Re: Balanced and Thoughtful Development Please- 1364 East Green Street Mr. Mark Jomsky,
I am writing as someone with a direct, ongoing presence in the immediate vicinity of the project site.
Because of my proximity to this project, I will be directly affected by its construction and long-term operation, and l appreciate the opportunity to share my concerns for the record. I support innovation and responsible development, and I recognize the value that research institutions bring to our city. However, I am deeply concerned that this project has moved forward without sufficient demonstration that it is compatible with its immediate surroundings, which include a school, a place of worship, and established residential uses. From both a personal and planning perspective, this location includes multiple sensitive receptors that warrant heightened scrutiny. Based on my review of the project approvals to date, I do not believe the environmental analysis adequately evaluates key impacts, including traffic congestion during peak school and church hours, air quality, noise, and the operational intensity of an R&D facility of this scale. These are not theoretical concerns for me — they affect my daily commute, my ability to safely access my home or workplace, and the environment in which children and congregants gather nearby. I respectfully ask the City Council to reverse the Design Committee's approval and require a comprehensive environmental analysis consistent with CEQA. A full evaluation of site-specific and cumulative impacts, feasible alternatives, and enforceable mitigation measures is necessary before a project of this intensity proceeds in such close proximity to sensitive uses. I am not opposed to compromise. I understand that residents and community members have expressed support for a reduced project height of up to 51 feet, provided that a satisfactory environmental review demonstrates it can operate safely and compatibly in this location. This approach reflects reasonable land-use planning that balances development objectives with neighborhood context. I am also concerned about the broader policy implications of the City's November 2023 General Plan amendments that allowed R&D facilities citywide. Applying enhanced height and intensity allowances on streets directly adjacent to residential neighborhoods, such as Green Street, represents a significant shift in land-use policy. Directing higher-intensity R&D uses to established commercial corridors like Fair Oaks, Colorado, and Lake would better align with traditional planning principles and reduce conflicts with surrounding neighborhoods. As someone directly impacted by this project, I am asking the Council to take a careful, measured approach—one that prioritizes land-use compatibility, public health, and procedural integrity. Decisions made now will shape the safety and livability of this area for decades.
Thank you for your consideration and for your service to the community.
Sincerely,
Elizabeth Woo

I am writing as both a Pasadena resident and a longtime parishioner of a historic church on Hill Avenue.
For many of us, this parish is a second home. It is where we gather for Mass, funerals, weddings, and quiet prayer. It is a place of peace — and a beautiful historic building designed by Roland Coate that has stood as part of Pasadena's character for generations. I understand that Pasadena must grow. But I am deeply concerned about the proposed project at 1364 E. Green Street and what it would mean for our church and the surrounding neighborhood. Early-morning construction, heavy truck traffic, and ground vibration would disrupt worship and could damage our historic structure. It is hard to pray amid noise and shaking. Our church was never meant to sit beside a project of this scale. More broadly, many residents feel that recent developments are simply too large and out of proportion to their surroundings.
When projects appear driven by maximum height and density rather than compatibility and care, public confidence in the planning process erodes. This is not opposition to growth. It is a plea for balance and respect — for our neighborhoods, our historic buildings, and the sacred spaces that anchor our community. I respectfully ask the Council to slow this process, require a full environmental review, and ensure the project complies with the 51-foot height limit in the East Colorado Specific Plan. Please protect what makes Pasadena special and restore trust that our planning decisions reflect this community's values.

Why has a high-intensity R&D project been allowed to advance directly adjacent to an active school without full environmental review, clear disclosure of research uses, or a design that reflects the City's own planning standards? I am a St Philip the Apostle parent writing regarding the proposed R&D project at 1364 E. Green Street. I support Pasadena's efforts to attract life sciences employers and retain Caltech-connected innovation. However, when development is proposed next to a school, the City has a heightened responsibility to ensure projects proceed at an appropriate scale and with full transparency.
This project moved forward without a comprehensive environmental review despite its immediate proximity to children and daily school operations. A redesign at a smaller, neighborhood-scaled height— consistent with the East Colorado Specific Plan, which envisions a maximum height of approximately 51 feet at this location—would better reflect the intended transition between commercial development and neighborhood-scale uses. A full environmental review is necessary to adequately assess traffic, safety, and operational impacts before construction begins, not after concerns have been raised. Approving this project in its current form would set a troubling precedent by enabling enhanced R&D development near schools in locations not clearly intended under the General Plan or the East Colorado Specific Plan.
Doing so increases the likelihood of future appeals, disputes, and erosion of public trust in the City's planning process. I respectfully urge the City Council to grant the appeal and allow this project to return in a form that supports economic growth without compromising children's safety or established planning policies. Thank you for your careful consideration and your responsibility to the families and educators who depend on thoughtful, accountable decision-making.

Mr. Mark Jomsky,
I am writing as a Catholic parishioner concerned about the proposed development at 1364 E. Green Street and its impact on our church community. Our parish is a sacred place where we gather for worship, receive the sacraments, and serve others. These ministries depend on a surrounding environment that is safe, calm, and respectful of sensitive uses. As Catholics, we are called to uphold human dignity, care for our neighbors, and act as good stewards of our community. While I support Pasadena's commitment to innovation and institutions like Caltech, this project has not demonstrated that it can operate safely at this location or at the scale proposed. Approving it without a full environmental review, and at a height beyond what was envisioned for this street, raises real concerns for parishioners—especially families, children, and elderly members of our community. I respectfully urge the City Council to require that this project comply with the East Colorado Specific Plan's 51-foot height limit and undergo a thorough environmental review. Doing so would better reflect both Pasadena's planning goals and respect for faith communities. Please grant the appeal and allow this project to return in a form that honors stewardship, safety, and the vital role our church plays in the neighborhood.

Re: 1364 E. Green Street Opposition - Protecting Our Historic Parish and Worship Mr. Mark Jomsky,
I am writing as a Catholic parishioner concerned about the proposed development at 1364 E. Green Street and its impact on our church community. Our parish is a sacred and historic place of worship, designed by renowned architect Roland Coate, whose work is an important part of Pasadena's architectural heritage. This church is not only a place of prayer and sacrament, but a cultural and spiritual landmark that serves generations of families. Catholic Social Teaching calls us to uphold the common good and protect human dignity (Gaudium et Spes), values that depend on a surrounding environment that is safe, respectful, and peaceful. While I support Pasadena's commitment to innovation and institutions such as Caltech, this project has not demonstrated that it can operate safely at this location or at the scale proposed. Construction associated with a project of this intensity—often beginning as early as 7:00 a.m. and continuing for many hours each day—raises serious concerns for our parish. Noise, heavy equipment, truck traffic, and ground vibration threaten to disrupt Masses, funerals, weddings, religious education, and times of prayer and reflection. Vibration is of particular concern given the church's historic design and materials. Prolonged construction activity could place stress on a structure never intended to be adjacent to large-scale R&D development, risking both physical damage and the loss of the quiet reverence essential to worship. Approving the project without a full environmental review, and at a height exceeding what was envisioned for this street, places an unfair burden on a historic church and its parishioners. I respectfully urge the City Council to require that this project comply with the East Colorado Specific Plan's 51-foot height limit and undergo a thorough environmental review that fully addresses construction noise, vibration, and hours of operation. Please grant the appeal and allow this project to return in a form that reflects stewardship, protects our historic parish, and respects the sacred nature of worship.
Sincerely,
Michael Seymour

I write as a Catholic parishioner with deep concern for the proposed development at 1364 E. Green Street and its potential impact on our church community. Our parish is a sacred place. It is where we gather to worship God, receive the sacraments, educate our children in faith, care for the poor, and offer refuge to those seeking peace and healing. The Church's mission depends not only on what happens inside our walls, but also on the surrounding environment that is safe, calm, and respectful of this sacred purpose. The Catholic tradition teaches us to value human dignity, stewardship of creation, and care for the most vulnerable among us. For these reasons, I am troubled that this project has not demonstrated that it can operate safely at this location or at the scale currently proposed. Approving it without a full environmental review, and at a height exceeding what was envisioned for this street, risks disrupting the life of our parish and undermining the sense of safety and reverence that parishioners depend upon.
Traffic congestion, noise, air quality, and safety concerns are not theoretical. They affect families arriving for Mass, children attending religious education, elderly parishioners with limited mobility, and those who come to our church seeking prayer, counseling, or quiet refuge. A redesigned project that complies with the East Colorado Specific Plan's 51-foot height limit and undergoes a thorough environmental review would better reflect the values of care, balance, and responsibility that Pasadena claims to uphold. Approving this project as proposed would set a troubling precedent-suggesting that churches and other sensitive institutions may be asked to bear the burdens of growth without adequate protection or consideration. I respectfully urge you to grant the appeal and allow this project to return in a form that honors both economic progress and the spiritual and communal life of our city. Pasadena can grow in a way that respects faith communities, protects human dignity, and reflects true stewardship. I ask that you choose that path.

