Re: A Prayerful Request for Care Near St. Philip the Apostle School Mr. Mark Jomsky,
I am a parent at St. Philip the Apostle School, writing with a humble and prayerful request regarding the proposed development at 1364 E. Green Street, near our school, church, and neighborhood. As parents, we entrust our children to God's care each day, hoping they are learning in a safe and nurturing environment. For this reason, I am concerned about construction activity near the school, increased traffic on Green Street, and the presence of an R&D facility whose research uses have not been clearly explained. These uncertainties are difficult for families when children's safety is involved. I am grateful for your service to the City and respectful of Caltech's role in Pasadena. At the same time, schools and churches are sacred spaces that deserve special care. I respectfully ask the City Council to pause and thoughtfully discern whether this project, as proposed, serves the common good, and to require a thorough safety and environmental review. I pray that your decision will be guided by wisdom, compassion, and a deep sense of responsibility for the most vulnerable in our community. Thank you for your time and consideration.

Sincerely,
Mary Jane Yee

Re: Immediate Action Required: Child Safety Risks at 1364 E. Green Street Mr. Mark Jomsky,
I am a parent of a child at St. Philip the Apostle School, located immediately adjacent to the proposed development at 1364 E. Green Street. I am writing to state plainly that this project, as proposed, places children at risk and should not be allowed to proceed in its current form. This proposal would introduce large-scale construction, increased traffic on a narrow neighborhood street, and an R&D building with undefined research activities, all directly next to a school and a church. As a parent, I find it unacceptable that children could be exposed to construction hazards, unsafe traffic conditions, and unknown operational risks without a completed and credible environmental and safety analysis. Projects next to schools require a higher standard of care. That standard has not been met here. The lack of clarity about the nature of the research, combined with the project's scale and its location on a neighborhood street, represents a failure to adequately protect sensitive uses—especially children. I support responsible development and Caltech's presence in Pasadena. However, I do not support placing experimental or high-intensity R&D uses next to a school without clear limits, transparency, and proven safety. I am asking the City Council to stop this project, require a full and meaningful safety and environmental review, enforce existing height and zoning limits, and ensure R&D facilities are confined to appropriate commercial and industrial corridors—not residential streets with schools. This is not an abstract planning issue. It is a real and immediate safety concern for children. I urge you to act accordingly.

Sincerely,

Re: Grant the Appeal - R&D Project at 1364 E. Green Street Mr. Mark Jomsky,
Dear Sir or Madam, Why was a high-intensity R&D project allowed to advance directly adjacent to an active school without full environmental review, clear disclosure of research uses, or a design consistent with the City's own planning policies? I am a parent to three young children writing in strong opposition regarding the proposed R&D project at 1364 E. Green Street. I support Pasadena's goal of attracting life- sciences employers and retaining Caltech-connected innovation. However, development next to a school demands a higher standard of care, transparency, and scale than this project has demonstrated.

This project proceeded without a comprehensive environmental review, despite its proximity to children and daily school operations. The East Colorado Specific Plan envisions a transition at this location, with a maximum height of approximately 51 feet. A smaller, neighborhood-scaled redesign consistent with that plan—combined with full environmental review—would allow traffic, safety, and operational impacts to be evaluated before construction, not after. Approving the project as proposed would set a concerning precedent by enabling intensified R&D near schools in areas not clearly intended for such development under the General Plan or the East Colorado Specific Plan. That path invites future appeals, disputes, and continued erosion of public trust in the City's planning process. I respectfully urge the City Council to grant the appeal and require that this project be returned in a form that supports economic growth without compromising children's safety or established planning standards. Thank you for your consideration and your responsibility to the families and educators who rely on careful, accountable decision-making.

Re: Protect What Anchors Our Community- St. Philip the Apostle Mr. Mark Jomsky,
My name is Gabriella Garcia-Fuller. My family and I are active parishioners at St. Philip the Apostle Church and parents at the school. We have been residents of this community since 2010, which has allowed us to establish deep roots and a strong commitment to its future. For our family, St. Philip is more than a place; it's the center of our community life. We've marked our most important milestones here, leaned on our neighbors in difficult times, and forged friendships we'll have for a lifetime. That powerful sense of community is something we treasure, and it's why we feel compelled to contribute to this discussion. I am writing to you today to express my concerns regarding the proposed building at 1364 E. Green Street. Safety during the build. I am deeply concerned about the impact this project will have on our students' health and education. It seems unrealistic to expect a middle schooler, like my son, to concentrate and learn effectively amidst the daily disruption of a major construction site. Beyond the noise, the health risks are significant. Excavating a subterranean garage so close to classrooms raises major questions about air quality. After the recent fires, the potential for kicking up hazardous dust and soil contaminants is a threat to our children's well-being that we cannot ignore. Security and Privacy Concerns. The sheer scale and design of the proposed building pose significant security and privacy risks for our students. The current plans suggest that the structure's large, unscreened windows will provide unobstructed views directly into our campus and student activity areas. This lack of visual barriers could compromise the safety and privacy of our students, creating a vulnerable and exposed environment. Student Well-being and Environmental Impact. The proposed design inhibits the urban campus's connection to its natural surroundings, negatively impacting student well-being. The building's excessive height and density will create a "wall" effect, significantly restricting views of the skyline and access to natural light. This also casts shadows on parts of our campus, reducing tree coverage and the presence of green spaces. For students in an urban setting, maintaining a connection to the environment is vital for mental health and a sense of well-being. Traffic and Pedestrian Safety. The planned garage, designed to accommodate 280 parking spaces, is a major cause for concern. The significant increase in vehicle traffic including daily commutes and event-related congestion will overwhelm the streets surrounding our school, which are not equipped to handle such a substantial volume. This heightened vehicle density creates a hazardous environment for our students and families, particularly during drop- off and pick-up times. For those who rely on active transportation, the project poses an even greater risk.

The lack of safe pedestrian infrastructure is a critical issue. During construction, we anticipate a complete disruption of our current walking routes. We are concerned about the lack of safe, alternative sidewalks to ensure students can get to and from school safely. Furthermore, the increased traffic will 1 make existing crosswalks less accessible and more dangerous to use. Improper Rezoning and Lack of Due Diligence. The rezoning of this area was deeply disappointing and appears to have been conducted with a significant lack of due diligence regarding its impact on our school. It is alarming to discover that despite our campus serving 550 students daily, city documents failed to mention the school as an impacted neighbor, only listing the adjacent church. This oversight is unacceptable. Pasadena has a stated commitment to protecting its most vulnerable citizens, yet the safety and well-being of our children were seemingly not considered during the rezoning process or in the proposed building plans.

The new zoning now permits a building to tower directly over our children's playground, allowing tenants and visitors to have a direct, unscreened view of our students. This poses a significant and ongoing security risk, regardless of whether the current project moves forward, as the new zoning permits similar development by any future owner. This rezoning action, which allows for Research and Development (R&D) zoning directly next to a school campus, is a clear mistake. There is no other school in the City with this zoning designation so close to its property line. This error must be addressed immediately to protect our students. Our community expects city officials to take action and rectify this oversight before a permanent security hazard is established. I am requesting that a full Environmental Impact Report (EIR) be conducted immediately. This is necessary to fully assess the potential impacts on our community before any approval is granted. Additionally, I ask that the zoning for this block be reviewed and possibly redrawn. The current R&D zoning is incompatible with a school environment and puts our students at risk. I am hopeful that we can work together to find a solution that not only meets the city's development goals but also protects the unique character of our community and, most importantly, the safety of our children. Thank you for your time and consideration.

Sincerely,
Gabriella Garcia

Re: 1364 East Green Street - Changes Needed
Mr. Mark Jomsky,
I support Pasadena's efforts to attract research, innovation, and life sciences investment. However, 1 am asking you to grant the appeal of the proposed project at 1364 E. Green Street and not allow it to proceed in its current form. Those economic goals depend on clear siting rules, appropriate transitions in scale, and public confidence in the planning process—particularly when projects are proposed near schools, churches, and established neighborhoods. In this case, the project advanced without a full environmental review and at a scale that exceeded what was envisioned for this location under the East Colorado Specific Plan. Granting the appeal would provide an appropriate opportunity to require a full review and refine the project's scale so it aligns with adopted plans before approvals vest. Allowing the approval to stand would set a precedent for expanded R&D development on similar neighborhood- serving streets, increasing the likelihood of future appeals and disputes. Granting the appeal would strengthen predictability and trust in Pasadena's land-use decisions. Thank you.

