Dear Mayor Gordo and City Council members,
I am a resident of District 1, a member of Orange Grove Quaker Meeting, and co- founder of Making Housing and Community h-1appen (MHCH). I am writing to support the safe parking application of All Saints Episcopal Church.

Our nonprofit advocated for making safe parking a permitted use for many congregations (including Trinity Lutheran and All Saints Episcopal) in Pasadena. We helped start the program at Trinity Lutheran Church. Over the years I have come to know and become friends with many of the safe parkers. Half of them are women over age 60. All of them are responsible people who have fallen on hard times and just need support to be housed again. Neighbors have no reason to fear safe parkers. None have committed crimes. Apparently only one neighbor has written in opposition to the application of All Saints Church.

Safe parking has a proven track record in Pasadena. The safe parking program at Trinity Lutheran Church, which accommodates up to 10 parkers at a time, has been operating for several years. That program has permanently housed at least 18 people.

The program has never required police intervention because of something that a parker has done. (Parkers have called the police on other intruders or people causing a disturbance nearby.

Religious congregations that host safe parking programs can provide some staff and volunteer time to administer the program. If a program is held elsewhere without this advantage, the cost to the city will increase because it will have to pay staff to do what 1 03/09/2026
Item?
the congregation's staff and volunteers often do. (It should be noted that Trinity Lutheran has received absolutely no funds from the city for the safe parking program there.)
Religious congregations can provide a human community for the parkers, decreasing the sense that they are merely in an institutional program. Research indicates that programs for unhoused people run through or supported by religious congregations often demonstrate high levels of success frequently attributed to their ability to provide relational, long-term support and a strong, built-in community.

For these and many other good reasons, I urge you to support All Saints' application for safe parking.

Support for Safe Parking Program at All Saints Church in advance of the March 9 Hearing

Dear Mayor and Members of the City Council,
My name is Donna M. Lee. I am a Pasadena re3ident(91106) and a member of Knox Presbyterian Church.

I'm writing as a faith community member concerned about homelessness to express my support for the safe parking program proposed at Alt Saints Church, which you will be reconsidering on March 9.

For individuals already living in their cars, a designated safe place to park overnight can provide a small but meaningful sense of security while they work toward permanent housing.

Safe parking programs have shown that they help people transition out of homelessness more effectively. When people are not forced to sleep outside or constantly worry about where they can safely park, they are better able to access services. The safe parking program at Trinity Lutheran Church has operated without incidents involving neighbor complaints or police calls. In some cases, participants even become extra eyes and ears in the neighborhood, contributing in a positive way that is said by some to help the surrounding community. I am also concerned that Pasadena may be losing some of the practical, cooperative efforts that once helped address homelessness in thoughtful and effective ways.

Safe parking programs have been part of that chain of solutions, that is, small, humane interventions that prevent situations from becoming more severe and more costly for everyone.

The program proposed at All Saints Church is ready to begin immediately if approved. If the city delays approval or attempts to move the program elsewhere, implementation could be pushed backyears.

During that time, people currently living in their vehicles may fall further into homelessness, making their situations much harder to resolve.

For these reasons, I respectfully urge you to approve the safe parking program at All Saints Church on March 9. It is a practical, compassionate step Pasadena can take right now to help people regain stability while strengthening the network of solutions our community needs.

Thank you for your service to Pasadena and for your thoughtful consideration.

Sincerely,
Donna Lee, Pasadena Voter and Resident

I am strongly in favor of the safe parking program in Pasadena and of All Saints' application that is being reconsidered on March 9, 2026.

Safe parking programs have already proven to be effective here in Pasadena. It is one meaningful way to address our housing crisis and provide a at Least modicum of dignity to unhoused people. ALL Saints is an extremely well-respected and capable Leader within the community and is able and willing to administer the program in a safe and effective manner.

Every delay to this application means that 25 unhoused people have a Less safe place to sleep. Our neighbors-your constituents-deserve at least this small dignity.

Dear Mayor and City Council,
I'm writing in support of the application for a safe parking program at All Saints Church.

The prior denial of the application was based on not exempting the program from CEQA. SB1395 requires that programs such as the safe parking program proposed for All Saints Church, that will provide case management, housing navigation, and counseling, be exempt from CEQA. The denial was not in compliance with California Law.

This application was previously approved by a hearing officer and, on appeal, by the Board of Zoning appeals in a unanimous decision.

We desperately need this program to address our homelessness crisis. Approximately 14,000 people live out of their cars in LA County. This population is the easiest to house because they are not yet traumatized by having to Live on the street or navigate congregate shelters. They often have jobs or are elderly. They exhibit Little of the mental health and substance use problems that more often are exhibited by unhoused people who don't have cars to sleep in. But they need a safe and legal place to park. Many municipalities don't allow overnight parking. If people who Live out of their cars fall further into homelessness because they lose their cars (e.g. due to being towed or attacked) then the trauma of being on the street without a car will likely result in mental health and even substance use problems that make them harderto house. (I say this having served the unhoused population, here in Pasadena, as a housing navigator for 15 years.) We should not delay in allowing this program to be implemented.