Why was a high-intensity R&D project allowed to advance directly adjacent to an active school without full environmental review, clear disclosure of research uses, or a design consistent with the City's own planning policies? I am a parent writing regarding the proposed R&D project at 1364 E. Green Street. I support Pasadena's goal of attracting life-sciences employers and retaining Caltech-connected innovation. However, development next to a school demands a higher standard of care, transparency, and scale than this project has demonstrated. This project proceeded without a comprehensive environmental review, despite its proximity to children and daily school operations. The East Colorado Specific Plan envisions a transition at this location, with a maximum height of approximately 51 feet. A smaller, neighborhood-scaled redesign consistent with that plan-combined with full environmental review—would allow traffic, safety, and operational impacts to be evaluated before construction, not after. Approving the project as proposed would set a concerning precedent by enabling intensified R&D near schools in areas not clearly intended for such development under the General Plan or the East Colorado Specific Plan. That path invites future appeals, disputes, and continued erosion of public trust in the City's planning process. I respectfully urge the City Council to grant the appeal and require that this project be returned in a form that supports economic growth without compromising children's safety or established planning standards. I am a parent of a recent graduate at St. Philip the Apostle School, located very close to the proposed development at 1364 E. Green Street. I am writing with sincere concern about how this project, as currently proposed, could affect the safety and daily environment of our children, school, and neighborhood. As a parent, I am especially worried about the impacts of extended construction activity next to a school, increased traffic on Green Street, and the introduction of an R&D building with research uses that have not been clearly defined. These factors raise real questions about safety that, in my view, have not yet been fully or reassuringly addressed. I want to be clear that I support responsible development and appreciate Caltech's important role in Pasadena. At the same time, projects located next to schools and churches should be held to a higher standard of care. When children are involved, it is essential that potential health, traffic, and operational risks are thoroughly evaluated and clearly communicated before any project moves forward. I respectfully ask the City Council to take a cautious approach by requiring a comprehensive environmental and safety review, upholding existing height and zoning limits, and ensuring that high-intensity R&D uses are located in appropriate commercial or industrial areas rather than on neighborhood streets adjacent to schools. Pasadena has always been a beautiful place to work and live. I am sure the city council will make to the correct decision and locate the R&D building in a more appropriate setting. The safety of children and families at the center of its decision-making is counting on it. Thank you for your time and consideration.

Re: Immediate Action Required: Child Safety Risks at 1364 E. Green Street Mr. Mark Jomsky,
I am a parent of a child at St. Philip the Apostle School, located immediately adjacent to the proposed development at 1364 E. Green Street. I am writing to state plainly that this project, as proposed, places children at risk and should not be allowed to proceed in its current form. This proposal would introduce large-scale construction, increased traffic on a narrow neighborhood street, and an R&D building with undefined research activities, all directly next to a school and a church. As a parent, I find it unacceptable that children could be exposed to construction hazards, unsafe traffic conditions, and unknown operational risks without a completed and credible environmental and safety analysis. Projects next to schools require a higher standard of care. That standard has not been met here. The lack of clarity about the nature of the research, combined with the project's scale and its location on a neighborhood street, represents a failure to adequately protect sensitive uses-especially children. I support responsible development and Caltech's presence in Pasadena. However, I do not support placing experimental or high-intensity R&D uses next to a school without clear limits, transparency, and proven safety. I am asking the City Council to stop this project, require a full and meaningful safety and environmental review, enforce existing height and zoning limits, and ensure R&D facilities are confined to appropriate commercial and industrial corridors—not residential streets with schools. This is not an abstract planning issue. It is a real and immediate safety concern for children. I urge you to act accordingly.

Re: Urgent: Child Safety Concerns Regarding 1364 E. Green Street Mr. Mark Jomsky,
I am a parent of a child at St. Philip the Apostle School, located just steps from the proposed development at 1364 E. Green Street, and I am writing with urgent concerns about the safety of our children and community if this project moves forward as proposed. This development would place major construction activity, increased traffic, and an R&D facility with undefined research uses directly next to a school and church. As a parent, I find it deeply troubling that children could be exposed to construction hazards, unsafe traffic conditions on Green Street, and unknown operational risks without a clear and reassuring environmental and safety analysis. While I support responsible development and value Caltech's role in Pasadena, projects adjacent to schools demand the highest level of caution and transparency. At this time, those standards have not been met. Allowing this project to proceed without a stronger review places children and families at unnecessary risk. I respectfully but firmly urge the City Council to pause this proposal, require a comprehensive safety and environmental review, uphold existing height limits, and ensure R&D uses are restricted to appropriate commercial or industrial corridors—not neighborhood streets next to schools. Please act now to protect our children and prevent irreversible impacts to our school and neighborhood.
Sincerely,

I am a parent at St. Philip the Apostle School, and I am writing with a sincere and heartfelt request for care and caution regarding the proposed development at 1364 E. Green Street, which is so close to our school, church, and neighborhood. As parents, we entrust our children to the care of their teachers and community each day, hoping they are surrounded by a safe and nurturing environment. For this reason, I am worried about the potential impacts of construction activity next to a school, increased traffic on Green Street, and the introduction of an R&D facility with research uses that have not been clearly explained. These uncertainties weigh heavily when the safety and well-being of children are involved. I want to express my respect for the City's work and for Caltech's important role in Pasadena. At the same time, Catholic schools and parishes are places of learning, worship, and refuge. Developments near them should be approached with special care, humility, and transparency, particularly when potential health or safety concerns remain unanswered. I respectfully ask the City Council to pause and carefully discern whether this project, as proposed, truly serves the common good of this neighborhood. A thorough environmental and safety review, adherence to existing height and zoning limits, and thoughtful placement of R&D uses in appropriate commercial or industrial areas would help provide families with greater peace of mind. My hope is that the City will choose a path that reflects stewardship, protects our children, and honors the character of this faith-centered community. Thank you for your time, attention, and service to Pasadena.

Each day, as parents, we entrust our children to the care of others and to God's protection, hoping they are learning and growing in a safe, peaceful, and nurturing environment. I want to express my gratitude for your service to the City and my respect for Caltech's contributions to Pasadena. At the same time, schools and churches are sacred spaces in our community—places where children learn, families gather, and faith is formed. Decisions that affect these spaces deserve special care, patience, and transparency. I respectfully ask the City Council to pause and prayerfully discern whether this project, as proposed, truly reflects our shared responsibility to protect the most vulnerable among us. A thorough environmental and safety review, respect for existing height and zoning limits, and thoughtful placement of high-intensity R&D uses in appropriate commercial or industrial areas would help reassure families and ensure they are heard. My hope is that the City's decision will be guided by wisdom, stewardship, and a commitment to the common good, especially for the children who depend on us to make careful choices on their behalf. Thank you for your time, your service, and your consideration.

Re: Protecting Our Historic Parish and Worship /1364 E. Green Street Mr. Mark Jomsky,
I am writing as a Catholic parishioner concerned about the proposed development at 1364 E. Catholic Social Teaching calls us to uphold the common good and protect human dignity (Gaudium et Spes), values that depend on a safe and respectful surrounding environment. While I support Pasadena's commitment to innovation and institutions such as Caltech, this project has not demonstrated that it can operate safely at this location or at the scale proposed. Construction activity of this intensity raises serious concerns about noise, vibration, traffic, and access, including the potential for Masses, funerals, weddings, and other worship services to be disrupted. Approving the project without a full environmental review, and at a height exceeding what was envisioned for this street, places an unfair burden on a historic church and its parishioners. I respectfully urge the City Council to require that this project comply with the East Colorado Specific Plan's 51-foot height limit and undergo a thorough environmental review. Please grant the appeal and allow this project to return in a form that reflects stewardship, protects our historic parish, and respects the sacred nature of worship.

