Dear Mayor and City Council,
I am writing to express my support for the safe parking program application at All Saints Church, which you will be reconsidering on March 9.
Existing safe parking programs have demonstrated that they effectively help people transition out of homelessness more rapidly, as participants already have shelter and a semi-secure place to sleep. This reduces the emotional and mental stress faced by those who must sleep outside or in crowded shelters, giving them a greater capacity to access housing resources and to remain housed once they have done so.
These programs also demonstrate safety within their neighborhoods. For example, the safe parking program at Trinity Lutheran Church has not resulted in any incidents involving neighbor complaints or police calls. In fact, safe parkers at Trinity have contributed positively, acting as extra eyes and ears to address nearby issues.
Our city continues to face a housing and homelessness crisis, affecting hundreds of people. Safe parking programs provide a straightforward and cost-effective solution for some of those experiencing homelessness, preventing their situations from worsening and becoming harder to resolve.
It is vital to launch these programs without delay. The ALL Saints program is prepared for immediate implementation once approved by the city. If another site is selected instead, approval could be delayed by years, during which individuals living in their cars might fall deeper into hometessness, ultimately requiring more complex interventions. Addressing homelessness under such conditions becomes significantly tougher, intensifying our local crisis.
Please approve the program at Alt Saints Church on March 9 so we can take meaningful steps toward reducing homelessness in Pasadena and ensure those we assist spend much less time without stable housing. 1 Sincerely,
Melissa hleuer

Dear Mayor and City Council,
I am writing to express my support for the safe parking program application at All Saints Church which you will be considering on March 9th, 2026.
It has been documented that safe parking programs have helped people and families transition out of homelessness more effectively and rapidly. A safe place to sleep is very important for those who are navigating this difficult period in their lives because it gives them some breathing space to reflect and assess available resources. This is a luxury they do not have in the daytime hours because they are constantly attempting to figure out next steps.
As a retired faculty member of the Los Angeles Community College District, I have experienced this first hand. When students who are homeless have a somewhat secure place for the night, the chances of them staying in school and completing the semester/program becomes significantly high. The ability to get some uninterrupted sleep helps them better focus and make rational decisions. It reduces the level of stress which is a constant in their lives. Sleeping in overcrowded shelters with a group of strangers is not always helpful for peace of mind. I am reminded of the times my students who were in one of the trades like drafting, culinary, or carpentry got robbed of their very expensive tools at a homeless shelter or sleeping on the streets. Instead of being able to complete their education and becoming gainfully employed, they ended up dropping out of school because they did not have the financial resources or assistance to replace what they had tost. h-lowever, when we were able to connect them with safe housing/parking programs, we were able to encourage them to continue their studies and explore resources to end their current crisis. Safe parking programs also traditionally provide resources to help with available housing, medical, and support services. This one-stop model is often a life saver for those who are struggling.
Those who take advantage of safe parking programs are mostly people who have fallen into homelessness recently due to financial/medical challenges. Any assistance that can be provided will help them figure out next steps and move on to live productive lives.
We are grateful that All Saints Church has generously opened their parking facilities to immediately implement this program.
We urge the City to approve this plan on March 9th. This will be a very important step in providing dignity and self respect to our neighbors who are struggling with housing insecurity. 1 Sincerely,

Dear Mayor and City Council,
I am a local pastor and resident of Pasadena living in District 5.
I am writing to express my support for the safe parking program application at All Saints Church, which you will be reconsidering on March 9.
Before arriving in Pasadena, my family and I lived in Goleta, California, where we resided on the campus of a church that offered on-site safe parking. For over 8 years, my wife, two young daughters, and I experienced the joy and power of a safe parking program.
The safe parkers living on our campus ranged from older single women who were experiencing homelessness after years of tryingto keep up with rising housing costs, to married women and their children who were escaping violence in their homes, to college students who were determined to meet the high expense of advanced education by reducing their rental costs. In the 8 years we were there, we witnessed the incredible power of a safe place to make dramatic differences in the lives of many women. These were important contributors to our neighborhood who were making brave decisions in order to keep themselves and their loved ones thriving in an excessively costly environment.
Along with witnessing how effective and helpful a safe parking program is for people in distress, we also formed deep relationships with wonderful people. There was no doubt that for my family and for neighbors living in this suburban coastal town, safe parkers were an important part of the community. Despite their situations of upheaval and distress, we often witnessed them contributing to Local celebrations and projects, embedding themselves in the area with an empathetic tenderness that can only come from people who understand the fragility of a person's situation.
We have been delighted to learn that two churches here in Pasadena are providing this service to our community members who need a safe space to recover and find new avenues for thriving. We rejoice because we see this as a powerful indicator of this city's character. Pasadena cares for our vulnerable family and friends, Pasadena helps our neighbors in distress rise and recover. As a local Pastor living and serving on the North Lake Ave corridor, I am well aware of the challenges homelessness poses to people at risk and the complexity of finding spaces where they can rest and recover from tumultuous situations. Safe parking programs are yet another great way of helping protect members of our community from the dangers and exposure of the street.
We must protect these services as much as we can. Please approve the program at All Saints Church on March 9 so we can take meaningful steps toward reducing homelessness in Pasadena and ensure those we assist spend much less time without stable housing.
Sincerely,