For more information about the Phish Alert Button view article "KB0011474" on the Re: Concerns Regarding 1364 E. Green Street Development Proposal Mr. Mark Jomsky,
As a resident of Pasadena, I am writing to express my support for responsible development and innovation in our city, while emphasizing the importance of projects that are contextual and protect sensitive uses. The proposed development at 1364 E. Green Street raises significant concerns regarding its compatibility with our neighborhoods, schools, and churches. While I support Caltech and its contributions to our community, this project has not been shown to meet safety standards or to align with the Pasadena community's priorities as outlined in our adopted plans. I respectfully request that the City Council consider the following: Adherence to Maximum Height Limits: The project should comply with the Specific Plan's maximum height of 51 feet. This ensures developments remain compatible with the surrounding neighborhood context. Comprehensive Environmental Review: Any approval should be contingent upon a thorough environmental analysis demonstrating that operations will not pose risks to residents or sensitive uses. Responsible Land Use: Recent amendments to the municipal code have allowed projects that may introduce health, traffic, and safety hazards to nearby neighborhoods. I encourage the Council to revisit its November 2023 modification to the R&D Land Use regulations, which should limit developments to commercial and industrial corridors (e.g., Fair Oaks, Raymond, Arroyo Parkway, Lake Avenue, and Colorado Blvd) rather than to minor streets such as Holliston, Catalina, and Green. Pasadena's growth should be safe, contextually appropriate, and enhance the community. I urge the City Council to ensure that the 1364 E. Green Street project proceeds only if it meets these standards and reflects our city's vision and values. Thank you for your attention to these concerns and your continued service to our community.

Re: A Prayerful Request for Care Near St. Philip the Apostle School Mr. Mark Jomsky,
I am an actively parishioner and parent of a 5th grader at St. Philip the Apostle School. I am writing with a humble and prayerful request regarding the proposed development at 1364 E. Green Street, near our school, church, and neighborhood. I was born and raised in Pasadena and chose to return and build my family here. It is a special place - my friends and I often joke it is a large city with a small town feel. The best place to live and raise a family. While I respect the right of Caltech as property owners and major contributors to our community to build a research facility, I know there are other (and better) locations in our town to put this building. I encourage the city council to think long term about the overall planning and help Caltech find a better and more conducive location for this building. One that will meet their needs better, allow them to build what they truly need, and help drive innovation and bring new business to our community. As a parent, I entrust my son to God's care and to the community around him each day, hoping he is learning in a safe and nurturing environment. For this reason, l am concerned about the potential impacts of construction activity near the school, increased traffic on Green Street, and the presence of an R&D facility whose research uses have not been clearly explained. These uncertainties are especially difficult when children's safety is involved. I am grateful for your service to the City and respectful of Caltech's role in Pasadena. At the same time, schools and churches are sacred spaces that deserve special care. Decisions affecting them should be approached with patience, transparency, and a commitment to protecting the most vulnerable. I respectfully ask the City Council to pause and prayerfully discern whether this project, as proposed, serves the common good. A thorough safety and environmental review, respect for existing height and zoning limits, and thoughtful placement of high- intensity R&D uses would help bring families greater peace of mind.

Re: Protecting Pasadena Neighborhoods Amid New Development (1364 E. Green Street) Mr. Mark Jomsky,
I am a resident who supports responsible economic development, innovation, and the continued success of research institutions such as Caltech. However, I believe that discretionary land-use approvals must be consistent with adopted planning policies, supported by adequate environmental review, and compatible with surrounding uses, particularly where sensitive receptors are present. I am concerned that the R&D project at 1364 E. Green Street has not been sufficiently demonstrated to be appropriate for its location adjacent to a school, a church, and established residential neighborhoods.

From a planning perspective, this raises significant land-use compatibility issues. The current environmental analysis appears insufficient to fully evaluate potential project impacts related to traffic generation, air quality, noise, operational intensity, and public health, particularly as they affect sensitive receptors. I respectfully request that the City Council reverse the Design Committee's approval and require a comprehensive environmental analysis consistent with the California Environmental Quality Act (CEQA). Such analysis should include a detailed evaluation of site-specific impacts, feasible project alternatives, and enforceable mitigation measures, as well as an assessment of cumulative impacts in the surrounding area. Residents have expressed a willingness to support a revised project that limits building height to 51 feet, provided that a satisfactory environmental analysis demonstrates that the project would be compatible with adjacent residential uses and sensitive facilities. This represents a reasonable planning compromise that aligns the project's scale with the neighborhood context. More broadly, I urge the Council to revisit its November 2023 General Plan modification that permitted R&D facilities citywide. Allowing high-intensity R&D uses with increased height allowances on residentially adjacent streets represents a significant departure from long-standing land-use planning principles. I believe that R&D facilities with greater height and intensity should be directed to established commercial and transit-oriented corridors such as Fair Oaks, Colorado, and Lake, rather than locations immediately adjacent to residential neighborhoods, including Green Street. Finally, I am concerned that recent broad amendments to the R&D zoning code were adopted without sufficient consideration of their cumulative, area-wide, and site-specific impacts near sensitive land uses. These amendments have enabled discretionary approvals that may introduce traffic, health, and safety impacts into areas that were previously buffered through zoning, height limits, and use restrictions. In our view, this reflects a process failure that warrants corrective action through policy refinement and clearer development standards. I respectfully ask the City Council to exercise its oversight authority to ensure that development approvals are policy-consistent, supported by adequate environmental review, and reflective of neighborhood context and community health considerations.

Mr. Mark Jomsky,
The proposed project at 1364 E Green Street should be limited to a maximum height of 51 feet - a reasonable request, when you look at the surrounding neighborhood! The traffic is going to be negatively impacted, and it is ot clear that there has been environmental and safety reviews! Pasadena has long been admired for thoughtful planning that balances growth with preservation. That balance is essential.

Growth should strengthen the institutions that define us, not overshadow or strain them. I respectfully urge you to ensure that projects near churches, schools, and established neighborhoods undergo thorough review and are appropriately scaled to their settings. Protecting our community is not opposition to progress — it is a commitment to responsible citizenship. Please safeguard the places that give Pasadena its identity and heart.

For more information about the Phish Alert Button view article "KB0011474" on the Re: Serious Safety Concerns Regarding Development Near St. Philip the Apostle School Mr. Mark Jomsky,
How is it possible that a large construction project and proposed R&D facility at 1364 E. Green Street could move forward directly adjacent to an active elementary school and church without clear and public assurances that children's safety has been fully protected? I am a parent of a child at St. Philip the Apostle School, writing to express serious concern about the proposed development at 1364 E. Green Street. The prospect of prolonged construction next to the school, increased and unsafe traffic on Green Street, and an R&D building with unclear research uses raises fundamental questions about oversight, planning, and public safety. Parents rely on the City to act with heightened care when projects affect schools and places of worship. It is troubling that a development of this scale and intensity appears to have progressed so far, given its proximity to children and a residential neighborhood. At a minimum, families deserve transparency about what activities will take place on this site and how risks will be mitigated. I respect the City Council's service and acknowledge Caltech's importance to Pasadena.

However, respect for institutions must never outweigh the responsibility to protect children. I urge the Council to pause this project, require a thorough and meaningful safety and environmental review, and reconsider whether this location is appropriate for high-intensity R&D use. I ask that your decisions reflect sound judgment, accountability, and a clear commitment to the well-being of families who depend on you to safeguard their community. Thank you for your attention to this matter.

Re: Parent Concerns About Child Safety Near 1364 E. Green Street Mr. Mark Jomsky,
I am the parent of a child at St. Philip the Apostle School, located just steps from the proposed development at 1364 E. Green Street. I am writing out of serious concern about the impact this project, as currently proposed, will have on the safety and daily environment of our children, our school, and our neighborhood. Extended construction activity immediately adjacent to an operating school, increased traffic along Green Street, and the introduction of an R&D facility with research uses that remain undefined are not minor issues. They are concrete safety concerns. At this point, those concerns have not been clearly answered or meaningfully addressed. Parents deserve clarity, not ambiguity, when the health and safety of their children are at stake. I support responsible development and respect Caltech's important role in Pasadena. But development next to a school and church demands a heightened standard of care. When a project directly affects children, the City must require rigorous evaluation of traffic, environmental, and operational impacts before granting approval. Anything less places convenience over caution. I urge the City Council to proceed carefully. Require a comprehensive environmental and safety review. Enforce existing height and zoning limits. Ensure that high intensity R&D uses are located in appropriate commercial or industrial zones, not on neighborhood streets bordering schools. This is not a request to halt progress. It is a request to prioritize safety. I ask the City to pause, take a hard look at the risks, and put children and families at the center of its decision making.