Re: Concerns about the project at 1364 E Green St
Mr. Mark Jomsky,
I respectfully ask that you grant the appeal of the proposed project at 1364 E. Green Street, rather than allowing it to proceed in its current form. I support responsible development and innovation in Pasadena.
However, this project's scale and location—adjacent to a school, a church, and a residential neighborhood—were advanced without sufficient environmental and safety review. In addition, the 2023 R&D zoning amendments did not clearly resolve how expanded R&D allowances should apply on neighborhood-serving streets near sensitive uses. Allowing this approval to stand would set a precedent for similar projects on comparable streets before these policy questions are fully addressed, increasing the likelihood of future appeals and disputes. Granting the appeal would provide an appropriate opportunity to require additional environmental analysis and to refine the project so it can proceed in a form consistent with adopted plans. Thank you.

Re: Protect What Anchors Our Community- St. Philip the Apostle Mr. Mark Jomsky,
I am writing regarding the proposed Research & Development project at 1364 E. Green Street. I am a Pasadena resident, a parishioner of St. Philip the Apostle Church, and a parent of a child who will be attending the school next year. For these reasons, I am directly invested in how this project interfaces with the church, school, and surrounding neighborhood. I understand that the East Colorado Specific Plan includes height incentives for R&D uses beyond the 51-foot base limit. However, the question before the City is not simply whether additional height is technically permitted, but whether applying the full incentive at this particular location—immediately adjacent to a grade school, church, and residential streets—reflects sound planning and appropriate transition standards. This site directly abuts sensitive institutional uses. When development occurs at this kind of edge condition, compatibility matters.
Reduced height, upper-story step-backs, enhanced setbacks, and architectural or landscape screening are important tools to ensure that scale and massing transition appropriately next to schools and community-serving institutions. Applying maximum height allowances without stronger buffering sets a precedent for similar edge conditions along Green Street and nearby residential blocks. Traffic and pedestrian safety are also legitimate concerns. The proposed 260-space parking capacity indicates a substantial level of daily vehicle activity. While traffic studies often measure overall intersection performance, they do not always fully capture pedestrian conflict during concentrated school drop-off and dismissal periods. Increased employee arrivals, turning movements, service vehicles, and ride- share activity in close proximity to young children and families warrants careful attention. At minimum, a detailed school-hour traffic management plan and enhanced pedestrian safety measures should be required. Pasadena can and should support innovation and economic development. However, growth should be implemented in a way that respects adjacency to schools, churches, and residential streets. I respectfully urge the City to reconsider the current scale of the project, require stronger transitional design standards, and evaluate whether additional environmental review or safety mitigation is appropriate given the proximity to vulnerable users. Thank you for your time and consideration.
Sincerely,

Re: A Parishioner's Appeal Regarding 1364 E. Green Street Mr. Mark Jomsky,
I am writing as a parishioner who loves this church and is deeply concerned about the proposed development at 1364 E. Green Street and what it could mean for our faith community. Our church is more than a building. It is a place of worship, reflection, healing, and service. It is where families gather, children learn, seniors find community, and people seek peace. These sacred purposes depend on a surrounding environment that is safe, accessible, and respectful of sensitive uses. I support Pasadena's vision for innovation and economic growth, and I value the contributions of institutions like Caltech. But growth should never come at the expense of the places that anchor our community. The proposed project has not demonstrated that it can operate safely at this location, nor that it is appropriately scaled for a street shared with a church. Approving it without a full environmental review, and at a height beyond what was envisioned for this area, puts parishioners and our mission at risk. Traffic, noise, air quality, and safety are not abstract concerns for us. They affect how people arrive for worship, how children and elders move through the neighborhood, and how our church serves the broader community. A redesigned project that respects the East Colorado Specific Plan's 51-foot height limit and undergoes thorough environmental review would show care for both innovation and the people who live, worship, and serve here. Approving this project as proposed would send a painful message—that churches and other sensitive institutions can be treated as afterthoughts in Pasadena's growth. I urge you to grant the appeal and allow this project to return in a form that reflects not only economic ambition, but compassion, stewardship, and respect for our shared community values.

Re: Responsible Growth: Concerns About 1364 E. Green Street Proposal Mr. Mark Jomsky,
We are residents who support thoughtful development, innovation, and the important role institutions like Caltech play in our city. At the same time, we believe development must be safe, transparent, and compatible with the neighborhoods in which it is proposed. We are concerned that the current R&D project has not been adequately shown to be safe given its location next to a school, a church, and established residential neighborhoods. In particular, we believe the environmental review has not sufficiently addressed potential health, traffic, and quality-of-life impacts on these sensitive uses. We respectfully ask the City Council to reverse the Design Committee's approval and require a proper and comprehensive environmental analysis before this project proceeds. This step is essential to ensuring that decisions are based on sound information and that community impacts are fully understood. We also want to note that reasonable compromises are possible. Community representatives have indicated a willingness to support a project limited to 51 feet in height, provided it is accompanied by a satisfactory environmental review that demonstrates it can operate safely in this location. More broadly, we urge the Council to revisit its November 2023 modification of the General Plan that allowed R&D facilities citywide. We believe that R&D facilities with increased height allowances should be concentrated along established commercial corridors such as Fair Oaks, Colorado, and Lake, rather than on streets directly adjacent to residential neighborhoods, including Green Street. Finally, we are concerned that recent broad amendments to the R&D code were adopted without sufficient consideration of how they could impact nearby schools, churches, and homes. These changes risk introducing health, traffic, and other hazards into areas that were previously protected by zoning and planning standards. We ask the Council to take action to ensure responsible development, protect neighborhood livability, and restore public confidence in the planning process. Thank you for your time and consideration.

Re: Protect Pasadena Neighborhoods - 1364 E. Green Street Mr. Mark Jomsky,
I support responsible development and innovation in Pasadena, but projects must respect our neighborhoods, schools, and churches. The proposed development at 1364 E. Green Street does not meet these standards. While I value Caltech's contributions, this project has not been shown to be safe or aligned with our community vision. Pasadena residents deserve developments that: Follow the height limits: maximum 51 feet, as set in the Specific Plan. Ensure safety: Through thorough environmental review, protect residents and sensitive uses. Respect land-use priorities: R&D projects belong in commercial and industrial corridors, not on small streets like Holliston, Catalina, and Green. Recent broad code amendments have opened the door to developments that risk traffic, health, and safety in our neighborhoods. Pasadena's growth should strengthen—not threaten—our community. I urge the City Council to take a stand for Pasadena residents, enforce responsible standards, and ensure that 1364 E.
Green Street proceeds only if it truly protects neighborhoods, schools, and churches. Our city's character, safety, and quality of life are at stake. Please ensure this project reflects Pasadena's vision and values.