Dear Mayor and City Council,
Hello! My name is Eliot, I work in and attend church in Pasadena.
I am writing to express my support for the safe parking program application at All Saints Church, which you will be reconsidering on March 9.
In my youth I relied on Safe Parking programs to stay safe. When I was in college I worked two or three jobs and attended school full time. There were many times when I got off work late after being in class all day, and I was too tired to safely drive home. But I knew where the safe parking program churches were, and I was able to stay there.
Later in life, as a seasonally employed outdoor educator, I have lived out of my car between periods of employment.
In both of these scenarios, I was incrediblyfortunate - I knew where to access resources, and I knew that there was a definite end date to when I would be accessing them.
Even then, living out of your car for more than a month at a time can be incredibly draining.
I have also spent a handful nights at Wal Mart parking lots, or at designated Rest Stops off the 10 freeway. Without safety. Sleeping in that state -- waking up every time a car alarm goes off, or at any other loud noise - is a different kind of sleep. It's restless. It's exhausting. It means your waking hours are more strained, the anxiety seeps into your bones.
I wanted to share my story because it is not uncommon, and as a reminder that housing instability can happen to anyone. I've experienced a Lot of growth in my career over the Last few years and am earning more than my parents ever did. I rent a very nice home in Toluca Lake.
But I know that 40% of Americans don't have enough saved to cover one months rent, if they suddenly find themselves unemployed. I know that medical debt continues to be crushing. I know my own student Loan debt has gotten away from me.
I never doubt that I could find myself living out of my car again. So I know exactly how vital these programs are.
1 We also have proof that they're safe. In Pasadena, Trinity Lutheran Church has had a positive experience with their Safe Parking program. They've had no neighbors complain and no police calls.
It's my understanding that All Saints Church in Pasadena would like to host a Safe Parking program as well.
In each of the times that I lived out of my car, the time period was short - but it was much longer than I could have survived outside. I have done a Lot of tent camping in my Life, as an avid hiker. But even with the considerable gear that I own (which matters - many homeless people have next to nothing, and if they experience a sweep, they can lose everything), I would not be prepared.
Please allow All Saints to do with their property as their congregation feels called to do.
It is vital to launch these programs without delay. The All Saints program is prepared for immediate implementation once approved by the city. If another site is selected instead, approval could be delayed by years, duringwhich individuals living in their cars might fall deeper into homelessness, ultimately requiring more complex interventions. Addressing homelessness under such conditions becomes significantly tougher, intensifying our local crisis.
Please approve the program at All Saints Church on March 9 so we can take meaningful steps toward reducing homelessness in Pasadena and ensure those we assist spend much less time without stable housing.

This is an essential program. My friend Jane right now is living in her car and was not able to find anywhere to park. Therefore, she received a ticket which she cannot pay because she is unhoused.
These programs are so important to help people transition to finally receiving a home. It's far better than sleeping under a bridge.