Please approve this application immediately.

Strong Opposition to Minor Conditional Use Permit No. 7318 , Safe Parking Program at All Saints Church
Some people who received this message don't often get email fromrn why this is important [ -I ] CAUTION: This email was delivered from the Internet. For more information about the Phish Alert Button view article "KB0011474" on the DolT portal.

Dear Mayor Victor Gordo and Members of the Pasadena City Council, I am writing as a longtime resident and homeowner in Pasadena to express my absolute and unequivocal opposition to the proposed safe parking program at All Saints Church (Minor Conditional Use Permit No. 7318). I urge you to deny this permit during tonight's continued public hearing.

Over the past 7 years, I have personally witnessed a significant and alarming decline in public safety in our neighborhoods. What was once a safe, family-friendly community has become increasingly unsafe, particularly for women. I no longer feel comfortable walking alone due to frequent encounters with individuals experiencing homelessness who follow me on bicycles, engage in public nudity (men completely naked walking on the street where my home is located), smoking drugs in close proximity [forcing me and my dog to inhale unknown substances, potentially including fentanyl), and create an environment of intimidation and unpredictability. It isn't fair.

I have directly observed violent incidents in residential areas, including a deranged, unhoused individual punching a woman in the face. Screams and attacks on women have become far too common near my home. These experiences have made it impossible for me to step out my front door day or night without fear.

Pasadena's increasing focus on accommodating the unhoused, often at the expense oftax-paying homeowners and residents who invest heavily in this community, has contributed to this deterioration. If I had known that the city would prioritize such programs over the safety and quality of life for its paying citizens, I would never have purchased a home here.

Approving this safe parking program will only exacerbate these issues. It risks attracting more vehicle- based activity, idling engines, drug use, and associated behaviors into a central residential area, further degrading neighborhood safety and comfort. As a woman living in Pasadena, I find this proposal deeply troubling and incompatible with preserving the character and security of our community.

I am extremely disappointed in this direction and am now actively planning to relocate to an area like Orange County, where taxpayer and homeowner interests appear to be better protected from these challenges.

Please reject this conditional use permit and prioritize measures that enhance safety for all residents.

Thank you for your attention to this critical matter and for considering the voices of very concerned community members/women like myself.

Sincerely,
Sarah Reade

Hello,
I'm writing in to express my concern with agenda item #7.1 strongly believe this appeal should be denied and that All Saints should continue with their safe parking program. It's of the utmost importance that we provide people with a safe and clean place to shelter while they get back on their feet. Allowing this appeal will only result in more vulnerable unhoused people and will continue the vicious cycle of poverty and violence.

Thankyou,

Dear Mayor and City Council,
My name is Rachel Darling and I live in Pasadena District 6. I am writing to express my support for the safe parking program application at All Saints Church, which you will be reconsidering on March 9.

I've been a resident of Pasadena for almost 2 years now and the longer I live here, the less I believe that the city has the best interest of the majority of its residents at heart. I find it disturbing that there is any opposition to this program at all.

Existing safe parking programs have demonstrated that they effectively help people transition out of homelessness more rapidly, as participants already have shelter and a semi-secure place to sleep. This reduces the emotional and mental stress faced by those who must sleep outside or in crowded shelters, giving them a greater capacity to access housing resources and to remain housed once they have done so.

These programs also demonstrate safety within their neighborhoods. For example, the safe parking program at Trinity Lutheran Church has not resulted in any incidents involving neighbor complaints or police calls. In fact, safe parkers at Trinity have contributed positively, acting as extra eyes and ears to address nearby issues.

Our city continues to face a housing and homelessness crisis, affecting hundreds of people. Safe parking programs provide a straightforward and cost-effective solution for some of those experiencing homelessness, preventing their situations from worsening and becoming harder to resolve.

It is vital to launch these programs without delay. The All Saints program is prepared for immediate implementation once approved by the city. If another site is selected instead, approval could be delayed by years, during which individuals living in their cars might fall deeper into homelessness, ultimately requiring more complex interventions. Addressing homelessness under such conditions becomes significantly tougher, intensifying our local crisis.

Please approve the program at All Saints Church on March 9 so we can take meaningful steps toward reducing homelessness in Pasadena and ensure those we assist spend much less time without stable housing.

Sincerely
Rachel Darling

Hello,
I write in support of Trinity Lutheran's Safe parking program. In my mind, churches who wish to provide safe parking are giving the city a great service. Sadly, we will have the unhoused among us for the foreseeable future, and many people must Live in their vehicles. Congregations who provide safe parking offer restrooms, charging stations and meet other basic needs which allow "parkers" to live safely and remove them from public spaces.