Re: Preserve Pasadena's Scale and Soul- Reevaluate 1364 East Green Street Mr. Mark Jomsky,
I am writing not just as a resident, but as someone who truly loves this city. Pasadena is not simply where I live — it is home. It is the tree-lined streets I walk each evening, the historic homes that tell quiet stories of the past, the neighborhood churches, the front porches where neighbors greet one another, and the deep sense of belonging that comes from living in a place shaped carefully and thoughtfully over generations. The project at 1364 East Green Street threatens this ideal by encroaching on an established neighborhood and school. Like so many others, I chose Pasadena for its human scale, architectural beauty, and long-standing commitment to balanced, intentional planning. I chose it because it feels different. Grounded. Beautiful. Livable. There is a harmony here — between growth and preservation, between progress and respect for history — that makes this city special. Lately, however, I worry that we are losing that balance. New developments are growing larger and denser, often towering over neighboring homes and altering the very rhythm and feel of our streets. When buildings overwhelm their surroundings, we lose more than sightlines or skyline views — we lose a piece of our community's character. We lose the feeling that our neighborhoods were designed with people, not just numbers, in mind. This is not about resisting change or opposing growth. Pasadena has always evolved. But it has evolved with care. With intention. With respect for the neighborhoods that give this city its soul. When projects appear driven primarily by maximum height and density rather than compatibility and context, many residents feel unheard. We feel disconnected from decisions that profoundly shape the places we cherish. And that erosion of trust may be the most troubling loss of all. Preserving what makes Pasadena, Pasadena means protecting the scale, charm, and sense of place that cannot be recreated once it is gone. It means ensuring that growth enhances our community rather than overshadows it. And it means restoring confidence that our planning process reflects the values of thoughtful stewardship that built this city in the first place. I urge you to protect the character of our neighborhoods and to honor the legacy of care, balance, and respect that has defined Pasadena for generations. Pasadena is worth preserving — not just for today, but for those who will one day choose it as home, just as we did.
Sincerely,

Re: A Parishioner's Personal Concern About 1364 E. Green Street Mr. Mark Jomsky,
I am writing as a longtime Catholic parishioner who attends Mass regularly and cares deeply about our church and its future. For many of us, this parish is the center of our spiritual lives. It is where I come each week to pray and be close to God. Our church is a beautiful and historic place. It is also where my husband and I were married and where our son was baptized. I support Pasadena's growth and understand the importance of innovation, but I worry that the development at 1364 E. Green Street as currently proposed is not in the best interest of the neighborhood or surrounding communities. respectfully ask the City Council to require that this project follow the 51-foot height limit in the East Colorado Specific Plan and undergo a thorough environmental review that truly considers noise, vibration, and construction hours. Please allow this project to return in a form that respects our church, our worship, and the people who depend on it. Thank you for listening to my concerns and for protecting the communities that make Pasadena special.

Re: Grant the Appeal - R&D Project at 1364 E. Green Street Mr. Mark Jomsky,
Why was a high-intensity R&D project allowed to advance directly adjacent to an active school without full environmental review, clear disclosure of research uses, or a design consistent with the City's own planning policies? Thank you for your consideration and your responsibility to the families and educators who rely on careful, accountable decision-making.

Because of this, I feel a deep concern about the possibility of extended construction near the school, increased traffic on Green Street, and the presence of an R&D facility whose research activities have not been clearly explained. These uncertainties are difficult for families when children's well-being is at stake. I want to express my gratitude for your service to the City and my respect for Caltech's contributions to Pasadena. At the same time, schools and churches are sacred spaces in our community-places where children learn, families gather, and faith is formed.
Sincerely,

Re: Please Restore Confidence in Pasadena's Planning Process - 1364 E. Green St.
Mr. Mark Jomsky,
I am a longtime Pasadena resident who cares deeply about our city and its future. I understand that growth is inevitable and that innovation and housing are important. However, I am increasingly concerned about the scale and density of recent developments and what they mean for our community's character. Many of the new buildings being approved seem simply too large for the neighborhoods where they are being placed. They overwhelm surrounding homes, change the scale of our streets, and leave residents wondering whether long-standing planning principles still guide decision-making. When projects appear out of proportion to their surroundings, it erodes public trust. Pasadena has long been known for thoughtful planning, human-scale neighborhoods, and careful transitions between commercial and residential areas. That tradition is one of the reasons many of us chose to live here.
When dense, oversized developments are approved without clear justification or meaningful responsiveness to community concerns, it creates the perception that established standards are being set aside. This is not about opposing growth outright. It is about ensuring that growth is balanced, contextual, and consistent with our city's character. Development should enhance neighborhoods — not overshadow them. I respectfully urge the City Council to take steps to restore public confidence in the planning process. That means ensuring transparency, carefully evaluating scale and compatibility, and demonstrating that community input genuinely influences outcomes. Residents need to feel that planning decisions are guided by clear principles, not simply by what can be maximized on a parcel.
Pasadena's strength has always been its ability to evolve while preserving what makes it special. I hope you will reaffirm that commitment and ensure that future development reflects the values and scale that define our city. Thank you for your time and service.

Re: Protecting Pasadena Neighborhoods Amid New Development (1364 E. Green Street) Mr. Mark Jomsky,
I am a resident who supports responsible economic development, innovation, and the continued success of research institutions such as Caltech. However, I believe that discretionary land-use approvals must be consistent with adopted planning policies, supported by adequate environmental review, and compatible with surrounding uses, particularly where sensitive receptors are present. I am concerned that the R&D project at 1364 E. Green Street has not been sufficiently demonstrated to be appropriate for its location adjacent to a school, a church, and established residential neighborhoods.
From a planning perspective, this raises significant land-use compatibility issues. The current environmental analysis appears insufficient to fully evaluate potential project impacts related to traffic generation, air quality, noise, operational intensity, and public health, particularly as they affect sensitive receptors. I respectfully request that the City Council reverse the Design Committee's approval and require a comprehensive environmental analysis consistent with the California Environmental Quality Act (CEQA). Such analysis should include a detailed evaluation of site-specific impacts, feasible project alternatives, and enforceable mitigation measures, as well as an assessment of cumulative impacts in the surrounding area. Residents have expressed a willingness to support a revised project that limits building height to 51 feet, provided that a satisfactory environmental analysis demonstrates that the project would be compatible with adjacent residential uses and sensitive facilities. This represents a reasonable planning compromise that aligns the project's scale with the neighborhood context. More broadly, I urge the Council to revisit its November 2023 General Plan modification that permitted R&D facilities citywide. Allowing high-intensity R&D uses with increased height allowances on residentially adjacent streets represents a significant departure from long-standing land-use planning principles. I believe that R&D facilities with greater height and intensity should be directed to established commercial and transit-oriented corridors such as Fair Oaks, Colorado, and Lake, rather than locations immediately adjacent to residential neighborhoods, including Green Street. Finally, I am concerned that recent broad amendments to the R&D zoning code were adopted without sufficient consideration of their cumulative, area-wide, and site-specific impacts near sensitive land uses. These amendments have enabled discretionary approvals that may introduce traffic, health, and safety impacts into areas that were previously buffered through zoning, height limits, and use restrictions. In our view, this reflects a process failure that warrants corrective action through policy refinement and clearer development standards. I respectfully ask the City Council to exercise its oversight authority to ensure that development approvals are policy-consistent, supported by adequate environmental review, and reflective of neighborhood context and community health considerations.

Re: Parishioner Concerns Regarding 1364 E. Green Street Mr. Mark Jomsky,
I am writing as a parishioner deeply concerned about the proposed development at 1364 E. Green Street and its potential impact on our church community. I support Pasadena's commitment to innovation, economic growth, and research and development. At the same time, churches play a vital role in our city as places of worship, reflection, education, and service. These missions depend on safe, accessible, and appropriately scaled surroundings that respect sensitive uses and neighborhood character. The proposed project has not demonstrated that it can operate safely at this location or at the currently proposed scale. Proceeding without a full environmental review-and at a height exceeding what was envisioned for this street—raises serious concerns for parishioners, including traffic safety, noise, air quality, and overall compatibility with church activities. Requiring the project to return in a redesigned form that complies with the East Colorado Specific Plan's maximum height of approximately 51 feet and that undergoes a thorough environmental analysis would better align the development with the surrounding neighborhood and sensitive institutions. This approach would help preserve community trust while still supporting Pasadena's broader innovation goals. Approving the project as proposed would set a troubling precedent for placing intensified R&D uses adjacent to churches and other sensitive community institutions in areas not clearly intended for such development under Pasadena's planning framework. I respectfully urge you to grant the appeal and allow this project to move forward only in a form that reflects both economic ambition and respect for our church community and shared values.