Thank you for your attention.

Sincerely,
Jeff Bell

Re: A Prayerful Request for Accountability and Care Near St. Philip the Apostle School Mr. Mark Jomsky,

I am grateful for your service to the City and respectful of Caltech's role in Pasadena. At the same time, schools and churches are sacred spaces and sensitive uses. Decisions that affect them should reflect the highest level of care, transparency, and accountability-especially when the most vulnerable members of our community are involved. I respectfully ask the City Council to pause and seriously discern whether this project, as proposed, serves the common good, and to require a thorough and meaningful safety and environmental review before it proceeds any further. I pray that your decision will be guided by wisdom, humility, and a deep responsibility to protect children and families. Thank you for your time and consideration.

Re: Grant the Appeal - R&D Project at 1364 E. Green Street Mr. Mark Jomsky,
Why was a high-intensity R&D project allowed to advance directly adjacent to an active school without full environmental review, clear disclosure of research uses, or a design consistent with the City's own planning policies? I am a parent writing regarding the proposed R&D project at 1364 E. Green Street. I support Pasadena's goal of attracting life-sciences employers and retaining Caltech-connected innovation.

Re: Parishioner Concerns Regarding 1364 E. Green Street Mr. Mark Jomsky,
I am writing as a parishioner deeply concerned about the proposed development at 1364 E. Green Street and its potential impact on our church community. I support Pasadena's commitment to innovation, economic growth, and research and development. At the same time, churches play a vital role in our city as places of worship, reflection, education, and service. These missions depend on safe, accessible, and appropriately scaled surroundings that respect sensitive uses and neighborhood character. The proposed project has not demonstrated that it can operate safely at this location or at the currently proposed scale. Proceeding without a full environmental review—and at a height exceeding what was envisioned for this street—raises serious concerns for parishioners, including traffic safety, noise, air quality, and overall compatibility with church activities. Requiring the project to return in a redesigned form that complies with the East Colorado Specific Plan's maximum height of approximately 51 feet and that undergoes a thorough environmental analysis would better align the development with the surrounding neighborhood and sensitive institutions. This approach would help preserve community trust while still supporting Pasadena's broader innovation goals. Approving the project as proposed would set a troubling precedent for placing intensified R&D uses adjacent to churches and other | sensitive community institutions in areas not clearly intended for such development under Pasadena's planning framework. I respectfully urge you to grant the appeal and allow this project to move forward only in a form that reflects both economic ambition and respect for our church community and shared values.

Re: Request to Grant Appeal - R&D Project at 1364 E. Green Street Mr. Mark Jomsky,
Why has a high-intensity R&D project been allowed to advance directly adjacent to an active school without full environmental review, clear disclosure of research uses, or a design that reflects the City's own planning standards? I am a St Philip the Apostle parent writing regarding the proposed R&D project at 1364 E. Green Street. I support Pasadena's efforts to attract life sciences employers and retain Caltech-connected innovation. However, when development is proposed next to a school, the City has a heightened responsibility to ensure projects proceed at an appropriate scale and with full transparency.

This project moved forward without a comprehensive environmental review despite its immediate proximity to children and daily school operations. A redesign at a smaller, neighborhood-scaled height— consistent with the East Colorado Specific Plan, which envisions a maximum height of approximately 51 feet at this location—would better reflect the intended transition between commercial development and neighborhood-scale uses. A full environmental review is necessary to adequately assess traffic, safety, and operational impacts before construction begins, not after concerns have been raised. Approving this project in its current form would set a troubling precedent by enabling enhanced R&D development near schools in locations not clearly intended under the General Plan or the East Colorado Specific Plan.

Doing so increases the likelihood of future appeals, disputes, and erosion of public trust in the City's planning process. I respectfully urge the City Council to grant the appeal and allow this project to return in a form that supports economic growth without compromising children's safety or established planning policies. Re: Parent Concerns About Child Safety Near 1364 E. Green Street Mr. Mark Jomsky,
I am a parent of three children at St. Philip the Apostle School, located very close to the proposed development at 1364 E. Green Street. I am writing with sincere concern about how this project, as currently proposed, could affect the safety and daily environment of our children, school, and neighborhood. My six year old Jeffrey has asthma and many allergies. My nine year old has anxiety and will be bothered by the activity and loud construction. My 12 year old has many allergies as well. I am concerned both about their health during the construction, as well as their safety. The size of this proposed project dwarfs the St. Philip campus, it is VERY concerning that Pasadena does not share parents concerns about the way this building looks over our campus. The sheer size of this proposed building is completely obnoxious. As a parent, I am especially worried about the impacts of extended construction activity next to a school, increased traffic on Green Street, and the introduction of an R&D building with research uses that have not been clearly defined. These factors raise real questions about safety that, in my view, have not yet been fully or reassuringly addressed. I want to be clear that I support responsible development and appreciate Caltech's important role in Pasadena. At the same time, projects located next to schools and churches should be held to a higher standard of care. When children are involved, it is essential that potential health, traffic, and operational risks are thoroughly evaluated and clearly communicated before any project moves forward. I respectfully ask the City Council to take a cautious approach by requiring a comprehensive environmental and safety review, upholding existing height and zoning limits, and ensuring that high-intensity R&D uses are located in appropriate commercial or industrial areas rather than on neighborhood streets adjacent to schools. My hope is simply that the City will pause, take a closer look, and place the safety of children and families at the center of its decision-making. To push this project forward as currently designed is very concerning and it will be very disappointing to us as a family. We will likely have to look for a new school. You should reconsider and thoughtfully read our concerns. This design impacts the health and safety of hundreds of families. Thank you for your time and consideration.

For more information about the Phish Alert Button view article " KB0011474" on the Re: Growth That Respects Our Community- 1364 Green Street Mr. Mark Jomsky,
I am a resident who supports thoughtful development, innovation, and the important role institutions like Caltech play in our city. I believe Pasadena can continue to grow and thrive. At the same time, growth must be safe, transparent, and compatible with the neighborhoods in which it is proposed. I am concerned that the proposed R&D project near Green Street has not been adequately demonstrated to be safe, given its location next to a grade school, an active church, and established residential neighborhoods. The environmental review does not appear to sufficiently address potential health, traffic, and quality-of-life impacts on these sensitive uses. Growth should never come at the expense of students, families, and neighbors who rely on these spaces every day. I respectfully ask the City Council to reverse the Design Commission's approval and require a proper and comprehensive environmental analysis before the project moves forward. Decisions of this magnitude should be grounded in clear, thorough information so the community can have confidence that impacts are fully understood and responsibly addressed. I also believe reasonable compromises are possible. A project limited to 51 feet in height, supported by a satisfactory environmental review demonstrating it can operate safely in this location, would better reflect balanced growth. More broadly, I encourage the Council to revisit the November 2023 General Plan modification that allowed R&D facilities citywide. R&D facilities with increased height allowances should be concentrated along established commercial corridors such as Fair Oaks, Colorado, and Lake areas designed to accommodate larger-scale development—rather than on streets directly adjacent to residential neighborhoods. Pasadena's long history of careful planning is one of its strengths. I urge you to ensure that growth enhances our community, protects neighborhood livability, and maintains public trust in the planning process. Thank you for your service and your consideration.

Re: Questioning City Priorities Regarding Development Next to St. Philip the Apostle School Mr. Mark Jomsky,
Why is the City advancing a major construction and R&D project directly next to an active elementary school and church, and whose interests are being prioritized in allowing it to proceed this far? I am a parent of a child at St. Philip the Apostle School, writing out of deep concern regarding the proposed development at 1364 E. Green Street. Placing prolonged construction, increased traffic, and an R&D facility with unclear research uses immediately adjacent to children raises serious questions about judgment, oversight, and public responsibility. Parents expect the City to exercise heightened caution when decisions affect schools and residential neighborhoods. Instead, this project appears to have moved forward with limited transparency and without clear, publicly demonstrated assurances that children's safety and daily well-being come first. It is reasonable to ask why this location was considered acceptable at all, and why safeguards were not firmly established before progress was made. I respect the role of the City Council and acknowledge Caltech's contributions to Pasadena. However, economic or institutional interests should never outweigh the obligation to protect children. I urge the Council to pause this project, require a comprehensive safety and environmental review, and seriously reconsider whether this site is appropriate for high-intensity development. The community is watching closely and expects decisions rooted in accountability, sound judgment, and a clear commitment to families—not expediency.