Trinity Lutheran's program has been very successful, offering stability to a small and responsible group of people, many of whom are engaged in the life of the congregation and move on to permanent housing.

Trinity's parking lot is especially well-suited to this service, as it is off the main street (Walnut) and provides a sheltered area away from residences.

As people of faith, Lutherans feel called to respond to the most basic needs of our neighbors, and this Safe Parking program has been especially effective, safe and responsible. Please continue to allow this much-needed program to continue.

To whom it may concern,
. I am writing to voice my concerns and My name is Jessica and I live at the Euclid Apartments on', objections to the "Safe Parking" program.

While I think this program is much needed and altogether a great option, I, however, do not believe the proposed area on the corner of Walnut and Euclid is appropriate.

We have had many incidents here at our building, including women being followed and harassed, public nudity, public drug use,and an unhoused man back in 2020 who was able to set up a makeshift nook in our basement and hooked up to our electric system somehow. He was caught and dealt with. We also had a man break in and smash our water heater until it broke. Most recently, on November 18th, 2025, we had an unhoused man approach one of our residents,MMax,and assaulted him with a beer can. Max had to be treated at the hospital. He then jumped out of the gate and broke it and barricaded himself between mine and my neighbor's apartment, banging on doors. The cops were called approximately 10 times, took 15 minutes to arrive, and it took 3 men to take him down and finally arrest him. It was 3:30 p.m. If the response time was that long mid-day, I do not think we have the resources at all to handle incoming incidents this will bring. These are just a few of the things that have happened over the 5 years I've lived here . The list goes on. I strongly disagree with this proposal, and if it does go through, I will most likely move. I am a single woman that has to park and walk alone daily.

Dear Mayor and City Council,
My name is Paul Netherton and I regularly attend a church congregation in Pasadena.

My understanding is that on March 9th, you and the city council will be considering the safe parking program application from All Saints Church.

I wish to convey my strong support for this program. I believe it will make our community safer, for people living in their cars and also the community at large. As someone who once lived out of their car for a few months many years ago, I can see the benefits of this program clearly. I see these benefits including 1) increased safety and connection to resources for those living in their cars, 2) Reduced overnight parking in undesignated areas of the city, 3) a more rapid transition out of homelessness.

My understanding is that the All Saints program is prepared for immediate implementation once approved by the city. I ask you to please approve the program at All Saints Church on March 9. To me, it just makes sense to all in our community.

Dear Mayor and Members of the Pasadena City Council,
On behalf of the Pasadena NAACP, I write to urge your support and approval of the proposed Safe Parking Program at All Saints Church. This program represents a compassionate and practical step toward ensuring the safety and dignity of some of our most vulnerable neighbors.

Across Pasadena, many individuals and families are currently living in their vehicles while they work toward securing stable housing. Safe parking programs provide a structured, supervised, and humane alternative to people sleeping on city streets or in unsafe Locations. By allowing this program to operate at ALL Saints Church, the City would be supporting a solution that prioritizes safety, access to services, and a pathway toward housing stability.

Faith institutions tike All Saints have long been partners in caring for our community, and their willingness to open their space to support residents experiencing homelessness reflects the very best of Pasadena's values. Safe parking programs not only protect individuals from potential harm but also connect participants with resources that help move them toward permanent housing.

At a time when housing insecurity continues to impact many residents, we must embrace solutions that are compassionate, responsible, and grounded in our shared commitment to human dignity.

The Pasadena NAACP strongly encourages the City Council to approve this proposal and allow this important program to move forward.

Thankyouforyour Leadership and your continued commitment to building a Pasadena where every resident is treated with dignity and respect.

Re: MCUP #7318; calls-for-service in the Civic Center neighborhood Honorable Members of the City Council:

The Maryland Homeowners Association submits this supplemental information aboutsome of the calls-for-ser/ice the Pasadena Police Department received from 1/19/2026through 1/25/2026 in the Civic Center neighborhood, near All Saints' proposed "SafeParking" site on the parking lot on the southeast comer of North Euclid and WahiutStreet (Assessor's Parcel Number 5723-017-012). The Civic Center neighborhood forpurposes of this list ofcalls-for-service consists of the area between Colorado to the southand Corson to the north, and Raymond to the west and Oak Knoll to the east.

The list, below, is selective. It does not list every call for service from the Civic Centerneighborhood, but only those calls reporting suspicious or criminal activity or likelyinvolving homeless individuals or the mentally ill. Thus, the list does not include, forexample, reports of burglar alarms, traffics stops, or "citizen flags" (when a police officeris flagged down by a member of the public while on patrol).