Re: Respect Our Sacred Space- St. Philip the Apostle
Mr. Mark Jomsky,
I am writing as both a Pasadena resident and a longtime parishioner of the historic church on Green Street. For many of us, this parish is a second home — a place of prayer, peace, and community. It is also a treasured Roland Coate landmark that has been part of Pasadena's character for generations. I am deeply concerned about the proposed project at 1364 E. Green Street. Early-morning construction, heavy trucks, and vibration would disrupt Mass, funerals, and weddings, and could impact our historic church building. A project of this scale does not belong immediately beside a sacred space and an established neighborhood. This is not opposition to growth. It is a call for balance and respect. I urge the Council to require a full environmental review and ensure the project complies with the 51-foot height limit in the East Colorado Specific Plan. Please protect our church, our neighborhood, and the character that makes Pasadena special.
Sincerely,

Re: Parishioner Concerns About 1364 E. Green Street
Mr. Mark Jomsky,
I am writing as a Catholic parishioner concerned about the proposed development at 1364 E. Green Street and its impact on our church community. Our parish is a sacred place of worship, sacrament, and service. Catholic Social Teaching reminds us that decisions affecting our city must serve the common good and protect human dignity (Gaudium et Spes). These values depend on a surrounding environment that is safe, accessible, and respectful of sensitive uses like churches. While I support Pasadena's commitment to innovation and institutions such as Caltech, this project has not demonstrated that it can operate safely at this location or at the scale proposed. Approving it without a full environmental review, and at a height beyond what was envisioned for this street, raises serious concerns for parishioners—especially families, children, and elderly members of our community. I respectfully urge the City Council to require that this project comply with the East Colorado Specific Plan's 51-foot height limit and undergo a thorough environmental review. Doing so would reflect true stewardship, respect for faith communities, and a commitment to the common good. Please grant the appeal and allow this project to return in a form that honors safety, community, and the vital role our parish plays in Pasadena.

Sincerely,

Re: Questioning City Priorities Regarding Development Next to St. Philip the Apostle School Mr. Mark Jomsky,
Why is the City advancing a major construction and R&D project directly next to an active elementary school and church, and whose interests are being prioritized in allowing it to proceed this far? I am a parent of a child at St. Philip the Apostle School, writing out of deep concern regarding the proposed development at 1364 E. Green Street. Placing prolonged construction, increased traffic, and an R&D facility with unclear research uses immediately adjacent to children raises serious questions about judgment, oversight, and public responsibility. Parents expect the City to exercise heightened caution when decisions affect schools and residential neighborhoods. Instead, this project appears to have moved forward with limited transparency and without clear, publicly demonstrated assurances that children's safety and daily well-being come first. It is reasonable to ask why this location was considered acceptable at all, and why safeguards were not firmly established before progress was made. I respect the role of the City Council and acknowledge Caltech's contributions to Pasadena. However, economic or institutional interests should never outweigh the obligation to protect children. I urge the Council to pause this project, require a comprehensive safety and environmental review, and seriously reconsider whether this site is appropriate for high-intensity development. The community is watching closely and expects decisions rooted in accountability, sound judgment, and a clear commitment to families—not expediency.

I am a parishioner at St. Philip the Apostle Church and former parent and finance committee member at St. Philip the Apostle School. I am writing with a humble and prayerful request regarding the proposed development at 1364 E. Green Street, near our school, church, and neighborhood. As parents, we entrust our children to God's care and to the community around them each day, hoping they are learning in a safe and nurturing environment. For this reason, I am concerned about the potential impacts of construction activity near the school, increased traffic on Green Street, and the presence of an R&D facility whose research uses have not been clearly explained. These uncertainties are especially difficult when children's safety is involved. I am grateful for your service to the City and respectful of Caltech's role in Pasadena. At the same time, schools and churches are sacred spaces that deserve special care.
Decisions affecting them should be approached with patience, transparency, and a commitment to protecting the most vulnerable. I respectfully ask the City Council to pause and prayerfully discern whether this project, as proposed, serves the common good. A thorough safety and environmental review, respect for existing height and zoning limits, and thoughtful placement of high-intensity R&D uses would help bring families greater peace of mind.

Re: Ensure Safe and Contextual Development in Pasadena - 1364 E. Green Street Mr. Mark Jomsky,
We are residents who love our neighborhoods and care deeply about the future of our city. We support innovation and institutions like Caltech, but we also believe that progress should never come at the expense of the health and safety of our children, our families, and our community. Many of us live, worship, and send our children to school near the proposed R&D project site at 1364 E. Green St. We are deeply concerned that this project has been approved without clearly demonstrating that it can operate safely next to a school, a church, and homes. For those of us who live here every day, these are not abstract planning issues — they are real worries about air quality, traffic, noise, and the long-term well- being of the people we love. We respectfully ask the City Council to pause and reconsider. Reversing the Design Committee's approval and requiring a full environmental analysis would show residents that our voices matter and that decisions affecting our health and safety are being made carefully and transparently. Our community is not opposed to compromise. We have indicated support for a reduced project of 51 feet in height, if and only if a thorough environmental review demonstrates that it can coexist safely with surrounding homes, a school, and a place of worship. This is a reasonable request grounded in care for our neighborhood, not opposition to progress. We are also asking the Council to look more closely at the broader policy changes made in November 2023 that opened residential- adjacent streets to tall R&D facilities. These changes have left many residents feeling blindsided and unheard. Concentrating taller R&D buildings along established commercial corridors like Fair Oaks, Colorado, and Lake would allow innovation to thrive without placing disproportionate burdens on residential streets such as Green. Finally, we believe the process that led to these sweeping code changes failed to fully consider how they could affect nearby families, students, and seniors. Decisions of this magnitude should not leave residents feeling anxious about new health, traffic, and safety risks in places that were once considered stable and protected. We urge you to act now — to slow down, listen to residents, and ensure that development in our city reflects both innovation and compassion. Please help us protect the character, safety, and livability of the neighborhoods we call home. Thank you for hearing us.

Re: Student with Concerns About Child Safety Near 1364 E. Green Street Mr. Mark Jomsky,
I am a student at St. Philip the Apostle School, located very close to the proposed development at 1364 E. Green Street. I am writing with sincere concern about how this project, as currently proposed, could affect the safety and daily environment of our children, school, and neighborhood. As a student, l am especially worried about the impacts of extended construction activity next to a school, increased traffic on Green Street, and the introduction of an R&D building with research uses that have not been clearly defined. My hope is simply that the City will pause, take a closer look, and place the safety of children and families at the center of its decision-making. Thank you for your time and consideration.

Re: Alumni Safety Concerns Regarding 1364 E. Green Street Mr. Mark Jomsky,
I am an alumni at St. Philip the Apostle School, located near the proposed development at 1364 E. Green Street, and I am writing to express serious concerns about this project's proximity to a school, church, and residential neighborhood. As an alumni, I am particularly worried about construction activity next to the school, increased and unsafe traffic on Green Street, and the placement of an R&D building with unknown research uses adjacent to a school. At this time, it has not been clearly demonstrated that this project would be safe or appropriate for such a sensitive location. I support responsible development and Caltech's contributions to Pasadena, but projects near schools must meet the highest standards for safety, scale, and transparency. I respectfully ask the City Council to require a stronger environmental and safety review, uphold existing height limits, and ensure R&D uses are located in appropriate commercial or industrial corridors—not on neighborhood streets next to schools. Please put the safety of children and families first and reconsider allowing this project to proceed in its current form.

Re: Request to Grant Appeal - R&D Project at 1364 E. Green Street Mr. Mark Jomsky,
Why has a high-intensity R&D project been allowed to advance directly adjacent to an active school without full environmental review, clear disclosure of research uses, or a design that reflects the City's own planning standards? I am a St Philip the Apostle friend writing regarding the proposed R&D project at 1364 E. Green Street. I support Pasadena's efforts to attract life sciences employers and retain Caltech- connected innovation.