Re: Support for Expansion of Safe Parking Program to All Saints Church C/TY Hr D^.^ •V ~" ' ^' ryy^
Dear Mayor Gordo and Members of the Pasadena City Council:
RK
The Commission on the Status of Women was established to advise the City Council on the special needs of women in Pasadena and to provide input on public policies affecting women and girls, particularly those from marginalized groups. Consistent with this mandate, the Commission expresses its strong and unanimous support for the continuation and expansion of Pasadena's Safe Parking Program, including the proposal to establish a second Safe Parking site at All Saints Church.
Women represent approximately one-third of unhoused adults in Los Angeles County, and in Pasadena that number approaches 40 percent. Nearly 30 percent of Pasadena's unhoused population is over the age of 55 and disproportionately Black and Latino/a.2 According to the 2024 Homeless Count, domestic violence is the leading cause ofhomelessness among women in Pasadena.3 Yet our city currently has no specialized shelter or transitional housing dedicated to women fleeing domestic violence or sexual abuse, and only one year-round shelter serving homeless adults. Combined with the severe shortage of affordable housing for low-income adults and seniors, this reality makes Safe Parking one of the most practical and cost-effective "bridge" housing options available to vulnerable women with access to a vehicle.
At Pasadena's existing Safe Parking site at Trinity Lutheran Church, more than half of participants are women, most over the age of 55.5 This mirrors trends across Los Angeles County, where older women and survivors of domestic violence participate in Safe Parking programs at disproportionately high rates.6 Research consistently shows that many unhoused women feel safer sleeping in their cars than in congregate shelters, particularly those who have experienced violence or other trauma.7 Studies also demonstrate that Safe Parking participants ' Pasadena Homeless Count, 2024 data available at https://www.pasadenahomelesscount.ora/. 2 Id.
3 Id.; see also Pasadena Now, Homeless Count Reveals Surges in Domestic Violence Survivors and the Newly Homeless, June 17, 2024.
4 See, e.g., Lewis, L. R., Rabinowitz Bussell, M., & Livingstone, S. (2025). An Analysis of Safe Parking Programs:
Identifying Program Features and Outcomes of an Emerging Homelessness Intervention (2024) (finding that women were twice as likely as men to have a "positive exit" from Safe Parking Programs.) 5 City Council Meeting Public Comment Feb 2, 2026; confirmed by Rabbi Joshua Levine Grater, CEO of Friends in Deed, in presentation to Commission 2/4/2026.
6 Safe Parking LA, Annual Impact Reports, available at https://safeparkingla.org/our-impact/; See also University of California, Los Angeles, "Who Lives in Vehicles and Why? Understanding Vehicular Homelessness in Los Angeles (2022).
7 Peer-reviewed research consistently finds that women experiencing homelessness face greater risks of victimization and trauma in unsheltered and congregate settings compared with sheltered environments, influencing their avoidance of traditional shelters. See, e.g. A. M. Nyamathi et al.. Sheltered versus nonsheltered homeless are more likely to engage in case management, maintain employment, and successfully transition into permanent housing compared to individuals living in tents or emergency overnight shelters.8 In short, Safe Parking is not merely a temporary solution; it is a proven pathway to housing stability.
The Commission welcomes the Mayor's proposal to evaluate additional Safe Parking locations, including potential sites on City-owned property. However, we view this effort as an opportunity to expand capacity—not to delay or replace the proposed program at All Saints. The All Saints site would provide secure overnight accommodation for up to 25 individuals, tripling current capacity. Participants would have access to restroom facilities and on-site security during nighttime hours, when women are most vulnerable to crime and assault. Access would be controlled, limited to registered and vetted participants, ensuring safety and accountability. The program would operate in partnership with Shower of Hope to provide case management and housing navigation services designed to help participants move into permanent housing as quickly as possible.9
For older women, domestic violence survivors, and other vulnerable residents living in their cars, Safe Parking offers dignity, stability, and a realistic pathway out ofhomelessness. Expanding this program is a practical, compassionate, and evidence-based response to a documented need in our community.
The Commission respectfully urges the City Council to vote in favor of allowing the All Saints Safe Parking program to move forward.
Sincerely,
The Commission on the Status of Women

Dear Mayor Gordo and Members of the City Council:
My name is Evelyn Gilmartin. I am a member of the Pasadena community since 1999.
I'm writing in support of the safe parking program application at All Saints Church undef consideration on March 9th.
The safe parking program helps to give DIGNITY to homeless families forced to shelter in their automobiles.
It enables families to have some semblance of normality by providing safety and sanitation.
It enables adults to have a "residence", an address from which to vote, to hold a job and children to attend school .
This program has been very successful here in LA county, the great state of California and nationwide.
I urge you to support this well thought through program and permit All Saints' community effort to "Love thy brother as thyself. " Thank you Sincerely,
Evelvn Gilmartin

Hello, friends. I am writing in strong support for the Safe Parking program at All Saints. I have been involved with the same program at Trinity Lutheran for several years; and they are a model of success. They have graduated 1 8 people to permanent housing, given the wrap around services provided by Friends In Deed.
One of the Safe Parkers is my friend;and I trust her with the companionship care for my 86 year old husband. He has dementia and we need more help. She is perfect! I know several more Parkers more casually; and they work hard, pay taxes and have "fallen on evil days" Multiply Safe Parking in every city owned lot and available space and save more lives! Thanks,
Eloise Kaeck.