As the list below shows, the Civic Center neighborhood experienced an extraordinarynumber of troubling incidents during this 1-week period. Extrapolating from this list of51 calls over this 1-week period results in over 2,650 calls per year reporting serious, criminal, homeless-related, and mentally-illness-related incidents in our neighborhood.

The Maryland hopes the City Council members will take this into account whenexercising their discretion when deciding whether or not to grant MCUP #7318 thatwould likely create further problems for our neighborhood.

Dear Mayor and City Council,
My name is Blake Dayman. I have Lived in Pasadena all my life. I've graduated from the public schools at PUSD and graduated Pasadena htigh School as an APP Academy student. After graduating college with a B.A in Computer Science, I returned to Pasadena and currently serve the community as a Data & Quality Assurance Specialist at Union Station Homeless Services. In addition, I am an active member at All Saints Church.

I am writing to express my support for the safe parking program application at All Saints Church, which you will be reconsideringtoday March 9th.

Sincerely,
Blake Dayman

Dear Mayor and City Council,
I encourage you to vote Yes on approval of All Saints Church's Safe Parking proposal. I have personally observed how well this is working at Trinity Lutheran Church. Also, I have been on the pastoral staff at Altadena Baptist Church since 1972, and we have frequently had homeless overnight parkers in the parking lot there. When I consulted with our insurance agent about whether added risks might increase our policy costs, he informed me that their experience was that approved overnight parkers at churches they insured actually reduced risks.

Please approve this small, but proven way of addressing our city's immense homeless challenge.

Dear Mayor Gordo and Councilmembers,
Abundant Housing Pasadena and Faith and Housing Coalition write to ask you to deny the appeal of safe parking at All Saints Church and approve the Minor Conditional Use Permit, allowing the program to move forward.

City Council recognized the urgency of the homelessness crisis and the importance of safe parking programs when it voted to amend the zoning code to allow them in 2023. Programs such as the one proposed at All Saints are critical to connecting unhoused residents with permanent housing and mitigate harm as we build out shelter space and affordable and supportive housing.

Our letter is attached below.

RE: Agenda Item #7 - Safe Parking at All Saints Church
Dear Mayor Gordo and Councilmembers,
We write to urge the Council to find this action exempt from environmental review pursuant to stateCEQA guidelines and approve the Minor Conditional Use Permit for safe parking at All Saints Church, consistent with Pasadena's Ordinance 7414 codified on September 11th, 2023 and with the city's goalsto aid residents experiencing homelessness and achieve functional zero homelessness.

As you well know, we have a homelessness emergency in Pasadena. According to Pasadena's 2025Point-in-Time Homeless Count, 581 residents lack permanent shelter and 342 lack shelter of any kind, spending nights on the streets and in the parks of our city. Sheltering these residents will require avaried approach including acceleration of housing construction, especially affordable and supportivehousing, designation of a year-round shelter, and the expansion of safe parking programs like the one under consideration at All Saints Church.

A similar program at Trinity Lutheran Church has been operating successfully and without incident foryears. In that time, 1 8 individuals have been placed in permanent housing. All Saints' program wouldhave capacity for twenty five individuals that could be more easily reached for case management and housing placement.

We applaud the effort to find additional sites to be used for safe parking, but we urge that thiscomplement, not replace, the program at All Saints, which has been in development for more than twoyears with an operator lined up and ready to begin. We note that other sites also may haveneighborhood opposition and challenges yet to be discovered. Granting the appeal will significantlydelay the implementation of further safe parking programs, and it may also risk the city's ability to find operators for any further sites.

Thank you for your consideration of this letter.

Dear Pasadena City Council,
Throughout the proposals for the homeless parking program, it is repeated that there will be no effect on the surrounding neighborhood and residents. I wish this were the case. Unfortunately, those of us living on Euclid Ave have felt the effects of the inadequate mitigation measures for the other programs at union station and currently at All Saints Church. Any program has unintended consequences, and when coupled with wishful thinking—like the idea that a single security guard is sufficient to maintain the safety and order of 25 individuals going through a Life crisis—those consequences become dangerous. In just the Last few months, one of my neighbors had a beer bottle smashed in his face by a homeless man right outside of our apartment building. He was then followed that neighbor into our building. Another neighbor of mine had to put trash bags over her already opaque bathroom window to stop the harassment from a homeless man who would regularly Lurk outside of her apartment. Another neighbor started paying over $100 a month for private parking after she broke her foot because she was worried that limping the one block home on our street would make her a target. I came home one day to find someone shooting up behind our dumpster. Unfortunately, I could go on.

I understand that the desire to start a program Like this one comes from a place of empathy. I ask that we first start with empathy for our neighbors living on this street. I wish we were in a different place safety- wise, that we were in a situation where starting a program like this was something that we could consider. Sadly, with the track record of safety on Euclid Ave as it is,this program can only be described as utterly irresponsible.