Re: Protect Pasadena's Neighborhoods: Caltech's Project at 1364 E. Green Street Mr. Mark Jomsky,
I am a Pasadena resident who values our city's strong neighborhoods and supports thoughtful development. Innovation and growth are important, but they must not come at the expense of the residential communities that make Pasadena such a special place to live. I am concerned that the proposed R&D project at 1364 E. Green St. has not been adequately demonstrated to be safe, given its location next to a grade school, an active church, and long-established residential neighborhoods. The environmental review does not appear to sufficiently address potential health, traffic, and quality-of-life impacts on the surrounding homes and sensitive uses. Our neighborhoods should not bear uncertain risks from projects of this scale and intensity. I respectfully ask the City Council to reverse the Design Commission's approval and require a comprehensive environmental analysis before allowing this project to proceed. Protecting neighborhood livability requires careful, transparent decision-making grounded in complete and reliable information. Reasonable compromises are possible. A project limited to 51 feet in height, supported by a satisfactory environmental review demonstrating it can operate safely in this location, would be more consistent with the scale and character of the surrounding area. More broadly, I urge the Council to revisit the November 2023 General Plan modification that allowed R&D facilities citywide. Facilities with increased height allowances should be directed to established commercial corridors, such as Fair Oaks, Colorado, and Lake areas designed for higher-intensity development—rather than placed adjacent to residential streets. Pasadena has long been known for careful planning that protects neighborhood character while allowing appropriate growth. I ask that you uphold those principles now by ensuring that development strengthens, rather than undermines, residents' reliance on everyday life. Thank you for your attention and service to our community.
Sincerely,

Re: 1364 East Green Street Needs a Closer Look
Mr. Mark Jomsky,
I'm writing as a community member to request that you grant the appeal for the proposed project at 1364 E. Green Street. I support growth, innovation, and the retention of life sciences jobs in Pasadena. I don't see this as being against development. It's about making sure development fits its surroundings and is reviewed carefully, especially when it's next to a school, a church, and homes. From what I understand, this project moved forward without a full environmental review and at a larger scale than originally envisioned for this part of Green Street. Granting the appeal would give the City a chance to take a closer look and request a redesign at a more neighborhood-appropriate scale, consistent with the East Colorado Specific Plan (around 51 feet). Approving it as-is could affect other neighborhoods, too. Taking a step back here would help build trust and make future projects easier. Thank you.

I am writing as a resident who cares deeply about our city and the qualities that make Pasadena unique.
Our tree-lined streets, historic neighborhoods, human-scale buildings, and thoughtful planning traditions are not accidental — they are the result of decades of careful stewardship. Growth is part of any thriving city, and innovation has long been part of Pasadena's identity. But growth must respect the character, scale, and livability of our neighborhoods. Increasingly, new developments feel oversized and out of proportion to their surroundings. When buildings loom over adjacent homes or dramatically alter the rhythm of a street, it chips away at the very character that draws people here. Preserving what makes Pasadena special does not mean rejecting change. It means ensuring that change enhances our community rather than overwhelms it. It means respecting established neighborhoods, protecting transitions between residential and commercial areas, and maintaining the human scale that defines our city. Just as important, it means restoring public confidence in the planning process. Residents need to know that long-standing standards matter, that community input is taken seriously, and that decisions are guided by clear principles — not simply by what can be built to the maximum limit. Pasadena's strength has always been its balance: innovation alongside tradition, progress alongside preservation. I urge you to uphold that balance and ensure future development protects the character, charm, and livability that truly make Pasadena, Pasadena.
Sincerely,
Rae Tellis

Mr. Mark Jomsky,
I am writing as a longtime Catholic parishioner concerned about the proposed development at 1364 E.
Green Street and its impact on our church community. My two daughters attended St Philip the Apostle School and we are Pasadena residents . Our parish is a sacred place of worship, sacrament, and service.
Catholic Social Teaching reminds us that decisions affecting our city must serve the common good and protect human dignity .These values depend on a surrounding environment that is safe, accessible, and respectful of sensitive uses like churches. While I support Pasadena's commitment to innovation and institutions such as Caltech, this project has not demonstrated that it can operate safely at this location or at the scale proposed. Approving it without a full environmental review, and at a height beyond what was envisioned for this street, raises serious concerns for parishioners-especially families, children, and elderly members of our community.
Sincerely,

Re: Serious Safety Concerns Regarding Development Near St. Philip the Apostle School Mr. Mark Jomsky,
How is it possible that a large construction project and proposed R&D facility at 1364 E. Green Street could move forward directly adjacent to an active elementary school and church without clear and public assurances that children's safety has been fully protected? I am a Pasadena resident of a child at St. Philip the Apostle School, writing to express serious concern about the proposed development at 1364 E. Green Street. The prospect of prolonged construction next to the school, increased and unsafe traffic on Green Street, and an R&D building with unclear research uses raises fundamental questions about oversight, planning, and public safety. Parents rely on the City to act with heightened care when projects affect schools and places of worship. It is troubling that a development of this scale and intensity appears to have progressed so far, given its proximity to children and a residential neighborhood. At a minimum, families deserve transparency about what activities will take place on this site and how risks will be mitigated. I respect the City Council's service and acknowledge Caltech's importance to Pasadena. However, respect for institutions must never outweigh the responsibility to protect children. I urge the Council to pause this project, require a thorough and meaningful safety and environmental review, and reconsider whether this location is appropriate for high-intensity R&D use. I ask that your decisions reflect sound judgment, accountability, and a clear commitment to the well- being of families who depend on you to safeguard their community. Thank you for your attention to this matter.

Re: Ensure Safe and Contextual Development in Pasadena - 1364 E. Green Street Mr. Mark Jomsky,
I have frequented St Philips often We are residents who love our neighborhoods and care deeply about the future of our city. For those of us who live here every day, these are not abstract planning issues — they are real worries about air quality, traffic, noise, and the long-term well-being of the people we love. We are also asking the Council to look more closely at the broader policy changes made in November 2023 that opened residential-adjacent streets to tall R&D facilities.

A smaller, neighborhood-scaled redesign consistent with that plan—combined with full environmental review—would allow traffic, safety, and operational impacts to be evaluated before construction, not after. Thank you for your consideration and your responsibility to the families and educators who rely on careful, accountable decision-making.

Mr. Mark Jomsky,
I am writing as a resident who believes that sacred spaces deserve special care and protection.
Churches are not simply buildings — they are places of worship, reflection, community, and comfort during life's most important moments. They are where families gather for baptisms, weddings, funerals, and weekly prayer. They are anchors of stability in our neighborhoods. I am concerned about development proposals, such as the 1364 E. Green Street project, that place large, high-intensity projects directly beside active houses of worship. Construction noise, heavy truck traffic, vibration, and long-term operational impacts can disrupt services and diminish the peaceful environment these spaces require. Sacred spaces should not be treated like ordinary parcels of land. Growth is important, but it must be balanced with respect for community institutions. Pasadena has long taken pride in thoughtful planning that protects historic buildings and sensitive uses. That tradition should continue by ensuring projects adjacent to churches undergo the highest level of environmental scrutiny and are scaled appropriately to their surroundings. Safeguarding sacred spaces is not about resisting progress — it is about preserving the spiritual and cultural foundations that hold our community together. I respectfully urge the Council to prioritize the protection of our churches and ensure that development decisions reflect the care these institutions deserve.

Re: Ensuring Responsible Development at 1364 E. Green Street Mr. Mark Jomsky,
As a Pasadena resident, I support thoughtful development and innovation that respects our neighborhoods, schools, and churches. However, I am concerned that the proposed project at 1364 E.
Green Street does not meet these standards. While I support Caltech and its contributions, this project has not demonstrated that it is safe or consistent with the community vision in Pasadena's adopted plans. I urge the Council to ensure that any approval: Respects height limits: The project should comply with the Specific Plan's 51-foot height limit to remain compatible with the neighborhood. Demonstrates safety: A thorough environmental review must show that operations will not harm nearby residents or sensitive uses. Follows responsible land-use policies: R&D uses should be limited to commercial and industrial corridors, such as Fair Oaks, Raymond, Arroyo Parkway, Lake Avenue, and Colorado Blvd—not minor streets like Holliston, Catalina, or Green. Recent broad amendments to the municipal code have allowed projects that pose risks to neighbors' health, traffic, and safety. Pasadena's growth should be safe, contextual, and enhance our community. I urge the Council to ensure that this project reflects these priorities before moving forward. Thank you for considering these concerns Sincerely,

Re: A Parent's Request for Care and Caution Near St. Philip the Apostle School Mr. Mark Jomsky,
I am a Pasadena resident, and I am writing with a sincere and heartfelt request for care and caution regarding the proposed development at 1364 E.