Dear Mayor and City Council,
My name is Holly Might. I've lived in Pasadena for 22 years. I serve on the board of directors for Pasadena Mennonite Church located within the Church of the Brethren on Casa Grande and Altadena Drive.
I am writing to express my support for the safe parking program application at All Saints Church, which you will be reconsidering on March 9.
I've seen the tremendous impact that safe parking lots have on people who live in their cars. They have access to a safe location, and they can trust that their belongings are safe in their vehicle.
Existing safe parking programs have demonstrated that they effectively help people transition out of homelessness more rapidly, as participants already have shelter and a semi-secure place to sleep. This reduces the emotional and mental stress faced by those who must sleep outside or in crowded shelters, giving them a greater capacity to access housing resources and to remain housed once they have done so.\ These programs also demonstrate safety within their neighborhoods.
If another site is selected instead, approval could be delayed by years, during which individuals living in their cars might fall deeper into homelessness, ultimately requiring more complex interventions. Dear Mayor Gordo and City Councilmembers,
I am a resident of District 5, and a Licensed Clinical Social Worker with experience providing mental health services in youth shelters and outpatient hospital programs serving unhoused adolescents and young adults.
I am writing to express support for the safe parking program application at All Saints Church. Safe parking programs improve neighborhood safety and provide a cost-effective step toward helping people attain permanent housing. To combat attempts to criminalize and incarcerate people for being unhoused, it is crucial that we act now to provide this service to prevent further harm to our Pasadena neighbors who are at risk of this injustice.
Please approve the program at All Saints Church without delay.

Mr. Mayor and City Council
I am a proud homeowner in Pasadena- with a particular concern because we have a crisis in our city : too many persons are experiencing homelessness in our midst. .1 know you share that concern- in fact, you have declared it a priority to address that problem. That means we should take every opportunity to do so! And now we have a great opportunity to make a significant difference : allow the SAFE PARKING program at All Saints Church, the well-planned program for Safe Parking at All Saints Church to proceed.
It is well planned, carefully structured to be good for everyone : church, neighbors, and the people who will be able to use it!
As a person of faith, I believe this is something we should do. It is a moral way to assist our neighbors. Those who can use this program are
usually employed - they are honorable, well-behaved; they do not create problems for the neighborhood. I think it must be only misplaced fear that leads neighbors to object - they would change their minds if they visited the Trinity Safe Parking program. These people need only that small help to regain stability and housing. You have testimony about the success of putting this idea into action- here in our city as elsewhere. I don't think there is any valid reason to deny the program.
It would be a dishonor to the city to forgo this opportunity.

Dear Council Members,
I am a local parent who currently relies on the Safe Parking program at Trinity Lutheran Church in Pasadena. I wanted to share how important this resource is for people like me.
I'm employed as a hlealth & Wellness Coach, currently in the process of building my career from ground zero after a costly divorce that left me with no assets. I cannot leave San Gabriel Valley because my kids live here with their father. I also cannot afford housing at this time.
hlaving a designated place where I can safely and legally sleep in my car provides stability during this difficult period of life. Without it, there are no legal options for me to stay near my children and be present for them while I get back on my feet.
Programs like this help people remain in their communities, maintain work and responsibilities, and avoid being pushed further into crisis. For many of us, it is not a long-term solution, but it is an essential bridge.
As an extra set of eyes and ears, my presence in the church parking lot at night contributes to the safety of the neighborhood. Safe parkers are part of the community, we care about the community, and we respect and look out for each other.
I hope the council will consider the real human impact when making this decision and approve the Program at All Saints Church on March 9.
Sincerely,