Sincerely,
Tara Leininger

Dear Mayor and City Council,
I'm writing in strong support of the Safe Parking Program at All Saints Church, because I know it's a powerful and effective way to keep vulnerable people safe and help them regain stability.

We know from research done by UCLA that "people Living in vehicles are more likely to be women and to live in larger households with children, and are less Likely to be chronically unhoused" (1). Many have jobs, friends, Loving families, and the same desires we all have to stay safe and have somewhere to go home to.

Safe Parking programs have a strong track record of helping unhoused people by:
reducing their emotional and mental distress by providing them with a safe, secure, and semi- private place to stay, and
providing a first step towards housing resources and a quick transition into more permanent housing.

Safe parking programs are cost-effective solution for some of those experiencing homelessness, preventing their situations from worsening and becoming harder to resolve. It is vital to Launch these programs without delay. The All Saints program is prepared for immediate implementation once approved by the city. If another site is selected instead, approval could be delayed byyears, duringwhich people living in their cars might fall deeper into homelessness, ultimately requiring more complex and expensive interventions and causing good people to suffer.

Please approve the program at All Saints Church so we can take meaningful steps toward reducing homelessness in Pasadena and ensure those we assist spend much less time without stable housing.

To Members of the Pasadena City Council and Mayor Gordo:

Good afternoon:

I write to urge the council to approve the All Saints safe parking program, which is listed asltem #7 on the agenda for the March 9,2026 meeting. We should not be in this situation. However, it is fruitless to recount the various missteps that led us to tonight. We can still do the right thing now if we have the courage and moral clarity.

Pasadena is facing a housing and homelessness crisis. There are hundreds of unhoused people in our city, and more every day that can be seen on our streets. This is unacceptable. Among these are many people who are working, but living in their cars after they fell on hard times. What they need is showers and a safe place to sleep to maintain hygiene, safety and dignity, as well as the stability needed in their daily lives to get back on their feet. The program proposed by All Saints fulfills those requirements.

We know safe parking works. Trinity Lutheran church has implemented a similar program and there have been no discernible negative consequences. We can do the same thing at All Saints and help more of our unhoused neighbors.

As for the threats of litigation, it seems we are going to be sued regardless of the council's decision tonight. Speaking as a taxpayer, voter and resident of Pasadena, I'd much rather be sued for doing the right thing. The city's desire, if sincere, to find more city-owned spaces for safe parking and a permanent shelter is commendable. However, this is not an either-or situation. Given the crisis of homelessness we are facing, all reasonable measures should be taken to fix it. Safe parking at All Saints is one of them.

Thank you for your attention to this matter.

Sincerely,
Thomas Tai

Dear Mayor and City Council,
My name is Craig Dayman and I am a lifelong Pasadena resident.

I support your YES votes in favor of a safe parking program application at All Saints Church since:

The City approached All Saints Church over 2 years ago to create a safe parking program which is almost ready to go after investing money and staff to address homelessness.

Trinity Lutheran Church in Pasadena has been successfully operating a safe parking program for several years.

Religious congregations' programs for homeless people often demonstrate high levels of success frequently attributed to their ability to provide relational, long-term support and a strong, built-in community.

Please approve the program at All Saints Church on March 9 so we can take meaningful steps toward resolving the homelessness crisis in Pasadena.

Dear City Council,
I am writing in support of a safe parking area at All Saints Church in Pasadena. This is an essential service to our community. There are still fire survivors living in their cars. The cost of housing is outrageous in Pasadena. I was upset to learn that Pasadena does not already have a nightly safe parking space. I am now appalled that a church would step up to meet that need and people would push back against it. As a citizen, homeowner, and tax payer in Pasadena, CA, I strongly encourage you to represent me and many of my neighbors by supporting the overnight parking program at All Saints.

Warm regards,

I urge that Pasadena approve the Safe Parking program at All Saints Church. More and more people are becoming homeless as living costs such as rent outstrip incomes. Some people, including families, only have their car for shelter but parking on the street can be dangerous and unsanitary. Cities have not been able to adequately or safely cope, failing both the homeless as well as the housed people in their communities. Programs such as Safe Parking provide safe places for people while they work to access other social services and/ or financially get back on their feet.

APPEAL OF THE BOARD OF ZONING APPEALS' QUASI-JUDICIAL DECISION TO APPROVE MINOR CONDITIONAL USE PERMIT #7318 TO ESTABLISH A SAFE PARKING LAND USE

Dear Pasadena City Council,
As a lifetime resident of Pasadena and am urging council to appeal to approve minor conditional use permit #7318 so that All Saints is able to open their parking lot to those of our community who do not have shelter. We as Pasadena have not been able to provide our most vulnerable with dignified housing and until then, we must allow at the very least access to a safe overnight parking space. This is beneficial for everyone. If people are able to get a good nights rest and feel safe in their own community, they can actually have a chance to work on bettering themselves. You must approve of this use of parking space, from a church nonetheless, for the benefit of individuals and therefore our community as a whole. I look forward to seeing people safely parked at All Saints very soon.