Sincerely,
Lauren Martinez

Re: Grant the Appeal - R&D Project at 1364 E. Green Street Mr. Mark Jomsky,
Why was a high-intensity R&D project allowed to advance directly adjacent to an active school without full environmental review, clear disclosure of research uses, or a design consistent with the City's own planning policies? I am a parent writing regarding the proposed R&D project at 1364 E. Green Street. I support Pasadena's goal of attracting life-sciences employers and retaining Caltech-connected innovation.

If this was a Public School, much more review and standards would be applied to this, potentially limiting this development. Why do our kids (many of whom would attend Pasadena public schools and would have additional protections) not get the same protections? I am a parent of a child at St. Philip the Apostle School, writing out of deep concern regarding the proposed development at 1364 E. Green Street.

Placing prolonged construction, increased traffic, and an R&D facility with unclear research uses immediately adjacent to children raises serious questions about judgment, oversight, and public responsibility. I am writing as both a resident and a parishioner, and I believe that how we treat our sacred spaces reflects who we are as a city. To honor our church is to honor Pasadena itself. Our church is more than a structure. It is a historic landmark, a spiritual home, and a gathering place for generations of families. It is where we celebrate baptisms and weddings, mourn loved ones at funerals, and come each week seeking peace and reflection. It stands as part of the architectural and cultural fabric that gives Pasadena its identity. When large-scale development, such as the 1364 E. Green St. project, is proposed directly beside such a sacred and historic place, it raises serious concerns. Construction noise, truck traffic, vibration, and the sheer scale of adjacent buildings can disrupt worship and diminish the quiet dignity that a church requires. Sacred spaces deserve thoughtful protection, not simply technical compliance. Growth and innovation are important to our city's future. But they must be balanced with respect for our history, our neighborhoods, and the institutions that anchor our community life.

Pasadena has long prided itself on careful planning and stewardship. Upholding that legacy means ensuring that development enhances — rather than overwhelms — the places that define us. I respectfully urge you to require a thorough review and an appropriate scale for any project near our church. By doing so, you will honor both a cherished house of worship and the values that have long guided Pasadena's development.

I am a proud aunt of three children at St. Philip the Apostle School, located just steps from the proposed development at 1364 E. Green Street, and I am writing with urgent concerns about the safety of our children and community if this project moves forward as proposed. This development would place major construction activity, increased traffic, and an R&D facility with undefined research uses directly next to a school and church. As a parent, I find it deeply troubling that children could be exposed to construction hazards, unsafe traffic conditions on Green Street, and unknown operational risks without a clear and reassuring environmental and safety analysis. While I support responsible development and value Caltech's role in Pasadena, projects adjacent to schools demand the highest level of caution and transparency. At this time, those standards have not been met. Allowing this project to proceed without a stronger review places children and families at unnecessary risk. I respectfully but firmly urge the City Council to pause this proposal, require a comprehensive safety and environmental review, uphold existing height limits, and ensure R&D uses are restricted to appropriate commercial or industrial corridors—not neighborhood streets next to schools. Please act now to protect our children and prevent irreversible impacts to our school and neighborhood.

I am a St Philip the Apostle parent writing regarding the proposed R&D project at 1364 E. Green Street. Doing so increases the likelihood of future appeals, disputes, and erosion of public trust in the City's planning process. Re: Serious Safety Concerns Regarding Development Near St.

1 am a parent at St. Philip the Apostle School, and I am writing to you with a humble and prayerful request regarding the proposed development at 1364 E. Green Street, which is so close to our school, church, and neighborhood. Each day, as parents, we entrust our children to the care of others and to God's protection, hoping they are learning and growing in a safe, peaceful, and nurturing environment. I want to express my gratitude for your service to the City and my respect for Caltech's contributions to Pasadena. At the same time, schools and churches are sacred spaces in our community-places where children learn, families gather, and faith is formed. Decisions that affect these spaces deserve special care, patience, and transparency. I respectfully ask the City Council to pause and prayerfully discern whether this project, as proposed, truly reflects our shared responsibility to protect the most vulnerable among us. A thorough environmental and safety review, respect for existing height and zoning limits, and thoughtful placement of high-intensity R&D uses in appropriate commercial or industrial areas would help reassure families and ensure they are heard. My hope is that the City's decision will be guided by wisdom, stewardship, and a commitment to the common good, especially for the children who depend on us to make careful choices on their behalf. I am writing with sincere concern about how this project, as currently proposed, could affect the safety and daily environment of our children, school, and neighborhood. Re: Ensuring Responsible Development at 1364 E. Green Street Mr. Mark Jomsky,
As a Pasadena resident, I support thoughtful development and innovation that respects our neighborhoods, schools, and churches. However, I am concerned that the proposed project at 1364 E.

Green Street does not meet these standards. While I support Caltech and its contributions, this project has not demonstrated that it is safe or consistent with the community vision in Pasadena's adopted plans. I urge the Council to ensure that any approval: Respects height limits: The project should comply with the Specific Plan's 51-foot height limit to remain compatible with the neighborhood. Demonstrates safety: A thorough environmental review must show that operations will not harm nearby residents or sensitive uses. Follows responsible land-use policies: R&D uses should be limited to commercial and industrial corridors, such as Fair Oaks, Raymond, Arroyo Parkway, Lake Avenue, and Colorado Biva-not minor streets like Holliston, Catalina, or Green. Recent broad amendments to the municipal code have allowed projects that pose risks to neighbors' health, traffic, and safety. Pasadena's growth should be safe, contextual, and enhance our community. I urge the Council to ensure that this project reflects these priorities before moving forward. Thank you for considering these concerns Sincerely,

Re: Support Responsible Growth at 1364 E Green St
Mr. Mark Jomsky,
I support Pasadena's goal of growing the life-sciences sector, strengthening the tax base, and retaining Caltech-affiliated research and jobs. For that reason, I am asking you to grant the appeal of the proposed project at 1364 E. Green Street and not allow it to proceed in its current form. The General Plan and East Colorado Specific Plan exist to ensure development occurs at an appropriate scale and in appropriate locations—especially near schools, churches, and residential neighborhoods. As currently configured, this project exceeds what was envisioned for this location and moved forward without a full environmental review. Granting the appeal would allow the City to require a redesign at a smaller, neighborhood-scaled height, consistent with the East Colorado Specific Plan (approximately 51 feet), and to ensure appropriate environmental analysis. This would reduce litigation risk and improve long- term certainty. Approving the project in its current form would set a precedent for enhanced R&D development in locations not clearly intended under adopted plans. Granting the appeal would allow the project to return in a form that is both economically productive and widely supported. Thank you.

Re: Parishioner Concerns About 1364 E. Green Street
Mr. Mark Jomsky,
I am writing as a Catholic parishioner concerned about the proposed development at 1364 E. Green Street and its impact on our church community. Our parish is a sacred place where we gather for worship, receive the sacraments, and serve others. These ministries depend on a surrounding environment that is safe, calm, and respectful of sensitive uses. As Catholics, we are called to uphold human dignity, care for our neighbors, and act as good stewards of our community. While I support Pasadena's commitment to innovation and institutions like Caltech, this project has not demonstrated that it can operate safely at this location or at the scale proposed. Approving it without a full environmental review, and at a height beyond what was envisioned for this street, raises real concerns for parishioners—especially families, children, and elderly members of our community. I respectfully urge the City Council to require that this project comply with the East Colorado Specific Plan's 51-foot height limit and undergo a thorough environmental review. Doing so would better reflect both Pasadena's planning goals and respect for faith communities. Please grant the appeal and allow this project to return in a form that honors stewardship, safety, and the vital role our church plays in the neighborhood.

A smaller, neighborhood-scaled redesign consistent with that plan-combined with full environmental review—would allow traffic, safety, and operational impacts to be evaluated before construction, not after.

Sincerely,

Re: Concerns About 1364 E. Green Street Development
Mr. Mark Jomsky,
I support innovation and development in Pasadena, but projects must respect our neighborhoods, schools, and churches. The proposed development at 1364 E. Green Street does not meet these standards. While I support Caltech and its contributions, this project has not demonstrated that it is safe or compatible with our community vision. I urge the Council to require: Compliance with height limits:

Maximum 51 feet as outlined in the Specific Plan. Full environmental review: To ensure operations do not endanger residents or sensitive uses. Responsible land use: R&D projects should be limited to commercial and industrial corridors, such as Fair Oaks, Raymond, Arroyo Parkway, Lake Avenue, and Colorado Blvd—not to minor streets such as Holliston, Catalina, and Green. Recent broad code amendments have allowed developments that create traffic, health, and safety risks for neighbors.