I respectfully ask the City Council to pause and prayerfully discern whether this project, as proposed, serves the common good. A thorough safety and environmental review, respect for existing height and zoning limits, and thoughtful placement of high-intensity R&D uses would help bring families greater peace of mind.

Re: A Prayerful Request for Care Near St. Philip the Apostle School Mr. Mark Jomsky,
I am a parent at St. Philip the Apostle School, writing with a humble and prayerful request regarding the proposed development at 1364 E. Green Street, near our school, church, and neighborhood. As parents, we entrust our children to God's care each day, hoping they are learning in a safe and nurturing environment. For this reason, I am concerned about construction activity near the school, increased traffic on Green Street, and the presence of an R&D facility whose research uses have not been clearly explained. These uncertainties are difficult for families when children's safety is involved. I am grateful for your service to the City and respectful of Caltech's role in Pasadena. At the same time, schools and churches are sacred spaces that deserve special care. I respectfully ask the City Council to pause and thoughtfully discern whether this project, as proposed, serves the common good, and to require a thorough safety and environmental review. I pray that your decision will be guided by wisdom, compassion, and a deep sense of responsibility for the most vulnerable in our community. Thank you for your time and consideration.

Each day, as parents, we entrust our children to the care of others and to God's protection, hoping they are learning and growing in a safe, peaceful, and nurturing environment. These uncertainties are difficult for families when children's well-being is at stake. I want to express my gratitude for your service to the City and my respect for Caltech's contributions to Pasadena. Decisions that affect these spaces deserve special care, patience, and transparency. For more information about the Phish Alert Button view article "KB0011474" on the Re: Parent Concerns About Child Safety Near 1364 E. Green Street Mr. Mark Jomsky,
I am a parent of a child at St. My hope is simply that the City will pause, take a closer look, and place the safety of children and families at the center of its decision-making. Thank you for your time and consideration.

For more information about the Phish Alert Button view article "KB0011474" on the Re: 1364 E.

Sincerely,

Re: Honor the Legacy of Pasadena- Oppose 1364 East Green Mr. Mark Jomsky,
I am writing not just as a resident, but as someone who loves this city deeply. Pasadena is more than buildings and zoning maps — it is tree-lined streets, historic homes, neighborhood churches, front porches, and the feeling of belonging that comes from living in a place carefully and thoughtfully shaped over generations. Many of us chose Pasadena for its human scale, architectural character, and commitment to balanced planning. We chose it because it feels different — grounded, beautiful, and livable. Lately, however, I fear we are losing that balance. New developments are growing larger and denser, often towering over neighboring homes and changing the very feel of our streets. When buildings overwhelm their surroundings, something more than skyline is lost - community character is diminished. This is not about resisting change or opposing growth. Pasadena has always evolved. But it has done so with care. With intention. With respect for the neighborhoods that give this city its soul.
When projects seem driven by maximum height and density rather than compatibility and context, residents feel unheard and disconnected from the decisions shaping our future. That erosion of trust may be the most troubling loss of all. Preserving what makes Pasadena, Pasadena means protecting the scale, charm, and sense of place that cannot be recreated once it is gone. It means ensuring that growth enhances our community rather than overshadows it. And it means restoring confidence that our planning process reflects the values that built this city in the first place. I urge you to protect the character of our neighborhoods and honor the legacy of thoughtful stewardship that has defined Pasadena for generations.
Sincerely,

Re: Protecting Pasadena's Schools, Churches, and Planning Traditions- 1364 East Green Mr. Mark Jomsky,
I am a Pasadena resident who values our city's long tradition of thoughtful planning, strong neighborhoods, and respect for community institutions. Pasadena has always balanced innovation with care - protecting its schools, churches, and residential areas while allowing appropriate growth. I am writing because I believe that balance is at risk. I am deeply concerned about the proposed R&D project near Green Street, given its location next to a grade school, an active church, and established homes.
Schools and churches are among the most sensitive and important places in our community. Students should be able to learn without unnecessary risk, and parishioners should be able to worship and gather in peace and safety. The current environmental review does not appear to fully address potential health, traffic, and quality-of-life impacts on these sensitive uses. Pasadena has long been known for careful zoning and planning standards that protect vulnerable institutions and preserve community character.
Recent broad amendments that allow R&D facilities citywide, particularly those with increased height allowances, raise serious concerns when applied directly adjacent to schools and churches. Higher- intensity uses should be concentrated along established commercial corridors such as Fair Oaks, Colorado, and Lake — not placed immediately beside places of worship, education, and family life. I respectfully ask the City Council to reverse the Design Commission's approval and require a comprehensive environmental review before this project proceeds. Decisions affecting schools and churches deserve the highest level of scrutiny and transparency. Pasadena's tradition of responsible planning is one of its greatest strengths. I urge you to uphold that tradition by ensuring that growth never compromises the safety of our students, the sanctity of our churches, or the trust residents place in their city government. Thank you for your service and your careful consideration.

Re: Protecting Our Historic Parish and Worship /1364 E. Green Street Mr. Mark Jomsky,
I went to Loyola High, and St Rita's school in Sierra Madre. Providing a place for learning the faith in an environment not bombarded by urbanization has been instrumental in the cultivation of my appreciation for my spirituality. Mr. Gordo, for someone who sent your own kid to a school with the best environment/setting around, FSHA, I would like you to imagine 4 story buildings being erected on the hill blocking off views of the surrounding area. Citizens dont want a neat sanctuary for the development of children's spirituality being assaulted by efforts against the area's natural beauty. Let's not raise our kids any closer to a future where concrete structures in the sky are the norm as opposed to trees and open sky. --. - I am writing as a Catholic parishioner concerned about the proposed development at 1364 E. Re: Serious Concerns Regarding Development Near St. Philip Mr. Mark Jomsky,
Council, I appreciate your attention to my concerns about the project as currently proposed. I want to be clear that I believe it is in the City's interest to develop projects like this in appropriate locations, retaining this talent along with the investment and economic activity that follows. That would be a significant benefit for Pasadena. I love living and working here, and I would welcome having some of the smartest and most talented people in the world as neighbors. However, the question before you is not whether this type of research is good for Pasadena; it is where—and at what scale-that research should occur, because thats the decision that directly affects the constituents who live, learn, and will continue to be part of this neighborhood. As currently proposed, the site is mismatched to the surrounding context in many ways, but here are a few. - It is not situated within a dense commercial district intended for large high-intensity activity. - It is adjacent to sensitive uses in multiple directions. - The neighboring properties are not similar commercial office and industrial buildings. - The neighboring population consists primarily of hundreds of children. -This use proposed project even if large and imposing is not "soft" in its use as a conventional low impact office building with lawyers and accountants, or faculty staff of cal tech. - The proposed use is research and development lab next to a TK-8 school The use itself is out of context in this immediate neighborhood. Unfortunately recent Pasadena history provides sobering reminders of why this is, and what can occur when even well regulated R&D facilities operated by the largest companies experience accidents. Which frankly are a part of the research and development process. The well-publicized General Motors R&D vehicle fire burned for hours and impacted surrounding neighborhoods. You google this use and there are many similar instances of accidents around the world at research and development labs. In the case of the project proposed tonight, a comparable incident would place hundreds of children who's presence at this location is not transitory to this location at risk. What worries me most about this is that it seems clear that this will not be occupied by a single highly regulated professional company like GM, but small start ups, under a sort of "we work" some of whom may be lightly funded and inclined to cut corners, and all of whom are inherently transitory. - We still do not know what specific activities will occur within the building that shares a fence with a school full of kids. - We still do not know who will occupy the space, but it seems improbable that anyone would build a building of this scale betting a tenant shows up. - No one has made any effort to explain how will regulatory compliance be enforced across numerous third-party tenants who are inherently small, lightly regulated, and likely to turn over frequently. - How will traffic be regulated so that it does not materially impact neighbors. Any risk—whether from improper chemical storage and transport, tractor trailers, research activities, accidents involving research including 1 biological research or accidental fire—would disproportionately and permanently affect neighboring and sensitive population. Lastly I wanted to say that while I understand this is being done on a "by right" basis as of this year, but I cant figure out why anyone would think that the proposed use, at the scale presented should ever be neighbors. Planning history makes clear that there is a difference between a use being legally permissible at "a time" and being appropriate for the location. Boarding houses, sexually oriented businesses, and drive-through facilities were once broadly permitted; today they are heavily restricted because of their impacts on surrounding neighborhoods. This project raises similar land-use compatibility concerns, only in this case, and at this point you can do something about it. Thank you for your time. Matt

Matt Dobson

Re: Protect the Heart of Our Community- St. Philip the Apostle Church Mr. Mark Jomsky,
I am writing as both a longtime parishioner of a historic church on Hill Avenue.