Dear Mayor Gordo and City Council Members,
I'm a 38-year resident of Pasadena and currently live in District 5. I'm writing to urge the Council to approve and proceed with the Safe Parking Program at All Saints that has been in the works for over 2 years.
This lovely Saturday afternoon, I took a walk to my neighborhood library, the Hill Avenue Branch. Because my main forms of transportation are walking and hiking, I notice things about my neighborhood that are less apparent from a car, and so seeing unhoused people along Colorado Bl., at the gas station, or around the library is nothing new. But today I was struck at just how many people I witnessed who are living outside while I was on my short 5-block walk. It brought home to me the dire urgency of increased efforts that can not only provide a pathway into permanent housing but also keeping more people from finding themselves on the streets. The All Saints Church Safe Parking program is ready to go, ready to help alleviate this crisis in a small but highly meaningful way.
Neighborhood opposition to programs such as these is also nothing new, but concerns about impacts of congregationally-based safe parking programs tend to be misdirected and are not really about safe parkers. I understand that the presence of people who are living outside in one's neighborhood is uncomfortable, disturbing, and frustrating. It highlights to the failure of our societal systems to take care of those whose personal safety nets have given way. But our discomfort should motivate us to expand opportunities for people to be housed, not shut them down. All Pasadenans, regardless of where they live, how much money they make, and how much influence they have in city politics, need to be on board with this.
There has been some conversation about setting up this program at a non-church site away from residential areas. Not only would that delay the process by years, imperiling the lives of yet more at- risk people, but it would ghettoize safe parkers away from a caring institution, removing a crucial component of such programs' success - community involvement and relationships. All Saints Church already has staff and volunteers who are poised to welcome people into a supportive community and are able to immediately work to relieve the homelessness crisis as soon as the plan is approved.
This program should be a no-brainer. The fact that obstacles were thrown in its way is truly shameful. Please make amends by approving this program as soon as possible.
Sincerely,
Gloria Newton

Re: Appeal of Board of Zoning Appeals' decision on MCUP #7318 Honorable Members of the City Council:
The Maryland Homeowners Association (The Maryland) submits this supplemental infonnation as part of its appeal of minor conditional use pemiit (M CUP) #7318, which would permit a "Safe Parking" land-use on the parking lot on Assessor's Parcel Number 5723-017-012 (APN -012) on the southeast comer of North Euclid and Walnut Street.
At the November 17,2025 hearing on this appeal, several Council members were under the misimpression that All Saints church has owned APN -012 since the 1800s. In fact, All Saints purchased the property in 1990. The property—which is separate from the parcel on which the Church's sanctuary, chapel, guild room, rector's office, etc. are sited—was a commercial parking lot when All Saints bought it, and it has operated as a commercial parking lot ever since. (See the title report following this letter.) This is significant because the City's Zoning Code, which allows a Safe Parking land-use on a religious facility site, defines a "religious facility" as a facility "in which the primary use is religious worship" or related activities such as religious education or ministry. (See Zoning Code section 17.80.20.) A parking lot that is primarily use for commercial parking is not, therefore, a religious facility site even when owned by a church that non-primarily uses it for religiously affiliated parking. To make the analysis under the Zoning Code more perspicuous, suppose All Saints had purchased an adjoimng pizzeria that it continued to operate as a pizzeria most of the time but whose parking lot it used for parishioners on Sunday mornings and choir members during a weekly evening rehearsal. Would the City consider the pizzeria a "religious facility" site? Of course not.
As the Council members and everyone who lives or works in the Civic Center know, the parking at issue (APN -012), which holds 50 cars, primarily services the 3/9/2026

courthouse and government buildings and is full or almost full Monday through Friday from the morning until evening. The lot has modest tum-over during the day. It also has only a modest number of commercial parkers on the weekend, except when an event occurs nearby. (For example, the lot was full on Oct. 18, 2025 because of the "No King" protest at the Civic Center.) Less well known is that the lot is nearly empty at night, as it is within an hour or so after church services conclude on Sunday.
The table and supporting photographs in the pages that follow show the number of cars on the indicated dates (all from 2025) and times. While only Parcel -012 is at issue in MCUP #7318, the table and photographs also include the number of cars parked on Parcel -040. This table and the supporting photographs make two things clear:
(1) The parking lot's use is de minimis at night after court- and business- hours, and so is not a religious facility site "primarily" used for religious worship or related religious activities.
(2) The proposed "safe parking" land-use—which would permit 25 vehicles parking from 7 pm to 7 am—would significantly expand both the parking lots' daily number of vehicles and its hours of substantial use. (See pages 13-14 of The Maryland's submittal to Council dated October 6, 2025.) The expansion of use would be far beyond "no or negligible" as the staff report on MCUP #7318 contends. Ofcoiu-se, the use during the "safe parking" hours would change, too, from parking to dwelling.
.^
We appreciate the City Council's attention to this matter and anticipate the Council's granting The Maryland's appeal and denying MCUP #7318.
Respectfully,
t

