-town residential feel we have here. If you drive down Green Street from Lake Ave there are zero 4 story buildings and zero underground parking lots. I ask that your decisions reflect sound judgment, accountability, and a clear commitment to the well-being of families who depend on you to safeguard their community. Thank you for your attention to this matter.

Sincerely,

Mr. Mark Jomsky,
I support Pasadena's efforts to attract research, innovation, and life sciences investment. However, I am asking you to grant the appeal of the proposed project at 1364 E. Green Street and not allow it to proceed in its current form. Those economic goals depend on clear siting rules, appropriate transitions in scale, and public confidence in the planning process—particularly when projects are proposed near schools, churches, and established neighborhoods. In this case, the project advanced without a full environmental review and at a scale that exceeded what was envisioned for this location under the East Colorado Specific Plan. Granting the appeal would provide an appropriate opportunity to require a full review and refine the project's scale so it aligns with adopted plans before approvals vest. Allowing the approval to stand would set a precedent for expanded R&D development on similar neighborhood- serving streets, increasing the likelihood of future appeals and disputes. Granting the appeal would strengthen predictability and trust in Pasadena's land-use decisions. Thank you.

Sincerely,
Rob Lyddon