Re: Parishioner Concerns About 1364 E. Green Street
Mr. Mark Jomsky,
I am writing as a 40yr + St Philip the Apostle Catholic church parishioner, St. Philip School alumni, PUSD graduate, P.C.C. graduate, Pasadena resident, yes a life long Pasadenian concerned about the proposed development at 1364 E. Green Street and its impact on our church community. Our parish is a sacred place of worship, sacrament, and service. Equally importantly, or parish is a safe place for our entire Pasadena and surrounding communities. Catholic Social Teaching reminds us that decisions affecting our city must serve the common good and protect human dignity (Gaudium et Spes). Approving it without a full environmental review, and at a height beyond what was envisioned for this street, raises serious concerns for parishioners—especially families, children, elderly members of our community and neighboring students at P.C.C. I respectfully urge the City Council to require that this project comply with the East Colorado Specific Plan's 51-foot height limit and undergo a thorough environmental review. Doing so would reflect true stewardship, respect for faith communities, and a commitment to the common good. We chose it because it feels different - grounded, beautiful, and livable. Lately, however, I fear we are losing that balance. New developments are growing larger and denser, often towering over neighboring homes and changing the very feel of our streets. When buildings overwhelm their surroundings, something more than skyline is lost — community character is diminished.
Sincerely,
Amanda Steph

Re: Protecting Pasadena's Schools, Churches, and Planning Traditions- 1364 East Green Mr. Mark Jomsky,
I am a Pasadena resident who values our city's long tradition of thoughtful planning, strong neighborhoods, and respect for community institutions. Pasadena has always balanced innovation with care — protecting its schools, churches, and residential areas while allowing appropriate growth.
Sincerely,

Approving it without a full environmental review, and at a height beyond what was envisioned for this street, raises serious concerns for parishioners-especially families, children, and elderly members of our community.

Re: Support Innovation While Safeguarding Pasadena Communities: 1364 E. Green St.
Mr. Mark Jomsky,
I am a local resident who supports responsible development, innovation, and the important contributions of institutions such as Caltech. At the same time, I believe that land-use decisions must be grounded in sound planning principles, adequate environmental review, and compatibility with surrounding sensitive uses. I am concerned that the approved R&D project at 1364 E. Green St. has not been sufficiently demonstrated to be appropriate for its location adjacent to a school, a church, and established residential neighborhoods. In particular, we believe the current level of environmental analysis does not adequately evaluate potential impacts related to traffic, air quality, noise, operational intensity, and public health, especially as they affect sensitive receptors. I respectfully request that the City Council reverse the Design Committee's approval and require a comprehensive environmental analysis consistent with the City's obligations under state and local environmental review requirements.
A more thorough analysis would allow decision-makers and the public to better understand site-specific impacts and evaluate feasible project alternatives and mitigation measures. I want to note that residents like me have expressed willingness to support a revised project that limits building height to 51 feet, provided it is supported by a satisfactory environmental analysis demonstrating compatibility with surrounding uses. This reflects a good-faith effort by the community to balance development objectives with neighborhood protections. More broadly, I encourage the Council to revisit its November 2023 General Plan modification that permitted R&D facilities citywide. We believe this policy change, particularly when coupled with increased height allowances, warrants further refinement. Concentrating higher-intensity R&D uses along established commercial corridors such as Fair Oaks, Colorado, and Lake would better align with long-standing planning practices and reduce conflicts with residential neighborhoods, including streets such as Green. Finally, I am concerned that recent broad amendments to the R&D code were adopted without sufficient analysis of their cumulative and site-specific effects near sensitive land uses. These amendments have enabled projects that may introduce traffic, health, and safety impacts in locations previously buffered by zoning and planning controls. We believe this represents a breakdown in the process that should be corrected through careful policy review and clearer development standards. I respectfully ask the City Council to ensure that development approvals are supported by adequate analysis, consistent application of policy, and meaningful consideration of neighborhood context. Thank you for your time and consideration.
Sincerely,

I'm writing as a longtime parishioner who comes to Mass every week and cares deeply about our church.
For many of us, this parish is a second home. It's where I come to pray, to find some quiet, and to feel at peace. Our church is also a beautiful and historic building designed by Roland Coate, and it means a great deal to those of us who have worshipped here for many years. I understand that Pasadena wants to grow and support new development, and | respect that. But I'm very worried about the proposed project at 1364 E. Green Street and what it could mean for people like me. Construction often starts as early as 7:00 in the morning, and the noise, trucks, and ground shaking would make it hard to attend Mass, especially for older parishioners. It's difficult to pray when there's loud construction outside, and I worry about Masses, funerals, and weddings being interrupted. I'm also concerned that vibration could affect our historic church building. It was never meant to be next to a large project like this. As Catholics, we're taught to look out for one another and to do what's best for the common good. I don't feel that approving this project without a full environmental review does that. I'm simply asking the City Council to slow this down, require a proper environmental review, and ensure the project complies with the 51-foot height limit in the East Colorado Specific Plan. Please let this project come back in a form that respects our church, our worship, and the people who come here every week. Thank you for taking the time to listen to a parishioner who just wants to keep my cherished church peaceful and the spiritual place it was intended to be.
Sincerely,
Esperanza Jorgensen

Thank you.

Pasadena deserves developments that: Follow the height limits:
maximum 51 feet, as set in the Specific Plan. Pasadena's growth should strengthen—not threaten-our community. I urge the City Council to take a stand, enforce responsible standards, and ensure that 1364 E. Green Street proceeds only if it truly protects neighborhoods, schools, and churches. I attended Fr Joe Moniz's funeral at Saint Philip the Apostle church. Our city's character, safety, and quality of life are at stake. Please ensure this project reflects Pasadena's vision and values.
Sincerely,

Re: Public Comment: 1364 East Green Street Development
Mr. Mark Jomsky,
I am writing not just as a resident, but as someone who deeply loves Pasadena. This city is more than buildings and zoning maps — it is tree-lined streets, historic homes, welcoming front porches, and neighborhoods shaped thoughtfully over generations. Many of us chose Pasadena because of its human scale, architectural character, and long-standing commitment to balanced planning. It feels grounded, beautiful, and livable. Lately, I worry that we are losing that balance. New developments are growing larger and denser, often overwhelming surrounding homes and altering the character of our streets.
When projects prioritize maximum height and density over compatibility and context, residents feel unheard and disconnected from decisions that shape our community. For these reasons, I strongly oppose the proposed project at 1364 East Green Street. This development does not reflect the scale or spirit of the surrounding neighborhood and risks further eroding the character that makes Pasadena unique. It also doent belong next to an elementary school like St. Philip the Apostle. Growth is not the enemy - but it must be thoughtful, measured, and respectful of the neighborhoods and schools that give our city its soul. Once scale and character are lost, they cannot be recreated. I urge you to protect our neighborhoods and schools, restore trust in the planning process, and ensure that Pasadena's future reflects the care and stewardship that have defined it for generations.

Re: Balanced and Thoughtful Development Please- 1364 East Green Street Mr. Mark Jomsky,
I am writing as someone with a direct, ongoing presence in the immediate vicinity of the project site. I attend the Catholic Church St. Phillips Because of my proximity to this project, I will be directly affected by its construction and long-term operation, and I appreciate the opportunity to share my concerns for the record.
As someone directly impacted by this project, I am asking the Council to take a careful, measured approach—one that prioritizes land- use compatibility, public health, and procedural integrity. Decisions made now will shape the safety and livability of this area for decades. Thank you for your consideration and for your service to the community.