Dear Mayor and City Council,
I am a small business owner, employing 40 people at Greenhouse Therapy Center at Lake @ Walnut, i am writing to express my support for the safe parking program application from All Saints Church. AS a licensed psychologist, I am highly supportive of this program application.
Existing safe parking programs are unique, innovative, and impori:ant because they effectively help people transition out of homelessness more rapidly, as participants already have shelter and a semi-secure place to sleep. This Stability gives them a greater capacity to access housing resources and to remain housed once they have done so.
The Trinity Lutheran Church, a similar program, answers questions of Safety; it has not resulted in any incidents involving neighbor complaints or police calls.
If another site is selected instead, approval could be delayed by years, during which individuals living in their cars might fall deeper into homelessness, ultimately requiring more complex interventions. Addressing homelessness under such conditions becomes significantly tougher, intensifying our local crisis.

Dear Mayor and City Council,
My name is Sarah Letts and I was born, raised and still live in Pasadena. I am writing to express my support for the safe parking program application at All Saints Church, which you will be reconsidering on March 9.
I applaud All Saints for decades of taking concrete actions to serve people experiencing homelessness. I remember their soup kitchen on Union Street in the 1970's and All Saints continues to be an institution that doesn't just talk the talk, they walk the walk. I applaud their efforts to create a Safe Parking program on the lot north of the church.
To address the humanitarian crisis of homelessness, we need every solution imaginable. Safe Parking is the right solution for a number of people and I encourage the City Council to approve the application for the All Saints site.
Sincerely,
Sarah Letts

Dear Mayor and City Council:
My name is Valeria Tracy and I attend Trinity Lutheran Church in Pasadena.
I want to express my strong support for the safe parking program application at All Saints Church which you will be reconsidering on March 9th.
1. I have met some of the "safe parkers" at Trinity who, lacking a roof over their heads, are so grateful to have a place to sleep safely and use facilities provided by the church. The alternative for them is parking on the street which is more dangerous, especially for the women parkers.
2. The safe parkers' backgrounds have been vetted by City-approved agencies for drug, alcohol and criminal records.
The parkers must have valid drivers licenses, car registration, and insurance. I have found they are sober decent "normal" people who are temporarily down on their luck. You would be hard-pressed to pick them out in the attendees at your council chamber this evening.
3. The safe parking program is a pathway to secure housing, So far, 19 of Trinity's parkers have found a roof. People living in their cars do not suffer the same level of trauma and dislocation that homeless people on the street endure.
This makes them better candidates for locating stable housing. Often people living in cars have jobs and are self- supporting but cannot for the moment obtain housing.
4. Safe parkers have access to Pasadena Police but have never required police intervention due to anything done by a parker. Indeed, parkers serve as extra neighborhood "eyes" and can immediately report disturbances nearby.
5. Failure to permit religious congregations to provide safe parking means that the City will minimize or eliminate the emotional and spiritual support offered by the church's community. It also means that the City will have to pay people to administer the programs that are now handled gratis by the churches. 6 It is important to launch these programs with no delay. The program at All Saints is prepared for implementation once approved by the City. If another site is selected it could mean months or even years of delay during which individuals in cars may fall deeper into homelessness, ultimately requiring more complex interventions, thereby intensifying the local homeless crisis.

Dear Mayor and City Council,
My name is Grace Dyrness. I am a Participatory Research and Development Specialist with the Hub for Urban Initiatives in Pasadena. I have been a member of All Saints Church for many years. I am writing to express my support for the safe parking program application at All Saints Church, which you will be reconsidering on March 9.
For years I also served on the Board of Directors of Housing Works and the Los Angeles Coalition to end Hunger and Homelessness. In all those years I have come to understand first hand that there is no one solution for ending hunger and homelessness. Safe parking is an important factor for some people to be able to overcome their difficult situation. I felt this deeply a couple of years ago when I participated as a volunteer in the homeless count in Pasadena. We encountered a young woman who was living in her car with her two very young children.
This woman had a job but it was not enough for the high rents in the area. She was grateful she still had her car and could drive her children to school. But she was very scared about where she could park and deeply concerned about keeping her two little children safe. That helped me understand why it is so important to have a safe place to park for people in such circumstances.