Pasadena deserves growth that is safe, contextual, and enhances the community. The 1364 E. Green Street project should proceed only if it aligns with these principles. I urge the Council to protect Pasadena's neighborhoods and ensure responsible, community-focused development.

Sincerely,

Re: A Parishioner's Concern About Our Church and 1364 E. Green Street Mr. Mark Jomsky,
I'm writing as a longtime parishioner who comes to Mass every week and cares deeply about our church.

For many of us, this parish is a second home. It's where I come to pray, to find some quiet, and to feel at peace. Our church is also a beautiful and historic building designed by Roland Coate, and it means a great deal to those of us who have worshipped here for many years. I understand that Pasadena wants to grow and support new development, and I respect that. But I'm very worried about the proposed project at 1364 E. Green Street and what it could mean for people like me. Construction often starts as early as 7:00 in the morning, and the noise, trucks, and ground shaking would make it hard to attend Mass, especially for older parishioners. It's difficult to pray when there's loud construction outside, and I worry about Masses, funerals, and weddings being interrupted. I'm also concerned that vibration could affect our historic church building. It was never meant to be next to a large project like this. As Catholics, we're taught to look out for one another and to do what's best for the common good. I don't feel that approving this project without a full environmental review does that. I'm simply asking the City Council to slow this down, require a proper environmental review, and ensure the project complies with the 51-foot height limit in the East Colorado Specific Plan. Please let this project come back in a form that respects our church, our worship, and the people who come here every week. Thank you for taking the time to listen to a parishioner who just wants to keep my cherished church peaceful and the spiritual place it was intended to be.

Re: Ensure Safe and Contextual Development in Pasadena - 1364 E. Green Street Mr. Mark Jomsky,
We are residents who love our neighborhoods and care deeply about the future of our city. We support innovation and institutions like Caltech, but we also believe that progress should never come at the expense of the health and safety of our children, our families, and our community. Many of us live, worship, and send our children to school near the proposed R&D project site at 1364 E. Green St. We are deeply concerned that this project has been approved without clearly demonstrating that it can operate safely next to a school, a church, and homes. For those of us who live here every day, these are not abstract planning issues — they are real worries about air quality, traffic, noise, and the long-term well- being of the people we love. We respectfully ask the City Council to pause and reconsider. Reversing the Design Committee's approval and requiring a full environmental analysis would show residents that our voices matter and that decisions affecting our health and safety are being made carefully and transparently. Our community is not opposed to compromise. We have indicated support for a reduced project of 51 feet in height, if and only if a thorough environmental review demonstrates that it can coexist safely with surrounding homes, a school, and a place of worship. This is a reasonable request grounded in care for our neighborhood, not opposition to progress. We are also asking the Council to look more closely at the broader policy changes made in November 2023 that opened residential- adjacent streets to tall R&D facilities. These changes have left many residents feeling blindsided and unheard. Concentrating taller R&D buildings along established commercial corridors like Fair Oaks, Colorado, and Lake would allow innovation to thrive without placing disproportionate burdens on residential streets such as Green. Finally, we believe the process that led to these sweeping code changes failed to fully consider how they could affect nearby families, students, and seniors. Decisions of this magnitude should not leave residents feeling anxious about new health, traffic, and safety risks in places that were once considered stable and protected. We urge you to act now — to slow down, listen to residents, and ensure that development in our city reflects both innovation and compassion. Please help us protect the character, safety, and livability of the neighborhoods we call home. Thank you for hearing us.

Thank you.

Please reconsider the plans for this building. Caltech has lots of places it could build a new lab that don't dominate the neighborhood like this one would. How about using the St. Luke hospital campus instead? I was an undergrad at Caltech, so I'm supportive of their expanding lab space, but I'm also a parishoner at St. Philip Church, whose entire character will be ruined by this behemoth shadowing over it for the next hundred years. Re: Parishioner Concerns About 1364 E. Green Street
Mr. Mark Jomsky,
I am writing as a Catholic parishioner concerned about the proposed development at 1364 E. Green Street and its impact on our church community. Our parish is a sacred place where we have gathered for worship for the past 30 years. Our church community depends on a surrounding environment that is safe, calm, and respectful of sensitive uses. Please grant the appeal and allow this project to return in a form that honors stewardship, safety, and the vital role our church plays in the neighborhood and the city of Pasadena.

I am writing as a St. Philip the Apostle parishioner who believes we must protect the places that anchor our community. Our churches, schools, and long-established neighborhoods are not just structures on a map — they are the foundations of daily life in Pasadena. They provide stability, belonging, and continuity across generations. When large-scale development such as that at 1364 E. Green Street is proposed immediately beside these anchors, it raises serious concerns. Sacred spaces and neighborhood institutions depend on peace, safety, and compatibility with their surroundings. Construction impacts, increased traffic, noise, and projects that are out of scale can disrupt more than routines — they can erode the sense of place that holds a community together. Protecting what anchors our community is not opposition to progress — it is a commitment to responsible stewardship. Please safeguard the places that give Pasadena its identity and heart.

Re: Urgent: Child Safety Concerns Regarding 1364 E. Green Street Mr. Mark Jomsky,
I am a parent of a child at St.

Re: 1364 E. Green Street Opposition - Protecting Our Historic Parish and Worship Mr. Mark Jomsky,
I am writing as a Catholic parishioner concerned about the proposed development at 1364 E. Green Street and its impact on our church community. Our parish is a sacred and historic place of worship, designed by renowned architect Roland Coate, whose work is an important part of Pasadena's architectural heritage. This church is not only a place of prayer and sacrament, but a cultural and spiritual landmark that serves generations of families. Catholic Social Teaching calls us to uphold the common good and protect human dignity (Gaudium et Spes), values that depend on a surrounding environment that is safe, respectful, and peaceful. While I support Pasadena's commitment to innovation and institutions such as Caltech, this project has not demonstrated that it can operate safely at this location or at the scale proposed. Construction associated with a project of this intensity—often beginning as early as 7:00 a.m. and continuing for many hours each day—raises serious concerns for our parish. Noise, heavy equipment, truck traffic, and ground vibration threaten to disrupt Masses, funerals, weddings, religious education, and times of prayer and reflection. Vibration is of particular concern given the church's historic design and materials. Prolonged construction activity could place stress on a structure never intended to be adjacent to large-scale R&D development, risking both physical damage and the loss of the quiet reverence essential to worship. Approving the project without a full environmental review, and at a height exceeding what was envisioned for this street, places an unfair burden on a historic church and its parishioners. I respectfully urge the City Council to require that this project comply with the East Colorado Specific Plan's 51-foot height limit and undergo a thorough environmental review that fully addresses construction noise, vibration, and hours of operation. Please grant the appeal and allow this project to return in a form that reflects stewardship, protects our historic parish, and respects the sacred nature of worship.

For more information about the Phish Alert Button view article "KB0011474" on the Re: Protecting Pasadena Neighborhoods Amid New Development (1364 E.

Sincerely,
Christi Franklin

Re: A Catholic Parishioner's Appeal Regarding 1364 E. Green Street Mr. Mark Jomsky,
I write as a Catholic parishioner with deep concern for the proposed development at 1364 E. Green Street and its potential impact on our church community. Our parish is a sacred place. It is where we gather to worship God, receive the sacraments, educate our children in faith, care for the poor, and offer refuge to those seeking peace and healing. The Church's mission depends not only on what happens inside our walls, but also on the surrounding environment that is safe, calm, and respectful of this sacred purpose. The Catholic tradition teaches us to value human dignity, stewardship of creation, and care for the most vulnerable among us. For these reasons, I am troubled that this project has not demonstrated that it can operate safely at this location or at the scale currently proposed. Approving it without a full environmental review, and at a height exceeding what was envisioned for this street, risks disrupting the life of our parish and undermining the sense of safety and reverence that parishioners depend upon.