Kindest Regards,
Millie

Hello,
I live on Los Robles Ave. and am in support of safe parking at All Saints Church (on tonight's City Council meeting agenda) to help alleviate the housing issue. People need a safe place undertheirfeetin orderto contribute to society, and there's no easier, less-disruptive safe place than their own private vehicle.

Those against safe housing practices like this have no evidence for their arguments beyond personal biases, and allowing safe parking will provide a safer community for all involved. Thank you for reading! Judy M.

Mayor Gordo and City Council,
My name is Victor Suarez and I'm a resident of Pasadena in District 7 and a housing activist and mutual aid organizer in the city.

I am writing to express my support for the safe parking program application at All Saints Church. Existing safe parking programs have demonstrated that they effectively help people transition out of homelessness more rapidly.

I also recently wrote an op-ed in the Pasadena Star News outlining additional steps the city can take to treat our housing crisis with the urgency it requires. I ask that these steps be considered as well:

1. Formally declare a state of emergency on homelessness in Pasadena just as Los Angeles city and county have and begin to marshal the resources needed to adequately confront our crisis.

2. Establish a year-round bad weather shelter, safe parking sites, and similar measures to ensure the most vulnerable in our community and those that have slipped into hometessness have safe shelter and services.

3. Allocate additional funding to the hlousing Department so we can provide more services to the unhoused, such as hotel vouchers, on theirwayto permanent housing.

4. Say yes to more affordable housing development and pro-housing policies while balancing the valid concerns of preserving Pasadena's character.

Best,
Victor Suarez

Dear Mayor and Members of the Pasadena City Council,
I am writing regarding the Safe Parking item on tonight's agenda as a Pasadena resident of 28 years.

First, I want to acknowledge that homelessness is a complex issue and that compassionate responses are necessary. Pasadena has long been a city that cares deeply about its most vulnerable residents, and I appreciate the efforts of faith institutions, nonprofit organizations, and the City itself to address this challenge.

However, I am concerned about the growing concentration of homelessness-related services within the Civic Center area surrounding City Hall.

Within just a few blocks of this location, the City and nonprofit partners already operate or support a number of programs serving individuals experiencing homelessness. These include interim housing programs, outreach and case management services, mental health response programs, and other social services intended to assist vulnerable populations. The City itself also hosts services and outreach activity in and around the Civic Center area. While each of these programs serves an important purpose, the cumulative effect is that a significant number of services are being concentrated within the same small geographic area of our city.

At the same time, this district is facing significant economic and revitalization challenges. Just down the street, the Paseo shopping center continues to struggle with vacancies and declining activity. Directly across the street sits the historic former YWCA building on Marengo Avenue, a landmark designed by Julia Morgan that has remained Largely vacant foryears despite its prominent Location in the Civic Center.

The Civic Center area is notjustanother part of Pasadena; it is part of the historic civic district and serves as the symbolic and architectural heart of our city. This area was originally designed as a planned civic campus intended to reflect Pasadena's civic pride and architectural heritage.

Having lived in Pasadena for nearly three decades, I have watched the Civic Center area closely over time. In my view, the area around City Hall has begun to show signs of decline in both look and feel, which is concerning given that this district represents the civic heart of our city. 1 The Civic Center is also where residents come to participate in civic life and where visitors often experience Pasadena's government and historic architecture for the first time. The condition, vitality, and balance of this district therefore shape how people perceive our city as a whole.

When multiple social service programs are concentrated within the same area, it can unintentionally place additional pressure on that district and make economic recovery more difficult. As Pasadena considers additional programs, it may be worth asking whether a more balanced distribution of services across the city would better support both those in need and the long-term health of our neighborhoods and commercial districts.

Pasadena can and should continue to pursue compassionate solutions to homelessness. At the same time, those solutions should be thoughtfully distributed so that no single area bears a disproportionate share of the impacts.

I respectfully ask the Council to pause and considerwhethercontinuingto place additional homelessness-related programs within the same few blocks of our Civic Center reflects the balanced planning approach for which Pasadena has long been known.

Decisions like this shape the future of Pasadena's Civic Centerfor decades to come. I hope the Council will carefully consider whether further concentrating services in this district supports the long-term vitality and balance of our city.

Thankyouforyourtime and service to Pasadena.

Hi,
I am writing to support the safe parking program at All Saint's Church.