Dear Mayor and City Council:
I simplywantto add my support of the Safe Parking Program proposed for All Saints Church in Pasadena.
I live in the neighborhood at Euclid Ave so I'm part of District 3. I also am a member of Trinity Lutheran Church further down on Walnut which has operated a successful Safe Parking Program for several years. These might be unhoused individuals but usually they have jobs. Several are teachers, nurses, office workers who find themselves unable to find affordable housing in the Pasadena area. They continue to go to work while desperately seeking housing. This is a temporary solution to ease their enormous emotional pressure and give them breathing space to find a more permanent solution. They are completely vetted and have not caused any trouble in Trinity's neighborhood. I suspect the same will be true of All Saints.
It's my understanding that both religious institutions and governments have the duty to protect the most vulnerable in a society. That's why they exist. On a side note, I live on N. Euclid Ave because I am an Eaton Fire survivor and am rebuilding my house. But for one Long, scary month, I too was homeless. I am lucky that I have some family and friends who were able to give me temporary shelter, or I might have been in mycarw/mybird. Homelessnesscan happen to anyone for numerous reasons. This is an easy way to immediately help those who need it the most.
Sincerely,
JudyABarnett

Dear Mayor and Members of the City Council,
As a Pasadena resident and a parishioner at All Saints Church. I'm writing to express my support for the proposed Safe Parking program at All Saints.
I believe we have a moral obligation as a City and Church to care for our neighbors, especially those who are most vulnerable. This program reflects that commitment while also contributing positively to the broader community.
The proposal would serve up to 25 individuals overnight in a designated portion of the church parking lot.
It will operate with clear rules, security, and case management to ensure the program is well managed and respectful of the surrounding neighborhood. Programs like this offer a practical and humane way to provide a safe place to rest for people who are working to stabilize their lives, while also helping keep Pasadena's streets safer for everyone.
I respectfully urge the Council to approve the Safe Parking program at All Saints.
Sincerely,
ZacharyCommins

Dear Pasadena City Council:
I and my wife Kirn Morton feel strongly that the City of Pasadena should take the moral high ground and approve consent calendar item #7, public hearing, thereby establishing safe overnight parking at All Saints Church for applicable homeless individuals with valid drivers licenses and vehicles with valid registration.
We understand that AII-Saints has a detailed, ready-to-implement plan in partnership with the Shower of Hope that includes on-site security, managed intake, case management, resources for employment and housing, hotline for community concerns as well as access to restrooms and handwashing stations for up to 25 vehicles. These factors should adequately mitigate the main arguments in opposition - and will provide an immense service to those in dire need.
Elitism should generally always bow to that which is equitable, not vice-versa.
In our half-century of association with and recent / current residence in Pasadena, Kirn and I have taken pride that the City of Pasadena prides itself on civic character. That character is most broadly defined we think not so much by the champions of commerce as how the City deals with those who are most challenged. This is a remarkable opportunity to do the right thing and tell the county, the state, the nation, the world what is important to us as a community is each other.
Street homelessness cannot be allowed to become status quo.
That said, Kirn and I also strongly endorse the City of Pasadena opening up a year-round homeless shelter to get more homeless individuals inside and off local streets. Union Station as you know only has a 56-bed capacity and that's not nearly enough to address the current overwhelming need, as you know. One might think with the 11 or so closed campuses PUSD now has along with their urgent need for funds, that a win-win-win deal could be brokered to open up such a shelter on one of their sites.
One might also think the City could possibly entertain eminent domain considerations to take over the old St. Luke's Hospital site and convert it into a year-round homeless shelter. Certainly, there is a clear "public use" factor present as well as, arguably, a case to be made for blight removal.
One last thought - perhaps guidance and models are available for replication from other cities that have significantly reduced street homelessness in recent times, such as Bakersfield (95%+ reduction over last 6 years), Houston (more than 60% reduction in past 10 years), Denver and D_aHas7Austin. 1Item?
Searching for solutions in the box is nice; searching for solutions in and out of the box is now necessary.
Thank you for your time and attention as to the above; my district councilperson is cc'd.
Respectfully and Best Regards,
Taylor Morton, J.D.