Traffic congestion, noise, air quality, and safety concerns are not theoretical. They affect families arriving for Mass, children attending religious education, elderly parishioners with limited mobility, and those who come to our church seeking prayer, counseling, or quiet refuge. A redesigned project that complies with the East Colorado Specific Plan's 51-foot height limit and undergoes a thorough environmental review would better reflect the values of care, balance, and responsibility that Pasadena claims to uphold. Approving this project as proposed would set a troubling precedent—suggesting that churches and other sensitive institutions may be asked to bear the burdens of growth without adequate protection or consideration. I respectfully urge you to grant the appeal and allow this project to return in a form that honors both economic progress and the spiritual and communal life of our city. Pasadena can grow in a way that respects faith communities, protects human dignity, and reflects true stewardship. I ask that you choose that path.

Re: A Prayerful Request for Care Near St. Philip the Apostle School Mr. Mark Jomsky,
I am a parent at St. Philip the Apostle School, and I am writing with a humble and prayerful request regarding the proposed development at 1364 E. Green Street, near our school, church, and neighborhood. As parents, we entrust our children to God's care and to the community around them each day, hoping they are learning in a safe and nurturing environment. For this reason, I am concerned about the potential impacts of construction activity near the school, increased traffic on Green Street, and the presence of an R&D facility whose research uses have not been clearly explained. A thorough safety and environmental review, respect for existing height and zoning limits, and thoughtful placement of high-intensity R&D uses would help bring families greater peace of mind.

Re: Safeguarding Sacred Spaces - St. Philip the Apostle Mr. Mark Jomsky,
I am writing as a resident who believes that sacred spaces deserve special care and protection.

Churches are not simply buildings — they are places of worship, reflection, community, and comfort during life's most important moments. They are where families gather for baptisms, weddings, funerals, and weekly prayer. They are anchors of stability in our neighborhoods. I am concerned about development proposals, such as the 1364 E. Green Street project, that place large, high-intensity projects directly beside active houses of worship. Construction noise, heavy truck traffic, vibration, and long-term operational impacts can disrupt services and diminish the peaceful environment these spaces require. Sacred spaces should not be treated like ordinary parcels of land. Growth is important, but it must be balanced with respect for community institutions. Pasadena has long taken pride in thoughtful planning that protects historic buildings and sensitive uses. That tradition should continue by ensuring projects adjacent to churches undergo the highest level of environmental scrutiny and are scaled appropriately to their surroundings. Safeguarding sacred spaces is not about resisting progress — it is about preserving the spiritual and cultural foundations that hold our community together. I respectfully urge the Council to prioritize the protection of our churches and ensure that development decisions reflect the care these institutions deserve.

Sincerely,

Re: Parishioner Concerns About 1364 E. Green Street
Mr. Mark Jomsky,
I am writing as a Catholic parishioner concerned about the proposed development at 1364 E. Green Street and its impact on our church community. Our parish is a sacred place of worship, sacrament, and service. Catholic Social Teaching reminds us that decisions affecting our city must serve the common good and protect human dignity (Gaudium et Spes). These values depend on a surrounding environment that is safe, accessible, and respectful of sensitive uses like churches. While I support Pasadena's commitment to innovation and institutions such as Caltech, this project has not demonstrated that it can operate safely at this location or at the scale proposed. Approving it without a full environmental review, and at a height beyond what was envisioned for this street, raises serious concerns for parishioners-especially families, children, and elderly members of our community. I respectfully urge the City Council to require that this project comply with the East Colorado Specific Plan's 51-foot height limit and undergo a thorough environmental review. Doing so would reflect true stewardship, respect for faith communities, and a commitment to the common good. Please grant the appeal and allow this project to return in a form that honors safety, community, and the vital role our parish plays in Pasadena.

Protecting what anchors our community is not opposition to progress — it is a commitment to responsible stewardship. Please safeguard the places that give Pasadena its identity and heart.

Re: A Parishioner's Personal Concern About 1364 E. Green Street Mr. Mark Jomsky,
I am writing as a longtime Catholic parishioner who attends Mass regularly and cares deeply about our church and its future. For many of us, this parish is the center of our spiritual lives. It is where I come each week to pray, find peace, and feel close to God. Our church, designed by Roland Coate, is a beautiful and historic place, and the quiet and reverence of the space mean so much to those of us who have worshipped here for many years. I support Pasadena's growth and understand the importance of innovation, but I worry that the proposed development at 1364 E. Green Street would make it very difficult for parishioners like me. Construction often begins as early as 7:00 in the morning, and the noise, heavy trucks, and ground vibration could easily disrupt daily and weekend Masses, funerals, weddings, and times of prayer. Many parishioners are older and move more slowly, and increased traffic and noise would make attending Mass more stressful and less safe. I am also concerned that vibration could affect our historic church building, which was never meant to sit next to a large-scale project like this. Catholic teaching reminds us to care for one another and work for the common good (Gaudium et Spes). I do not feel that approving this project without a full environmental review reflects that care. I respectfully ask the City Council to require that this project follow the 51-foot height limit in the East Colorado Specific Plan and undergo a thorough environmental review that truly considers noise, vibration, and construction hours. Please allow this project to return in a form that respects our church, our worship, and the people who depend on it. Thank you for listening to my concerns and for protecting the communities that make Pasadena special.

Re: 1364 East Green Street Needs a Closer Look
Mr. Mark Jomsky,
I'm writing as a community member to request that you grant the appeal for the proposed project at 1364 E. Green Street. I support growth, innovation, and the retention of life sciences jobs in Pasadena. I don't see this as being against development. It's about making sure development fits its surroundings and is reviewed carefully, especially when it's next to a school, a church, and homes. From what I understand, this project moved forward without a full environmental review and at a larger scale than originally envisioned for this part of Green Street. Granting the appeal would give the City a chance to take a closer look and request a redesign at a more neighborhood-appropriate scale, consistent with the East Colorado Specific Plan (around 51 feet). Approving it as-is could affect other neighborhoods, too. Taking a step back here would help build trust and make future projects easier. Thank you.

Re: Immediate Action Required: Child Safety Risks at 1364 E. Green Street Mr. Mark Jomsky,
I am a parent of a child at St. Philip the Apostle School, located immediately adjacent to the proposed development at 1364 E. Green Street. This project, as proposed, places children at risk and should not be allowed to proceed in its current form. I am asking the City Council to stop this project, require a full and meaningful safety and environmental review, enforce existing height and zoning limits, and ensure R&D facilities are appropriate for the neighborhood. This is not an abstract planning issue. It is a real and immediate safety concern for children. I urge you to act accordingly.

Re: A Prayerful Request for Care Near St. Philip the Apostle School Mr. Mark Jomsky,
I am a grandparent at St. A thorough safety and environmental review, respect for existing height and zoning limits, and thoughtful placement of high-intensity R&D uses would help bring families greater peace of mind.

Sincerely,

Re: Serious Safety Concerns Regarding Development Near St.

Mr. Mark Jomsky,
I respectfully ask that you grant the appeal of the proposed project at 1364 E. Green Street, rather than allowing it to proceed in its current form. I support responsible development and innovation in Pasadena.

However, this project's scale and location-adjacent to a school, a church, and a residential neighborhood—were advanced without sufficient environmental and safety review. In addition, the 2023 R&D zoning amendments did not clearly resolve how expanded R&D allowances should apply on neighborhood-serving streets near sensitive uses. Allowing this approval to stand would set a precedent for similar projects on comparable streets before these policy questions are fully addressed, increasing the likelihood of future appeals and disputes. Granting the appeal would provide an appropriate opportunity to require additional environmental analysis and to refine the project so it can proceed in a form consistent with adopted plans. Thank you.

Re: Concern Regarding Proposed Development at 1364 E. Green Street Mr. Mark Jomsky,
Dear Members of the Pasadena City Council, I am writing to you as a teacher at our local Child Development Center, where I have proudly served for 30 years. For many of us, this Center is more than a workplace — it is a second home. It is where I come each day to nurture, protect, and keep our children safe and healthy. Our students take neighborhood walks, observe nature, and delight in recognizing the larger community around them - including seeing Pasadena City College across the street. These simple experiences are meaningful parts of their early learning and development. I understand that Pasadena continues to grow and that development can be an important part of a thriving city. I respect that progress is necessary. However, I am deeply concerned about the proposed project at 1364 E.

Green Street and the potential impact it may have on our Center and the young children we serve.