The application for a safe parking program at All Saints Church at a city council meeting on November 17, 2025 was denied by not exempting it from the California Environmental Quality Act (CEQA). hlowever, programs for unhoused people that provide case management, navigation, and counseling, as this one would, are exempt from CEQA by state law SB1395. The denial of the application in November was invalid. Safe Parking programs are one very effective tool in combating homelessness. They are very successful in getting participants housed because people living in their cars have not suffered the greater degree of trauma that those living on the streets or in emergency shelters have. Often they are still working and have more options available to them and just need a little help. These programs require the participants to have a working vehicle, current registration, and a valid driver licence, which demonstrates a significant degree of responsibility.

Thankyou,

Dear Mayor and City Council,
My name is Pastor Mayra Macedo-Nolan. I am Executive Director of the Clergy Community Coalition (CCC). The CCC works with local clergy, civic and community leaders towards creating a community where all residents can thrive.

I am writing to express my support for the safe parking program application at All Saints Church, which you will be reconsidering on March 9.

Housing Justice is one of the CCC's Key Initiatives. We are committed to work with partners and faith communities to ensure that residents have access to safe and affordable housing. We can deeply about the safety of our residents who have no safe place to stay. Faith Communities have a unique opportunityto be helpful, utilizingtheir properties, to support our neighbors in this manner.

For example, the safe parking program at Trinity Lutheran Church, which the CCC also supported, has not resulted in any incidents involving neighbor complaints or police calls.

Together we can address these challenges - we ask that you allow Faith Communities to be a part of the solution.

In partnership,

Dear City Council,
I'm writing to you as a resident of Pasadena and am asking you to deny the appeal and approve safe parking at Alt Saints Church.

This project has been in the making for 2 years to provide a place for safe parkers to sleep and use the bathroom white the city tries to find them housing. A similar program at Trinity Lutheran Church has been going on successfully for years, resulting in no police service calls for resident activity and 18 safe parkers placed in permanent housing.

Thank you for your consideration.

Sincerely,
Maggie Chen, a Pasadena resident 91107

Dear Mayor and City Council,
I am writing to give my strong support in favor of exempting the Safe Parking program at All Saints Church from environmental review, and the approval of the minor conditional use permit to allow the Safe Parking program.

Those opposed to this item seem to be misguided on the effects of this program. As discussed countless times during this process: there is no evidence that this will increase crime in the area. The only effects I foresee are positive for the neighborhood and Pasadena at-large. A few of our neighbors will be able to steep soundly at night, will have increased access to resources they need, and will be given a helping hand towards escaping homelessness. This is a common sense solution with no downsides.

The previous hearings on this issue were poorly run and the mayor especially should be ashamed of himself. Why are you blocking such an easy win for the city? Why can't you understand what you're even voting for? Please show some respect for this city and the serious issue of homelessness that too many of our neighbors are facing every single day. We all deserve better.

Sincerely,
Martin Castner

Dear Mayor Gordo and City Council Members,
I'm writing to you to express my full and unreserved support for the Safe Parking Program at All Saints Church. As I understand it, the same program is already in place elsewhere in Pasadena with no problems. I don't understand why it has become an issue at the All Saints Location. I work across the street from the very parking lot being considered, sometimes at night, and I have no concerns. In fact, I'm happy to see a typically empty parking tot being put to good use. Please approve the conditional use permit. Thankyou.

Most Esteemed Mayor and City Council Members,
My name is Vivian Lewis. I am an active member of Trinity Lutheran Church, Pasadena California.

I am writing to express my d
support for the safe parking program at All Saints Church which is being reconsidered at today's meeting on Monday, March 9th 2026.

The reason that I am in favor of this program because this has proven itself more than once on how homelessness needs to be addressed.

Our Safe Parkers at Trinity Lutheran Church are given not only a safe place to stay at night, but also a place for them to receive the assistance they need to rebuild their lives. We have housed approximately over ten people in the Last five or six years that this program has been in affect.

I have seen firsthand how wonderful it is for the people to finally find housing and how safe it is for them to be on our church premises while doing so.

It is in my opinion , very unfortunate that the City of Pasadena does not want to be apart of something so monumental as in aiding their constituents with the same benefits as Trinity Lutheran Church has given to those who have be hit by unfortunate circumstances.

I will state something regarding police activity at Trinity. I have been an active member for over ten years. In all the time that I have been a member, I have had to be at Trinity late at night sometimes I had to wait for an Uber, not once did I feel unsafe because I always knew that the safe parkers would help keep me safe. They still do make me feel comfortable knowing that someone is watching out for me.

I want to state that I have never seen or heard of police activityatTrinity nor have [witnessed any wrong doings. The reason is the Safe Parkers are very grateful to have a place to stay. They protect not only us but if need be the church itself.

Now, I propose a question to you all. If you oryour loved ones became homeless for one reason or another (ie the Attadena fires) would you feel comfortable knowing that there was a place for either you or that specific Loved one to stay safe at night and be able to obtain not only housing, but resources to help themoryou?
1 Is not All Saints Church a good place for other Safe Parkers to be able to get the assistance they need as well? We need more churches to step up and provide the help that is needed in peace with peaceful experiences and not feeling frightened of the government owned facility.