Construction projects of this size often begin as early as 7:00 a.m. The anticipated noise, heavy truck traffic, and ground vibration would significantly disrupt our learning environment — particularly for our infants and very young children. Early childhood is a sensitive and foundational stage of development. It is difficult for children to learn, rest, and feel secure when exposed to ongoing loud construction and physical disruption. Additionally, I am concerned about how sustained vibration may affect our Center's building. It was never designed to sit directly beside a large-scale construction project. Approving this project without a full and thorough environmental review does not, in my opinion, adequately protect the children, families, staff, and structure involved. I respectfully ask the City Council to slow this process down, require a comprehensive environmental review, and ensure that the project complies with the 51- foot height limit outlined in the East Colorado Specific Plan. Please allow this project to return in a form that respects our school, our families, our children, and the many community members who walk through our doors each week. Thank you for taking the time to hear from a citizen who simply wants to preserve a safe, healthy, and appropriate environment for the children entrusted to our care.

Approving this project as proposed would set a troubling precedent-suggesting that churches and other sensitive institutions may be asked to bear the burdens of growth without adequate protection or consideration. I respectfully urge you to grant the appeal and allow this project to return in a form that honors both economic progress and the spiritual and communal life of our city. Pasadena can grow in a way that respects faith communities, protects human dignity, and reflects true stewardship. I ask that you choose that path.

Safeguarding sacred spaces is not about resisting progress — it is about preserving the spiritual and cultural foundations that hold our community together. I respectfully urge the Council to prioritize the protection of our churches and ensure that development decisions reflect the care these institutions deserve.

It is where | come each week to pray, find peace, and feel close to God.

Sincerely,

Re: Protect What Anchors Our Community- St. Philip the Apostle Mr. Mark Jomsky,
I am writing as a St. Philip the Apostle parishioner who believes we must protect the places that anchor our community. Our churches, schools, and long-established neighborhoods are not just structures on a map - they are the foundations of daily life in Pasadena. Protecting what anchors our community is not opposition to progress — it is a commitment to responsible stewardship. Please safeguard the places that give Pasadena its identity and heart.

Re: A Catholic Parishioner's Appeal Regarding 1364 E. Green Street Mr. Mark Jomsky,
I write as a Catholic parishioner at Saint Philip the Apostle for 35 years who has deep concern for the proposed development at 1364 E.

Sincerely,
Stuart Nowinski

Re: 1364 East Green Street - Changes Needed
Mr. Mark Jomsky,
I support Pasadena's efforts to attract research, innovation, and life sciences investment. However, I am asking you to grant the appeal of the proposed project at 1364 E. Thank you.

Re: Protect Pasadena's Neighborhoods: Caltech's Project at 1364 E. Green Street Mr. Mark Jomsky,
I am a Pasadena resident who values our city's strong neighborhoods and supports thoughtful development. Innovation and growth are important, but they must not come at the expense of the residential communities that make Pasadena such a special place to live. I am concerned that the proposed R&D project at 1364 E. Green St. has not been adequately demonstrated to be safe, given its location next to a grade school, an active church, and long-established residential neighborhoods. The environmental review does not appear to sufficiently address potential health, traffic, and quality-of-life impacts on the surrounding homes and sensitive uses. Our neighborhoods should not bear uncertain risks from projects of this scale and intensity. I respectfully ask the City Council to reverse the Design Commission's approval and require a comprehensive environmental analysis before allowing this project to proceed. Protecting neighborhood livability requires careful, transparent decision-making grounded in complete and reliable information. Reasonable compromises are possible. A project limited to 51 feet in height, supported by a satisfactory environmental review demonstrating it can operate safely in this location, would be more consistent with the scale and character of the surrounding area. More broadly, I urge the Council to revisit the November 2023 General Plan modification that allowed R&D facilities citywide. Facilities with increased height allowances should be directed to established commercial corridors, such as Fair Oaks, Colorado, and Lake areas designed for higher-intensity development—rather than placed adjacent to residential streets. Pasadena has long been known for careful planning that protects neighborhood character while allowing appropriate growth. I ask that you uphold those principles now by ensuring that development strengthens, rather than undermines, residents' reliance on everyday life. Thank you for your attention and service to our community.

Sincerely,

Re: Preserve Pasadena's Scale and Soul- Reevaluate 1364 East Green Street Mr. Mark Jomsky,
I am writing not just as a resident, but as someone who truly loves this city. Pasadena is not simply where I live — it is home. It is the tree-lined streets I walk each evening, the historic homes that tell quiet stories of the past, the neighborhood churches, the front porches where neighbors greet one another, and the deep sense of belonging that comes from living in a place shaped carefully and thoughtfully over generations. The project at 1364 East Green Street threatens this ideal by encroaching on an established neighborhood and school. Like so many others, I chose Pasadena for its human scale, architectural beauty, and long-standing commitment to balanced, intentional planning. I chose it because it feels different. Grounded. Beautiful. Livable. There is a harmony here — between growth and preservation, between progress and respect for history — that makes this city special. Lately, however, I worry that we are losing that balance. New developments are growing larger and denser, often towering over neighboring homes and altering the very rhythm and feel of our streets. When buildings overwhelm their surroundings, we lose more than sightlines or skyline views — we lose a piece of our community's character. We lose the feeling that our neighborhoods were designed with people, not just numbers, in mind. This is not about resisting change or opposing growth. Pasadena has always evolved. But it has evolved with care. With intention. With respect for the neighborhoods that give this city its soul. When projects appear driven primarily by maximum height and density rather than compatibility and context, many residents feel unheard. We feel disconnected from decisions that profoundly shape the places we cherish. And that erosion of trust may be the most troubling loss of all. Preserving what makes Pasadena, Pasadena means protecting the scale, charm, and sense of place that cannot be recreated once it is gone. It means ensuring that growth enhances our community rather than overshadows it. And it means restoring confidence that our planning process reflects the values of thoughtful stewardship that built this city in the first place. I urge you to protect the character of our neighborhoods and to honor the legacy of care, balance, and respect that has defined Pasadena for generations. Pasadena is worth preserving — not just for today, but for those who will one day choose it as home, just as we did.

Sincerely,
Boris Beljak Jr.

Re: Respect Community Input for 1364 E Green St
Mr. Mark Jomsky,
Please do not allow the 1364 E. Green Street project to proceed in its current form, and grant the appeal.

I support development, innovation, and Pasadena's role as a center for research and life sciences. At the same time, the East Colorado Specific Plan was developed through extensive public engagement, with hundreds of residents participating in person and thousands more providing input online. That process was intended to meaningfully guide where and how growth should occur. This project moved forward without a full environmental review and at a scale that exceeds what was envisioned for this location.

Setting aside the ECSP's guidance here, especially for a project next to a school, a church, and homes, risks undermining the community vision that informed the plan. Approving the project in its current form would set a precedent for enhanced R&D development in locations not clearly intended under adopted plans. Granting the appeal would allow the City to honor its planning process while refining the project to better align with community expectations.

Re: Responsible Growth: Concerns About 1364 E. Green Street Proposal Mr. Mark Jomsky,
We are residents who support thoughtful development, innovation, and the important role institutions like Caltech play in our city. Community representatives have indicated a willingness to support a project limited to 51 feet in height, provided it is accompanied by a satisfactory environmental review that demonstrates it can operate safely in this location. More broadly, we urge the Council to revisit its November 2023 modification of the General Plan that allowed R&D facilities citywide.
Approving it without a full environmental review, and at a height beyond what was envisioned for this street, raises real concerns for parishioners-especially families, children, and elderly members of our community. I respectfully urge the City Council to require that this project comply with the East Colorado Specific Plan's 51-foot height limit and undergo a thorough environmental review. Re: A Prayerful Request for Discernment and Care Near St. Philip the Apostle School Mr. Mark Jomsky,
I am a parent at St. Because of this, I feel a deep concern about the possibility of extended construction near the school, increased traffic on Green Street, and the presence of an R&D facility whose research activities have not been clearly explained. These uncertainties are difficult for families when children's well-being is at stake. I want to express my gratitude for your service to the City and my respect for Caltech's contributions to Pasadena. At the same time, schools and churches are sacred spaces in our community—places where children learn, families gather, and faith is formed. Thank you for your time, your service, and your consideration.

Doing so would better reflect both Pasadena's planning goals and respect for faith communities. Please grant the appeal and allow this project to return in a form that honors stewardship, safety, and the vital role our church plays in the neighborhood.

Sincerely,
Patricia Harrison

Re: Ensuring Responsible Development at 1364 E. Green Street Mr. Mark Jomsky,
As a Pasadena neighbor resident, and someone who frequents St. Philip Catholic Church, I support thoughtful development and innovation that respects our neighborhoods, schools, and churches.

Follows responsible land-use policies: R&D uses should be limited to commercial and industrial corridors, such as Fair Oaks, Raymond, Arroyo Parkway, Lake Avenue, and Colorado Blvd—not minor streets like Holliston, Catalina, or Green. Recent broad amendments to the municipal code have allowed projects that pose risks to neighbors' health, traffic, and safety. Pasadena's growth should be safe, contextual, and enhance our community. I urge the Council to ensure that this project reflects these priorities before moving forward.

Thank you for considering these concerns
Sincerely,
Claudia Ferguson

Sincerely,

Re: Do Not Approve the CalTech R&D Project
Mr. Mark Jomsky,
I am a longtime Pasadena resident who cares deeply about our city and its future. I understand that growth is inevitable and that innovation and development are important. However, I am increasingly concerned about the scale and density of recent developments and what they mean for our community's character, safety and the well-being of its inhabitants. This CalTech building is simply too large for its location next to a school and amongst much smaller residences. This project will overwhelm the neighborhood, change the scale of our activity on the streets, and leave everyone in the immediate community wondering whether Pasadena leadership actually cares about its constituents or whether they simply fold to the whims of well funded institutions. Pasadena has long been known for thoughtful planning, human-scale neighborhoods, and careful transitions between commercial and residential areas. That tradition is one of the reasons many of us chose to live here. When dense, oversized developments are approved without clear justification or meaningful responsiveness to community concerns, it creates the perception that established standards are being set aside. This is not about opposing growth outright. It is about ensuring that growth is balanced, contextual, and consistent with our city's character. Development should enhance neighborhoods — not overshadow them. I respectfully urge the City Council to take steps to restore public confidence in the planning process. That means ensuring transparency, carefully evaluating scale and compatibility, and demonstrating that community input genuinely influences outcomes. Residents need to feel that planning decisions are guided by clear principles, not simply by what can be maximized on a parcel. Pasadena's strength has always been its ability to evolve while preserving what makes it special. I hope you will reaffirm that commitment and ensure that future development reflects the values and scale that define our city.

Thank you for your time and service.

Sincerely,
Todd Davis

Re: Support Innovation While Safeguarding Pasadena Communities: 1364 E. Green St.

Mr. Mark Jomsky,
I am a local resident who supports responsible development, innovation, and the important contributions of institutions such as Caltech. At the same time, I believe that land-use decisions must be grounded in sound planning principles, adequate environmental review, and compatibility with surrounding sensitive uses. I am concerned that the approved R&D project at 1364 E. Green St. has not been sufficiently demonstrated to be appropriate for its location adjacent to a school, a church, and established residential neighborhoods. In particular, we believe the current level of environmental analysis does not adequately evaluate potential impacts related to traffic, air quality, noise, operational intensity, and public health, especially as they affect sensitive receptors. I respectfully request that the City Council reverse the Design Committee's approval and require a comprehensive environmental analysis consistent with the City's obligations under state and local environmental review requirements.

A more thorough analysis would allow decision-makers and the public to better understand site-specific impacts and evaluate feasible project alternatives and mitigation measures. I want to note that residents like me have expressed willingness to support a revised project that limits building height to 51 feet, provided it is supported by a satisfactory environmental analysis demonstrating compatibility with surrounding uses. This reflects a good-faith effort by the community to balance development objectives with neighborhood protections. More broadly, I encourage the Council to revisit its November 2023 General Plan modification that permitted R&D facilities citywide. We believe this policy change, particularly when coupled with increased height allowances, warrants further refinement. Concentrating higher-intensity R&D uses along established commercial corridors such as Fair Oaks, Colorado, and Lake would better align with long-standing planning practices and reduce conflicts with residential neighborhoods, including streets such as Green. Finally, I am concerned that recent broad amendments to the R&D code were adopted without sufficient analysis of their cumulative and site-specific effects near sensitive land uses. These amendments have enabled projects that may introduce traffic, health, and safety impacts in locations previously buffered by zoning and planning controls. We believe this represents a breakdown in the process that should be corrected through careful policy review and clearer development standards. I respectfully ask the City Council to ensure that development approvals are supported by adequate analysis, consistent application of policy, and meaningful consideration of neighborhood context. Thank you for your time and consideration.

Sincerely,
Phyllis Park

Re: TOO BIG, CLOSE & BUSY - R&D Project at 1364 E. Green Street Mr. Mark Jomsky,
Dear Mayor Gordo and City Council Members: Simply put, the proposed R&D project at 1364 Green Street is too big, too close and too busy for our children, our parish and this neighborhood. Having served a full term on the City of Monrovia Planning Commission, I appreciate the need to balance divergent interests and complex laws in matters such as this. It is difficult to draw the line between the property rights of one entity and the ambiance of those adjacent. But, this project is clearly out of those bounds. A few things are distinctly clear: The proposed building is TOO BIG, TOO CLOSE AND TOO BUSY for this neighborhood. This structure would radically alter the experience of attending our century-old school.

Gone will be the inspiring, thought-provoking mountain view that enchants our children on the playground. It will, instead, be replaced instead by a thoughtless, faceless Orwellian wall - faceless save for the creepy experience of our children being gazed upon by random, unvetted strangers' faces.

Frankly, it is shocking that the City would even entertain the idea of permitting a building that's as tall as a church steeple within a few feet of a church rectory. This seems like a not very subtle statement about the City's views on religious freedom. "Nice church you got there. Be a shame if someone made the neighborhood completely unwelcoming and inhospitable." Scientific research is vital. My father was a world class Physics researcher for 40 years. Pasadena rightly and proudly has a key place in this endeavor, like few cities on earth. That is no reason to force on our parish or our kids a building that is TOO BIG, TOO CLOSE AND TOO BUSY for our kids. Please send this project back to the drawing board.

Pasadena is worth preserving — not just for today, but for those who will one day choose it as home, just as we dia.

Sincerely,

Re: New Caltech Building Near St. Philip the Apostle School Mr. Mark Jomsky,
Dear Members of the Pasadena City Council, I am writing to you as a concerned parent of a student at St.

Philip the Apostle School, located in close proximity to the proposed development at 1364 E. Green Street. This site is adjacent to our school, church, and residential neighborhood, and I respectfully submit the following concerns regarding the project for your careful consideration. First, I am deeply troubled by potential impacts on children's safety. The construction of a large new building would introduce significant increased traffic on East Green Street, including construction vehicles during the build phase and ongoing vehicular activity upon completion. Additionally, the proposed facility is described as a multi-tenant research and development (R&D) building with laboratory spaces. The specific nature of the research activities has not been clearly or sufficiently explained to the community.

These uncertainties are particularly unsettling for families, as any potential risks—whether related to hazardous materials, emissions, or other byproducts—directly affect the well-being of our children in such close proximity to a school and church. Second, I have reviewed the current conceptual design of the proposed building and am concerned that it does not harmonize with the established architectural character of the surrounding area. The Pasadena City College, the Pasadena Central Library across the street, along with St. Philip the Apostle Church, the Rectory, and St. Philip School, all feature classic California Spanish Revival elements, including white stucco walls and Spanish tile roofs. These elements contribute to the cohesive, historic, and aesthetically pleasing identity of our neighborhood. In contrast, the proposed contemporary design appears mismatched and could detract from the visual continuity of the area. I believe the facility would be far less intrusive-and more welcomed by the community—if its exterior incorporated Spanish Revival features, such as white stucco as the primary material and Spanish tiles, to better blend with its surroundings rather than stand out as a potential eyesore. I am grateful for the valuable service you provide to our city and fully respect Caltech's important role in advancing innovation and contributing to Pasadena's legacy of discovery. At the same time, schools and churches are sacred community spaces that warrant special protection and thoughtful consideration in development decisions. I respectfully urge the City Council to pause the approval process for this project as currently proposed and to require a more comprehensive review. This should include a thorough evaluation of design compatibility with the neighborhood's architectural heritage, as well as rigorous assessments of traffic, safety, environmental, and health impacts—particularly given the site's immediate adjacency to a school and place of worship. Such scrutiny would help ensure the project truly serves the common good and prioritizes the most vulnerable members of our community, including our children. I pray that your deliberations will be guided by wisdom, compassion, and a profound sense of 1 responsibility toward those we are entrusted to protect. Thank you sincerely for your time, attention, and commitment to thoughtful governance. I would welcome the opportunity to discuss these concerns further or provide additional input if helpful.

Sincerely,