If you reallywanttoseethe program inaction, come at night and meet the Safe Parkers and ask them how they feel about having a place to stay and where the actual police activity is coming from. I assure you, it is not them.

Thankyou foryourtime.

Sincerely,
Vivian Lewis

Good Evening,
Dear Members of the City Council,
I am writing to express concern about the proposed homeless parking program at the location currently being considered. While I support efforts to help people experiencing homelessness, I strongly believe that this particular location is not appropriate and will create significant unintended consequences for the surrounding community and businesses.

This street sits directly next to a concentration of hotels that rely heavily on tourism and visitor traffic.

Within close proximity there are four hotels, including the Westin, which would Likely be the most impacted by this proposal. These hotels serve visitors who come to the area expecting a safe, welcoming, and well-maintained environment. Placing a homeless parking program in such close proximity risks disrupting hotel operations, discouraging tourism, and negatively affecting the reputation of the area as a destination for visitors.

Tourism and hospitality businesses are a major part of the Local economy. If guests feel uncomfortable or perceive the area as unsafe, they wilt choose to stay elsewhere. This not only affects the hotels themselves but also nearby restaurants, shops, and other Local businesses that depend on visitor spending.

Another concern is that the program could unintentionally attract additional vehicle dwellers from outside the immediate area. Rather than focusing on helping individuals who are already experiencing hometessness in this neighborhood, the location could become a magnet that draws in new populations.

This risks increasing the scale of the issue without meaningfully improving outcomes for those already in need.

It is also important to recognize that there are already multiple programs and services operating in the area aimed at addressing homelessness. Instead of placing a new program in the middle of a sensitive hospitality and tourism corridor, it may be more effective to strengthen and support the programs that are already in place.
1 I respectfully urge the Council to reconsider the proposed Location. A different site that is better suited for services and Less disruptive to surrounding businesses would allow the City to address homelessness while also protecting the economic health of the neighborhood.

Thank you for taking the time to consider the concerns of residents, workers, and businesses in the area.

Sincerely,
Maddie Radasch

APPROVE SAFE PARKING

Council members,
We are experiencing a homelessness crisis. We need programs such as safe parking to be implemented as soon as possible. The safe parking program at All Saints Church is almost ready to go. The city staff, the church, and the service provider have been working for over 2 years to set up the program. Shutting down this effort to start over at another site could delay the program another 2 years. People who could have been helped by this program will suffer and may fall further into homelessness (e.g. losing their cars and having to sleep on the street). 1 McMillan, Acquanette (Netta)

Dear Mayor and City Council,
My name is Analisa Zamora and I am a member of All Saints Congregation, I am writing to express my support for the safe parking program application at All Saints Church, which you will be reconsidering on March 9.

1 Sincerely
Member of All Saints Church Congregation

Dear Mayor and Members of the Pasadena City Council,
I am writing regarding tonight's discussions surrounding the safe-parking proposal at All Saints Church and the development proposed near St. Philip the Apostle Church and School at 1364 E. Green Street.

Watching the City devote significant time, correspondence, and legal attention to navigating the safe- parking proposal at ALL Saints has been striking. It demonstrates how carefully the City can work through complex issues when a church and its mission are involved.

At the same time, it has been difficult not to notice the contrast with the situation involving St. Philip the Apostle Church and its school community in connection with the proposed research and development project at 1364 E. Green Street. St. Philip's is a longstanding Pasadena institution serving parishioners, families, and children through its church and elementary school. The project proposed next door raised serious concerns among families and neighbors about the scale of the development and its potential impacts on a school environment.

Another similarity between these two situations is that nearby residents expressed significant concerns in both cases. Neighbors around All Saints have raised objections to the safe-parking proposal, just as neighbors near St. Philip the Apostle Church raised concerns about the research and development project proposed next to their homes and directly adjacent to a school campus. In the case of St.

Philip's, those concerns raised important questions about how such a project would affect the surrounding neighborhood and a place where children gather every day.

Yet it did not appear that those questions received the same level of attention, questioning, or deliberation from Council members that we witnessed this evening regarding the All Saints matter. From the outside, this contrast Leaves many residents wondering why similar scrutiny was not applied when families, neighbors, and a church community raised concerns about a project directly affecting a school environment.

Having Lived in Pasadena for nearly three decades, I care deeply about the future of our city and the wellbeing of the families and neighborhoods that make it such a special place to Live. Pasadena has long been known for thoughtful planning and respect for its community institutions, and I hope the City will reflect on these situations and ensure that residents, families, and neighborhoods receive the same level of consideration in future decisions.
1 Thank you for your time and for your service to the residents of Pasadena.

Erika Foy
